The effectiveness of state regulation of the agro – industrial complex of Russia and the efficiency of business activities of organizations-participants of industry markets is largely determined by the competent use of methods and tools used in the advanced countries of the world. For our country, the mechanisms of the former Soviet republics are the most acceptable. The study of the experience of these countries allows for more rapid and flexible market reforms, as well as to implement measures to stabilize the activities of agricultural organizations, processing enterprises and infrastructure entities in modern conditions, due to the fact that the transformation of their activities is significantly influenced by the factors of changes in the macro environment. It should be noted that in the current conditions, the management of risks that form threats to national security is due, among other things, to take into account the foreign economic and foreign policy situation and the international situation on the market of grain and products of its processing. The effective mechanisms of state management of integration processes in the technological chain of grain market organizations used in the Republic of Kazakhstan are considered. The features of integration tools caused by the development of market relations are revealed. Measures of state influence on regulation of functioning of the market of food wheat for the purpose of strengthening of food security and export potential of the country are established. The need to adapt the experience of Kazakhstan in reforming the Russian agroindustrial complex, which is important for strengthening the socio-economic stability of the state and the development of measures taking into account the transformation of interstate integration processes.

The article is devoted to development of approaches and practical recommendations on issues of state regulation and state support of agro-industrial complex economic entities as a factor of stimulating economic growth of industry as a whole. Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. According to FAOSTAT, in 2018-2019 rice was planted in 118 countries on an area of 167 million hectares, the annual grain production in the world is about 782 million tons. Rice is the most popular cereal in the diet of the Russian consumer. Rice growing is a small but rather important branch of the agro-industrial complex of the Russian Federation. The main rice producers in the world are China (over 214 million tons), India (over 172 million tons), Indonesia (83 million tons), Bangladesh (56 million tons), Vietnam (44 million tons), Thailand (32 million tons) and Myanmar (25 million tons). In the Russian Federation, rice is grown in three federal districts, in nine subjects: in the Southern Federal District - the Republic of Adygea, Kalmykia, Krasnodar, Astrakhan and Rostov Regions; North Caucasian Federal District - Republics of Dagestan and Chechen; Far Eastern Federal District - Primorsky Territory and the Jewish Autonomous Region. Scientific support of the rice-growing industry in the Russian Federation is carried out by the Federal Scientific Rice Centre.

In conditions of establishing market relations and development of integration processes, efficient functioning of agrarian complex of the Republic of Belarus requires searching for new mechanisms and methods to improve competitiveness. As experience of economically developed countries of the world shows, states and producers actively use diverse logistic solutions, models, strategies and methods for planning and arranging activities. Organization of resource support for agricultural producers and promotion of their products in market according to logistics principles results in a significant economic, social and environmental effect. The paper, in the context of the modern period, presents social and economic indicators of the transport and logistics sector, system of state regulation, structural characteristics of logistics centers, agricultural foreign trade and logistics infrastructure. The main factors were identified hindering development of agrologistics in Belarus. Organizational and economic mechanism has been developed for improving logistical activities at the interstate (EAEU) and national levels have been developed. In case of proposal to create a single agrologistics market of Eurasian Economic Union at the interstate level, it is planned to increase efficiency of the national agrologistics market on the national level based on expansion of logistics infrastructure. Via integration of several prediction methods (expert assessments (pessimistic, optimistic and probabilistic opinions), economic and mathematical (extrapolation, time series analysis), non-standard (verbal information)), a reasonable forecast of development of logistics centers of the Republic of Belarus until 2025 was made. The issues in the paper are of interest for preparation of draft state programs and strategies in the field of agrologistics and development of exchange activities, development of country position in implementation of the agreed agro-industrial policy of the EAEU Member States.Acknowledgments. The subject of this research is the legal and economic aspects of regulating the economy and transport in municipalities of “white” Russia during the civil war. The article reveals the key provisions of the legislative and administrative practice of white governments in these economic sectors. The relevance and novelty of this article is substantiated by the remaining gap within the historical-legal science on the topic at hand. Analysis is conducted on the failure of attempts of state regulation of the indicated economic sectors in the conditions of economic ruin using the economic methods and transition towards rigid administration, which did not bring expected results in establishing the work of industry and transport. The following conclusions are formulated: 1. The legal policy and administrative activity of the white governments consisted in restoration of rights of the former business owners and reviving the declined industry and transport on a market basis.                                                            2. Since the majority of private enterprises did not have the necessary circulating assets, the government was forced to transfer them to the state administration and finance them.   3. The transition from market-based methods of industrial and transport management towards imperative administration led to the formation of unproductive quasi-market relations and state management quasi-ownership.   3. The work of cooperatives, which did not require state subsidies and largely provided the army with the essentials, did not receive due state support, since most of the government orders were delivered by the military-industrial complex, although cooperative products were cheaper.   4. Subordination of transport operations to military needs led to the disruption of commercial transportation, which caused standstill or shutdown of many businesses. An important factor of economic collapse consisted in bureaucratic hurdles and corruption within the government apparatus of “white” Russia.

