The government policy regarding sea tolls is to navigate goods transportation, guarantee the availability of goods, reduce price disparities, and ensure the continuity of goods transportation services to underdeveloped, remote, and border areas. Maritime transportation development policies are directed at increasing the role of the national shipping fleet, both domestic and export-import by applying the cabotage principle; eliminating illegal levies at ports through improved coordination for all agencies related to the loading and unloading process and meeting international shipping standards and the implementation of International Ship and Port Security; restructuring the shipping legislation and its implementation, as well as institutions in the marine transportation sub-sector in order to create conditions that are capable of attracting private interest in the development of marine transportation infrastructure. Sea transportation policy is defined as the lifeblood of increasing national development for the smooth flow of people, goods and information. This policy supports the optimal allocation of economic resources, so that sea transportation services are fairly evenly available and affordable for the people’s purchasing power. Liberalisation of air transportation practically is known as open sky policy. In the practice, the liberalisation of air transportation is divided into two group of services, i.e.: air transportation services, for passengers and goods (air service) which is categorized as hard rights and supporting services of the air transportation services (ancillary services) which is categorized as soft rights. The research in this paper focused in air transportation services for passengers and goods, consists of nine freedom of the air. The impact of the policy such as the Agreement regarding ASEAN open sky policy, is the readiness of Indonesian air transportation companies to compete with foreign air transportation companies. The government of Indonesia has to regulate the implementation of ASEAN Open Sky Policy to be projected in order to comply with national development, i.e. the function of air law in national development. The policy has been implemented by enact or amend the existing law as air law that regulate flight lines, the following provisions: To regulate flight line for foreign airlines to open flight lines in Indonesia region which may not or have not land and sea transportation. The regulation is intended to support mobility of humans, goods and services that may fulfil the needs of the people of Indonesia, which materially and spiritually and the development of the region. The regulation of flight lines of foreign air transportation for region of tourism, industrial and trade center. The regulation is intended to support the national economic development of Indonesia.

This article discusses how public policy on transport can have a welfare impact on society. The study of marine transportation is conducted in West Java, Indonesia. This is important because the development of marine transportation services can have a very close relationship with social welfare and economic growth of a region. This study uses a case study method of activities which is the implementation of the West Java government program to its people regarding sea transportation. Interview, observation, and document analysis are used to collect data. A face-to-face interview using a questionnaire has been developed for this study. The study findings show that in addition to designing and implementing the sea transportation development plan in West Java, the marine transportation policy also involves the national government of Indonesia. All marine transportation policy is intended primarily for the welfare of the community. However, here and there-there are still shortcomings that need to be improved

The problem of sea transportation on Pulau Panjang, Batam City, is that it is inadequate for marine transportation owing to the lack of safety buoys, excessive passenger loads, and the absence of passenger safety insurance. The purpose of this study is to assess the marine transportation services in Pulau Panjang and their adherence to the framework of governance, and to determine the characteristics of good governance in sea transportation services. This type of qualitative research is descriptive, and anlaysed using qualitative techniques (data reduction analysis techniques, data presentation, and drawing conclusions (verification). There were nine research informants and one person as the key informant. The theory used in this study was the theory of good governance, namely the public government and the private sector. The results of this study indicate that sea transportation services on Panjang Island needs improving and will benefit from the involvement of three key stakeholders: the government (in the form of the Department of Transportation and the Education Office); the owner of the ferries; and the people of Panjang Island as passengers. When viewed from the principle of good governance, the responsiveness of the government already exists but is not sustainable and there is no supervision from the government and community participation is still very low so that their aspirations are not conveyed to the government and the means of transportation owned by the private sector are also not effective and efficient for used as a means of public transportation. The analysis in hand provides a brief assessment of the United States’ and Canada’s marine transportation system and relevant search and rescue (SAR) support in relation to the Northwest Passage, with the purpose of examining to what extent these countries’ relevant infrastructure resources are able to meet the expected growth of shipping operations and business activities in the Arctic. Through an extensive literature review, this assessment will specifically describe the most important influences upon the maritime transportation system, with the issue of certain geographical details and the capabilities of existing ports standing out. Additionally, vessel activity trends and vessel traffic routing measure initiatives will be examined. Furthermore, the SAR infrastructure details and means to render assistance to people in distress along the Northwest Passage will be discussed. The reality remains that port characteristics are limited and vessel traffic routing measure initiatives and upgrades to SAR assets are commendable but slow-paced. It is true that both the United States and Canada are taking proper measures to build up infrastructure needs, but they both may run out of time to put adequate infrastructure in place to deal effectively with the changing environment.

The objective of this research was to analyse the relationship between sociodemographic characteristics and the travel behaviour of Trinidadians. Many studies have shown that a relationship exists between the socio-economic and sociodemographic characteristics of an individual and their travel patterns. A better understanding of this relationship can influence transportation policy decisions and therefore, aid in improvement to the overall transportation structure. This understanding of travel behaviour is of particular importance in developing countries and SIDS, where there is limited geographical space, economic constraints and an influx of competitive unregulated paratransit modes into the transportation system. Trinidad, like other developing countries and SIDS, has a public transportation system that is dominated by paratransit modes. More notably, there is increasing penetration of illegally operated paratransit modes, that are aggressively competing in the market and gaining a lot of traction. Data was collected in January 2018 using a revealed preference survey of commuters’ work-based tours in, Trincity, a middle-income housing area with good highway and public transportation access. Results showed that income, age, distance from workplace and gender all affect the likelihood of public transport usage as a primary mode of a work tour and there were gender-based differences in the incidence of walking as part of the tour. Additionally, although most public transportation users considered the government bus service as the safest and illegal paratransit services as the least safe, the usage of such services was more than five times that of the bus. The research points to important service and policy actions which need to be taken to encourage and support shifts to more sustainable modes.

