The Lhok Euncien Village Government established BUMDes as the driving force for the economy in the village, but its management has not been efficient. This is because the pond land which is a BUMDes business asset is handed over to a third party due to limited capital, so that BUMDes managers cannot work effectively and efficiently as they should. This research is focused on planning, organizing, mobilizing, and monitoring, as well as the obstacles faced in the BUMDes Lhok Euncien Village program. In addition, it also examines the limitations of capital and Human Resources (HR) and public awareness of the BUMDes program. This research uses descriptive research with qualitative methods. The results showed that at the planning stage, the pond had been purchased as an asset of BUMDes, but the limited capital to manage it was left to a third party. At the organizing stage, it was carried out according to the procedure, but it did not work and went according to plan. The mobilization stage is still constrained by a lack of concern from the village government, BUMDes managers, and the community about the problems faced. While at the supervision stage, BUMDes supervisors only supervise annual reports. Meanwhile, the obstacles faced are related to limited capital and the lack of human resources and public concern for the development of BUMDes businesses AbstrakPemerintah Desa Lhok Euncien membentuk BUMDes sebagai motor penggerak ekonomi di desa, namun dalam pengelolaannya belum efisien. Hal ini disebabkan karena lahan tambak yang menjadi aset usaha BUMDes diserahkan pada pihak ketiga karena keterbatasan modal yang dimiliki, sehingga pengelola BUMDes tidak dapat bekerja secara efektif dan efisien sebagaimana mestinya. Penelitian ini difokuskan pada perencanaan, pengorganisasian, penggerakan, dan pengawasan, serta hambatan yang dihadapi dalam program BUMDes Desa Lhok Euncien. Selain itu juga dikaji keterbatasan modal serta Sumber Daya Manusia (SDM) dan kepedulian masyarakat terhadap program BUMDes. Penelitian ini menggunakan penelitian deskriptif dengan metode kualitatif. Hasil penelitian menunjukkan bahwa pada tahap perencanaan sudah membeli lahan tambak sebagai aset BUMDes, namun keterbatasan modal untuk mengelola sehingga diserahkan pada pihak ketiga. Pada tahap pengorganisasian sudah dilakukan sesuai prosedur, namun tidak berfungsi dan berjalan sesuai rencana. Tahap penggerakan masih terkendala kurangnya kepedulian dari pemerintah desa, pengelola BUMDes, serta masyarakat terhadap permasalahan yang dihadapi. Sementara pada tahap pengawasan, pengawas BUMDes hanya mengawasi laporan tahunan saja. Sedangkan hambatan yang dihadapi terkait dengan keterbatasan modal serta minimnya SDM dan kepedulian masyarakat terhadap perkembangan usaha BUMDes.

This study aims to determine community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang, Pasaman Regency. This community partipation is seen from how the community responds to conditions in the long field area, such as community participation in the development of village facilities and infrastructure. The research method used in this study is a qualitative descriptive research method that describes phenomena that actually occur in the field. The data source obtained through the interview process with informants and documents related to research. Data collection techniques are by means of observation, documentation and interviews. The data analysis technique used is an interactive analysis technique which consists of three components, namely data reduction, data presentation, and conclusion drawing. The results showed that community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang was still lacking. In the construction of the new village guardian's office, for example, the community was reluctant to give away their land for free, even though in the end the village was able to convince the community to donate their land to build a new Nagari guardian office. In addition, not many people are willing to attend the deliberations for village development organized by the nagari government, this indicates a lack of public awareness or participation in village development in Nagari Ladang Panjang. Therefore, there is a need for approaches and counseling by the village government to the community on the importance of community participation in village development in Nagari Ladang Panjang

Pemerintahan Desa merupakan garda terdepan dalam penyelenggaran pemerintahan dan pelayanan publik di Indonesia. Hal itu bisa berjalan dengan baik kalau di dukung dengan SDM perangkat desa dan pemuda karang taruna yang mampu melaksanakan perannya dengan baik. Perangkat desa dan pemuda merupakan SDM di pemerintahan paling bawah yang memiliki andil besar terhadap pembangunan di negeri ini. Peran  mereka dibutuhkan terutama di desa sebagai penggerak pemerintahan desa. Kemampuan manajemen administrasi pemerintahan desa harus dikuasai oleh perangkat desa dan pemuda di suatu desa untuk memberikan pelayanan publik yang maksimal baik dari aspek tata kelola maupun dokumentasi. Tujuan kegiatan ini untuk memberikan pemahaman dan pelatihan terhadap manajemen pengelolaan administrasi Desa Wotsogo Kecamatan Jatirogo Kabupaten Tuban. Metode yang dipakai dalam pelatihan adalah metode Demonstrasi berbasis audio visual. Melalui metode Demonstrasi diharapkan dapat melatih dan memahami manajemen administrasi pemerintahan. Sasaran pelatihan ini adalah perangkat desa dan  unsur  pemerintahan Desa Wotsogo Kecamatan Jatirogo. Village apparatus is the front guard in the administration of government and public services in Indonesia. It needs to be supported by the human resources of the village, especially youth organization. Village apparatus and youth as the human resources are at the bottom position of the government have many contributions in the development of the country. Their role is needed as the driving force in the village governance. The village apparatus and youth organization must capable in administration manajement to give good services to the public both in terms of administration and documentation. The purpose of this activity is to provide understanding and training on the administrative manajement of Wotsogo Village, Jatirogo District, Tuban Regency. The method used in the training is the audio-visual based demonstration method. Through the Demonstration method, it is hoped that it can train and understand the government administration manajement. The targets of this training are village apparatus and also the element of the Wotsogo Village government in Jatirogo District.

