The problem of sea transportation on Pulau Panjang, Batam City, is that it is inadequate for marine transportation owing to the lack of safety buoys, excessive passenger loads, and the absence of passenger safety insurance. The purpose of this study is to assess the marine transportation services in Pulau Panjang and their adherence to the framework of governance, and to determine the characteristics of good governance in sea transportation services. This type of qualitative research is descriptive, and anlaysed using qualitative techniques (data reduction analysis techniques, data presentation, and drawing conclusions (verification). There were nine research informants and one person as the key informant. The theory used in this study was the theory of good governance, namely the public government and the private sector. The results of this study indicate that sea transportation services on Panjang Island needs improving and will benefit from the involvement of three key stakeholders: the government (in the form of the Department of Transportation and the Education Office); the owner of the ferries; and the people of Panjang Island as passengers. When viewed from the principle of good governance, the responsiveness of the government already exists but is not sustainable and there is no supervision from the government and community participation is still very low so that their aspirations are not conveyed to the government and the means of transportation owned by the private sector are also not effective and efficient for used as a means of public transportation. Indonesia is located between two oceans, the Pacific Ocean and the Indian Ocean, and two continents, the Asian Continent and the Australian Continent. Indonesia is also a maritime country, where and the oceans are wider than the land. Therefore with sea transportation a major consideration, it is only natural that the government pays attention to all matters relating to this sector, especially in terms of security and safety. This study considers the safety of maritime passenger transportation and the effectiveness of the existing regulations, namely Act No. 17 of 2008. This study is based on research into the case of PT. ASDP Ferry, Singkil Branch. The main conclusions that can be drawn from the writing of this research is that Act No. 17 of 2008 also includes the legal (as well as physical) protection for users of sea transportation services. The parties who are legally responsible, namely the harbormaster, captain, crew, company, NTSC, and also the Shipping Court in this case must continue to optimize their functions and continuously optimize their resources for shipping safety and security and also complement shipping support facilities. The government policy regarding sea tolls is to navigate goods transportation, guarantee the availability of goods, reduce price disparities, and ensure the continuity of goods transportation services to underdeveloped, remote, and border areas. Maritime transportation development policies are directed at increasing the role of the national shipping fleet, both domestic and export-import by applying the cabotage principle; eliminating illegal levies at ports through improved coordination for all agencies related to the loading and unloading process and meeting international shipping standards and the implementation of International Ship and Port Security; restructuring the shipping legislation and its implementation, as well as institutions in the marine transportation sub-sector in order to create conditions that are capable of attracting private interest in the development of marine transportation infrastructure. Sea transportation policy is defined as the lifeblood of increasing national development for the smooth flow of people, goods and information. This policy supports the optimal allocation of economic resources, so that sea transportation services are fairly evenly available and affordable for the people’s purchasing power. Liberalisation of air transportation practically is known as open sky policy. In the practice, the liberalisation of air transportation is divided into two group of services, i.e.: air transportation services, for passengers and goods (air service) which is categorized as hard rights and supporting services of the air transportation services (ancillary services) which is categorized as soft rights. The research in this paper focused in air transportation services for passengers and goods, consists of nine freedom of the air. The impact of the policy such as the Agreement regarding ASEAN open sky policy, is the readiness of Indonesian air transportation companies to compete with foreign air transportation companies. The government of Indonesia has to regulate the implementation of ASEAN Open Sky Policy to be projected in order to comply with national development, i.e. the function of air law in national development. The policy has been implemented by enact or amend the existing law as air law that regulate flight lines, the following provisions: To regulate flight line for foreign airlines to open flight lines in Indonesia region which may not or have not land and sea transportation. The regulation is intended to support mobility of humans, goods and services that may fulfil the needs of the people of Indonesia, which materially and spiritually and the development of the region. The regulation of flight lines of foreign air transportation for region of tourism, industrial and trade center. The regulation is intended to support the national economic development of Indonesia.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

