The implementation of UIN Serving activities in Tunjngsekar Subdistrict, Lowokwaru District of Malang concerning the Establishment of the "Pojok Sakinah" Village Community Care Forum is the first step towards Tunjungsekar Urban District as a legal awareness sub-district. The presence of the "sakinah corner" is expected to be able to educate the community members, provide motivation and as a learning tool, as a place for vent and will eventually lead to people who are obedient and aware of the law. Obstacles in the Establishment of the "Pojok Sakinah" Village Community Care Forum in Tunjungsekar Sub-District, Lowokwaru Sub-District of Malang, among others, the lack of activeness of the Tunjungsekar village government apparatus, lack of coordination with the government officials of Tunjugsekar, Karang Taruna, and the lack of community awareness of the importance of the presence of this Sakinah Corner.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

AbstractThis study aims to determine the perceptions of the people of Romean Village, Yaru District, West Southeast Maluku Regency on the management of village funds to improve the welfare of the village community. This research conducted a discretive caulitative approach using the analysis flow from Millis and Huberman. The technique of collecting data is through interviews with village government officials and several community members as informants. The results showed that Village Fund Management was not optimal because of low human resources, low level of community participation in village program planning, low supervision, lack of accountability and transparency in managing village funds, and finally the impact of village funds on community welfare was still low.Keywords: Community Perception and Village Fund Management

Law No. 30/ 2014 on Government Administration brings the strength and the averment on the performance of the governmental functions which include executive, legislative, and juridical in order to provide the public services (bestuurzorg). Such regulation also aims to prevent and to eliminate any kinds of the maladministration done by the government officials/organs in implementing their functions so that good governance can be realized. In implementing their function, the government should rely on the useful performance (doelmatigheid) and the effectiveness (doeltreffenhgeid) according to the norms of each authority. It is a sophism when the ‘authority’ and/or the ‘competence’ mentioned under the Law No. 30/ 2014 on Government Administration are defined differently in the letterlijk gramatikal wet without associating those terms with an understanding of bevoegheid in an administrative legal concept. An idea that distinctively defines the term ‘competence’ as a right and ‘authority’ as a power is considered as an inconsistent idea, which may cause dualism and distortion in the common law enforcement reffering to the administrative law, particularly related to the concept of the authority abuse of power mentioned under the Law No. 31/ 1999 amended by the Law No. 20/ 2001 on deeds against corruption. As the result, when the notion of ‘authority abuse of power’ is defined as a right (as mentioned in article 1, subsection 5 jo. article 17, Law No. 30/ 2014 on Government Administration), it will be characterized into the absolute competence of the administrative jurisdiction, and when the notion of ‘authority abuse of power’ is defined as a power (as mentioned in article 3, Law No. 31/ 1999 on deeds against corruption), it will be characterized into the absolute competence of the corruption-act jurisdiction. Meanwhile, implementing the government’s ‘competence’ and/or ‘authority’ is characterized into one concept based on the norms of the authority power.

Troso is a village that was developed by the government of the district of Jepara to be a tourist village. It has the potential of home-based crafts such as weaving which could be developed into industrial centers. However, not all community members realize the potential. The community members don?t recognize that Troso is going to be developed as a tourist village. On the other hand, the way the community member doing their business is very ineffective. There is no coordination with other businessmen to accommodate and to control the business. Each entrepreneur is working on their tradition to enrich their own business. One entrepreneur to another is a competitor. For these reasons, the village needs to be developed in order to be efficient for the welfare of all people in Troso. Purpose of this research is to understand the existence of Tenun Ikat Troso industrial center and to evaluate development strategy of Tenun Ikat Troso industrial center as a tourist village in the district of Jepara. SWOT. The results show that (i) Strength – Opportunity strategy was focusing on digging deeper of the potency and then wrap them up in a specific brand which will impact on economic sector, (ii) Strength – Threat strategy was focusing on offering the potency of the village to investor to create added value of the village to attract tourists, (iii) Weakness – Opportunity strategy was focusing on building the community awareness of a tourist village plan and the importance of Troso weaving industry association, and (iv). Weakness – Threat strategy was focusing on identifying existing weaknesses of the Troso tourist village and then inviting other stakeholders to get involved in developing the village. This study aims to compare the mechanism of distribution, management and accountability of the use of village funds in the Government of Bintan Regency with the rules and regulations applicable. The method used in this research is descriptive qualitative method by conducting data collection through observation, literature study and interview with the authorized party.               Village Funds are funds disbursed by the Central Government to help accelerate development in the villages, help improve the economy in the villages and also help the operational costs of village administration in order to maximize the maximum service for the villagers.               Regulation of the Minister of Finance No. 93 / PMK.07 / 2015 has clearly set out procedures for the allocation, distribution, use, monitoring and evaluation of village funds. Therefore, village government officials are required to fully understand the prevailing regulations in order to manage, use and account for village funds maximally, correctly and accountable.               Expenditure accountability is absolute in the use of village funds as a form of administrative and morally accountable. For that every State apparatus using State budget must be accountable properly and accountable.

