Model of continuing pedagogical education in the region: implementation experience and development prospects

We substantiate the necessity of developing and implementing an innovative model of continuous pedagogical education in the region. As such model, we consider a multilevel educa-tional complex, created on the basis of the Pedagogical Institute of Derzhavin Tambov State Uni-versity, whose activities are aimed at implementing a number of federal projects in the framework of the national project “Education”. Our position is that the developed complex has a number of undoubted advantages in comparison with isolated educational institutions that train personnel and is able to effectively resolve existing problems in the continuous pedagogical education of the region. We substantiate the structure of a multilevel educational complex, which is a hierarchy of stages, in which the previous stage sequentially ensures the functioning of the subsequent ones. Each of the five levels (preschool education, pre-vocational pedagogical training, secondary voca-tional education, higher and postgraduate education) is described in detail: the basic mechanisms of their functioning are examined, the existing experience of implementation is analyzed, and pro-spects for further development are presented. We determine the results of educational complex of continuing pedagogical education influence on the development of the Tambov Region.

Autonomous (or unmanned) haulage systems have been used in surface mining for more than 10 years. Most of the equipment at such mines is remotely controlled by electronics, for which they are sometimes called “smart mines”. The elimination of the “human factor” from the pro- duction process should theoretically increase its safety and productivity, as well as reduce the operating costs of its implementation. However, despite the obvious advantages of this technology, it is not spreading as fast as ex- pected. This suggests that there are a number of problems that limit its de- velopment. In this paper, a review and analysis of the experience in the in- dustrial implementation of autonomous haulage in surface mining is car- ried out in order to identify existing problems and possible directions for their further development. The prerequisites, a brief history and some im- portant results of the introduction of autonomous haulage systems in sur- face mining, their main types and constituent elements are outlined, as well as the existing problems and expected directions of their development are highlighted.

In modern conditions, at the stage of professionalization of the Armed Forces of Kazakhstan, it is necessary to reorient to own forces, to concentrate the intellectual and financial potential on the further development of the domestic system of military education and military science. The aim of this study is to consider the development trends of the training of reserve officers and military personnel in different countries, as well as highlight on the basis of the obtained data the main effective ways to improve the qualifications and improve military-patriotic education of military personnel. As a result, stages of the implementation of ways to improve the military-patriotic education of student youth are proposed, and it also presents what development prospects this brings in terms of improving the Kazakh army, as well as open opportunities for improving the teaching of military training in higher educational institutions.

The article actualizes the problem of training teachers of higher educational institutions of non-pedagogical profile. The authors substantiate the role and significance of the psychological and pedagogical component in the structure of their personality as an important condition for improving the quality of the educational process. The main idea implemented in this work: the transition of higher education in Kazakhstan from an informative system of education to a problem-based, creatively developing system without serious psychological and pedagogical training of higher education teachers, without mastering the mechanisms of personal and professional growth is impossible. As a result of the analysis of foreign experience and literature sources, the authors conclude that it is necessary to strengthen the psychological and pedagogical training of teachers of Kazakhstan higher school of non-pedagogical profile through updating the content of advanced training courses for University teachers, modernization of educational programs of postgraduate education. In this context, the authors consider the introduction of an additional specialty "higher education Teacher", an assistant to a University teacher, to be a promising direction.

The use of culture and art for socio-economic development and the formation of a positive image of Ukraine abroad require highly skilled specialists. The cultural development of society depends to a large extent on the effectiveness of artistic education, which functions as a streamlining of spiritual life and aesthetic education of a person. The article emphasizes that the characteristic feature of the artistic institutions of higher education in modern conditions is the ability to take into account the demands of society, to carry out an assessment of all internal and external factors that provide favourable conditions for their normal functioning. It is also necessary to take into account the requirements of cultural and artistic institutions to the quality of training specialists and to make carefully thought out management decisions. It is emphasized that the specificity of the preparation of creative personnel at the level of postgraduate education in artistic higher educational establishments requires further development of the normative base, the establishment of clear requirements for the competences of the applicant of the degree of doctor of arts. In this context, it becomes relevant to study the problems of artistic education as a component of public culture and cultural policy of the state, and allows considering possible ways of development of artistic higher educational institutions, taking into account their peculiarities.

Subject. The article addresses problems and prospects for the banking supervision development in the Russian Federation under modern conditions. Objectives. We review the essence and methods of organization of the banking supervision, and identify the main problems and prospects for its development. Methods. To provide valid, reliable and reasoned recommendations, we apply normative and integrated approaches to the study of the banking supervision effectiveness in the current circumstances. Results. The paper investigates main problems and development prospects for the Russian banking supervision. The essential importance of supervision comes from the main role of the banking system in maintaining accounts of economic entities and making settlements. Even minor failures or delays in operations can lead to negative outcomes and disastrous consequences for the entire monetary system and the national economy. Therefore, we highlight issues that require attention, and make proposals for further development of the banking supervision. Conclusions. In the context of dynamically developing economy, the banking practice is becoming more complex. As a result, there is a need for new financial instruments that can reduce risks, increase the speed and efficiency of operations and document flow, and help achieve the world levels of introduced standards.

The relevance of the study is determined by the modernization of education, the surge of national self-awareness in the regions of the country and insufficient knowledge of the historical experience of training teachers for national schools in the Krasnoyarsk Territory in the 1930s. In this regard, the historical experience of the Soviet period of training teachers as carriers of the culture of the peoples of Khakassia and the Krasnoyarsk North for national schools is of great interest. The purpose of the article is to characterize the experience of training teachers for national schools in the Krasnoyarsk Territory in the 1930s. Methodology and research methods. To solve the set research tasks, the following were used: historical-retrospective, historical-reconstructive, historical-typological, comparative-historical, systemic-structural, chronological, historical-genetic methods, analysis and generalization. Results. The results of the study consist in identifying the historical experience of several educational institutions of professional pedagogical education in the region in training teachers for national schools in Khakassia and the Krasnoyarsk North, identifying problems and obstacles in the training of pedagogical personnel. In the 1930s, in the Krasnoyarsk Territory, the task of training pedagogues for national schools was solved in 3 pedagogical colleges and a pedagogical institute at special departments and in the form of additional classes. By the 1940s, this activity was discontinued for a number of reasons: lack of funding, the remoteness of educational institutions from national schools, lack of methodological experience for governing structures, and the policy of Russification of the population in the second half of the 1930s.
