Caritative Practice of Islam

The article is devoted to the socio-philosophical and religious studies analysis of the charitable activities in Islam. The subject of the research is the theological foundations of caritative activity in Islam. The mechanism of interfaith interaction in the field of charity is considered on the example of the Vladimir Mukhtasibat of the Central Spiritual Directorate of Muslims of Russia. Recommendations for the creation of applied strategies in the field of caritative partnership are given. The modern policy of the state is aimed at the implementation of interfaith interaction, including the interaction of religious organizations with government authorities. At the present time, the norms of socio-caritative relations between religious organizations and the state are mostly declared, definitions are generalized and are unable to concretize most of the interaction mechanisms. The key to the successful functioning and development of caritative activity is the equality of religious organizations and the absence of priority spiritual directions for state bodies when building a policy of caritative interaction.

This essay theorizes how the enforcement of universal norms contributes to the solidification of sovereign rule. It does so by analyzing John Locke’s argument for the founding of the commonwealth as it emerges from his notion of universal crime in the Second Treatise of Government. Previous studies of punishment in the state of nature have not accounted for Locke’s notion of universal crime which pivots on the role of mankind as the subject of natural law. I argue that the dilemmas specific to enforcing the natural law against “trespasses against the whole species” drive the founding of sovereign government. Reconstructing Locke’s argument on private property in light of universal criminality, the essay shows how the introduction of money in the state of nature destabilizes the normative relationship between the self and humanity. Accordingly, the failures of enforcing the natural law require the partitioning of mankind into separate peoples under distinct sovereign governments. This analysis theorizes the creation of sovereign rule as part of the political productivity of Locke’s notion of universal crime and reflects on an explicitly political, rather than normative, theory of “humanity.”

This article explores the creation of the image of a Soviet woman within the Soviet cinematography. The subject of this research is the female image formed by the Russian cinematography at certain stages and its dynamics. The author suggest understanding of the image of woman as a combination of sensible images, which include representations on the place, role, functions, traits that are potentially common to her, but are yet to be formed and realized. Detailed analysis of the films of the early XX century allows examining creation of the female image, the expectations, moods, perceptions of the future presented in the films, as well as tracing the correlation between semantic content and its visualization. Due to the fact that the image was designed gradually, the author considered the key social and political factors that affected its creation and found reflection within it. Special contribution of the author into the research of this topic consists in demonstration of a relatively holistic image of a Soviet woman in cinematography, which was comprise bit by bit and transformed, meeting the challenges, demands and needs of society and the state.

<p align="justify">Con el fin de garantizar la aplicación de la Directiva 89/665/CEE modificada por la Directiva 2007/66/CE, la Ley 34/2010, introduce en el ámbito estatal la creación de un órgano administrativo independiente de carácter especializado para resolver el recurso especial en materia de contratación, las cuestiones de nulidad y las reclamaciones en los procedimientos de adjudicación en los sectores del agua, energía, transportes y servicios postales. En el ámbito de las Comunidades Autónomas, el artículo 41.3 del TRLCSP encomienda la creación de dicho órgano a la respectiva normativa autonómica. En cumplimiento de la normativa comunitaria y estatal aludida, el Consejo de Gobierno de la Junta de Andalucía crea el Tribunal Administrativo de Recursos Contractuales de la Junta de Andalucía a través del Decreto 332/2011, de 2 de noviembre, objeto de este trabajo.</p> <p align="justify"><b>In order to ensure the implementation of Directive 89/665/EEC amended by Directive 2007/66/EC, the Law 34/2010, introduced at the state level to create an independent administrative body of a specialized nature to solve the resource particular procurement, the issues of invalidity and complaints procedures for the award in the water, energy, transport and postal services. In the area of the Autonomous Communities, Article 41.3 of TRLCSP entrusted the creation of that body to the relevant regional rules. In compliance with EU regulations and state aforementioned, the Governing Council of the Andalusian creates the Administrative Tribunal of Contract Resources of the Andalusian by Decree 332/2011 of 2 November, the subject of this work.</p>

