The government uses the participation approach in the efforts to overcome the socio-economic problem capacity within the community since it was able to increase community empowerment indirectly, even though to the probability of fake participation in the program implementation still exist. The purpose of this research is to find out the participation form that raised by the government programs, by looking at the community behaviour factors that determine the success of participation and a behaviour-based model of community participation to overcome the participation problem. The research type is descriptive with a qualitative approach through the application of several methods of data collection, in-depth interviews, secondary data studies and observations. The informants of this study were 20 people from local government, program implementers and target groups. The analysis data is using the qualitative technique. The results identified the typology of participation that emerged in the management of community participation programs in Lampung Province in the area of non-participation, delegation of authority and partnerships. The conditions of participation that occur driven by community behaviour factors. Consist of three factors, namely: 1) Trust or opportunity to participate; 2) Ability to participate, and 3) Willingness to participate in each activity determined by the presence or absence of the interests concerned. In the end, a behaviour-based participation management model built by adopting the concept of community engagement and personal engagement.

The participation of the community in an implementation of the program or activity greatly affects the success of the program. This participation itself was born because of the factors from inside and outside the individual as members of that community group. This writing is based on a study that takes place in low-income community settlements in Tenilo RT II / RW II Kelota Kelota Gorontalo, Gorontalo Province with the aim of identifying the forms of community participation as well as the factors that influence the participation of the community in the implementation of the quality improvement program which is part of the Community-Based Settlement Environment Management (PLPBK) program by the government in the National Urban Empowerment Community Empowerment Program (PNPM-Mandiri Urban). The method used in this research is by qualitative analysis approach to analyze the primary and secondary data. The study finds that the form of community participation in the implementation of the program of improving the quality of settlements of low income community groups in Tenilo RT II / RW II Kelota District Gorontalo in the form of energy and goods . Internal factors that influence are gender, education, occupation, age, and income, while external factors as the incentive is the willingness, ability and opportunity.

Purpose: This study sought to assess the determinants of sustainability of donor funded community projects in Garissa County. The study specifically focused on community participation, financial administration, training and leadership and management on sustainability of donor funded community projects in Garissa County. The variables were anchored by the freirean theory, results theory, competency theory and the systems theory.Methodology: The study adopted a descriptive research design and the population included donor funded project managers, donor agencies and project beneficiaries. Mugenda and Mugenda’s sample determination formula to acquire a sample size of 246 respondents. Further, the study employed stratified sampling so as to determine the exact number of respondents from the different categories. Primary data was collected through semi structured questionnaire while secondary data was collected through  desk search techniques from the internet from past scholarly articles. Quantitative data was analysed using a multivariate regression model while qualitative data was analysed using content analysis method.Results: Inferential results revealed a positive and significant relationship between community participation and sustainability of donor funded community projects and also positive and significant association between financial management and sustainability of donor funded community projects in Garissa County.Contribution: The study concluded that an improvement in various indicators of community participation such as donor funded community projects leaders’ vision, community empowerment and community decision-making, programme planning, monitoring and evaluation, leadership and management skills, establishment of linkages between project components, supervision and mobilization of local resources will result to positive and significant effect on sustainability of donor funded community projects in Garissa County. The study also concluded that improvement in some of the indicators that define financial management results to positive and significant effect on sustainability of donor funded community projects in Garissa County.

