The chosen conditions of social assistance policy in Podkarpacie ProvinceIn each country, a very important part of social policy is a social assistance. The social assistance helps people who are poor and socially excluded, because of economic and social reasons. The efficiency of social assistance is determined by many external and internal conditions. This article presents results of empirical research conducted on 378 social workers and chosen conditions of social assistance policy in Podkarpacie Province. The results of research and analysis suggest that policy of social assistance in the Podkarpacie Province is ineffective.

Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

The chapter considers changes and developments in the content of social work education under the three headings of social science disciplines, understanding human development and relationships, and theories, approaches and methods for practice. At the start of the period under review, social science knowledge (primarily from sociology and social policy) and human development theories predominated, but as their research base and published literature have expanded, theories and methods for practice have become more prominent. The contribution to knowledge from research conducted by social workers themselves is acknowledged, as is the contribution made by experts by experience, both directly and through research interviews. The prominence of sequences on law for social workers is noted. The chapter concludes by asserting that the broad partnership of interests which should determine the content of the social work knowledge base is threatened by Government's much-expanded role, but that most social work programmes continue to ensure a balanced curriculum.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.

This chapter assesses transmigration. Within the fields of migration studies and superdiversity, transmigration and its impact on social policy are still underexplored. Yet, the rising number of transmigrants within Europe — from outside the EU as well as intra-EU-mobility — does not only challenge ideas of belonging and integration, but also existing concepts of governance and social policy. By foregrounding the cases of Brazilian, Ghanaian, and Moroccan transmigrants residing in Belgium in 2014–15, the chapter contributes to a scientific debate regarding these topics. It presents the results of a research project in the two main superdiverse Belgian cities (Brussels and Antwerp), focusing on the social problems and vulnerabilities that relate to transmigration and its inherent temporality and the way that these are experienced and addressed by social workers in superdiverse urban areas within policy frameworks that often do not (yet) recognise the changing context.

The purpose of the article is to draw attention to the challenges and threats faced by social assistance institutions in the face of the second month of the COVID-19 pandemic in Poland, with particular emphasis on disturbing phenomena and behaviours involving employees of these institutions. The text, on the one hand, supported by examples derived from personal experiences and reports of the social workers themselves, on the other, by the author's observations and reflections, can serve as a warning against hasty, chaotic actions undermining the morale and reputation of the social assistance system. In the current particularly difficult time for all, it should pass the test in responsible management, coherent cooperation, developing effective solutions and missionary character – serving the ones in need.

Social policy as a set of principles, legal norms, activities and institutions, aimed at creating conditions that ensure the quality of life of the citizens of a country, is an expression of the social relations between the state and its citizens. Social policy determines safety (social, health, economic) and security of the individuals in society.Social policy should be seen as an activity that guarantees the security of those affected by the risks of labour, family and life. In a broader sense, social policy regulates a very broad range of social relationships that relate to employment, income, education, and others. Social security can therefore be seen as the main objective of social policy. In modern concepts, social security is perceived as a system of public rules, institutions and social payments that enable the dignified exitense of every person, who in an unusual state of vitality. Social security can therefore be seen as a set of measures to protect people in an unusual situation. Forms of social security: social security coverage; social assistance; social provision.Apart from thier nature, purpose and funding, social security and social assistance differ according to the principles of organization and management. Social assistance is a decentralized system, and social security can be centralized or decentralized depending on the principles adopted. Through these forms of social security, people receive material security for their existence on the basis of common and unified rules. In any case, however, not always will the indigent be covered by these forms of social security, regardless of their social protection needs. It is possible that even socially protected persons may be in need because of the low income recevied by this system. In such cases the intervention of social assistance is needed as a means of “plugging the holes”. For the sake of clarity, social security can be defined as the first defense net, and social assistance as the second defense net, i.e. social assistance must take on the part of the population which, for one or other reason, does not fall from or land either from the upper levels of the social protection system or when the level of this protection has been insufficient or it provides social protection from the last instance.

The paper deals with the issue of control of the municipal social welfare center performed bythe commune council revision commission. The proper considerations were preceded by remarksregarding the principles of organization and functioning of the local government administrationin the commune. Against this background, the legal position of the social welfare center, itsmanager, self-government employees, including social workers was characterized. The legal natureof the revision committee was also referred to and the legal basis for its operation was presented.The rights of the revision committee to the social assistance center were discussed, and the principlesand course of the control made by it were approximated. Attention was paid to the diversityof control items. In particular, a significant problem of protection of personal data of the managerand employees of the center during the control was pointed out.

The article pertain to a case study research of social assistance processes in a social policy system of G. city. A main method of investigation was opened, unstandardized systematic interviews with social workers, political figures and administrators of the system. Social services in experiences of our respondents we have interpreted as games for uncertainty control. The games in perspectives of social workers and administrators of the system we understand as pedagogical environments for customers which in the processes of these interactional games shape many of the social, adaptive skills. Such skills enable customers institutional identity management and effective winning spheres of freedom from control. Behavioural strategies of social workers in institutional and organizational environment in relation to customers we conceptualize as exchange models of a “gift for power” above customers spheres of uncertainty control. Inefficiency of social assistance comes from incapacity of such aid to effectively exchange gifts for uncertainty control in daily situations for customers. The Institution of social services has many functional substitutes in social, political and economic environments which are much more effective. Second goal of our investigation was a presentation and portrayal of the real pedagogical environment of social workers. Theory of social intervention and social pedagogy suffers from too many abstracts from reality foundations, premises und presumptions. So social pedagogy as practical science needs also careful and diligent investigation of real social practices in institutional and organizational environment of social policy systems.