AbstractObjective – This study aims to analyze the performance of village governments in managing financial resources of the budget year 2016 in Lut Tawar District, Central Aceh Regency, according to the Indonesian Minister of Home Affairs Regulation (or PERMENDAGRI) No. 113, 2014. Design/methodology – This research is a descriptive research with a qualitative approach is a type of research where the researcher describes or deeply analyzes the result of a research about an object and then adds it with sources which already existed in the research object. The data was gathered through number of interviews and document analysis.  Results – The result of the research shows that the performance of the village government in managing fund allocation in Lut Tawar Sub-district at the planning stage has been running well. The implementation stage has been completed where all the programs and activities are executed in accordance with the plan. The administrative stage has been done well by the treasurers and every month the treasurers have accounted for every acceptance and expenditure to the village headmen. In the reporting stage, the delay in submitting accountability report is caused by some negligence by the party from the village government. At the accountability stage, the accountability reports were reported as well as evaluated with the village government community and transparent to the community for every use of village funds in the form of information posted on the information boards in the office of the village headmen and billboards installed in front of the village headman office.

This paper aims to know how the flow of authority of the village head in appointing Village Administrator in the perspective of Law No. 6/2014 on the Village. This research uses descriptive normative research type. This research was conducted to obtain information, explanation and data on the authority of the Village Head in appointment of Village Administrator in accordance with Law No. 6/2014. The result of the research shows that the procedure of appointment of Village Device In Haya Haya Village, Limboto Sub-district, Gorontalo Regency before the enactment of Law No. 6/2014 was to be decided by the Village Head, but after the enactment of Law No. 6/2014 appointment of village apparatus should be consulted with the Regional Administrator  given on behalf of the Bupati/Mayor and the constraining factors both experienced by the Village Government and the Village Applicant candidate is the lack of public awareness that the community has not served as Village Government itself, the level of education of Human Resources (HR), age, fees for file management, and the socialization that was done only in certain areas.

Public Service Analysis of Village Tlanak Support of Lamongan District. The purpose of this research is to know the quality of Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency, to know the supporting and inhibiting factors and solution of Public Service of Village Government of  Tlanak Kedungpring District of  Lamongan Regency and to know the implementation of Good Governance in Public Service of Village Government of Tlanak Kedungpring District of Lamongan Regency. The type of this research is non-doctrinal (sosiologis) legal research. Non-doctrinal method is a type of scientific study with the intention just to learn just and not to teach something doctrine. The research method used is research method with qualitative analysis. The results of this study concluded that the quality of Public Service Village Tlanak Kedungpring District Lamongan through Programs, policies, and attitudes is Services Open, easy and accessible by all parties who need and provided adequate and easy to understand, can be accounted for in accordance with the provisions of legislation - invitation, inhibiting the public service of Tlanak village administration of Kedungpring Sub-district of Lamongan Regency is seen in the condition of society which still have a lot of parochial political culture. The solution of inhibiting factor of public service in Tlanak Village, Kedungpring Sub-district, Lamongan Regency by strengthening service system, improving professionalism of each employee, conducting public awareness program to help dissemination and comprehension of information to society about matters related to service activity and giving sanction that is firm. The village government of Tlanak Kedungpring District of Lamongan Regency has not fully implemented the Good Governance principles in the implementation of the village government's tasks, functions, authorities, rights, and obligations in terms of planning, service, implementation of village development, especially those related to village governance.Keywords: Quality Analysis of Public Service, Good Governance.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

In improving its performance, the village government requires to have organizational commitment that supported by apparatus competency and controlled through community participation. The purpose of this study was to examine the effect of organizational commitment, community participation, and apparatus competence on village government performance. 200 data collected from questionnaires will be analyzed to identify organizational commitment, community participation, and apparatus competency towards the village government performance. Data analyzed by using SPPS version 25.0. the result of data processing found that organizational commitment, community participation, and apparatus competency affects the village government performance, and the organizational commitment is needed to improve apparatus competency by educating and training its human resources, also the transparency as the form of responsibility of the village government to citizen
