This paper aims to know how the flow of authority of the village head in appointing Village Administrator in the perspective of Law No. 6/2014 on the Village. This research uses descriptive normative research type. This research was conducted to obtain information, explanation and data on the authority of the Village Head in appointment of Village Administrator in accordance with Law No. 6/2014. The result of the research shows that the procedure of appointment of Village Device In Haya Haya Village, Limboto Sub-district, Gorontalo Regency before the enactment of Law No. 6/2014 was to be decided by the Village Head, but after the enactment of Law No. 6/2014 appointment of village apparatus should be consulted with the Regional Administrator  given on behalf of the Bupati/Mayor and the constraining factors both experienced by the Village Government and the Village Applicant candidate is the lack of public awareness that the community has not served as Village Government itself, the level of education of Human Resources (HR), age, fees for file management, and the socialization that was done only in certain areas.

The Lhok Euncien Village Government established BUMDes as the driving force for the economy in the village, but its management has not been efficient. This is because the pond land which is a BUMDes business asset is handed over to a third party due to limited capital, so that BUMDes managers cannot work effectively and efficiently as they should. This research is focused on planning, organizing, mobilizing, and monitoring, as well as the obstacles faced in the BUMDes Lhok Euncien Village program. In addition, it also examines the limitations of capital and Human Resources (HR) and public awareness of the BUMDes program. This research uses descriptive research with qualitative methods. The results showed that at the planning stage, the pond had been purchased as an asset of BUMDes, but the limited capital to manage it was left to a third party. At the organizing stage, it was carried out according to the procedure, but it did not work and went according to plan. The mobilization stage is still constrained by a lack of concern from the village government, BUMDes managers, and the community about the problems faced. While at the supervision stage, BUMDes supervisors only supervise annual reports. Meanwhile, the obstacles faced are related to limited capital and the lack of human resources and public concern for the development of BUMDes businesses AbstrakPemerintah Desa Lhok Euncien membentuk BUMDes sebagai motor penggerak ekonomi di desa, namun dalam pengelolaannya belum efisien. Hal ini disebabkan karena lahan tambak yang menjadi aset usaha BUMDes diserahkan pada pihak ketiga karena keterbatasan modal yang dimiliki, sehingga pengelola BUMDes tidak dapat bekerja secara efektif dan efisien sebagaimana mestinya. Penelitian ini difokuskan pada perencanaan, pengorganisasian, penggerakan, dan pengawasan, serta hambatan yang dihadapi dalam program BUMDes Desa Lhok Euncien. Selain itu juga dikaji keterbatasan modal serta Sumber Daya Manusia (SDM) dan kepedulian masyarakat terhadap program BUMDes. Penelitian ini menggunakan penelitian deskriptif dengan metode kualitatif. Hasil penelitian menunjukkan bahwa pada tahap perencanaan sudah membeli lahan tambak sebagai aset BUMDes, namun keterbatasan modal untuk mengelola sehingga diserahkan pada pihak ketiga. Pada tahap pengorganisasian sudah dilakukan sesuai prosedur, namun tidak berfungsi dan berjalan sesuai rencana. Tahap penggerakan masih terkendala kurangnya kepedulian dari pemerintah desa, pengelola BUMDes, serta masyarakat terhadap permasalahan yang dihadapi. Sementara pada tahap pengawasan, pengawas BUMDes hanya mengawasi laporan tahunan saja. Sedangkan hambatan yang dihadapi terkait dengan keterbatasan modal serta minimnya SDM dan kepedulian masyarakat terhadap perkembangan usaha BUMDes.

