The management of local asset is part of the regional financial management. Since the enactment of regulation of asset management area is expected to be a reference and strength of local government in managing its regional asset. To apply the system in accordance with Permendagri No.19 year 2016 supervision and coorperation required to carry out the process of recording asset at SKPD level as well as management of regional assets including BPK BMD Minahasa district. The purpose of this study is to find out how the application on the system of coaching, administration, and supervision of goods in the management of local assets in BPK BMD Minahasa whether in accordance with Permendagri No.19 year 2016. The method used in this research is descriptive qualitative analysis method. The results showed that the implementation management of local asset, especially the coaching, administration, and supervision of assets in BPK BMD Minahasa accordance with Permendagri No.19 yaers 2016. Not yet supported IT equipment that has not been compatible with that asset user and the lack of human resources becomes an obstacle asset management in BPK BMD Minahasa.Keywords: asset, coaching, administration, supervision

Among the many and diverse activities carried out by nurses, many are organized within the context of a group approach. The realization that there were no systematized studies in Brazil, capable of providing parameters that would help to understand how nurses use this resource, motivated the authors to develop this study, whose objective was to review scientific literature on the use of group activity, as it relates to the work carried out by nurses, between 1980 and 2003. This was a descriptive/exploratory research developed through a bibliographic review in Brazilian journals, on the basis of a specific protocol. We were able to identify 151 articles that were reviewed in terms of the expansion of this knowledge and the different situations in which a group is used by nurses. The qualitative analysis done on pre-established categories enabled the authors to verify that nurses have been using this technique while delivering care, producing knowledge and developing human resources. This investigation allowed us to outline a panoramic view of this literature and to develop a catalogue, identifying important aspects in the construction of this knowledge by Brazilian nursing personnel.

Empowerment of Subak Penarungan as an Agribusiness Institution in PenarunganVillage, Sub-District of Mengwi, Badung Regency The preservation of subak or Balinese irrigation organization is important because itssustainability in Bali based on the Tri Hita Karana concepts. Subak-based economicbusiness is a food-based agribusiness or paddy fields. The studies on empowerment ofsubak as an agribusiness institution aimed to improve the economy and welfare offarmers, so that the agricultural culture is in demand and not abandoned by the SubakPenarungan community. This study aimed to determine (1) the potentials of subakrelated to natural resources, human resources, and financial resources, (2) the effortsmade to empower Subak Penarungan as an agribusiness institution. The research wasconducted in Subak Penarungan, Mengwi Sub-district, Badung Regency. The selectionof research site was done purposively. The population of this study is active members ofSubak Penarungan, amounting to 167 people. The sample size was determined by usingSlovin formula, so the number of respondents was 63 people. The data analysis used adescriptive qualitative analysis method. The findings showed that the potential of Subakpenarungan was in good category with the average score of 3.55, and the results ofresearch on the efforts of empowerment of Subak Penarungan was in good category,with average achievement score of 3.50. Based on the results of this study, it can besuggested to farmers that the assistance in the form of agricultural machine toolsprovided by the government for subak should be utilized properly, so as to increase theirproductivity.

Human resources are changing in size and features in an organization. We intend to represent the human resources of an organization and the changes they undergo by using mathematical modeling, differential equations and even default probabilities.

Abstract Redefining recruitment systems and evaluating civil servants to take into account a number of general macroeconomic issues. Professionalization of the public function in order to identify future practical solutions to recruitment and evaluation processes is necessary to make a decision on several fundamental aspects of the public service system. Analysis of the relationship between the available human resources and the probable evolution of the quantitative and qualitative analysis of the existing resources as well as the design of future resources.

The contribution deals with qualitative and quantitative analysis of relationship between business processes performance to be investigated (hereinafter BP) versus performance of employees who are interested in that BP functionality hereinafter known as Employees). The qualitative analysis deals with human resources performance psychological aspects, while the quantitative analysis is closely related to BP and Employee performance quantification and modelling. On one hand, the qualitative analysis describes psychological aspects concerned to human resources and the investigated BP performance. On the other hand, the contribution deals with quantifying those relationships with use of linguistic sets, which create basis of business process linguistic modelling (BPLM) approach as well. The PBPL (Principle Business Process Linguistic) Equation is applied in order to create a conceptual model of the objective oriented expert system, which operates over the knowledge base, which contains adequate semantic networks (SNWs| and reference databases (RDBs), while an appropriate inference engine is applied for user communication with that expert system too.

Melamine is not prohibited chemical to mix into food product. Around 2008, Melamine had found in baby milk which was made by China to make high protein level. To see BBPOM Yogyakarta’s performance handling of food which has contaminated of melamine, it is needed evaluation from customer’s satisfaction and affection of monitoring food contaminated melamine’s factors. In addition, it is necessary to know the gap between expectation and society’s perception. The study is descriptive explorative research. The study has done by giving performance questionnaire and the factor that affect to performance of employee at Investigation and Inspection sector in BBPOM Yogyakarta and qualitative analysis has done by interview. Based on the analysis result, personal/human resources, monitored system and infrastructure factors has not significance effect to BBPOM Yogyakarta performance handling contaminated food, because the monitoring has limited for withdrawing and scrapping product. From the interview result is known that there is an effect between personal/human resources, monitored system and infrastructures factors, because it is influenced by theoretical and subjectivity of respondent.

