The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

Las banderas ya no tienen finalidad táctica, pero como símbolo de la nación, representan los valores superiores expresados en la Constitución de 1978.A diferencia de las Fuerzas Armadas, donde las banderas se mantienen como parte de las tradiciones, y aportan gran brillantez a los actos militares, en la literatura española existen pocos estudios relativos a la bandera en el ámbito de las fuerzas y cuerpos de seguridad del Estado.Tras un breve repaso a la normativa vigente en el ámbito de la Vexilología, este trabajo aborda el procedimiento para la concesión del derecho de uso de la enseña Nacional a distintas unidades de las fuerzas y cuerpos de seguridad de ámbito estatal, así como sus modalidades, uso y colocación en actos oficiales, honores y protocolo.Finalmente, se analizan las peculiaridades del ceremonial en el acto de entrega de la bandera, como distinción que se otorga en reconocimiento a la labor que desarrollan como garantes de las libertades públicas y de la seguridad ciudadana, considerando la distinta naturaleza -militar y civil- de ambos cuerpos de seguridad. _________________ The flags are no longer tactical, but as a symbol of the nation, they represent the higher values expressed in the Spanish Constitution of 1978.The Army has kept flags as part of the traditions, and provide great brilliance to the military acts. Instead, in Spanish literature there are few studies about the flag in the State Security Forces.After a brief review of current legislation in Vexillology, this paper deals with the procedure for bestowal of the use the National Flag to different units of the National Security Forces, as well as their modalities, use and placement in official events, honours and protocol.Finally, we analyze the peculiarities of ceremonial in the Act of delivery of the flag, as a distinction that is given in recognition of the work they perform as guarantors of citizen freedoms and public safety, considering the different nature - military and civil- of both security Forces.

The article considers the issue of state security in the context of the objective attention of public administration. Based on the semantics of the concepts of "state" and "security", elaboration of a set of approaches to the interpretation of these definitions, analysis of options for different authors in favor of certain approaches to the interpretation of the concept of "state security" formed and motivated the author's vision of this term such a state of protection of various vector interests of the state and its simple cluster unit - the citizen - which ensures the effective functioning of all spheres, industries, institutional sectors (including their units), mechanisms in general and the implementation of the functions and powers of the state institution in particular for their further development in a changing environment, external and internal threats. The proposed in some way unification approach allows emphasizing the content of the concept, as a logically related set of relevant objects, in the context of the prevailing philosophical nature of the phenomenon of "security", leaving open the "scope" of the concept for further more detailed detailing of its characteristics in the segment. theoretical foundations of the science of public administration in the field of public security concerning its elemental components. This approach provides a focus on the most general object-subject features of the concept while avoiding minor characteristics. This article uses the example of Uzbekistan's national security services to consider how the psychic influence of a police state reveals itself online. What happens when the 'spectral double' of the police becomes a point of focus in a medium known for its transparency? I argue that although the Internet gives citizens the capability to organize and interact, it does not relieve their fears and suspicions; instead, it often intensifies them. Despite the 'transparency' that the Internet affords—and sometimes because of it—there are qualities bound up in the architecture of this medium that give rise to paranoia. Using examples from Uzbek online political discourse, I show how the Internet has fueled suspicion and fears about the state security services despite attempts to demystify and assuage them.

The aim of the article is to identify new trends, patterns of corruption in the system of government and develop approaches to improving mechanisms to prevent and combat corruption in Ukraine. In the context of reforming modern Ukrainian society, the study of the development of mechanisms to prevent corruption is very relevant. In addition, given the deepening socio-political and financial-economic crisis in Ukraine, corruption is a serious threat to national security. According to international experience, a mechanism should be clearly established for the selection of specialists to work in the public administration sector. An effective set of tools to combat corruption in the state are, first of all, prohibitions and restrictions. The focus on overcoming the factors of corruption that are inherent in the sphere of state structures is the improvement of mechanisms. One of the effective mechanisms for preventing corruption is preventive measures in public bodies with a number of restrictions and prohibitions.

The article is dedicated to the mechanism for protecting the Satversme [Constitution] of the Republic of Latvia (hereafter – the Satversme) – procedure for amending it and elements thereof – restrictions (quotas of participation, approval, readings, etc.), examining the amendments to the general and basic articles, as well as the theory of core. The parliament and the people may amend the Satversme in a referendum, therefore the article also turns briefly to the institution of the people’s vote or plebiscite or referendum (Latin – referendum). The article aims to elucidate the effectiveness of the procedure for amending the Satversme and provide answers to the following questions: (1) Whether the procedure for amending the Satversme ensures protection of the national constitutional order on sufficient level and does not permit introduction into the Satversme of ill-considered or antidemocratic proposals; (2) Whether the legislator, aiming to ensure constitutional stability, has not set the exaggeratedly high quorum of voters’ participation in the referendum for all articles of the Satversme and whether the mechanism of referendum in Latvia has not become incapable of functioning? In the framework of the article, the author also will try to reach concrete proposals that would improve the procedure for amending the Satversme, would increase citizens’ involvement in the matters of public administration, which, in turn, would reinforce the people’s trust in their State. In considering the proposals, the author will focus also on the issue of national security because amendments to the Satversme and referendums, clearly, may be used as factors for destabilising the State.

