The purpose of this study was describe the community participation inthe implementation of the National Community Empowerment Program for Urban(PNPM-MP) in the Bligo village, Candi sub-district, Sidoarjo Regency as well as to describe the supporting factors and inhibiting factors. The method of this research used qualitative description. The results of this research show that community participation in this program implementation has been running well. It is caused at the participation stages that is consisting of monitoring and evaluation stage, the maintenance stage, and utilization of the building has been running well. However, at the decision-making stage and the implementation stage must be improved. The successful of this program implementation is influenced by supporting factors and inhibiting factors. The supporting factor is commitment of head village, participation of non-governmental organization, commitment and support of interest groups. Meanwhile, inhibiting factors are less of supervisor participates in the manager finance unit. So there are two of nongovernmental organizations that delay to refunds and community participation that is not involved in the whole of each activity.

Purpose: This study sought to assess the determinants of sustainability of donor funded community projects in Garissa County. The study specifically focused on community participation, financial administration, training and leadership and management on sustainability of donor funded community projects in Garissa County. The variables were anchored by the freirean theory, results theory, competency theory and the systems theory.Methodology: The study adopted a descriptive research design and the population included donor funded project managers, donor agencies and project beneficiaries. Mugenda and Mugenda’s sample determination formula to acquire a sample size of 246 respondents. Further, the study employed stratified sampling so as to determine the exact number of respondents from the different categories. Primary data was collected through semi structured questionnaire while secondary data was collected through  desk search techniques from the internet from past scholarly articles. Quantitative data was analysed using a multivariate regression model while qualitative data was analysed using content analysis method.Results: Inferential results revealed a positive and significant relationship between community participation and sustainability of donor funded community projects and also positive and significant association between financial management and sustainability of donor funded community projects in Garissa County.Contribution: The study concluded that an improvement in various indicators of community participation such as donor funded community projects leaders’ vision, community empowerment and community decision-making, programme planning, monitoring and evaluation, leadership and management skills, establishment of linkages between project components, supervision and mobilization of local resources will result to positive and significant effect on sustainability of donor funded community projects in Garissa County. The study also concluded that improvement in some of the indicators that define financial management results to positive and significant effect on sustainability of donor funded community projects in Garissa County.

Entrepreneurship in this time is still less echoed because the ratio of entrepreneurs in Indonesia is meager. The community of conducted at Porong 2 state middle school various problems by empowering the existence of students' entrepreneurial canteens to have entrepreneurial skills, courage to face challenges, and entrepreneurial independence. This method of implementing into several stages, including 1) the planning stage, 2) the organizing stage, 3) the implementation stage, 4) the monitoring and evaluation stage, 5) the follow-up stage. The development and empowerment of entrepreneurship canteens in schools effectively makes students more active, productive and responsible in their lives

ABSTRACTResearch about the Policy on the Use of Village Funds in Community Empowerment in Rantaupandan village, Rantaupandan district, Bungo Regency, Jambi Province, are aimed to find out how the implementation of village funds policy in community empowerment, inhibiting factors and efforts can be made so that the use of Village Funds in Rantaupandan village can reach aim. This Research uses the theory of Van Meter and Van Horn with qualitative descriptive methods and inductive approaches. Data collection techniques through interviews, observation, and documentation. In this study using triangulation techniques to test the validity of the data and perform data analysis through data reduction, data presentation, and conclusion drawing. This Research shows that the implementation of the Village Fund policy in community empowerment has not run optimally due to the problem of human resource competencies, the lack of community participation, and the lack of information delivery to the community regarding the implementation of the Village Fund policy.Keywords: policy, village fund, community empowerment

Laksana Tourism Village has the potential to become a better tourist destination. The situation shows that the management of community-based tourism villages is not good enough. This study aims to determine the level of community participation. This study uses a quantitative approach with survey techniques. The object analyzed is the community involved in tourism activities. The data analyzed are the results of interviews, questionnaires, literature studies, and field documentation. Research data were analyzed using descriptive statistics with a Likert scale. The results of this study are that community participation in the Tourism Village at the planning stage is still dominated by external parties and certain groups of people, at the implementation stage it involves almost the entire community, the utilization stage of the results shows there is a clear profit sharing but not yet transparent report, and at the evaluation stage there is no continuous evaluation.

