The authors of the article consider various approaches to the preparation of the apical part of the root canal. They analyze the nature of the microbial flora of the channel, the peculiarities of its distribution within the channel and beyond. In addition, the authors note the role of root cement in the extracanal arrangement of the microbial film. The article provides an analysis of such concepts as “ensuring the apical patency” and “opening the apical foramen.” The differences between these concepts is emphasized, which is of fundamental importance both for determining the limits of the apical preparation and for understanding the essence of the pathological processes in the periodontal teeth with the preserved and destroyed apical constriction. Based on their own research and data from the world endodontic literature, the authors offer their recommendations on instrumentation of the cement canal depending on a particular clinical situation.

ABSTRACT Introduction The apical portion of the root canal is very complex and challenging during endodontic treatment. Root canal preparation and obturation to the apical constriction may provide the best prognosis. Incomplete debridement, foramen transportation, and inadequate seal in the apical portion are considered to be responsible for treatment failure. The technique “apical patency” is considered as a way for maintaining the apical part the free of the debris by recapitulation, using a small K-file through the area of the apical foramen. This term was firstly proposed by Buchanan. In this technique, the smallest diameter file is set 1 mm longer than working length and recapitulated after each instrument to prevent packing of debris in the apical part. Apical patency has been found to be effective in achieving an apical seal with gutta-percha. Teeth prepared with a step back method and with maintained apical patency may show less leakage when obturated with cold lateral condensation technique. Data regarding the effect of apical patency on the healing of periapical tissue are very scarce, and it has been shown that the patency file has detrimental effect on the healing of periapical tissues in animal studies. However, using patency file in endodontic treatment is controversial and further studies are needed. The purpose of this article is to review the effect of using a patency file on the extrusion of root canal contents, the apical seal, postoperative pain, and healing of periapical tissues. Furthermore, the effect of establishing patency on reaching irrigation solutions to the apical portion of the canal and prognosis of root canal treatment are discussed. The paper is devoted to the role of the global financial market in the development of Russian big business. It proves that terms and standards posed by this market as well as opportunities it offers determine major changes in Russian big business in the last three years. The article examines why Russian companies go abroad to attract capital and provides data, which indicate the scope of this phenomenon. It stresses the effects of Russian big business’s interaction with the world capital market, including the modification of the principal subject of Russian big business from integrated business groups to companies and the changes in companies’ behavior: they gradually move away from the so-called Russian specifics and adopt global standards.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The article analyzes the dynamics of consumption of primary energy and production of electrical energy in the world for 1973-2012 and the volume of renewable energy. It is shown that in the crisis year of 20 0 9 there was a significant reduction in primary energy consumption and production of electrical energy. At the same time, renewable energy has developed rapidly, well above the rate of the world economy growth. The development of renewable energy is one of the most effective ways out of the crisis, taking into account its production regime, energy, environmental, social and economic efficiency. The forecast for the development of renewable energy for the period up to 2020, compiled by the IEA, is analyzed. It is shown that its assessment rates are conservative; the authors justify higher rates of development of renewable energy.

The author compares several quantitative and qualitative approaches to forecasting to find appropriate methods to incorporate technological change in long-range forecasts of the world economy. A?number of long-run forecasts (with horizons over 10 years) for the world economy and national economies is reviewed to outline advantages and drawbacks for different ways to account for technological change. Various approaches based on their sensitivity to data quality and robustness to model misspecifications are compared and recommendations are offered on the choice of appropriate technique in long-run forecasts of the world economy in the presence of technological change.

The article analyzes fundamental reasons for the world economic crisis in the light of global technological shifts. It proves that it is caused by the substitution of technological modes. It is shown that sharp increase and slump in stock indices and prices for energy resources are typical of the process of technological substitution which occurs regularly according to the rhythm of long-wave fluctuations of the world economic activity. The article rationalizes a package of anti-crisis measures aimed at stimulating the new technological mode. Its structure and role of the locomotive factor of the new long wave of economic growth are revealed.
