In this article the problem of unemployment is considered as a key threat to the economic security of the state, in the context of the COVID pandemic, an analysis of the current state of unemployment was carried out. In modern conditions, the features of the labor market were investigated, the main reasons for unemployment in Ukraine were identified in the field of employment, the theoretical aspects of state policy regulation are considered. The concept of labor market regulation in Ukraine is proposed.

This article aims to provide an analytical and critical reading of the state of knowledge on legislation relating to employment protection (EPL) and its impacts on unemployment, jobs creation, productivity and more generally efficiency of the labor market. We show that the construction of indicators of EPL adopted by the OECD is incomplete and does not take into account local specificities of each labor market. We also show that the dominant idea among liberals that any regulations impeding freedom of the labor market generates unemployment and loss of effectiveness is not so obvious to verify empirically and can even be contradicted. In this analysis, we rely on a critical review of theoretical and empirical studies which have examined the effects of EPL. We also discuss some alternatives such as bonus-malus system or the single contract that have been put forward to address the limitations of a relatively strict EPL.

The article addresses the problem of regionalization of state policy in the field of employment and employment. The author links the process of formation and use of labour resources in a particular region with territorial differences in natural conditions and resources, demographic processes and economic potential. Today, the situation in the Russian labor market is characterized by a decrease in the number of employed people, an increase in unemployment, and an increase in the length of the period of unemployment. Employment has a system of indicators reflecting: the completeness of the inclusion of an active part of the population in public production; the level of balance between jobs and labour resources; If employment is consistent with the socio-economic needs of the population, the full and effective employment of specialists, especially young ones, in the labor market is of great importance for the further development of the country. In this regard, employment problems have worsened in almost all regions of Russia. As a result of the analysis of the current state of the labor market and employment of the population of the Orel region, the main priorities of the policy were identified: the promotion of employment of youth, people with disabilities, as well as the development of employment in rural areas. It is argued that in the labor market, despite the measures taken by State bodies, there is a significant gap between the number of registered unemployed citizens and the number of unemployed citizens, the territorial discrepancy between the supply and demand of labor, the imbalance in quantity and professional composition, and the low salary characteristics of the proposed jobs remain. The state policy on promoting employment at present should ensure the coordinated functioning of the labor market, regulation of the formation and movement of investments throughout Russia, the use of corporate and private capital, taking into account the provision of employment at a level sufficient to maintain the reproduction of the population within the framework guaranteed by the Constitution and laws of the Russian Federation. Possible ways to improve the efficiency of public administration of employment and employment of the population in the Orel region, increasing social security and competitiveness in the labor market of weakly protected categories of citizens, are justified.

The regional labor market as a system of social relations with the agreed interests of employers and employees within the region is an important object of state regulation. It is established that the main task of the state in the regulation of the labor market is to develop certain "rules of the game" and to ensure their observance. These "rules of the game" should be the basis of the state policy of labor market regulation at both Federal and regional levels. The author's position is that the labor market regulation policy as a structural element of the regional socio-economic policy has the following structure reflecting its content: purpose, objectives, subject, object, principles, methods, tools, planes of interests and expected effects. Factors such as organizational, economic, legal and resource factors influence the development and implementation of labor market regulation policies. The essence of the policy of labor market regulation is revealed in the author's definition as a set of principles, methods and tools aimed at balancing and realization of multidirectional interests of the authorities and management bodies, local governments, representatives of workers and employers, educational organizations, research and development, civil society institutions, in order to ensure effective employment of the population and to solve the unemployment problem, taking into account organizational, economic, legal and resource factors.

This paper assesses the recent progress and future direction of labor policy in the European Community, now the European Union. The authors show that most of the mandates foreshadowed under the December 1989 Community Social Charter have now been enacted into law. They analyze the possible costs, as well as the benefits, of these firstphase mandates and show the link between these adjustment costs and the Community's policy of providing subsidies to its poorer member states. They also demonstrate how the new Treaty on European Union, agreed to at Maastricht in December 1991, has increased the scope for Community-level labor market regulation.

Теневая экономика проникает практически во все экономические сферы жизнедеятельности общества. Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.

In modern conditions, more and more attention of regional authorities is focused on the effective use of methods and tools for regulating the labor market. The article considers the features of the formation and implementation of personnel policy at the Federal and regional levels. The authors determine the relationship between the directions of regional personnel policy implementation and factors of labor market development in the region. Special attention is paid to the study of regional labor market problems, analysis of the situation on the labor market of the Orenburg region, as well as evaluating the effectiveness of a number of regional measures in the field of labor market regulation. In conclusion, priority directions for the implementation of regional human resources policy aimed at the formation and development of the region's human resources potential are formulated.