During this pandemic, cycling has become an increasingly popular activity in Indonesian society. more and more people are flocking to bike. The reasons are also various, some are cycling to avoid cramming on public transportation for fear of contracting the corona virus, some are aimed only at eliminating boredom while doing Work From Home (WFH). Cycling also has many benefits including reducing stress, reducing the risk of degenerative desease, controlling body weight, and increasing body strength, balance and muscle coordination. However, there are still many problems with free space on the bicycle paths in the Jakarta area. One of the problems on bicycle paths that is often encountered is the difficulty of making the bicycle paths become steering due to several reasons. Therefore, this study aims to determine the level of satisfaction of the people of Jakarta, especially bicycle lane users to the bicycle lanes that have been provided by the Government. This research was conducted directly by observing the research location. And distribute questionnaires to the public to determine the level of respondent satisfaction. Processing of data analysis used descriptive statistical methods with the help of the application of the Statistical Package for the Social Sciences (SPSS).ABSTRAKDi masa pandemi ini, bersepeda menjadi kegiatan yang makin populer di lakukan oleh masyrakat Indonesia. semakin banyak orang berbondong-bondong untuk bersepeda. Alasannya pun beragam ada yang bersepeda untuk menghindari berdesakan di kendaraan umum karena takut tertular virus corona ada pula yang bertujuan hanya untuk menghilangkan kejenuhan selama melakukan Work From Home (WFH). Bersepeda juga memiliki banyak manfaat diantaranya adalah mengurangi stres, mengurangi risiko penyakit degeneratif, mengandalikan berat badan, dan meningkatkan kekuatan, keseimbangan, dan koordinasi otot tubuh. Akan tetapi masih terdapat banyak masalah pada lajur sepeda yang ada di kawasan jakarta ini. Salah satu masalah pada lajur sepeda yang sering dijumpai adalah sulitnya membuat lajur sepeda menjadi stelir dikarenakan oleh beberapa hal. Oleh sebab itu penelitian ini bertujuan untuk mengetahui tingkat kepuasan masyarakat jakarta khususnya para pengguna lajur sepeda terhadap lajur sepeda yang telah disediakan oleh Pemerintah. Penelitian ini dilakukan secara langsung dengan melakukan pengamatan di lokasi penelitian dan membagikan kuesioner kepada masyarakat untuk mengetahui tingkat kepuasan responden. Pengolahan analisis data menggunakan metode statistika deskriptif dengan bantuan aplikasi Statistical Package for the Social Sciences (SPSS).

Democracy is about government and governance by the people in different forms. Democracy is direct or by representation. Sovereignty of the people, however, is not the same as democracy. The position of minorities related to majorities, in a democracy, is not always easy to regulate. This situation has made clear that democracy also has qualitative contents and it is even clearer when we speak about democracy in the sense of a liberal democracy or of a social democracy. Two key elements in and topics related to democracy are the participation of the people and the elections by the people and the transparency of the government. There are some restrictions in a representative democracy and, for that reason, participation will be necessary to maintain the connection between the government and the people. But to have an adequate functioning of this participation and of the elections, transparency on behalf of the government is a necessary condition for a democracy.

It is proposed that government, being the tangible expression of the legitimate authority within an organised society, has undegone a long transformational journey since its very emergence. The various evolutionary forms and features of the government have been the product of its meaningful and viable responses to the changing expectations of the people as well as to the challenges they faced in an ever-changing environment. The exclusive domain of the state over the period became a shared space with inclusion of other actors and stakeholders, and an era of governance was ushered in since the 1980s. The much celebrated success of the liberal democracy and its market-led open economy heralded as an era of good governance. However, the universal model of good governance fails to take into account the local constraints of a society. Thus, the idea of good governance has to face various types of challenges in the developing as well as underdeveloped societies.