THE EVOLUTION OF THE MUNICIPAL NETWORK OF THE STATE OF PARANÁ AND THE RECENT PROPOSITIONSLA EVOLUCIÓN DE LA MALLA MUNICIPAL DEL ESTADO DEL PARANÁ Y LAS PROPUESTAS RECIENTESO presente artigo aborda a evolução da malha municipal no estado do Paraná a partir da criação de novos municípios, destacando os processos constitucionais e os elementos estimuladores que ocasionaram na atual configuração territorial. Além disso, tendo em vista as recentes proposições sobre a temática no Brasil e no Paraná, apresentam-se também os PLS recentes sobre a temática e a sugestão do Tribunal de Contas do estado do Paraná – TCE-PR para a fusão de municípios com baixo índice populacional, demonstrando as potencialidades caso estas proposições se efetivassem. Desta forma, pode-se afirmar que a divisão do território paranaense em unidades político-administrativas está vinculada a própria formação histórico-geográfica do estado e, mais recentemente, ao que se refere aos municípios pequenos, a Constituição Federal de 1988 que promoveu a criação de municípios com baixo índice populacional no interior do estado. No tocante as proposições recentes, em especial ao estudo para fusão de municípios do TCE-PR, apresenta-se a percepção da política local em municípios pequenos do estado do Paraná, demonstrando resistência à proposta. Todavia, os PLS e a proposta do TCE-PR permanecem apenas como proposições e o Brasil necessita de regulamentações para a fusão, incorporação e criação de municípios em todos os estados da federação.Palavras-chave: Emancipações; Município; Projetos recentes.ABSTRACT The present article approaches the evolution of the municipal network in the state of Paraná, starting from the creation of new municipalities, highlighting the constitutional processes and the stimulating elements that have caused in the current territorial configuration. In addition, in view of the recent proposals on the subject in Brazil and Paraná, we also present the recent PLS on the subject and the suggestion of the Court of Auditors of the state of Paraná - TCE-PR for the merger of municipalities with low population index, demonstrating the potentialities if these propositions become effective. In this way, it can be affirmed that the division of Paraná's territory into political-administrative units is linked to the state's own historical-geographical formation and, more recently, to what refers to small municipalities, the 1988 Federal Constitution that promoted creation of municipalities with low population index in the interior of the country. With regard to the recent proposals, especially to the study for the merger of municipalities of the TCE-PR, the perception of local politics in small municipalities of the state of Paraná is presented, demonstrating resistance to the proposal. However, the PLS and the TCE-PR proposal remain only propositions and Brazil needs regulations for the merger, incorporation and creation of municipalities in all states of the federation.Keywords: Emancipations; County; Recent Projects.RESUMENEl presente artículo aborda la evolución de la malla municipal en el estado de Paraná a partir de la creación de nuevos municipios, destacando los procesos constitucionales y los elementos estimuladores que ocasionaron en la actual configuración territorial. De esta forma, se puede afirmar que la división del territorio paranaense en unidades político-administrativas está vinculada a la propia formación histórico-geográfica del estado y, más recientemente, al que se refiere a los municipios pequeños, la Constitución Federal de 1988 que promovió la la creación de municipios con bajo índice poblacional en el interior del país. En cuanto a las propuestas recientes, en especial al estudio para fusión de municipios del TCE-PR, se presenta la percepción de la política local en municipios pequeños del estado de Paraná, demostrando resistencia a la propuesta. Sin embargo, los PLS y la propuesta del TCE-PR permanecen sólo como proposiciones y Brasil necesita de regulaciones para la fusión, incorporación y creación de municipios en todos los estados de la federación.Palabras clave: Emancipaciones; Municipio; Proyectos Recientes.

This article shows how members of the contemporary art world in Poland understand the concept of the brand: how they define and validate it; what associations it evokes; and what kind of language is used to speak about it. The article summarizes part of the research conducted in 2015 with members of the art world within the framework of the project ‘The Artistic Brand as a Social Phenomenon: The Creation, Differentiation, and Role of Artistic Brands in Contemporary Poland.’ Thoughts on the subject of art brands lead to a description of the state of contemporary art in Poland. The definitions formulated by the respondents are compared to marketing theories, thus making it possible to determine the respondents’ level of knowledge of such theories. In conclusion, definitions of artistic brands are reviewed and supplemented on the basis of the material obtained from the research.

Рассматриваются цели, задачи и текущие результаты проекта «Безопасный Интернет». В этой связи формулируется мотивация создания проекта в условиях геополитической и цифровой трансформации глобального информационного общества. Кроме того, иллюстрируются основные результаты, полученные в ходе реализации проекта. При этом, авторами (с учетом футурологических прогнозов) дается краткий обзор вариантов развития политической и цифровой трансформации, а также - предлагаются горизонты развития предметной области настоящей работы и проекта «Безопасный Интернет». Фактически демонстрируются текущие достижения проекта и намечаются пути его совершенствования в современных условиях состояния и динамики глобального информационного пространства. The goals, objectives and current results of the "Secure Internet"project are considered. In this regard, the motivation for the creation of the project in the context of the geopolitical and digital transformation of the global information society is formulated. In addition, the main results obtained during the implementation of the project are illustrated. At the same time, the authors (taking into account futurological forecasts) give a brief overview of the options for the development of political and digital transformation, as well as suggest the development horizons of the subject area of this work and the project "Safe Internet". In fact, it demonstrates the current achievements of the project and outlines ways to improve it in the current conditions of the state and dynamics of the global information space.

