Resumo Este trabalho tem como objetivo avaliar a formação dos monitores de pontos GESAC dentro dos propósitos do projeto de inclusão digital do Ministério das Comunicações, com ênfase na dimensão sócio-cognitiva da formação durante o período do treinamento, assim como os impactos desse programa instrucional nas comunidades locais atendidas pelos telecentros do GESAC. Serão analisadas as bases para a consolidação de uma política de Ciência e Tecnologia, que inclua o cidadão na chamada sociedade informacional, a partir não somente do acesso aos recursos materiais, mas também à formação para estimular a capacidade cognitiva do cidadão usuário do ponto GESAC em lidar com novas ferramentas e linguagens próprias às TIC. As técnicas utilizadas são: análise documental, questionários, entrevistas semi-estruturadas e grupos focais.Palavras-chave TIC; inclusão digital; política pública; pontos GesacAbstract The main objective of this study was to evaluate the formation process of monitors in the GESAC’s points – the Digital Inclusion Project integrated to the Policy for Science and Technology developed by Ministry of Communications in Brazil. This research emphasized a socio-cognitive dimension in both the training period as well as the evaluation of this instructional program’s impact on the local community. Focus groups were coordinated by us in the local community attended by GESAC's “telecentros". Qualitative data was collected through documental analysis, questionnaries and semi-structured interviews as well. Building a Science & Technology Public Policy in Brazil demands not only promoting access to the material resources but also stimulating citizen participation among GESAC's point users. ABSTRACT Objective: to identify, through the contributions of hospitalized children and adolescents, the characteristics they consider necessary for a hospital that promotes well-being and development. Method: descriptive and exploratory study, with qualitative data analysis, carried out with a total of 30 hospitalized children and adolescents. Data were collected through semi-structured interviews, mediated by drawing, and analyzed by inductive thematic analysis, supported by the theoretical framework of the humanization of health care and the Florence Nightingale’s Environmental Theory. Results: the designed hospital takes up the principles of Florence Nightingale’s Environmental Theory, as well as one of the guidelines of the National Humanization Policy, the environment, from two perspectives: elements and material resources from the physical environment; elements of comfort and well-being environment. Final considerations: hospitals such as the projected institution corroborate what is recommended in public policies, as they qualify health care.

O objetivo foi analisar a implementação do convênio do Programa Segundo Tempo Universitário (PST Universitário) na Universidade Federal de Mato Grosso do Sul (UFMS) no Brasil. Mediante uma pesquisa descritiva com abordagem qualitativa, realizou-se a coleta de dados por meio de entrevistas semiestruturadas com o professor e monitores esportivos que atuaram no convênio. A análise das entrevistas foi realizada por meio do Programa Iramuteq e de forma complementar foi utilizada a análise dos documentos do PST Universitário. Os principais resultados indicaram que houve uma dissociação entre o planejamento inicial (diretrizes nacionais) e a implementação do PST Universitário na UFMS. O convênio pesquisado sofreu com atrasos na estruturação devido à burocratização e constantes paralisações por conta da realização de congresso científico, que interditou todos os equipamentos esportivos por um mês. A pandemia de COVID-19 também paralisou o programa por cinco meses. Conclui-se que o PST Universitário seguiu parcialmente as diretrizes nacionais e esbarrou nas limitações burocráticas da estruturação e sistematização dos dados, já que não estava alinhado com os eventos acadêmicos da instituição e não conseguiu finalizar o plano inicial conforme planejado.  Resumen: El objetivo fue analizar la implementación del convenio del Programa Según Tiempo Universitario (PST Universitario) en la Universidad Federal de Mato Grosso do Sul (UFMS) en Brasil. Mediante una investigación descriptiva con abordaje cualitativo, la coleta de datos fue hecha con entrevista semi-estructurada con el profesor y los monitores deportivos que actuaron en el convenio. Para el análisis de las entrevistas fue utilizado el Programa Iramuteq y de modo complementar, fue utilizado el análisis de los documentos del PST Universitario. Los principales resultados indicaron la disociación entre la planificación inicial (las pautas nacionales) y la implementación del PST Universitario en la UFMS. El convenio investigado presentó limitaciones con retrasos en la estructuración debido a la burocratización y las constantes paralizaciones por la realización de congreso científico, que interdicto a todos los equipamientos deportivos por un mes. Lo de la pandemia de COVID-19 también ha paralizado el programa por cinco meses. Se ha concluido que el PST Universitario siguió parcialmente las pautas nacionales y fue retrasado por las limitaciones burocráticas de la estructuración y sistematización de los datos, ya que no estaba en consonancia con los eventos académicos de la UFMS y no consiguió finalizar el plan inicial como planificado.  