Local craft is one of the cultural identities in the global market that can provide differentiation and self-expression. one of the interesting fields to be discussed is the Sri Mulya artisans group. that this group seeks to empower the community through concrete solutions that can be implemented in Tambang Ayam Village, Anyar District, Serang Regency. Based on the above background, the formulation of the problem of this thesis are: 1) How are the efforts to empower the craftsmen community in improving economic welfare through synthetic rattan training? 2) What are the supporting and inhibiting factors in community empowerment efforts in improving economic welfare through synthetic rattan training? This study aims: 1) To find out about efforts to empower the craftsmen community in improving economic welfare through synthetic rattan training. 2) To find out the supporting and inhibiting factors in community empowerment efforts in improving economic welfare through synthetic rattan training. In this study I used qualitative methods and data collection techniques using observation, interviews and documentation. Based on the research that has been done, it can be concluded that community empowerment through this synthetic rattan wicker business uses several stages, including: the preparatory stage, the assessment stage, the alternative planning stage, the plan formulation stage, the implementation and mentoring stage, the evaluation stage, and the termination stage. Based on the research conducted it can be concluded that community empowerment through the activities of the Sri Mulya group is in terms of economic income increasing, socially namely opening up employment opportunities, reducing unemployment and better established social relations. As for the inhibiting factors in the craft of woven bamboo and synthetic rattan in the Sri Mulya group that is lacking in marketing.

There were 241 cases of violence against children recorded until November 10th 2020. The Office of Women's Empowerment and Child Protection of NTB Province carries out its obligations to protect and fulfill children's rights by trying to protect, save, and provide protection to children from discrimination, violence, and ensuring their right to grow and develop. The government then initiates and runs the Child Friendly School Program. Facts in the field based on initial observations, at State Elementary School 8 Sokong has implemented a child-friendly school program which is becoming an example for other schools. The objectives of this study are (1) to describe the planning for the implementation of the child-friendly school program, (2) to describe the implementation of the Child Friendly School Program, (3) To describe the results of the monitoring and evaluation of the implementation of the Child Friendly School Program at State Elementary School 8 Sokong.This study is a descriptive qualitative research. The data collection used are observation, interview, and documentation. The data obtained validated using source triangulation. The data then analyzed since the data collected, namely data reduction, data presentation, and drawing conclusions and verification. The results of the research show that (1) The Child Friendly School Program planning has fulfilled the program SOP, namely by forming a development team who construct program activity plan. (2) The program implementation has met the program indicators by being implemented without violence and discrimination against child. (3) Monitoring is carried out by providing previously prepared questionnaires to be filled out by school principals and representatives of educators and education staff, then monitored by relevant agencies and institutions. Meanwhile, the evaluation of the program implemented at State Elementary School 8 Sokong was evaluated in its entirety along with other programs.Keywords: Child-friendly School, Learning.

Abstract. The purpose of this research is to analyze the accountability of the implementation of deconcentration authority in Badan Lingkungan Hidup Provinsi Sulawesi Utara. This is a qualitative research with case study approach. Data were obtained by in-depth interviews, observation and documentation study. Key informants were determined by purposive sampling based on the criterias in order to get the exact and accurate information. Interviews were then transcribed into data transcription. They were analyzed, given code, and categorized into themes. Data were analysed by content analysis. The result of research show that the implementation of deconcentration authority in Badan Lingkungan Hidup Sulawesi Utara is conducted based on technical guidance for the implementation of environmental deconcentration authority that involve direction policy, planning, budgeting, implementation, reporting, monitoring and evaluation, performance assesment, guidance and supervision. However, the implementation of deconcentration is not yet accountable. It is because of the inefficient planning, ineffective maximization of the fundings source in prioritising regional needs optimally. The obstacles in implementing the programs successfully are: (1) rationalization of budget from central government to local government; (2) delay in deconcentration reporting to KPPN Manado; (3) inadequate availability of supporting facilities of deconcentration program implementation; (4) ineffective guidance and supervision. These obstacles have caused the determined target can not be accomplished in accordance to the achievement of realization.Keywords : Accountability, Authority Delegation, deconcentrated fund, Work ProgramAbstrak. Penelitian ini bertujuan untuk menganalisis akuntabilitas penyelenggaraan kewenangan dekonsentrasi pada Kantor Badan Lingkungan Hidup Provinsi Sulawesi Utara. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh dengan teknik wawancara mendalam, observasi dan studi dokumentasi. Informan kunci ditetapkan secara purposive sampling dengan syarat memenuhi kriteria yang ditetapkan untuk mendapatkan informasi yang tepat dan akurat. Hasil wawancara di-transcribe menjadi transkrip data, kemudian dianalisis, diberi kode, dan dikategorikan ke dalam tema. Analisis data menggunakan analisis isi. Hasil penelitian menunjukan bahwa Penyelenggaraan Kewenangan Dekonsentrasi pada Kantor Badan Lingkungan Hidup Provinsi Sulawesi Utara dilaksanakan berdasarkan petunjuk teknis penyelenggaraan dekonsentrasi bidang lingkungan hidup meliputi arah kebijakan, perencanaan, penganggaran, pelaksanaan, pelaporan, pemantauan dan evaluasi, penilaian kinerja, serta pembinaan dan pengawasan. Namun penyelenggaraan dana dekonsentrasi belum akuntabel, hal ini dikarenakan perencanaan yang belum efektif dan efisien dalam memaksimalkan sumber dana secara optimal untuk memprioritaskan kebutuhan daerah. Hambatan keberhasilan program disebabkan : (1) proses rasionalisasi anggaran dari pemerintah pusat kepada pemerintah daerah; (2) masih adanya keterlambatan pelaporan dekonsentrasi ke KPPN Manado; (3) belum memadainya ketersediaan sarana dan prasarana penunjang pelaksanaan program dekonsentrasi; (4) pembinaan dan pengawasan dekonsentrasi yang belum efektif dalam pelaksanaannya. Hal tersebut menyebabkan target yang telah ditetapkan belum sesuai dengan pencapaian realisasi.Kata Kunci : Akuntabilitas, Pelimpahan Kewenangan, Dana Dekonsentrasi, Program Kerja