Indonesia is located between two oceans, the Pacific Ocean and the Indian Ocean, and two continents, the Asian Continent and the Australian Continent. Indonesia is also a maritime country, where and the oceans are wider than the land. Therefore with sea transportation a major consideration, it is only natural that the government pays attention to all matters relating to this sector, especially in terms of security and safety. This study considers the safety of maritime passenger transportation and the effectiveness of the existing regulations, namely Act No. 17 of 2008. This study is based on research into the case of PT. ASDP Ferry, Singkil Branch. The main conclusions that can be drawn from the writing of this research is that Act No. 17 of 2008 also includes the legal (as well as physical) protection for users of sea transportation services. The parties who are legally responsible, namely the harbormaster, captain, crew, company, NTSC, and also the Shipping Court in this case must continue to optimize their functions and continuously optimize their resources for shipping safety and security and also complement shipping support facilities. As the biggest archipelagic state in the world, the Indonesian government has been aware of the importance of both air and sea transportation in connecting the remote islands with the main islands and thus developing the economy. However,it could not be denied that for many years the country had been trapped within a transportation policy favoring land over the aviation and maritime sectors. It thus came as a relief when the current government announced a pro-maritime transportation policy as their main priority. While this pivot is certainly welcome, it still fails to address the other ‘life line’ of the Indonesian geographic periphery, namely aviation. Currently airlines serve pioneer or isolated routes to these areas which are not financially viable, meaning they are flying at a ‘loss’. To compensate this, state subsidies are granted to these airlines. One of the main concerns therefore, is that there must not be an overlap between airline and ship routes so that subsidies can be concentrated to maximize coverage of the remote islands.Harmonization between the aviation and maritime sectors must be translated within a legal framework.Learning from the European Union is one of the best options so far considering their successful law making and effective implementation within its member states to avoid overlapping between airlines and other transportation modes. Furthermore, failure to present subsidies under Public Service Obligation to develop the aviation, not only maritime, sectors shall mean a nightmare for the country's dream to become a maritime axis in ASEAN.

Depok City as the main supporting area for the capital of the Republic of Indonesia, Jakarta, is facing various problems of transportation mode. Some policies have been made to overcome the problems of transportation, especially traffic jam. Although the system is well developed, it will not succeed as long as it is not sufficiently improved. The aim of this research is to analyze the transportation system and human being’s needs in a family in Depok City. The method of research used here is descriptive-qualitative. The results of research show that to achieve sustainable and environmentally sound development in Depok City, transportation system has an important and strategic position. However, efficient, competitive, cheap transportation services have not been well developed so that it has potential to destruct the environment and cause traffic jam. Such a condition shows the 'trade-off' the Government of Depok City should face. The enhancement of mobility through providing road infrastructures has supported the economic growth and human being’s needs in a family.

Transportation is a field of activity that is very important in people’s lives. The importance of transportation for the community is caused by many factors, one of which is the geographical condition of an area which allows transportation to be carried out by land, sea or air to reach all areas. Transportation is the lifeblood of National Development to smoothen the flow of people, goods and information to support the optimal allocation of economic resources. Therefore, transportation services must be sufficiently available and affordable to the public’s purchasing power. Transportation that is widely used by people in Indonesia is one of the only land transportation. The increase in population and city area causes the amount of traffic to also increase. While the traffic system is nearing saturation, thus increasing the amount of traffic has a major impact on the environment. This study uses a quantitative approach, explanation, and planning that refers to the results in the field and survey observations of operational conditions in existing conditions and after using the Railbus mode (multimodal). The quantitative method is called a positivistic method because it is based on the philosophy of positivism. And in general, transportation plays an important role in terms of economic development and non-economic development Integration between modes has many advantages, one of which is service tariffs which can be reduced through the tariff integration mechanism. In the maritime transportation services industry, marine accidents may lead to fatalities, injuries, and property losses. Coastal ferry operators experience marine accidents and must pay attention to safety to guarantee the sustainability of their business. This study is aimed at analyzing the operational efficiency of coastal ferry operators in Korea from a safety perspective. We designed two slack-based measure of efficiency (SBM) models. One is a normal SBM, which includes only the total passenger volume as the desirable output. The other is a safety-constrained SBM, which includes marine accident records as an undesirable output with the desirable output of passenger transportation performance. We selected 44 coastal ferry operators in Korea that have been continuously operating for five years (2013–2017) as decision-making units (DMUs) and compared their operational efficiency scores. The results showed that the impact of marine accidents on business is greater in DMUs with lower transportation sales than in those with higher sales. This suggests that, while it is important for the government to strengthen safety regulations, a combination of policies that also help small ferry operators to stay in business in the long term is necessary to reduce marine accidents effectively while improving efficiency.