 This study aims to determine the role of local government in empowering cocoa farmers in the village community Kayuangin Malunda District of Majene and determine the factors that influence the local government's role in empowering cocoa farmers in the village community Kayuangin Malunda District of Majene. Research type is descriptive and qualitative and quantitative combined with taking samples from the level of stakeholder related to the level of Head of the nodes of lower levels such as village government. Based on the results of research in the village Kayuangin describe that some obstacles were very urgent in light, namely: the level of people's mindsets are still very low given the level of education and knowledge was limited to Junior High School (SMP) alone, the geography has not been possible to distribute the logistics of agriculture so that they become major constraint at present, inadequate extension workers so that they FEA concurrent positions of more than one village. Penelitian ini bertujuan untuk mengetahui peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Kayuangin Kecamatan Malunda Kabupaten Majene dan mengetahui faktor-faktor yang mempengaruhi peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Kayuangin Kecamatan Malunda Kabupaten Majene. Jenis Penelitian adalah Deskriptif dan gabungan Kualitatif dan kuantitatif dengan mengambil sampel mulai dari tingkat Stakeholder yang terkait dari tingkat Kepala Dinas hingga pada simpul-simpul pemerintahan yang lebih rendah seperti pemerintah desa. Berdasarkan hasil penelitian yang ada di Desa Kayuangin mendeskripsikan bahwa beberapa kendala yang sangat urjen yaitu: tingkat pola pikir masyarakat masih sangat rendah mengingat tingkat pendidikan dan pengetahuan hanya sebatas Sekolah Menengah Pertama (SMP) saja, kondisi geografis belum memungkinkan dalam mendistribusikan logistik pertanian sehingga masih menjadi kendala besar saat ini, tenaga penyuluh yang belum memadai sehingga masih ada tenaga penyuluh yang merangkap jabatan lebih dari satu desa.

This research aims to know how the role of village government in community empowerment in agriculture in the village of Bulo Wattang PancaRijang District Sidenreng Rappang and what factors influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang. The data collection techniques that are done in this study are observations, interviews, Koesioner, and library studies. The Data is then analyzed using the frequency and percentage table. The population in this study was the farmers in the village of Bulo Wattang as much as 260, while a sample of a population of 72 farmers. Results of this research shows that the role of village government in the community empowerment in agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang with a cumulative result of 64% categorized as "good". The factors that influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang (68%), education system (65%), open System (65), orientation to progress (66%), good synergy (66%), interest groups (66%) and quality of human resources (68%) With accumulated results of 65.5% or categorized as "good".

A village assistant is a competent person assigned to assist the village in the development and empowerment of village communities. The purpose of this study is to determine the form of implementation of the role of village assistants in supervising the operation of the village government as per the laws and regulations. This study uses a legal research type with an empirical approach, where data is obtained directly from the field through interviews and observations, the data obtained are analyzed qualitatively and then described descriptively. The results of the study indicate that the implementation of the role of village assistants has brought changes in the development and empowerment of village communities in Marioriwawo District, especially in equitable development and efforts to increase human resources in the village and are carried out according to the guidelines regulated in the village law along with other implementing regulations.

This study aims to determine how the performance of the Hamlet Government apparatus in serving and building the economy through an optimization process. the people of Balai Rajo Hamlet, VII Koto Ilir District, Tebo Regency, Furthermore, what affects the performance of the Hamlet Government apparatus in serving and building the village economy and the community in realizing a safe and prosperous independent village for the people of Balai Rajo Hamlet, VII Koto Ilir District, Tebo Regency. The ability of human resources (HR) is a factor that affects the performance of the apparatus. The problem of the quality of human resources of the Dusun government is an important issue in the implementation of Autoda. Therefore, increasing the Human Resources (HR) of the Dusun government is an urgent matter that must be done, so that the implementation of Autoda can run as expected, but this is also influenced by two important factors. Level of education In carrying out its duties and responsibilities as a Dusun apparatus, especially in providing services and development of general village economic growth to Balai Rajo Hamlet, it is largely determined by the level of education possessed by the apparatus itself, because the heavier or wider the responsibility of the Dusun apparatus must be carried out. It takes an apparatus that has quality human resources as well. Work experience In carrying out their duties and responsibilities as community servants, the ability of the apparatus is also greatly influenced by the length of work or in terms of work experience, therefore the village government, which has been working for a long time, is demanded to be more effective and recognize what can give satisfaction to visitors and visitors. community Service facilities and infrastructure are all types of equipment, work equipment, and other facilities that function as the main or auxiliary tools in the implementation of work. The role of service facilities is very important in addition to the role of the human element itself. Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

In improving its performance, the village government requires to have organizational commitment that supported by apparatus competency and controlled through community participation. The purpose of this study was to examine the effect of organizational commitment, community participation, and apparatus competence on village government performance. 200 data collected from questionnaires will be analyzed to identify organizational commitment, community participation, and apparatus competency towards the village government performance. Data analyzed by using SPPS version 25.0. the result of data processing found that organizational commitment, community participation, and apparatus competency affects the village government performance, and the organizational commitment is needed to improve apparatus competency by educating and training its human resources, also the transparency as the form of responsibility of the village government to citizen
