This article makes an objective analysis of the relationship between rural rejuvenation and new urbanization, national policies conducive to rural development, and challenges and countermeasures in rural social management.</p>

This paper examines the use of location quotients, a measure of regional business activity relative to the national benchmark, as an indicator of sectoral agglomeration in small cities and towns, and as a measure of industry specialization that might impact the number of new business startups in these places. Using establishment-level data on businesses located in Maine, our findings suggest that the addition of one "hypothetical" establishment in very small towns leads to a dramatic change in the magnitude of the region-industry location quotient. At population sizes of about 4,100 or more people, however, location quotients are reasonably stable. Regression results from an analysis of the relationship between new business activity and regional industry specialization show that the effect of location quotients on business startups switches from "inelastic" to "elastic" at a population size cutoff of about 2,600 residents. Overall, our findings suggest that researchers and practitioners should exercise caution when using location quotients to study small regions.

Under the ecological perspective, the new type of urbanization, green and low-carbon coordinated development is a powerful engine for economic development. Based on the analysis of the existing results of the new urbanization green development and low-carbon development factors, a new index system of influencing factors for the coordinated development of green and low-carbon urbanization was constructed. And then concludes the results of the analysis by using the relevant statistical data of Heilongjiang Province from 2007 to 2017, using the principal component analysis method and using SPSS statistical software. Finally, puts forward some relevant countermeasures and suggestions on scientific and technological innovation, the industrial structure and cultural education, etc.

This presentation reports on a study that investigated the relationship between public libraries and social capital in rural communities in Ontario. Preliminary findings suggest that, in contrast to urban communities, the use of libraries in small towns is not significantly related to increases in levels of social capital.Cette communication présente une étude portant sur la relation entre les bibliothèques publiques et le capital social dans les régions rurales de l'Ontario. Les résultats préliminaires suggèrent que contrairement en milieux urbains, l'utilisation de bibliothèques en milieu rural n'est pas intimement lié à un accroissement du capital social.

Characteristic small cities and towns are the new vehicle for advancing new urbanization construction and supply-side reform. Zushan characteristic towns focus on tourism vacation, ecological livability, integration of production and cities, cultural heritage, poverty alleviation and other functions, and focus on building a new type of “product, city, and people” trinity, is a new benchmark for industrial transformation and upgrading. This article uses field surveys, interviews, and other methods to investigate the status quo of the construction of small towns with Zushan characteristics. Based on this, SWOT analysis of small towns is carried out, and the disadvantages and threats to its development are determined from the nature of towns and cities, infrastructure construction, and townships. Five suggestions were made for the construction of capital, the cultivation of special industries, and the determination of the main body of urban construction.

Speeding up the urbanization process has important realistic and far-reaching historical significance for building a well-off society and realizing socialist modernization in China. This paper discusses which urbanization path China should take, and advances the pluralistic urbanization path with Chinese characteristics: the big cities should be the regional center and develop preferentially; at the same time, we should actively develop the small and medium-sized cities; moreover the small towns should be developed reasonably and selectively. The large, medium, small cities and small towns will develop harmoniously with China's national conditions.

Drawn upon field research in two peri-urban villages of Hanoi in 2014 and short re-visits recently, the research examines the widespread of gambling and other social issues in Hanoi’s urbanizing peri-urban communities which happened concurrently with the phenomenon of “land fever,” and at the time local villagers received compensation from land appropriation. The article aims to understand the impact of urbanization on these communities and the interface between urbanization and the increase of social problems. It argues that gambling, drug use, and other social problems have been existing in Vietnamese rural communities long before; however, when urbanization came, some people have higher chances to engage in these activities. Those are villagers who want to transform quickly into entrepreneurs or bosses by joining the “black credit” market and gambling. Together with middle-aged and old farmers who greatly relied on agricultural production and face difficulties in transforming their occupation, they formed the group of losers in the urbanization process. Analogue material with appropriate properties is of great importance to the reliability of geomechanical model test, which is one of the mostly used approaches in field of geotechnical research. In this paper, a new type of analogue material is developed, which is composed of coarse aggregate (quartz sand and/or barite sand), fine aggregate (barite powder), and cementitious material (anhydrous sodium silicate). The components of each raw material are the key influencing factors, which significantly affect the physical and mechanical parameters of analogue materials. In order to establish the relationship between parameters and factors, the material properties including density, Young’s modulus, uniaxial compressive strength, and tensile strength were investigated by a series of orthogonal experiments with hundreds of samples. By orthogonal regression analysis, the regression equations of each parameter were obtained based on experimental data, which can predict the properties of the developed analogue materials according to proportions. The experiments and applications indicate that sodium metasilicate cemented analogue material is a type of low-strength and low-modulus material with designable density, which is insensitive to humidity and temperature and satisfies mechanical scaling criteria for weak rock or soft geological materials. Moreover, the developed material can be easily cast into structures with complex geometry shapes and simulate the deformation and failure processes of prototype rocks.

AbstractClimate change presents a major threat to water and sanitation services. There is an urgent need to understand and improve resilience, particularly in rural communities and small towns in low- and middle-income countries that already struggle to provide universal access to services and face increasing threats from climate change. To date, there is a lack of a simple framework to assess the resilience of water and sanitation services which hinders the development of strategies to improve services. An interdisciplinary team of engineers and environmental and social scientists were brought together to investigate the development of a resilience measurement framework for use in low- and middle-income countries. Six domains of interest were identified based on a literature review, expert opinion, and limited field assessments in two countries. A scoring system using a Likert scale is proposed to assess the resilience of services and allow analysis at local and national levels to support improvements in individual supplies, identifying systematic faults, and support prioritisation for action. This is a simple, multi-dimensional framework for assessing the resilience of rural and small-town water and sanitation services in LMICs. The framework is being further tested in Nepal and Ethiopia and future results will be reported on its application.
