Improve the output of goods through and reduce social costs, in accordance with the planning of the transportation system, improve socio-economic efficiency in goods circulation. Methodology: This study uses statistical methods - data analysis, survey analysis, trend approach to forecast such as goods demand through ports, assess the nature of the problem and find specific solutions to devise optimal planning solutions. Main Findings: Transport infrastructure directly affects logistics performance, particularly on time, cost, reliability, and safety of this service, thereby affecting the growth rate of the economy in general and the business efficiency of enterprises in particular. Therefore, in order to meet the fast development of Cai Mep-Thi Vai logistics and port system, the transport infrastructure must be concerned, planned, and deployed in a synchronized and proper manner. Applications of this study: The Cai Mep-Thi Vai port area being invested and built and developed will be of utmost importance in Vietnam, with access to international maritime routes, connecting with existing wharves to form a continuous port system serving the dynamic economic development centers of the southern and international regions. Novelty/Originality of this study: The problems of port logistics and transport infrastructure to serve logistics. Provide some general theoretical issues about transportation for port logistics services. Also basing on foreign experiment and regional lessons to evaluate the existence of transport infrastructure for logistics services in Cai Mep-Thi Vai port area; point out the shortcomings and inadequacies of transport infrastructure for logistics.

Nos últimos 40 anos, a qualidade e a capacidade das embarcações, somadas à situação geográfica e ao nível de equipamento dos portos, indicam sua importância por ser o meio preferencial para o comércio mundial e indução do desenvolvimento nacional e regional. O artigo objetiva analisar como a situação geográfica favorável em relação às áreas produtoras e aos mercados consumidores, aliada à logística e às condições naturais, tornam o Complexo Portuário de São Luís um equipamento essencial para a integração regional do Nordeste brasileiro à hodierna economia mundial. Para tanto, leva-se a efeito o materialismo histórico em que se utilizaram: levantamento bibliográfico, cartográfico e documental; análise, seleção e tabulação de dados e informações obtidas; duas visitas técnicas à sede da Emap (Empresa Maranhense de Administração Portuária); 12 etapas de campo; e diálogos em eventos científicos. O Porto do Itaqui foi instituído em 1974 e classificado como organizado em 1994, enquanto o Complexo Portuário de São Luís remonta a 2004, onde se sobressaem o citado porto organizado e os terminais de Uso Privado da Alumar e da Vale S/A, a partir das commodities agrícolas e minerais que, na contemporaneidade, fazem a economia maranhense girar. Esse complexo portuário tem registrado incremento na movimentação de cargas, ampliação em sua hinterlândia e crescimento em sua posição no sistema portuário brasileiro, mas ainda depende da demanda do mercado internacional; seus investimentos possuem reduzido efeito multiplicador no estado e pouca ênfase na dimensão ambiental e social que a questão impõe.Palavras-chave: Economia; Porto; Maranhão; Debate.ABSTRACTThe evolution of humanity has a possibility of analysis in port equipment. In the last 40 years, the quality and capacity of vessels, added to the geographical situation and level of equipment of the ports, indicate its importance as it is the preferred means for world trade and induction of national and regional development. The article aims to analyze how the favorable geographic situation in relation to producing areas and consumer markets, combined with logistics and natural conditions, make the São Luís Port Complex essential equipment for the regional integration of the Brazilian Northeast into today’s world economy. To do so, it is considered the historical materialism in which were used: bibliographic, cartographic and documentary survey; analysis, selection and tabulation of data and information obtained; two technical visits to Emap's headquarters (Empresa Maranhense de Administração Portuária); 12 field stages; and dialogues at scientific events. The Port of Itaqui was established in 1974 and classified as organized in 1994, while the Port Complex of São Luís dates back to 2004, where stand out the aforementioned organized port and the Private Use terminals of Alumar and Vale S/A, from agricultural and mineral commodities that, in contemporary times, make the Maranhão economy move. This port complex has registered an increase in cargo handling, expansion in its hinterland and growth in its position in the Brazilian port system, but it still depends on the demand of the international market; its investments have a reduced multiplier effect in the state and little emphasis on the environmental and social dimension that the issue imposes.Keywords: Economy; Port; Maranhão; Discussion.RESUMENLa evolución de la humanidad tiene, en los equipamientos de los puertos, una posibilidad de análisis. El artículo tiene como objetivo analizar cómo la situación geográfica favorable en relación a las zonas de producción y a los mercados de consumo, aliada a la logística y a las condiciones naturales, convierten el complejo portuario de São Luís en un equipamiento esencial para la integración regional del Nordeste brasileño a la economía mundial actual. The public transport infrastructure of a city is one of the most important indicators of its economic growth and development. Here we study the public transport network of Shenyang, which represents Chinese domestic civil public transport infrastructure, as a complex network. We find that the public transport system of Shenyang, a network of public transportation routes connected by bus links, is a small-world network characterized by a Poisson degree distribution. We investigate the public transport network as a complex network to explore its topological properties. Simulation results show that the public transport network exhibits small world behavior.