Solid waste management is considered a pressing global issue calling for an immediate response from the government and its people. The Philippines has a continuously rising amount of waste and is expected to further increase in the succeeding years. As reviewed, associated problems with solid waste management in the country include an increasing amount of solid waste, weak law implementation, scarcity of sanitary landfills, and improper disposal. The ultimate solution existing in the country is the RA 9003 or the Ecological Solid Waste Management Act of 2000 which highlights the practices of segregation, proper disposal, and waste diversion. The importance of envisioning a trash-free Philippines and encouraging people’s participation and awareness is also emphasized. Another possible solution to solid waste management is valorization which can also address other environmental problems such as the depletion of natural resources. These solutions enumerated will only be possible with the presence of good governance, active participation of the people of the country, and the cooperation of all constituents and agencies in the Philippines.

Abstract. Ecotransport Indonesia is still fresh with diverse activities, from walking, public transportation, and cycling. The thing that is most crowded with the people of Bandung is cycling. Based on this phenomenon, the problem in this research is formulated as follows: (1) How does ecotransport plan a communication campaign program about reducing personal transportation? (2) How does ecotransport choose media as a publication tool? (3) Why does ecotransport use a persuasive approach in the communication campaign to reduce personal transportation? Researcher using qualitative case studies. Data collection techniques used in this study were interviews with key informan, observation, and literature. The results of this study are: The results obtained from this research are (1) the planning of the campaign carried out by determining the issues raised, one of which is in the discipline of driving, setting goals to provide education about environmentally friendly transportation or by other names Ecotransport, determining the message delivered to the public, this audience from Ecotransport which is not only focused on the community but also on the government as well and the strategy used is communication that is done face-to-face and persuasive through social media but still not maximized. (2) Media publications include conducting talk shows on the radio, in addition to making e-posters uploaded through social media. (3) The use of face-to-face communication to provide clear explanations will protect the environment. Abstrak. Ecotransport Indonesia ini terbilang masih fresh dengan kegiatan yang beraneka ragam, dari berjalan kaki, transportasi umum dan bersepeda. Hal yang paling ramai diikuti oleh masyarakat kota Bandung adalah bersepeda. Berdasarkan fenomena ini, masalah dalam penelitian ini dirumuskan sebagai berikut: (1) Bagaimana ecotransport merencanakan program kampanye komunikasi tentang pengurangan transportasi pribadi? (2) Bagaimana ecotransport memilih media sebagai alat publikasi? (3) Mengapa ecotransport menggunakan pendekatan persuasif dalam kampanye komunikasi untuk mengurangi transportasi pribadi? Peneliti menggunakan studi kasus kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dengan informan kunci, observasi, dan studi pustaka. Hasil yang diperoleh dari penelitian ini adalah (1) perencanaan kampanye yang dilakukan adalah menentukan isu yang diangkat salah satunya adalah dalam disiplin berkendara, penyusunan tujuan untuk memberikan edukasi mengenai transportasi ramah lingkungan atau dengan nama lain Ecotransport, menentukan pesan yang disampaikan kepada khalayak publik, khalayak dari Ecotransport ini yang tidak hanya terfokus kepada masyarakat saja melainkan kepada pemerintah juga dan strategi yang digunakan adalah komunikasi yang dilakukan secara face-to-face dan persuasive melalui media sosial dan hasilnya belum maksimal. (2) Media publikasi yang dilakukan yaitu melakukan talkshow di radio, selain itu dengan membuat e-poster yang diunggah melalui media sosial. (3) Penggunaan komunikasi secara tatap muka ini untuk memberikan penjelasan yang jelas akan menjaga lingkungan sekitar.