Banyu Tibo Beach is one of the beaches in Pacitan Regency. This beach has uniqueness of a waterfall overlooking the beach. This research aims to find out the right management strategy for Banyu Tibo Beach to be ecotourism. This research method used  a descriptive qualitative analysis method. Data collection techniques were carried out by distributing questionnaires with non-probability sampling techniques to 100 respondents in Banyu Tibo Beach by taking using incidental sampling techniques. The data obtained is then processed using SWOT analysis to determine the strengths, weaknesses, opportunities and threats that exist in Banyu Tibo Beach. From the data processing, obtained the right strategies to manage the Banyu Tibo Beach in ecotourism, namely by providing or adding infrastructure to support ecotourismbased tourism activities, making or adding environmentally friendly tourism products, conducting training on ecotourism for human resources managing Banyu Tibo Beach, in collaboration with all parties to play an active role in the implementation of sustainable tourism activities.

AbstractDemocracy substance is “raison de etre” on regulating direct election system and it’s position about implementation principle of the state by law. Based on evaluating in 2005 until 2014, conducted alteration for implementation system, who reflected alteration policy purpose about election supervisor institute. An aim of this research is (a) to explain the direction of reinforcement supervisor election institute policies based on Law Number 1 of 2015 attached its alteration, and (b) the impact of reinforcement concerning institutional capacity. This research used juridical normativism method, through statue approach, conceptual and institutional in an integrative manner. Data resources used a secondary material with qualitative analysis technique.These research conclude the direction policies about reinforcement has been formed by enforcement duties, authority, obligation, character and function head for transformation as control institution. An impact about institution capacity is forming mechanism not including for enforcement capacity orientation, asymmetry on implementation administrative function, procedure, and finances ordering, rather regulation quality from Bawaslu with the result obstruction concerning the effectiveness of institutionally implementation function. Suggestion is (a) upgrading typology of Election Supervisor Board Province and alteration characteristic Election Supervisor Kabupaten/Kota become permanent institution or increasing quality, quantity and qualification human resources, (b) correction regulating about procedure and duty on pieces as integrative, also (c) completing regulation about observatory implementation function based on norm and rule pursuant to election ordinance. Keywords: Institusional Reinforcement, Election Supervisor and Local Election AbstrakSubstansi demokrasi merupakan raison de etre Pilkada secara langsung dan menegaskan kedudukannya atas implementasi prinsip negara hukum. Berdasarkan evaluasi tahun 2005 s.d 2014, dilakukan perubahan sistem penyelenggaraan yang merefleksikan perubahan arah kebijakan terhadap kelembagaan pengawas Pemilu. Tujuan penelitian ini (a) menjelaskan arah kebijakan penguatan kelembagaan pengawas Pemilu berdasarkan Undang-Undang Nomor 1 Tahun 2015 beserta peraturan perundangan perubahannya, dan (b) dampak penguatan terhadap kapasitas lembaga. Penelitian ini menggunakan metode yuridis normatif, melalui pendekatan undang-undang, konseptual dan kelembagaan secara integratif, menggunakan sumber data sukunder dengan teknik analisis kualitatif. Disimpulkan penguatan kelembagaan diwujudkan melalui penguatan tugas, kewenangan, kewajiban, peran dan fungsi kelembagaan yang mengarah transformasi fungsi sebagai institusi kontrol. Dampak terhadap kapasitas lembaga diantaranya mekanisme pembentukan belum berorientasi penguatan kapasitas, kesenjangan penatalaksanaan fungsi administrasi, tata kerja dan penatausahaan keuangan, serta lemahnya kualitas Peraturan-Peraturan Bawaslu yang menghambat efektifitas fungsi kelembagaan. Disampaikan saran (a) peningkatan tipelogi Bawaslu Provinsi dan perubahan kelembagaan ditingkat Kabupaten/Kota menjadi bersifat tetap dan/atau peningkatan kualitas, kuantitas dan kualifikasi SDM (b) pembenahan regulasi tata kerja dan uraian tugas secara integratif, serta (c) penyempurnaan regulasi pengawasan Pemilu berdasarkan norma dan kaidah peraturan perundang-undangan. Kata Kunci: Penguatan Kelembagaan, Pengawas Pemilu dan Pilkada

The article reviews the attitude of the heads of pre-school institutions towards the experience of working with international projects. Pre-school education is specific by its functions and is of pivotal importance in forming the potential of the state’s human resources. Attendance in activities of international projects opens important opportunities to pre-school education establishments, while on the other hand requires due professional abilities of the leaders. Factors stimulating the participation of pre-school institutions in international projects are emphasized along pointing out the obstacles of taking part in activities of international projects. Improvements of the projects activities abilities of the heads of pre-school institutions are researched. Increasing importance of engagement of pre-school institutions in activities of international projects made the raise for the research of the problem: what are the factors of the work with international projects by the heads of pre-school institutions? The aim of research is to reveal the factors influencing on the work of national and foreign heads of the pre-school institutions with the international projects. The object of research is the factors of participation of the heads of pre-school institutions in international projects. Methods of the research: quantitative analysis – interviewing of Lithuania’s heads of pre-school institutions; qualitative analysis – standard (via questionnaire) interviewing of the Lithuanian, Slovenian, Swedish heads of pre-school institutions; statistical analysis. Quantitative analysis has showed that Lithuanian heads of pre-school institutions are stimulated to attend the international projects by the challenge of acquiring new skills, improvement of development process and project activities abilities. Results of the qualitative analysis revealed the following factors motivating the work of the heads of pre-school institutions with the international projects: acquiring new experience, improvement of development process and leaders’ project activities abilities as well as co-operation on the international level. The main obstacle preventing from the work with the international projects revealed in both quantitative and qualitative analysis is the language barrier. According to respondents more active work in international projects could be supported through arrangements of various tutorial seminars including seminars for foreign language improvement. The conclusion based on the results of qualitative analysis may be drawn that active experience gained by participating in the activities of international projects strengthens leader’s position and creates positive conditions for divided leadership at a pre-school institution as well as predetermines the motivation of working with international projects.
