The article examines individual issues of state security through the prism of the effectiveness of public administration in the conditions of the spread of a new coronavirus infection (COVID-19) in Russia in 2020. The article analyzes the norms of Federal laws, according to which it is necessary to take measures to protect the population from natural and man-made emergencies, including the spread of diseases that pose a danger to others. The decisions of the chief state sanitary doctors of the Russian Federation and the subjects of Russia that restrict the rights and freedoms of a person and citizen without having legal grounds for this are subjected to critical reflection. The article formulates conclusions that should help to improve the efficiency of public administration, which, in turn, will not reduce the level of personal protection, that is, to maintain national security at the proper level.

The article presents the results of applying the elements of the object security research methodology in the study of one of the threats hanging over society — pandemic COVID‑19. In this particular object, the author of the article tried to show the general, inherent in the collective concept of “a national security threat”. Knowledge of a common for all threats (the general) characteristics and particular one to each of them allows us to organise the protection of the object better, prepare to stop the threat and eliminate the consequences of its emergence. Based on the Federal State Statistics Service of the Russian Federation official data, the author shows a deterioration of the state of public health and science in modern Russia. The article also presents a mathematical model, used by the author to calculate the results of two ways to slow the spread of coronavirus infection. The first way is the isolation of citizens, second — the use of personal protective equipment. In particular, the conducted research confirmed two well-known theoretical statements. First, in studying the process of emergence of threats and in estimating the damage caused by them, it is advisable to rely on the results of model calculations. Second, when choosing counteraction measures, it is reasonable to search for the best combination of them.

The basic functions of the state management of scientific and technical activity are considered from the system positions, the analysis of the existing legal regulation of preparation and acceptance of system of scientific specialties on which scientific degrees are awarded is carried out, system shortcomings of the approved nomenclature of scientific specialties on which scientific degrees are awarded are revealed. The substantiation of the classification system for “Nomenclature of scientific specialties for which scientific degrees are awarded” is carried out.

Due to sharp increase in public attention to the state and immediate prospects of education in the Russian Federation, caused by the transforming impact of coronavirus infection on all socio-economic spheres on a planetary scale, the proposed work raises the question of the constitutional foundations of the educational policy of the Russian Federation, identifying its principles and possible the limits of transformation, after which, on the basis of preliminary conclusions is formed the prospect of external and internal analysis of the evolution of educational policy, as well as its impact on the national security of the state for the period from 1993 to the present.

This chapter analyzes the Russian Federation through the lens of its domestic political system. Russia may pose the greatest near-term national security threat to the United States and its allies, but it has a key vulnerability: its domestic political institutions. Its autocratic system is undermining its international effectiveness. Its economy is smaller than Italy’s. It lacks effective alliances. And its military is overly focused on domestic threats and is ill-equipped for the strategic-technological competitions of the 21st century. It is dangerous and it can disrupt the U.S.-led order. But it will not be in a position to be a true peer competitor to the United States any time soon. So long as it continues to be ruled by President Vladimir Putin, or another similar dictator, Russia will not be able to mount a serious challenge to U.S. global leadership.

The article reveals the problem of the correlation of national security, state and security, analyzes the National security Strategies of the Russian Federation in 2015 and 2021. Attention is focused on the absence of a separate strategic planning document on ensuring state security in the Russian Federation, as well as a legal definition of the term «state security». The authors have studied the experience of legal regulation of relations related to ensuring state security in the People's Republic of China: the Law «On State Security» is analyzed from the point of view of its structure and content, the main advantages and disadvantages of this normative act are highlighted. This regulatory legal act traces the consistency and clarity of the wording, indicates the obligation of citizens of the People's Republic of China to ensure state security.

The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

Nowadays, security issues are critically burning for the world community, the State and society as well as for an individual. Practical activities of states and other structures which ensure national security in general and its certain types in particular must be based on a comprehensive scientific study of such category as “national security" primarily from the philosopho-legal point of view. This is particularly reflected in the development of the science of security (SoS). This article presents a comprehensive fundamental philosopho-legal study of the national security system. The category "national security" is multidimensional and includes such types as state security, public security, personal security, information security, environmental security, transport security and others. In the article there is an attempt to reconsider the category of "national security" from the point of view of a systematic approach to the analysis of the basis of differentiation of certain types in its system. The study is aimed at understanding the essence, nature and characteristics of national security. The results of this study can be used in public administration and legal confirmation of political decisions. The author comes to the conclusion that it is possible to distinguish national security into types in terms of 1 – a security object (interest to be protected) which therefore is divided into "social" (primary) and "non-social" (secondary) and in terms of 2 – a source of a threat.

The paper investigates the issue of legal grounds for introducing restrictive measures in order to protect the population in the territory of the Russian Federation in connection with the spread of a new coronavirus infection. Complying with the requirements contained in the decrees of the President of the Russian Federation, the highest officials of the constituent entities of the Russian Federation have issued decisions on the introduction of the high-alert regime, including prohibitions on implementation of certain economic activities, free movement of citizens and vehicles, mass events. Despite the adoption of relevant amendments, federal legislation in the field of protection of the population from emergencies, as well as other federal laws have not defined conditions, terms and the scope of possible limitations. Therefore, the implementation of constitutional human and civil rights was subject to the content of the by-laws. Analysis of Art. 55 and 56 of the Constitution of the Russian Federation allows the author to enunciate the basic requirements for the system of restrictive measures to combat the spread of infection and identify its shortcomings.

The article is devoted to the identification and analysis of the reform of municipal territories in the Transbaikal Territory, which actualizes the problem of political subjectivity. The article is of a controversial nature, since the tendencies of territorial development issues in the modern period have controversial points related to the unification of municipalities. The urgency of the problem is due to the formation of municipal districts and the need to generalize their practical experience of functioning. The problem is actualized by the fact that the base of the Priargunsky municipal district. In 2020 the Priargunsky municipal district was created, which requires the development of a unified municipal system and taking into account the municipal changes in Transbaikalia, primarily within the framework of the “Electronic Municipality” program. The purpose of the article: analyzing the political subjectivity of the Transbaikal Territory, to characterize the changes in local self-government bodies, taking into account the information openness of municipalities. Practice confirms that the low efficiency of the enlargement of municipal territories and the creation of municipal districts in the underdeveloped, depressed constituent entity of the Russian Federation, the Transbaikal Territory, is obvious. The article describes the relationship between administrative and public administration with the implementation of federal target programs and with the implementation of state and municipal decisions. Political subjectivity is inextricably linked with administrative and public administration, which is focused on a centralized system of leadership and is identical with the concept of “executive power”, and also has many similarities with state policy. Administrative and public administration is an imperative and administrative activity, which is implemented in normative (soft) and hard (prohibitions, orders) forms. The system of administrative and public administration includes the entire structure of government bodies and is focused on executive bodies of both federal and regional levels and on local government institutions. The novelty of the study is due to the fact that the complexity of the municipal territories of Transbaikalia is revealed; the incompleteness of the municipal reform is characterized from the point of view of managerial development and the need to take into account the strategic approach to territorial administration. The scientific significance of the article is emphasized by the identified interrelationships of administrative-state management and local self-government in the reform of municipal territories in the constituent entities of the Russian Federation, one of which is the Transbaikal Territory