The term Good Governance (an-Nizam al-Siyasah) is an Islamic concept in the implementation of good governance according to the Qur'an and Hadith. This concept was re-emerged by UNDP in 1990 which was implemented by Umar bin Abdul Aziz during the Umayyad dynasty, in balancing a synergistic and constructive relationship between the state, the private sector and society, through the principles of good governance applied by Umar bin Abdul Aziz: 1. tawhid, 2. Trust, 3. Deliberation, 4. Justice and Law Enforcement, 5. Equality, 6. Brotherhood, 7. Human Rights (HAM), 8. Effective and Efficient, 9. Social Supervision. Umar bin Abd Aziz's principles of good governance are in line with Islamic values, such as: Allah as the highest caliph, trustworthiness, deliberation, justice, equality, brotherhood, human rights, and commanding good and evil. In comparison, UNDP and LAN Good Governance have the following principles: participation, law enforcement, transparency, equality, responsiveness, effectiveness, professionalism, supervision. The principles of good governance of Umar bin Abdul Aziz associated with maqasid sharia are; the principle of tawhid according to maqasid shari'ah in the field of muhafazah ad-din (maintaining religion), the principle of trustworthiness and effectiveness and efficiency, including the category of muhafazah al-mal (protection of property). The application of deliberation, including the category of muhafazah al-aql (preservation of reason) and brotherhood is included in the category of muhafazah al-nasl (maintaining offspring). Human Rights (HAM) are included in the category of muhafazah al-nafs (protecting the soul). in line with the maqasid shari'ah al-Syatibi. If tawhid is connected with Imam Malik's istislahi theory, then this principle includes daruriyyah (principle), while justice and law enforcement, deliberation, trust, equality, brotherhood are included in the hajiyyah category. effective, efficient, social supervision is included in the category of taksiniyah. Then how is good governance implemented and how is it related to UNDP good governance. This is the study of this treatise as material to add to the treasures of knowledge in the state Abstrak: Istilah Good Governance (an-Nizam al-Siyasah) merupakan konsep Islam dalam pelaksanaan tata kelola pemerintahan yang baik sesuai al-Qur’an dan Hadits. Konsep ini dimunculkan kembali oleh UNDP pada 1990 yang pernah dilaksanakan Umar bin Abdul Aziz pada masa dinasti Umayyah, dalam menyeimbangkan hubungan yang sinergis dan konstruktif antara negara, sektor swasta dan masyarakat, melalui  prinsip  good governance yang diterapkan Umar bin Abdul Aziz: 1. tawhid, 2. Amanah, 3. Musyawarah, 4. Keadilan dan Penegakan Hukum, 5. Persamaan, 6. Persaudaraan, 7. Hak Asasi Manusia (HAM), 8. Efektif dan Efisien, 9. Pengawasan Sosial. Prinsip-prinsip Good governance Umar bin Abd Aziz  sejalan dengan tata nilai Islam, seperti: Allah sebagai khalifah tertinggi, amanah, musyawarah, keadilan, persamaan, persaudaraan, HAM, dan amar makruf nahi munkar.  Sebagai bandingannya adalah Good Governance UNDP dan LAN memiliki prinsip sebagai berikut: partisipasi, penegakan hukum, transparansi, kesetaraan, daya tanggap, efektif, profesionalisme, pengawasan. Prinsip-prinsip good governance Umar bin Abdul Aziz diakaikan dengan maqasid syariah adalah; prinsip tawhid sesuai maqasid syari’ah bidang muhafazah ad-din (menjaga agama), prinsip amanah dan efektif serta efisien termasuk ketagori muhafazah al-mal (penjagaan harta). Penerapan musyawarah, termasuk kategori muhafazah al-aql (penjagaan akal) dan persaudaraan  termasuk kategori muhafazah al-nasl (menjaga keturunan). Hak Asasi Manusia (HAM) termasuk kategori muhafazah al-nafs (menjaga jiwa). sejalan dengan maqasid syari’ah al-Syatibi. Jika dihubungkan  tawhid  dengan teori  istislahi Imam Malik maka prinsip ini termasuk daruriyyah (pokok), sementara keadilan dan penegakan hukum, musyawarah, amanah, persamaan, persaudaraan termasuk tingkatan kategori hajiyyah. efektif, efisien, pengawasan sosial termasuk kategori taksiniyah. Lalu bagaimanakah good governance ini diterapkan dan bagaimana hubungannya dengan good governance UNDP. Inilah kajian risalah ini sebagai bahan untuk menambah khazanah ilmu pengetahuan dalam bernegara. Kata Kunci: Tata Kelola, Konsep dan Aplikasi yang Baik, Pemerintahan Omar Bin Abdul Aziz