Abstract: This study aimed at analyzing the agreement of the implementation of the Segundo Tempo University Program (STUP) at the Federal University of Mato Grosso do Sul (UFMS) in Brazil. It was a descriptive research, with a qualitative approach. Data collection was carried out through semi-structured interviews with the teacher and sports monitors who worked in the program. The analysis of the interviews was carried out through the Iramuteq Program and, in a complementary way, the analysis of documents from the STUP was used. The main results indicate that there was a dissociation between the initial planning (national guidelines) and the implementation of the STUP at UFMS. The researched agreement suffered from delays in structuring due to bureaucratization and constant stoppages due to the holding of a scientific congress, which interdicted all UFMS sports equipment for a month. The COVID-19 pandemic also paralyzed the program for five months. It is concluded that the STUP partially followed the national guidelines and bumped into bureaucratic limitations in structuring and systematizing the data, as it was not aligned with the academic events of the institution and was unable to finish the initial plan as planned.

A creative tourism is a form of sustainable tourism that offers authentic experiences of local culture. Tourism activities that have been running for about 9 years in Dago Pojok Creative Village, sparked researchers attention identify the condition of tourism and measuring level of local community participation in the development of Dago Pojok Creative Tourism Village. This study aims to identify tourism conditions and level of participation of local communities in the development of Dago Pojok Creative Tourism Village. The types of data used are qualitative and quantitative data with observation, interview and document data collection. Analysis of the data used is descriptive-qualitative data analysis using the concept of tourism components and the theory of a ladder of citizen participation. The results of this study show that the condition of tourism which is reviewed through the components of tourism products (4A) in Dago Pojok Creative tourism village recently is sufficient enough to improve some of the existing facilities. The level of community participation in Dago Pojok Creative Tourism Village is at the first level in the theory of a ladder of citizen participation. Based on the results, local communities have participated in the development of tourist attractions neverheless but it is still constrained by the government who expects the community itself to develop the tourist village without government assistance. Este artigo apresenta os resultados parciais de uma pesquisa sobre a formulação da política pública de turismo no estado do Pará. O objetivo foi identificar os fatores e os atores que influenciaram o processo de formulação da política de turismo do município de Tracuateua. Utilizou como referencial analítico o Modelo de Fluxos Múltiplos de Kingdon. As evidências empíricas estão baseadas em pesquisa documental e entrevistas semiestruturadas com a gestora municipal de turismo e na análise das atas do Conselho Municipal de Turismo onde estão registradas as opiniões de outros participantes do processo decisório. Os resultados apontam que as alternativas para o desenvolvimento do turismo no município foram materializadas no “Plano Municipal de Turismo”, que os participantes ativos desse processo não estão apontados nele; e que as alternativas dependeram dos fluxos de problemas, de políticas públicas e da política. Conclui que a existência de um fator distinto dos demonstrado no Modelo de Fluxos Múltiplos, as orientações e determinações do Ministério do Turismo brasileiro, influencia os fluxos de políticas públicas e/ou da política. Tourism public policy of Tracuateua (PA, Brazil) from the multiple streams model ABSTRACT This paper presents partial results of a research about the formulation of the tourism public policy in Para state. The objective