The need for digitalization of agriculture is due to several features: many changing factors aimed at the result of production (climatic, biological, etc.); wide dispersal of farms; a significant number of suppliers and buyers of agricultural products, etc. For the agro-industrial complex, the intensification of digitalization processes is associated with an increase in labor productivity at enterprises that use innovative computer technologies. This is necessary for the formation of single information space for the full use of agricultural lands and their effective processing to obtain high-quality products. At the same time, the development of state regulation based on the use of digital technologies remains important. The digitalization of the agrarian economy will increase the competitiveness of Russian agri-food products. The use of information platforms will allow bringing together all the necessary information to improve product quality and increase its sales, considering the specifics of demand. This will reveal weaknesses in the development of the agrarian sector and determine possible solutions, since the analysis of big data will be carried out, the Internet of things will be introduced with the help of state management of agricultural sectors. The article determines that for the development of the agrarian economy in the context of digitalization of the agroindustrial complex, it is necessary to determine possible options for using computer technologies adapted to the conditions of agricultural production; introduce the necessary systems of automated programs and platforms to improve the efficiency of agricultural producers; provide agricultural enterprises with high-speed communication; to determine the main directions of information support for the rational use of land.

In modern conditions, issues related to the effectiveness of the regulation of the oil industry by the state are becoming increasingly important. In January 2018, the World Economic Forum was held in Davos, which, in particular, noted the impact of the growth of protectionist trends in the global trade in hydrocarbons, and the impact of climate change on the planet on the export of hydrocarbons. As a result of the forum, the key ways of adjusting the policy of states in the relevant area were identified. At the same time, a significant number of states are already seeing the process of changing state regulation of the industry. In this article, the authors analyzed the systems of state regulation of the oil industry in different countries, and also gave assessments of the possibility of integrating new mechanisms into the system of sectoral management in Russia in the conditions of post-covid reality

The development of agro-industrial complex of the Republic of Tatarstan in the current economic conditions is a key element in the formation of food security and the competitiveness of the region. Further achievement of competitiveness is possible in terms of further development of the corporate approach, methods and management tools, that will increase the efficiency and effectiveness of the agro-industrial complex of the Republic of Tatarstan. The article considers the corporate governance features, which consists in the search by enterprises of agro-industrial complex of the Republic of Tatarstan for further sectoral parameters of development for sustainable economic growth, taking into account the stochastic conditions of activity, enterprises of this sector of the economy.

In the article, we had considered the problems of state regulation of the agro-industrial complex of the Republic of Kazakhstan which include improving the provision of food for the population, maintaining economic parity between agriculture and other branches of the economy, convergence of income levels to agricultural and industrial workers, protecting domestic producers in agro-industrial production, the regulation of the development of the agro-industrial complex is aimed at ensuring food security, the stability of the agro-industrial complex market, the formation of an effective business system, the support of competitive domestic products, and improving the living standards of the rural population through creating conditions for plant management and animal management, processing agricultural raw materials, providing veterinarians and phyto -sanitary safety and technically equip, as well as the development of social and engineering infrastructure. Also the principles and methods of state regulation of the agro-industrial complex are given. The economic and management organizations had proposed measures necessary for state regulation of the agro-industrial complex within the country. The factors that should be taken into account when developing and implementing agrarian policy are indicated.
