The article is devoted to the description and analysis of pedagogical experience of professional competence formation in training and assessment of students in the point-rating system. The interdisciplinary nature of geographical education implies the need to develop special ways of thinking among students and to attract knowledge and skills from different subject areas. In such a situation, it is necessary to maximize the arrangement of the training process from the initial stage of learning to the stage of summative assessment. The work contains proposals to supplement the evaluation tools of expertise, knowledge and skills with innovative methods to better understand the success of students educational activities. A system of measures used by the teacher during the semester for formative and summative assessments to evaluate the level of competence development in students is described. Emphasis is placed on the possibility of using distance learning technologies in the point-rating system. A conclusion is made on the effectiveness of the score-rating assessment of the competence development level in geographical education and predictive capabilities of this method of control, particularly in Master's and postgraduate studies. The concept of the score-rating system proposed in the article was tested by the author while teaching a number of geographical subjects at Ural State Pedagogical University. This methodology has proven to be an effective method of increasing the organization and motivation of students.

Введение. Диагностика уровня владения сотрудниками компетенциями, необходимыми для работы в цифровой образовательной среде, является важнейшей составляющей, отражающей процессы, происходящие в современных образовательных системах. Выбор диагностической карты как инструмента измерения позволит определить потребности и дефициты педагогов в профессиональных компетенциях по проектированию, разработке и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Инструмент дает возможность судить о состоянии уровня владения сотрудниками данными компетенциями и формулировать прогноз его развития. Цель – выявление уровня профессиональной компетентности научно-педагогических работников, необходимых для работы в цифровой образовательной среде. Материал и методы. Методологической основой исследования стала психологическая концепция субъектно-деятельностного подхода, суть которой заключается в представлении о личности как активном субъекте, самосовершенствующемся, самоактуализирующемся и самоопределяющемся. Идея данного подхода строится на связи познавательных и деятельностных механизмов включенности субъекта во внешнюю среду и предполагает наличие у него устойчивой личностной позиции по собственному преобразованию и развитию. Предложен подход к оцениванию, который принят в эффективно работающих организациях, принявших за основу методологию самообучающихся организаций. Результаты и обсуждение. Представлен анализ результатов проведенной диагностики уровня владения сотрудниками компетенциями, необходимыми для работы в цифровой образовательной среде, в том числе для проектирования и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Проведенное исследование позволило определить влияние цифрового образовательного пространства на профессиональное развитие педагогов и выявить уровень их готовности к участию в дидактических коммуникациях с применением цифровых технологий. Заключение. Диагностика в полной мере позволила оценить уровень владения сотрудниками Челябинского института переподготовки и повышения квалификации работников образования (ЧИППКРО) компетенциями, необходимыми для работы в цифровой образовательной среде, в том числе для разработки и реализации дополнительных профессиональных программ в формате цифровых образовательных ресурсов. Так, после предложенного ряда форм повышения квалификации для преподавателей ЧИППКРО, в декабре 2021 г. будет проведена повторная диагностика, которая покажет динамику повышения профессиональной компетентности в части работы в цифровой образовательной среде. Introduction. The relevance of the study lies in the fact that today, in the period of the accelerating process of development and implementation of e-learning and distance learning technologies, the creation of a promising educational system, it is necessary to anticipate and forestall the emerging very contradictory problems. One of them is the demand for scientific and pedagogical workers who possess the necessary skills to carry out work in the electronic information and educational environment of the institute, and their insufficient training for the successful application of these technologies in professional activities. The goal is to identify the level of professional competence of scientific and pedagogical workers in order to organize activities in the digital educational environment. Material and methods. The methodological basis of the study was the psychological concept of the subject-activity approach, the essence of which lies in the idea of the person as an active subject, self-improving, self-actualizing and self-determining. The idea of this approach is based on the connection between the cognitive and activity mechanisms of the subject’s involvement in the external environment and assumes that he has a stable personal position on his own transformation and development. No less important is the second approach – acmeological – increasing the teacher’s professional competencies through informal forms of professional development. Results and discussion. The article presents an analysis of the problem of training scientific and pedagogical workers for the development of additional professional programs developed in the format of digital educational resources in the context of an accelerated change in the social and professional environment due to the expansion of digital technologies. The authors’ attention is focused on diagnosing digital competencies of specialists. The study of the digital competence of the scientific and pedagogical workers of the institute made it possible to determine the influence of the digital educational space on their professional development and to reveal the level of their readiness to participate in didactic communications using digital technologies. Conclusion. Thus, it should be noted that the diagnostics made it possible to fully assess the level of the institute’s employees with the competencies necessary to work in a digital educational environment, including for the development and implementation of additional professional programs in the format of digital educational resources. So, after the proposed number of forms of advanced training for teachers of the institute, in December 2021, a second diagnosis will be carried out, which will show the dynamics of increasing professional competence in terms of work in a digital educational environment.