A title such as this hardly suggests one is breaking new ground. But I edge into print on the subject, stirred by the interesting Speaker's Lecture given by the outgoing Second Estates Commissioner, Sir Tony Baldry, in December 2014, and published in the May 2015 edition of this Journal. It reads as the enthusiastic, even romantic, expression of the State–Church relationship by an almost doctrinaire establishmentarian; and I use the word ‘doctrinaire’ deliberately, for I have spent a lifetime of bumping up against leaders of both Church and State, from Enoch Powell to George Carey (let alone Derek Pattinson and Philip Mawer), who exude a firm conviction that the establishment of the Church of England is entrenched somewhere in the Apostles' Creed. Sir Tony continues in this tradition as he serenely asserts ‘We come then to the reign of Henry VIII. I think the important point here is that the Church of England is the creation of Parliament.’ But would not Augustine, Anselm and the drafters of Magna Carta (who are cited in Baldry's previous paragraph) all be turning in their graves? And what apoplexy would have come upon Newman, Pusey and Keble to have learned that their Church was thus created? Or, more to the point, is the ecclesiastical action of Parliament in the days when church and nation were co-terminous of any relevance to whether and how an unbelieving Parliament should hold control of a Christian body today? However, it is his brief section on ‘Parliament and Anglican liturgy’ which prompted the present submission.

Coordination support of the territories is impossible without the creation of state geodesic net-works. The purpose of the publication is to analyze the prospects for the development of the state ge-odesic network in the Republic of Kazakhstan using GNSS technologies. Perspective analysis cannot be imagined without a historical retrospective on the subject. Therefore, the authors, firstly, analyzed the survey results of the astronomical and geodesic networks points and geodesic networks of conden-sation, created during the Soviet era on the territory of the Republic of Kazakhstan. More than 40,000 items were surveyed, representing more than 77 per cent of the total. The number of lost points did not exceed 9.5 % of the number of examined items. Secondly, the existing modern satellite geodesic net-works of permanent reference stations created by private firms are listed. The schemes of these net-works, the number of points are given. However, such networks are not free from a number of short-comings that are due to their departmental affiliation. The existing regulatory and technical documents on network construction have been analyzed. As a result of the completed studies, proposals have been made to create a new state geodesic network of the Republic of Kazakhstan. Such a network should consist of networks of three levels: FICS, HCV, SGS-1. The authors show the need to establish permanent FICS and HCV points.

The article deals with Muslim religious fi gures (imams, seyids, abyzs, muezzins, mullahs) of the Tatar Sloboda of Moscow, located in the Zamoskvorechye district, of the 17th-18th centuries. Many names and details of the life of religious fi gures are for the fi rst time described by means of use of documents of the Russian State Archive of Ancient Acts and the Central Historical Archive of Moscow. The Council for Religious Aff airs under the Council of People’s Commissars of the USSR, created in May and June 1944, faced a number of problems from the very beginning of its work. One of them was the creation of new posts in the regions those authorized by this Council. Some of the leaders of the regions of the USSR believed that such positions were not necessary. In many respects, this attitude resulted in diffi culties in the work of the authorized representatives of this Council: delays in the allocation of specially equipped offi ces, sending on long business trips not related to the performance of duties, failure to comply with the decisions of the state leadership on the payment of salaries to the authorized representatives, which should have corresponded to their position. Despite the measures taken from the fi rst days by the leadership of the Council, relying on the leadership of the USSR, many of the problems associated with the commissioners, primarily with the staffi ng of their staff , both in quality and quantity, in the 1940s became chronic and did not were resolved during these years. In many ways, a signifi cant part of the diffi culties in the work of the commissioners arose from ignorance and failure to comply with a set of offi cial documents, including service letters and instructions. Analysis of various aspects of the activities of the authorized representatives of the Council for Religious Aff airs is not only purely theoretical, but also of great practical importance for the authorities at all levels, which interact with religious organizations in their daily work.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.