This thesis is an analysis of public policies based on the research carried out about the implementation of RASDA Program (local rice husbandry) in Kulonprogo in 2015. It is claimed as a new alternative offered to replace the Government RASKIN Program that is already running. This research aimed in determining how effective the implementation of the RASDA Program in Kulonprogo was and identifying the factors that cause RASDA program did not run as the expectation. The method used in this study was a qualitative method using two types of data, primary and secondary data. The data collection techniques used were observation, interview, and documentation with informants selection technique using the principle of purposive and snowball techniques. The data analysis technique was done through data reduction, data display, and data verification.The results showed that efforts to renew the RASKIN Program (cheap-priced rice) through RASDA program were not successfully done. The achievement of program outputs and outcome indicators were still far away from the expectation. The progress was not significantly improved, it still encountered the same problems as those in the implementation of the previous RASKIN Program. Meanwhile, farmers did not have any benefits from the uptake of the local rice because it was not optimally prepared.There are several factors that cause RASDA Program in Kulonprogro did not run well. The first reason was that it is difficult to link the concept of the program with the actual situation, seen from: (1) the farmers as the program target still thought conservatively causing the loss of the benefits that will be gained from the RASDA Program; (2) the intervention of political elites in the process of policy formulation; (3) the limited authority of the local government in the National RASKIN Program; and (4) the incoherency among the needs for resources in the factual conditions. The second cause, the conflict of interest among the holders cause the program implementation did not synchronize to each other, as seen from: (1) their efforts to make RASDA program as a springboard for “other” purposes; (2) the bias support of BULOG; (3) the lack of enthusiasm and initiatives among the holders/bureaucracy; and (4) the entrepreneurs’ mindset of business that dominated farmers community. The third reason is that there was not awareness on the characteristics of the group target to anticipate problems that arise.Based on these findings, the researcher suggested the government to focus in optimizing the current mechanisms of the food subsidies. The government should also concern in looking for other alternatives to optimize the potential of the local foods. The government should also  do some efforts to gain the welfare for farmers, by: (1) reconstructing values and norms in terms of social rules to support the program with the intensive socialization; (2) allocating the budget the APBD for the procurement of subsidized rice for poor households who are not registered; (3) monitoring the program up to the lowest level intensively; (4) encouraging small entrepreneurs to become BULOG’s partners to seek an access to the Capital; (5) maintaining fair competition among rice traders; (6) conducting studies on the possibility of establishing a integrated rice husbandry regional company; (7) encouraging the local rice branding.

The paper reports findings from a study that explored health communication strategies employed by the media on the state of preparedness by the Zimbabwean government during the COVID 19 crisis by the Zimbabwe Broadcasting Corporation Television (ZBC-TV). The study adopted secondary data analysis. Data were collected using secondary sources. The study was influenced by the framing theory. The study found out that ZBC-TV used songs, road shows, commercial ads, dramas, musical shows on reporting the pandemic. The archival documents also revealed that ZBC-TV have used periodical updates as health communication strategies to educate the public about COVID 19. ZBC-TV also used Facebook showing staff from the Office of the President and Cabinet receiving the Covid 19 vaccine at the same time applauding positive response from Harare Metropolitan Province as front line workers surpassed the target under the first phase of Covid-19 vaccine roll out plan. The study concluded that the health communication strategies employed by ZBC-TV have been effective in increasing the societal awareness about health issues. ZBC-TV managed to reach out to the masses using both the television and by making use of the new media communication technologies. However, press censorship has been a challenge in publishing information concerning COVID 19 as the media house is not allowed to publish anything that tarnishes the image of the government. It is based on such evidence that the study concludes that ZBC-TV at some point distorted information to paint the picture that the government is doing all it can to contain the spread of COVID 19 and ensuring the safety of the public. The study recommends that the ministry should ensure freedom of information publicity, in which media houses, including ZBC-TV is not controlled by any political party of government. Government policies in natural resource management, especially in the oil and gas sector face a lot of problems. However, the government also has a responsibility to improve the life of people affected from oil and gas exploration and production activities. This research was aimed at investigating how the implementation of policies run by the central and local government toward the oil and gas management and community empowerment, especially the community located closely  to oil and gas exploration and production activity in Madura, East Java. This research method is phenomenological research using descriptive qualitative approach. Therefore, this study is conducted through direct observation on the object during the research time. The data collection is done through observation and interview. The results of this study revealed that it is needed an integrated step done by the government, vertically, whether central, provincial, district, and village to synchronize oil and gas management and community empowerment programs. By doing so, the ideas and desires to improve the welfare and increase the state income will be realized, especially in focusing corporate and government programs improving citizen’ economic and education, whose area becomes the location of oil and gas production.

Environmental sanitation is part of public health which includes the principles of efforts to eliminate or master environmental factors that can cause disease through activities aimed at (i) water sanitation, (ii) food sanitation, (iii) sewage systems, (iv) air sanitation, (v) vector control and disease rodents, (vi) home hygiene. When sanitation problems arise in dense residential areas that are not well ordered and are also not handled in a way that is not sanitary, it will pollute the surrounding environment. Changes in community behavior to be more environmentally friendly do not just happen, but through the process of forming behavior that has a background and motivation. The motivation then raises behavior that influences the actions and efforts of the community towards the sustainability of the activity. So that this study will also analyze the role of the community and other involved stakeholders in the mechanism of improving the sanitation of the slum environment. MCK management activities are part of the practice of community behavior in improving sanitation. The government of the North Kembangan village has tried to improve this condition through programs to improve the settlement environment with the concept of community empowerment, this program involves community participation starting from the planning, implementation to the utilization and maintenance stages. It is expected that with this community participation a sense of ownership of development outcomes can be achieved so that the sustainability of the program can be achieved.