The crucial technical changes in the transport has significantly contributed to the globalization of production and trade. But, in the pure foreign trade theory, transport costs have been ignored, transportation costs are assumed to be zero. With the new approaches, the importance of logistics services in foreign trade has been understood. According to Porter's model, the logistics services are among the main activities and it determines the cost advantage. This study focuses on relationships between logistics services and foreign trade in the Central Asia. Central Asian countries’ data were compared with the other countries. Central Asia does not have a direct connection to any sea. Due to lack of territorial access to the sea and therefore remoteness and isolation from world markets causing high transit and transportation costs. While logistics performances are low in the landlocked developing countries, it is high in the developed countries. The low logistics performance increases the costs of foreign trade and cause waste of time in region. For reducing logistics costs in Central Asia, it should be renewed transport infrastructure, constructed alternative networks, harmonised customs and transit regimes in Asian countries and realized other arrangements facilitating the trade. These arrangements for cooperation among countries in the region as well as regional organizations are also required.

Motorways of the Sea present a practical example of combined and sustainable transport. With respect to the present model of functionality of the transport system in the Republic of Croatia, where the development of the port and of the gravitational transport system is left to each individual port (six independent ports), and where there is no systematic approach to specialization of each port or route, the results of the analysis are not promising. The goal of this research is to explain why the current Motorways of the Sea implementation model is inefficient and unsustainable. The analysis shows that a scientific approach to multicriteria analysis, which includes the identification of all relevant factors, the analysis of the transport infrastructure, as well as the identification of criteria which could potentially affect the Motorways of the Sea system, can correctly define the optimal model for the implementation of a sustainable Motorways of the Sea system.

Introduction. The article considers the state and prospects of development of transport and logistics systems in the region, which will help to accelerate cargo delivery, increase the competitiveness of transportation, improve the investment climate of the transport industry in the region, as well as expand the activities of companies providing comprehensive logistics services. The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. The formation of high-quality transport and logistics systems in the region provides a full range of transport services, including multimodal transportation, the development of logistics schemes for freight, insurance, transportation security. Development of transport and logistics systems in the region can be ensured by updating the logistics base of transport; increased informatization; quality improvement and development of transport and logistics infrastructure of the region; expansion of the internal market of transport and logistics services; improving the efficiency of transportation; improvement of customs tariff and investment policy; the interaction of all participants in the supply chain; development and implementation of joint programs for the development of transport and logistics systems in the region. This paper provides a near-term reconnaissance of the economic and social impacts of the November 14th, 2016 Kaikōura earthquakes and tsunami. The effect of this event on the national economy is relatively minimal. The main impacts at the national scale include short-term falls in tax revenues from the affected regions and the Government’s NZ$1 billion spending increase for reconstruction activities. Disruptions at the regional and industry-level are far more significant. Approximately 11 per cent of office space in the nation’s capital of Wellington was closed in the week following the event and cordons were erected around several city blocks due to safety concerns. Damage to transport infrastructure is having the most significant economic impact, both in terms of the direct cost of repair and the indirect impacts on businesses whose supply chains have been disrupted. The Kaikōura District’s two largest industries, tourism and primary production, lost important infrastructure and essential functions were hampered by transport disruptions. In the tourism industry, ongoing safety concerns and reduced amenities for tourists will reduce trade in the coming season. Primary production businesses face increased transportation and land remediation costs and the closure of fisheries while affected shellfish habitats recover. Communities in the districts most affected by the Kaikōura earthquakes experienced the loss of critical utility services, the loss of homes, and temporary isolation. The Kaikōura earthquake has starkly highlighted the vulnerability of key infrastructure and transportation routes to natural hazards. It is also a timely reminder of the need for New Zealand to be prepared and to continue efforts to build resilience.