This study aims to analyze the village fund policy, especially on the implementation process of village funds project from planning, disbursement, utilization to accountability. The research was conducted on seven villages receiving the village fund in Pineleng Sub-district, Minahasa District, North Sulawesi Province. This research was conducted for 3 (three) months from January to March 2017. This research uses primary and secondary data. Primary data comes from observations and interviews. The samples in this study were members of the village community in Pineleng Sub-district of Minahasa District in seven villages namely Sea, Sea One, Warembungan, Pineleng Dua Indah, Kali, Kali Selatan and Winangun Atas. Each village takes 10 (ten) respondents for each village so the total number of community members who become sample is 70 (seventy) respondents. The results show that the village fund program in Pineleng Sub-district is running well, but for the future it is necessary to increase the capacity and skill of the village government apparatus in order to support the implementation of this program to improve the economy and better society welfare.

Given the complexity of the problem of corruption, it must be treated seriously through a balance of rigorous and precise steps. This step is not only taken by the government and law enforcers, but also by involving the participation of indigenous peoples. In the indigenous Dayak Ngaju community, they are familiar with the principle of not having a bahadat. This principle means that the behavior of life that upholds honesty, equality, togetherness and tolerance and obeying the law (state law, customary law and natural law). According to the author, the existence of the principle of Belom Bahadat can be used as a preventive instrument for the prevention of corruption by government officials in Central Kalimantan Province. This means that there is a contribution of customary law norms to the government's efforts to prevent the occurrence of criminal acts of corruption through the initiation of the belom bahadat principle of Dayak Ngaju customary law.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. Objective: This study is aimed to examine the development of entrepreneurship to improve welfare in Jatimukti village, Sumedang Regency, is one form of activity in the economic field by empowering rural communities. Efforts to encourage the development of entrepreneurship in the village can be done by synergizing the existence and role of the stakeholders, including the village government with universities. Methodology: In the research process, the method used is qualitative, where data research is obtained from interviews and observations. The collected data is then classified based on its type, after that the verification and validation process is carried out through triangulation techniques. Main Findings: The results of this study indicate that the synergy between institutions in encouraging the development of entrepreneurship in Jatimukti village community, especially between the village government and universities, is important. Implications: In its implementation, the Padjadjaran University with the Government of Jatimukti Village has conducted a synergy with a series of activities and coordination to advance community entrepreneurship. Novelty/Originality of the Study: To achieve good results from the synergy process, effective communication, fast feedback, trust and creativity are needed. The value of such relationships, such as loyalty to partners, maintaining interdependence, adaptation to partners (cultural compatibility), integrity and intensity of relationships, and institutionalization (means acting on behalf of institutions and in the interests of shared institutions).

One main goal of village development is to develop development or at least reduce poverty, improve a more decent standard of living. Village development must involve the majority of the population, the results of which can be enjoyed by the entire community. This research uses a qualitative research approach with a phenomenological research type. This is intended to find out and describe in detail and depth about the role of the village government in community economic empowerment in Alalak Island Village, Barito Kuala Regency. The data analysis technique used is an interactive model analysis consisting of data reduction, data presentation, and concluding. The results showed that community economic empowerment in Alalak Island Village Barito Kuala District was intervened by the local government. This is in line with the policy of two programs, namely the empowerment program for micro, small and medium enterprises (MSMEs). Empowerment of the capital sector in the village government is not involved in ever providing financial assistance in the form of empowerment in the capital sector. Factors that support the role of the government in increasing community economic empowerment in Alalak Island Village, Barito Kuala Regency, include the response of community members to village government policy programs. The awareness to participate in community economic empowerment, community members try to dig up information about the possibility of contributing to the implementation of community economic empowerment programs, community culture that can accept changes and developments in aspects of social life.