In modern educational system reform in Russia, there is a deepening contradiction between the required and real level of professional competence of teachers. One way to overcome this contradiction is the systematic professional development of the teaching staff implemented with the help of distance learning technologies (DLT). One of the means to ensure high quality of training is course evaluation by trainees. It allows for motivation and a high level of training, to understand the directions of the course modification. At the same time, teachers themselves are professional experts in training, and their assessment of the e-course may be more objective than that of the trainees of other professions. Additional vocational education is primarily characterized by a high degree of applied orientation to modern learning technologies. Such are the realities that changes, especially in digital technology in education, are changing rapidly. And it is so fast that, in fact, one person cannot be aware of the full range of directions in which they (the changes) are taking place. This problem can be solved using the DLT through systematic modification of the e-course. The object of the study in this paper is the process of teachers’ training in the system of professional development of pedagogical staff using distance learning technologies. The subject of the study: the mechanism of optimization of elearning distance learning courses used in the system of professional development of pedagogical staff. Research purpose: to identify mechanisms to optimize the effectiveness of e-courses to increase trainees’ motivation, correlation of theory content with practice with the help of trainees themselves under conditions of synergetic approach [1]. Research objectives: a) to identify parameters for improving the effectiveness of e-courses; b) to develop a toolkit for improving the effectiveness of e-courses; c) to develop recommendations for improving the effectiveness of e-courses. The method used in the study is the analysis of pedagogical literature, Google-form-based questionnaire, synthesis, and generalization. The novelty of the study is related to the creation of conditions for modifying e-courses for teachers’ professional development through the examination of the course by the teachers themselves. The article reviews the scientific literature on the quality of distance learning. The forced temporary transfer of the educational process to a distance form is considered as an unplanned event to assess the quality of education, which allows us to assess the effectiveness of the management system in education for all participants in educational relations, as well as to determine the directions of modernization and development of the education system as a whole. The use of digital technologies in the educational process helps the teacher to more fully build interaction with students, improve their methodological and organizational skills and competencies, use visual formats for presenting various information, which, in turn, contributes to the development of cognitive activity of schoolchildren and students. Educational interaction in the framework of distance learning has a special specificity and special qualities that place increased demands on the professional competence and pedagogical qualifications of teachers, as well as on the personal and professional competencies of all subjects of the distance educational process. Distance learning now allows interaction between the trainers and trainees, but not fully appropriate to ensure the achievement of learning objectives, learning content of the subject and control assessment of knowledge, skills, competencies. Distance learning technologies should complement (and this is their significant functionality and potential), and not replace the already established traditional face-to-face forms of educational interaction, models and methods of teaching.


This work is based on the use of distance learning technologies in education, which will make it possible to individualize training, and in turn contributes to the formation of professionally important qualities for students of the direction of "Computer Engineering". The experimental work was aimed at developing a technology for the formation of students' professional competence. The article shows that the mastery by students of knowledge, skills and abilities in the field of computer engineering was aimed at their conscious application in solving problems of the educational and cognitive process, and subsequently in professional activity. The article presents the results of research, and an objective assessment of the effectiveness of this type of training for students on the basis of the Tashkent University of Information Technologies named after. Muhammad al-Khwarizmi, which allows us to identify promising methodological directions in the preparation of a highly qualified technical specialist.

According to the Ukraine integration in the European Union, the NATO integration course and the fact that NGU officers are constantly involved in international cooperation, we analyzed in the article the state of development of NGU officers’ language competence and systematized the results of the state of language competence of NGU officers and key characteristics of the language competence development in officers ass well as readiness of the officers for self-education and for the language competence development. A monitoring study was conducted by surveying NGU officers to determine the current state of language competence development in NGU officers and the attitude of officers to innovative technologies and distance learning technologies in the language competence development. We consider the creation of various conditions for the study to be an urgent problem of training NGU officers. Among them there are organizational, pedagogical, technical, normative conditions; considering of the level of language proficiency of officers and differentiation of training on this basis; improving the content and methods of teaching a foreign language in accordance with the duties and responsibilities of officers, with the specifics of the activities of NGU units; formation of positive motivation in officers to learn the language; providing foreign language practice for officers in daily activities and foreign language environment; multicultural training of officers; DL training for officers. The state of language competence development in officers is outlined with indication of problems of language competence development and emphasis is placed on effective forms of training with a view to developing of language competence components development in NGU officers.
