The author analyzes the concept of academic, personal, professional mobility in the given article. The peculiarities of the educational programs of Ukrainian higher education institutions and the programs of European educational institutions are characterized. The problems of academic mobility in Ukraine are outlined and the ways of their elimination are determined.

One of priority problems of modernization of system of the higher education in Russia is overcoming the disproportions revealed during different years of monitoring of activity of higher education institutions, reduction of the contents, structure of vocational training of shots, technologies of realization of educational programs in compliance with requirements of employers and also taking into account the forecast of labor market, welfare and economic development. All this is possible at the stage of development of the higher school on condition of introduction of new mechanisms of management of the higher educational institutions based on formation and increase of their reputation, care of higher education institutions of the reputation responsibility.

Every political authority, even a historical one, puts forward its “own” demands on history and historians. It was, and probably always will be. This was no exception during the restoration of the Ukrainian state in the 1990s. From ideological monism, Ukrainian science has shifted to reforming social and humanitarian education in the country, including historical education. The beginning was in 1988, when the existing Soviet power, realizing that it was impossible to stop the process of change, brought it under its control, setting up a coordinating committee to develop a program for the development of historical research, to improve the study and propaganda of the history of the Ukrainian SSR. The Commission proposed to separate a course of history of the Ukrainian SSR in secondary and higher education into an independent educational discipline, to expand the number of schools with advanced study of history, and to organize training in leading universities of specialists in the history of Ukraine. But to proclaim does not always mean to do. The cardinal changes will begin later and will be discussed in this article. Until the 1990s, Ukraine had no national concept of historical education. Until 1989, the history of the CPSU was the only basic historical discipline in all higher education institutions of the USSR, as well as in the entire Soviet Union, regardless of profile of study or region. The main educational programs were approved centrally in Moscow by the General Directorate Teaching of Social Sciences of the Ministry of Higher and Secondary Special Education of the USSR. In 1989, the course of the history of the CPSU was withdrawn from the educational program of higher education institutions and was replaced by the obligatory historical discipline - “Social and political history of the XX century”. In 1990, universities were granted more rights in defining the content of training. This facilitated the deployment of a grassroots initiative to improve the content of historical teaching. The first such initiative was made by teachers and students of higher educational establishments of Lviv region, where since 1990 most courses of history of Ukraine were taught in most universities, although the official status of this course has not been determined yet by the goverment. In 1992, universities of Ukraine are moving to an in-depth study of national history, re-profiling the departments of USSR history into the departments of Ukrainian history, increasing the number of hours of studying the history of Ukraine for students of historical specialties. But a major drawback in teaching the history of Ukraine was the lack of science-based course programs. In 1993, the Scientific and Methodological Commission on the History of the Ministry of Education of Ukraine began the development of a typical program for the course of history of Ukraine as a kind of reference for the departments of history of Ukraine of higher educational institutions. The development and approval in 1993 of the program of the normative course of history of Ukraine for students of history faculties of higher educational establishments, as well as the drawing up in 1994-1996 a typical program of the basic course of history of Ukraine for other higher educational institutions contributed the development of scientific approaches to teaching Ukrainian history, and clarification of teachers’ positions on discussion issues in history. At one time with the development of the educational programs, the national concept of historical education in Ukraine was created and improved. The article deals with determining ways to improve the system of public administration of educational institutions in order to ensure competitiveness. Were analysed the main trends in the regulatory support for the activities of higher education institutions in the article, as a result of which the basic innovations of the Law of Ukraine “On Higher Education”, which became the basis for the formation of systems of academic mobility, virtue and autonomy, were defined. The main problems of development of higher education system in Ukraine were identified, consisting of imperfect management mechanisms, inefficient system of financing and incomplete implementation of processes of academic autonomy defined by law. The main approaches to reforming the higher education system in Ukraine were analysed, as a result of which the role of the public administration system in the regulation and coordination of higher education institutions were determined. Today this system is not flexible and therefore cannot be effective. The creation of approaches to the rating of higher education institutions determines the format of redistribution of funds in the system of state financing of education. This system will motivate educational institutions to improve the quality of the educational process, research activities, academic mobility, partnerships, the level of material and technical resources of the educational process, the level of employment of graduates in the specialty and the like. These indicators provide motivation to improve the performance of higher education institutions, but do not fully solve the problem of lack of funding, in particular for innovation. Low pay for faculty members also affects the educational process negatively. Thus, the article gives recommendations on the possibility of increasing the effectiveness of the system of state management of universities, which consists in creating opportunities to attract financial resources of partners of higher educational institutions, cooperation of education and business, simplification of the system of development of grants and financial cooperation with foreign educational institutions

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student&rsquo;s personalized educational trajectory factoring in the given parameters.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. Students’ experiences have been covered by a large number of studies in different areas. Even so, the concept of student experience (SX) is diffuse, as it does not have a widely accepted meaning and is often shaped to the specific purposes of each study. Understanding this concept allows educational institutions to better address the needs of students. For this reason, we conducted a systematic literature review addressing the concept of SX in higher education, specifically aiming at undergraduate students. In this work, we approach the concept of SX from the perspective of customer experience (CX), based on the premise that students are users of higher education institutions’ products, systems and/or services. We reviewed articles published between 2011 and 2021, indexed in five databases (Scopus, Web of Sciences, ACM digital, IEEE Xplore and Science Direct), trying to address research questions concerning: (1) the SX definition; (2) dimensions, attributes and factors that influence SX; and (3) methods used to evaluate the SX. We selected 65 articles and analyzed various SX definitions, as well as scales and surveys to evaluate SX, mainly relating to satisfaction and quality in higher education. We propose a holistic definition of SX and recommend ways to achieve its better analysis.

The article is devoted to the topical problem of professional training of teachers of humanities in higher education institutions in Germany. The problems and features of basic competencies that are formed in teachers of humanities in training in higher education institutions are considered. Objectives of the study: to investigate the professional training of teachers of humanities; consider the structure of higher education institutions in Germany; to analyze the presentation of the main material on the professional training of teachers of higher education institutions in Germany. Based on the study of domestic and German scientific sources, it was found that the attention of researchers focused on the study of the development of higher education, the origin and formation of pedagogical education in Germany; theories and practices of teacher training in Germany; comparative pedagogy. The study found that the training of foreign language teachers in Germany is based on ancient traditions and is closely linked to the peculiarities of the development of school education in the country; dissemination and teaching of foreign languages; opening of modern languages in universities of philological specialties; typology of educational institutions. It was found that the system of training foreign language teachers in Germany has gone from the training of a classical philologist to a thorough philological and psychological-pedagogical training.