was to identify the factors and actors that influenced the formulation process of the municipality of Tracuateua tourism policy. It was used as a theoretical reference of the Multiple Streams Model of Kingdon. The empirical evidences are based on a documentary research, as much as the semi-structured interviews with the municipal manager of tourism; as well as the analysis of the minutes of the Municipal Tourism Council where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this municipality have been materialized in the “Municipal Plan for Tourism", that the active participants are not pointed out in it; and that the alternatives depended on the streams of problems, policies and politics. It is concluded that the existence of a distinct factor of this Multiple Streams Model demonstrated, guidelines and determinations of the Brazilian Ministry of Tourism, which influences streams of public policies and/or politics. O objetivo central deste artigo é analisar a política pública (Pronatec/Viver sem Limite) instituída pelo governo federal, especificamente, em relação aos municípios de Canoas, Estância Velha, Novo Hamburgo, Porto Alegre e São Leopoldo, no período de 17/11/2011 a 31/12/2015, que tem como finalidade a qualificação profissional das pessoas com deficiência, por meio das ações de educação profissional e tecnológica desenvolvidas no âmbito do Pronatec, observadas as condições de acessibilidade e participação plena. Nesse sentido, pretende-se demonstrar a hipótese de que, muito embora a deficiência possa se apresentar na modalidade física, visual, mental, auditiva e intelectual, a maioria das pessoas com deficiência matriculadas no Pronatec/Viver sem Limite apresentam deficiência física, em virtude da maior e mais fácil adaptabilidade da empresa a este tipo de deficiência do que do deficiente à empresa. Este argumento estando correto, subverte, se não limita, a concepção inicial desta política pública. A metodologia utilizada é qualitativa, ou seja, constituiu-se na análise documental da legislação pertinente ao tema, bem como, na análise da política pública do Pronatec/Viver sem Limite, instituído por meio da Lei nº 12.513/2011 e regulamentado pelo Decreto nº 7.612/2011 (BRASIL, 2011). Utilizamos, também, entrevistas semi-estruturadas com os destinatários das políticas públicas, ou seja, as noventa e duas pessoas com deficiência matriculadas nos cursos de qualificação profissional do Pronatec/Viver sem Limite, nos municípios de Canoas, Estância Velha, Novo Hamburgo, Porto Alegre e São Leopoldo, no período de 17/11/2011 a 31/12/2015.Palavras-chave: Pessoa com deficiência. Students' Independent Professional Activity in Pedagogical PracticeThe topicality of the research is determined by the need for changes in higher education concerned with implementing the principles of sustainable education. The article focuses on teacher training, highlighting the teacher's profession as an attractive choice of one's career that permits to ensure the development of general and professional skills and an opportunity for new specialists to align with the labour market. The empirical study of students' understanding of their professional activity and of the conditions for its formation is conducted by applying structured interviews (of practice supervisors, students, academic staff); students and experts' questionnaire. Comparative analysis of quantitative and qualitative data and triangulation were used in case studies. As a result, a framework of pedagogical practice organisation has been created in order to form students' independent professional activity. The criteria and indicators of independent professional activity have been formulated and suggestions for designers of study programmes and organisers of the study process have been provided.

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

In this article, I explore how the social contract of schooling and the three functions of schooling (Noguera 2003)—to sort, to socialize, and to control— impact and constrain the freedom and agency of a group of young Black and Latinx men in one suburban school district that was experiencing sociodemographic shifts in the Northeastern United States. I use qualitative data to frame how the young men experience schooling, and I show how the local community context facilitates the institutionalization of discriminatory sorting processes and racially prejudiced norms. I also show how the young men are excessively controlled and monitored via zero tolerance disciplinary practices, which effectively constrains their humanity and capacity to freely exist in their school and which inadvertently strengthens the connective tissue between schools and prisons.
