Insufficient efficiency of agriculture, its place and role in the system of the national economy predetermine the need to develop scientific provisions for the fair prices formation within the framework of relations between participants in the agri-food market. Purpose of article. Determine the fair price concept specifics for agricultural products, substantiate the functions and factors of its formation, identify the shortcomings of the current pricing policy in the agricultural sector of Belarus, formulate directions for improving the mechanism of state regulation of the industry development. The object of research is the mechanism of pricing for agricultural products in the Republic of Belarus. Methods used in research. The theoretical and methodological basis for the study was the domestic and foreign scientists works on pricing and the formation of the food cost. During the research, the following methods were used: monographic, abstract-logical, normative, synthesis and system analysis, etc.  The hypothesis of the study. Achieving fair prices for rural products requires improving the practice of determining them. Presentation of the main material. The article presents the author's position in relation to the development of scientific and methodological approaches to fair pricing of agricultural products, which are based on the analysis of the agri-food products multi-link value chain. Originality and practical value. The scientific novelty of the research lies in the substantiation of theoretical approaches, principles and directions for the formation of fair prices for agricultural products, taking into account the specifics of the industry and the emerging intersectoral relations. Conclusions. Achieving a fair price is possible only through the implementation of the principles, laws and regularities of "justice" within the framework of the formation of effective relationships between business entities and the observance of national interests.

Introduction. Despite the obvious expansion of production of organic agricultural products, the main regulatory elements of this market do not bring the expected effect from the functioning of its entities, which leads to an extremely slow pace in the formation of the domestic market for organic agricultural products. In this regard, a fairly significant regulatory market tool is the pricing system, which, under appropriate conditions, will develop an effective market for organic agricultural products, which ultimately will lead to the optimal solution of the social and environmental problems of the agricultural sector of our state. Methods. A number of general theoretical methods of scientific cognition have been applied, in particular, monographic, system and structural, abstract and logical, factor and correlation analysis, economic and mathematical modelling and others. Results. A number of factors of influence on this process were identified on the basis of the study and substantiation of a number of features of market pricing in the structure of the functioning mechanism of the market for organic agricultural products, highlighting those characteristic exclusively for the studied area. It is proved that the combined influence of certain factors contributes to its multi-level reflection in the process of pricing in the market of organic agricultural products. Some restrictions on the establishment of an equilibrium price on the market of organic agricultural products are determined in connection with the specificity of its model, which indicate the possibility of forming theoretical structures for achieving an equilibrium state mainly in the short term. At the same time, the given situation does not provide full self-regulation of the market under study due to the influence of various kinds of bifurcation manifestations, making it necessary to implement state support based on the consideration of institutional instrumental content. Discussion. The study of the features of market pricing in the structure of the functioning mechanism of the market for organic agricultural products will allow, taking into account the system of basic moral and ethical norms and rules that determine the principles of economic interaction of business entities and the formation of legal support, timely identify and optimally solve the environmental, social and economic problems of agricultural sectors of our country, thereby ensuring rational environmental management, the balanced development of the agricultural sphere and improving people's health. It can be reasonably argued that the process of pricing in the organic agricultural market is ensured, in the main, with significant changes in the system of state regulation of this process, which further shapes the direction of scientific research in this regard. Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. The high level of import of vegetable seeds negatively affects the indicators of resource self-sufficiency of agricultural sectors. At the same time, the development of the vegetable seeds market requires significant financial investments in this segment and analysis of their further payback based on scientific approaches. The purpose of the article. To develop methodological approaches to assessing the effectiveness of import flows in relation to vegetable seeds. The object of research is vegetable seeds, the value chain in vegetable growing. Methods used in research. The theoretical and methodological basis for the study was the works of domestic and foreign scientists on import and import-substituting production. The following methods were used in the research process: monographic, abstract-logical, normative, synthesis and system analysis, etc. The hypothesis of the study. Import flows of vegetable seeds take place in the Republic of Belarus in the presence of a certain list of conditions, which requires justification of their expediency. Presentation of the main material. The article presents the author's position regarding the development of scientific and methodological approaches to assessing the feasibility of implementing import flows of vegetable seeds. Originality and practical value. The scientific novelty of the study consists in the development of a comprehensive assessment of the feasibility of zoning a certain variety of vegetables of Belarusian selection for individual management entities or its import on the basis of a number of factors and criteria. Conclusions. The development of the Belarusian market of vegetable seeds involves a comprehensive assessment of the effectiveness of seed zoning, which includes the costs of conducting scientific research and ending with the effectiveness of vegetable cultivation and their subsequent processing.

Introduction. The issue of food security and the task of increasing Russia’s exports make it necessary to identify and monitor the threats to the economic security of agriculture in each region; therefore the topic is of particular relevance. The main goal of the study is to identify and analyze the threats to the economic security of the agricultural sector of the Republic of Mordovia and their sources. Materials and Methods. The agricultural sector of the Republic of Mordovia was considered as the object of the research. The study employed the methods of system analysis, economic statistics, and analytical, dynamic and graphical interpretation of information. Results. The authors have analyzed the development of the agricultural sector over the past ten years, identified and examined the threats to the economic security of the industry and their sources, presented a classification of the threats, substantiated the range of measures aimed at preventing and neutralizing the threats. It has been proved that the identified threats are not completely insurmountable but are systemic since they are formed at the macro level and require an identical comprehensive solution within the framework of the state regional policy. Discussion and Conclusion. It has been concluded that the present threats to the agriculture of the Republic of Mordovia resulted from the 1990s ignorant policies. Despite the measures taken, the situation still cannot be improved. Further research may be aimed at developing a methodology for analyzing threats to sectoral economic security at the regional level. The practical significance of the study lies in the possibility of applying the obtained information when establishing sectoral programs for the development of agriculture and the agro-industrial sector by the constituent entities of the Russian Federation facing similar threats.

The aim of the study is to study global economic problems that focus on the cultivation of agricultural products and the provision of food for consumption by the population. The article examines the future sustainable development of food production in our country, at the level of state policy and requires new approaches and reforms. The main guiding methods chosen in this study include: method of analysis, method of comparison, method of statistics, method of grouping, method of planning and forecasting. The object of the article is the agricultural state of the Republic of Uzbekistan, since the Republic of Uzbekistan is an agro-industrial state, where more than 49.5% of the population lives in rural areas, and almost half of the entire employed population works in the agricultural sector. The subject of the research is the agricultural sector of the Gallaorol region of the Republic of Uzbekistan. As a result of the study, it was revealed that in the Gallaorol region, where the research was carried out, the industry was not developed, and the income of the population was formed only due to agricultural products. In the conclusion, new opportunities for increasing the socio-economic well-being of the population are proposed through the formation of agribusiness in the region and appropriate recommendations are given.

The relevance of the issue is due to the need to improve the efficiency of the agro-industrial complex by uniting enterprises engaging in production, processing and sale of agricultural products. The aim is to develop recommendations on integration processes in the agricultural sector in order to improve the efficiency of the agricultural sector. The article discusses the objective nature of integration processes in modern agribusiness, identifies assumptions for creating integrated enterprises, such as unstable financial situations, worn-out material and technical resources, irrational organization of production, a low level of management and labor economics. The article describes a positive example of integrated formations in the Republic of Tatarstan, positive results of the activities of agro-industrial formations, which include the use of abandoned land and agricultural facilities, modernization of production using new equipment and technologies, increasing the attractiveness of agricultural labor, employment rate and incomes of the rural population, reduction of transaction costs in the agro-industrial chain, development of the agro-holding model as an effective interaction of enterprises of different agricultural sectors.