The purpose of this study was describe the community participation inthe implementation of the National Community Empowerment Program for Urban(PNPM-MP) in the Bligo village, Candi sub-district, Sidoarjo Regency as well as to describe the supporting factors and inhibiting factors. The method of this research used qualitative description. The results of this research show that community participation in this program implementation has been running well. It is caused at the participation stages that is consisting of monitoring and evaluation stage, the maintenance stage, and utilization of the building has been running well. However, at the decision-making stage and the implementation stage must be improved. The successful of this program implementation is influenced by supporting factors and inhibiting factors. The supporting factor is commitment of head village, participation of non-governmental organization, commitment and support of interest groups. Meanwhile, inhibiting factors are less of supervisor participates in the manager finance unit. So there are two of nongovernmental organizations that delay to refunds and community participation that is not involved in the whole of each activity.

This research aims to identify the level of community participation in the development of Keseneng Tourism Village, to know the inhibiting factors in the development of tourism villages, and to identify efforts to overcome obstacles to increase the participation of the Keseneng Village community. The design in this study is a case study research with a type of qualitative descriptive research. The data used are primary and secondary data. Data collection techniques used are observation, interviews and documentation. The data validity technique uses triangulation techniques. Trianggulation technique means using different data collection techniques to get data from the same source. The results showed that the level of community participation in the development of the Keseneng Tourism Village using the Arnstein ladder was in the stage of Placatation. Participation in the threatening stage means that the communication made by the community and the government has been done well. The community also has the opportunity to place its representatives in the development of Keseneng Tourism Village activities. The inhibiting factors in the development of Keseneng Tourism Village are lack of funding, quality of Human Resources, knowledge and insights of the community regarding tourism villages, and incomplete facilities and infrastructure. Efforts are being made to overcome obstacles by disseminating tourism, providing skills training, fostering tourism villages, participating in marketing and publishing Keseneng Tourism Village, as well as comparative studies to other tourist villages. Penelitian ini bertujuan untuk mengidentifikasi tingkat partisipasi masyarakat dalam pengembangan Desa Wisata Keseneng, mengetahui faktor penghambat dalam pengembangan desa wisata, serta mengetahui upaya dalam mengatasi hambatan untuk meningkatkan partisipasi masyarakat Desa Keseneng. Desain dalam penelitian ini adalah penelitian studi kasus dengan jenis penelitian deskriptif kualitatif. Data yang digunakan adalah data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara serta dokumentasi. Teknik keabsahan data menggunakan trianggulasi teknik. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat pengembangan Desa Wisata Keseneng menggunakan tangga Arnstein berada pada tahap Penentraman (Placatation). Partisipasi tahap Penetraman berarti bahwa komunikasi yang dilakukan masyarakat dan pemerintah telah dilakukan dengan baik. Masyarakat juga memiliki kesempatan untuk menempatkan perwakilannya dalam kegiatan pengembangan Desa Wisata Keseneng. Faktor penghambat dalam pengembangan Desa Wisata Keseneng yaitu kurangnya pendanaan, kualitas Sumber Daya Manusia, pengetahuan dan wawasan masyarakat mengenai desa wisata, serta sarana dan prasarana belum lengkap. Upaya yang dilakukan  masyarakat dan pemerintah untuk mengatasi hambatan dengan melakukan sosialisasi kepariwisataan, memberikan pelatihan keterampilan, pembinaan desa wisata, ikut memasarkan dan mempublikasikan Desa Wisata Keseneng, serta studi banding ke desa wisata lain.

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

As the activities grow increasingly at Soekarno-hatta International Airport, the government in this case is PT Angkasa Pura needs to extend the airport by develop phase three in northern area of the existing airport. However, the expantion plan is opposed by the local goverment of Tangerang City because the plan may interfere with project of Tangerang Pantura Development Plan. For instead local goverment of Tangerang City proposes that the expantion would be build in the southern area. Obtaining the description of citizen attitude in this area is the aim of this study. This study is a descriptive research using a descriptive statistical analysis. Data collection using interviews with a questionnaire to respondends. By using Sherry Arnstein theory to measure the level of community participation. The analysis results indicated that the level of knowledge, awareness, and income levels affect the level of public participation in environmental management. Forms of participation provided most of the funds appropriated in the form of donations by income level.