Abstract Slum is a problem that has long since occurred and also become the main obstacle to the development of large cities, including one of Padang's right city in the village of Dadok Tunggul Hitam and village of Alai Parak Kopi. In line with the problem, the Ministry of Public Works and housing of the Indonesian people created a national slum handling strategy program called the Program Kota Tanpa Kumuh (Kotaku). This Program is in the implementation of Dadok Tunggul Hitam and Alai Parak Kopi. This research aims to meet the implementation of the Ungrungy City program, community participation, and constraints during its implementation. The type of research used is Field research with a descriptive method through a qualitative approach. The informant of this research is a subdistrict apparatus, Kelurahan, Community Empowerment Institute (LPM), an ungrungy city Program activists and elements of society. Data collection techniques through observation, interviews, and documentation. The results of this research show that the implementation of the Ungrungy City program in the two villages is already running well, as well as the participation of its significant community, as well as the constraints are also not so much, only partly People do not understand the purpose of the program of the Ungrungy city because there is busy work. In the education sector of South Solok District, it is still lagging behind other regions in West Sumatera, this can be seen from the results of the UN rankings in 2016 which is ranked 16th out of 19 cities / districts in West Sumatera. Based on observations and discussions conducted on some teachers and principals, information is obtained that this is because in learning students are more likely to wait what is delivered by teachers or learning is still concentrated on the teacher. Then in learning the teacher has not used various media of learning. The media used can not accommodate the fact of the student's daily condition. This service activity aims to improve the competence of teachers of South Solok SMP in developing contextual based learning media with scientific approach. Target to be achieved is the improvement of competence of teachers and media of learning. To achieve the objectives and targets set, the methods used consist of six stages: observation stage, orientation and discussion stage, preparation stage, implementation stage, monitoring and evaluation stage and final stage of data analysis and report generation. Based on data analysis of pretest and posttest results, obtained an increase of average value from pretest that is 43,07 become 47,42 at postest. Furthermore, to know the difference between the two values of pretest and postes paired t test, obtained the results of significance 0.000 < 0.05, so it can be concluded that there is a difference between pretest results with postes. Furthermore, based on the questionnaire given at the end of the training activities, the results obtained that the participants said this activity is very useful and related to the subjects taught in schools

This study aimed to describe the role of government in empowering the elderly in Sidoarjo and its supporting and inhibiting factors. This research is used by qualitative description. This study concluded that the government’s Sidoarjo Regency in implementing empowerment elderly quite good. It is supported by mental spiritual and religious guidance, health aspects like clinic and gymnastics, skills training such as crafts from recycled materials, ease in using facilities, public facilities and infrastucture, as well as social assistance in the form of cash RP.300.000 for poor elderly and unhealthy elderlys. Meanwhile, inhibiting factors first, coordination between three local work unit namely Social Department and Labor; Public Health Service; and Community Empowerment, Women and Family Planning Department. Second, data wasn’t valid related with neglected elderly in the villages. Third, elderly still had low awareness about importance of empowerment for their lives.