The article substantiates a comprehensive study of theoretical and practical problems of ensuring the national interests and territorial integrity of Ukraine in the context of crisis management, modern transformational changes in the field of public administration. The theoretical and methodological foundations of the study of the complex of national interests are analyzed, the concept and essence of public government activities in the field of national interests and the preservation of territorial integrity are determined. The concept, essence and elements of ensuring national interests in public administration are defined.Based on the analysis of studies of domestic and foreign scientists, it is proposed that research approaches to the formation of a complex of national interests be divided into the following areas: the first direction involves a combination of international and national parts of the qualification of problems in the field of national interests, based on regulation by international legal acts, which are set forth in the form decisions and resolutions of international organizations, and on this basis a generalization of the concept of "national interests sys ”, based on constitutional norms, regulations on the functioning of managerial structures, provisions of relevant legislative acts, specifics of geopolitical status, membership in international and intergovernmental organizations. The second direction is based on establishing the institutional characteristics of formalizing national interests and provides for a combination of political, socio-economic and security components, and is now complemented by factors of military-political and military-economic cooperation. The third area is based on a modern understanding of the concept of "security and territorial integrity of the state." In the framework of this direction, the mutual influence of national security factors, the identification of threats to state sovereignty and territorial integrity are investigated, and the country's geopolitical status is determined. The fourth direction is based on a comprehensive study of the features of ensuring national interests in open or latent armed conflicts.The content of legal norms as an element of the mechanism for ensuring national interests and territorial integrity in the field of public administration is analyzed. The features of the functional components of ensuring national interests in the context of transformational changes in public administration are considered. The methodological foundations of the assertion of territorial integrity as a component of national interests are investigated. The essence of the normative legal certainty of the concept of territorial integrity is determined, as well as the institutional features of ensuring territorial integrity. The process of establishing a national security system and ensuring the territorial integrity of Ukraine as a component of the formation of a modern state in the format of crisis management is analyzed. The importance of the constitutional definition of the geopolitical course from the standpoint of ensuring national interests is proved. Particular attention is paid to the study of the legal formalization of an object, subject, their functions in the mechanism of organizational and legal regulation of the state from the standpoint of ensuring territorial integrity and national interests.

The purpose of the article is to analyze the factors on which the stability of the social order depends and to substantiate the expediency of its priority in the sphere of national security. The scientific novelty of the article is the justification of the interrelationship between national security and the stability of the social order in the need’s context to merge society around the goals that guarantee its security. Conclusions. The study shows that the sustainability of the social order ensures the existence and security of society and social institutions. We analyzed the axiological dimension of social order and sustainability through the disclosure of the social function of value orientation. We see them as the basis for the choice of action of the elements of social systems. In this context, we emphasized justifying the importance of a conceptual framework for its sustainability that considers the socio-cultural specificities of society and the values of the indivisible. We have shown that the main reason for the danger of social order and stability leading to the disintegration of society is the disparity of traditional values. They inform society of the ideological principles, program goals, and legal norms concerning its existence and the development of the State, which are determined by the highest political leadership. This makes it advisable to study the social system in question, its hierarchical levels, and their interrelationships. Hierarchical levels (moral, legal, conceptual) are described, their interrelationship is described, and it shows the category of sustainability to reflect the qualitative and quantitative assessment of the social order as a social system. Level – the quality (conflict-free) of its internal structuring. Emphasis has been placed on the desirability of distinguishing, at the conceptual level, the social order from the conceptual and ideological, and programmatic aspects this ensures that political decisions are made at the strategic level of public administration and that the strategic objectives of society, the means, and means of achieving them in national security, are justified. It has been established that the most effective means of destroying the State is to generate the prerequisites for threatening the stability of the social order, Therefore, the priority task of the actors of public administration and administration is to develop and implement a set of measures aimed at structuring and harmonizing principles, values and objectives at and between hierarchical levels of social order. We have identified basic prerequisites for the effectiveness of these measures, including mutually agreed goals, timetables, means, and methods of implementing strategies for socio-political and socio-economic development. Fifteen years old, living in China, and full of teenage bluster, Wang had collected fifty-four reasons to think Chinese politicians worse than prostitutes. The list included:… • There is no indicator that prostitutes will disappear, but there are many indicators that the government will collapse. • Prostitutes allow others to oppose them, unlike the government which arrests opposition and “re-educates” them through labor. • Prostitutes have no power, unlike those who use their power to suppress others. • Prostitutes do not need you to love them, unlike that group which forces you to love it. • Prostitutes win customers with credibility, unlike those who maintain power with lies. • Prostitutes sell flesh, unlike those who sell soul…. Liu Di was a psychology student at Beijing Normal University who called herself the “Stainless Steel Mouse” and ran an “artist’s club” through her personal website. In 2002, in one of her many stunts, the twenty-two-year-old urged her followers to distribute Marxist literature:… Let’s conduct an experiment of behavioral art: disseminating communism on the street! We can print copies of “The Communist Manifesto.” However, we should take “Communist” out of the title. Then, like sociologists, we ask people on the street to sign their names onto the Manifesto…. Liu Di wrote an essay titled “How a national security apparatus can hurt national security.” Echoing typical criticism of governments everywhere, she called China’s security apparatus “limitless,” or possessed of “a tendency to expand, without limits, its size and functions.” Wang’s message and the writings of Liu Di appeared on obscure Internet sites. Nonetheless, they came to the attention of the Chinese authorities and provoked swift action. Soon after Wang posted his message, it was deleted. He was arrested in Henan and subjected to an unspecified punishment. Wang’s story was printed in the People’s Daily as a warning, with the headline “15-Year-Old Youth Punished For Making Reactionary Argument That the Government is Prostitute” The State Security Protection Bureau arrested Liu Di on her university campus on November 7, 2002.