The progress of work on the creation of an "intelligent transport system" in Kazakhstan, the development and modernization of the road industry will be reported. The economic and social effectiveness of several transport corridors and new projects were analyzed. Transport corridors of foreign countries, methods of providing logistics services were presented. In his address, the head of state paid special attention to the issues of digitalization of all spheres of life of the population, including the transport sector of Kazakhstan. Currently, the Ministry of investment and development of the Republic of Kazakhstan is working on the creation of an "intelligent transport system" within the framework of the state program «Digital Kazakhstan» (ITS). ITS goal is to systematically integrate transport infrastructure, transport devices and users with modern information and communication technologies aimed at improving the safety and efficiency of the transport process. The concept will include 11 components in ITS. One of them is a special automated measuring instruments (UAVs), which are installed in the main automobile corridors. This device is designed to measure moving vehicles without contact and eliminate unjustified stops. This year, it is planned to put into operation 10 units of RSPP, and by 2020 it is planned to increase their number to 46 units. It is also planned to introduce a traffic management system that will inform drivers about the situation on the roads, a system for forecasting and analyzing climatic conditions, which is carried out through a network of weather stations along the roads, a network of video monitoring and special video cameras for detecting traffic violations, toll road systems that cover the cost of maintenance of the national road network, etc. They will be introduced in stages until 2021. The implementation of this project will reduce road deaths, increase the volume of transit traffic and the speed of logistics services, fully cover the main highways with measuring instruments and create favorable conditions for drivers on the roads. Such systems are already operating in South Korea, Japan, Australia, Europe and the United States.

Changes in the transport infrastructure in China, Asia and the Russian Federation go along with the main regional geo-economic trends of their development. The core of the suggested initiatives from China is the inclusion of Asian countries and Russia in the list of transit states in order to form alternative multimodal transport corridors in the direction «East-West» (China-EAEU-EU route). The present research deals with the problems of the development of logistics infrastructure in the Eurasian Economic Union (EAEU) with the purpose of further improvement of transit opportunities in the delivery of goods from China to the European Union. The authors of the article take into consideration that the EAEU logistics infrastructure is an established and evolvable system which is formed under the influence of globalisation processes and regionalisation of the world economy. The unified transport system of the EAEU countries formed during the Soviet period needs modernisation. Modern conditions of transportation routes in EAEU are observed on the basis of the specific examples as well as the transformation and modernisation options of a transport vector in the direction of China-EAEU-EU. The main trends in the infrastructure development in Central Asia are reflected in the regional projects of railway and automobile communications with the integrational priorities. The development of logistics infrastructure is essential for the full realisation of the transit potential inherent in the integration within the Eurasian region.

The transport and logistics complex of Kazakhstan, international transport corridors and bridges provide a linkage in the formation of the Eurasian transcontinental bridge and ensuring the sustainable development of Kazakhstan. A modern transport and logistics system provides a highly efficient transport network within the country, an increase in cargo traffic in the territory of Kazakhstan, coordination of all modes of transport, development of the local transport infrastructure in the regions and integration of Kazakhstan transport infrastructure into the global transport system. Currently, the logistics sector has accumulated a set of problems. This problem concerns the technical and technological modernization of the transport system, which implies the reequipment of transport fleet and, accordingly, the technical and technological improvement of transport infrastructure. Kazakhstan adopts the experience of foreign countries, which use innovative transport technologies. Innovative technologies allow reducing transport costs and expanding regional cooperation. Kazakhstan has implemented an effective satellite tracking and monitoring system of transport and the latest information technologies. Kazakhstan cooperates with China in the field of transport and logistics, and develops transport and transit infrastructure, which makes it possible to service cargo flows with Europe. According to the Government Program of Development and Integration of Transport System Infrastructure until 2020, Kazakhstan attaches great importance to the development and renewal of rail, road, air, and water transport. Therefore, we propose to implement a set of measures aimed at developing the infrastructure of the transport and logistics complex in Kazakhstan. It is necessary to reequip the transport fleet, improve the technical and technological characteristics of transport infrastructure, develop multimodal transport technologies and improve roadside service. Based on public-private partnership, it is necessary to form a fund that would support the development of the national transport and logistics complex, the growth of transit traffic and the growth of tourism in the country. We propose to develop transit transport, logistics enterprises, logistics centers, warehouses, to implement national standards for logistics services. The United Transport and Logistics Company of Kazakhstan is required to establish a unified platform for transport and logistics services both in Kazakhstan and abroad. Such a company will provide data on transport routes, which will allow a client to choose the fastest route, improve the service of logistic services and shorten the delivery time, cost, safety and stability of cargo.
