In improving its performance, the village government requires to have organizational commitment that supported by apparatus competency and controlled through community participation. The purpose of this study was to examine the effect of organizational commitment, community participation, and apparatus competence on village government performance. 200 data collected from questionnaires will be analyzed to identify organizational commitment, community participation, and apparatus competency towards the village government performance. Data analyzed by using SPPS version 25.0. the result of data processing found that organizational commitment, community participation, and apparatus competency affects the village government performance, and the organizational commitment is needed to improve apparatus competency by educating and training its human resources, also the transparency as the form of responsibility of the village government to citizen

Abstract: This research aimed to empirically analyze the effects of regulation, organizational commitment, communication, and human resources on the performance of the government of the villages in Bondowoso Regency, East Java Province, mediated by the financial management. The sample was 187 respondents consisted of the heads of the villages, secretaries of the villages, heads of the departments, and treasurers. Data were analyzed using Structural Equation Modeling (SEM). Results show that organizational commitment and human resources have significant and positive effects on the financial management and the performance of the village government. However, regulation and communication have no significant effects on the financial management and the performance of the village government. In the administration of governance and development, a source of village financial income is needed, for this the organizational commitment of the village government towards the authority, duties and responsibilities of implementing village financial management is transparent and accountable. The purpose of this study was to determine and analyze the extent of the influence of the competence of village officials, organizational commitment and community participation on success in village financial management. This type of research is a mixed method by combining qualitative and quantitative research with sampling techniques by saturated sampling. The number of respondents was 40 people. Analysis tools with SWOT analysis and multiple linear regression. The results showed that the simultaneous probability of village officials, organizational commitment and community participation have a direction of significant influence on the success of village financial management.

The Village Financial System Application is a village financial management application system developed by the financial and development audit board or BPKP intended for village financial management. The purpose of this study is to determine the role of the Village Financial System or SISKEUDES on the performance of the village government in the village of Kapataran, the eastern Lembean district, Minahasa Regency. This research uses qualitative research. The data used are primary data in the form of interviews.The informants used were the village head and village secretary.The results showed that: (1) procedures for using SISKEUDES were carried out through 4 stages, namely planning, budgeting, administration, and bookkeeping; (2) ways to integrate low human resources (HR) through assistance and training; (3) the Village Financial System also has a purpose in assessing the performance of the village government. The SISKEUDES has important role to play in the village government which is felt directly by village officials. This is in accordance with the objectives of implementing the SISKEUDES, which is to assist work of village employees.

This study aims to determine the effect of the quality of human resources, the use of information technology and organizational commitment to the timeliness of financial reporting by the village government (empirical study on Village Government of Tanah Datar Regency). This study uses subject data. The sampling technique used the total sampling method with a sample size of 75 villages. The data analysis used multiple linear regression analysis. The results showed that the quality of human resources and organizational commitment had a positive and significant effect on the timeliness of the Village government financial reporting. Information technology has no effect on the timeliness of the Village government financial reporting.

Pemerintahan Desa merupakan garda terdepan dalam penyelenggaran pemerintahan dan pelayanan publik di Indonesia. Hal itu bisa berjalan dengan baik kalau di dukung dengan SDM perangkat desa dan pemuda karang taruna yang mampu melaksanakan perannya dengan baik. Perangkat desa dan pemuda merupakan SDM di pemerintahan paling bawah yang memiliki andil besar terhadap pembangunan di negeri ini. Peran  mereka dibutuhkan terutama di desa sebagai penggerak pemerintahan desa. Kemampuan manajemen administrasi pemerintahan desa harus dikuasai oleh perangkat desa dan pemuda di suatu desa untuk memberikan pelayanan publik yang maksimal baik dari aspek tata kelola maupun dokumentasi. Tujuan kegiatan ini untuk memberikan pemahaman dan pelatihan terhadap manajemen pengelolaan administrasi Desa Wotsogo Kecamatan Jatirogo Kabupaten Tuban. Metode yang dipakai dalam pelatihan adalah metode Demonstrasi berbasis audio visual. Melalui metode Demonstrasi diharapkan dapat melatih dan memahami manajemen administrasi pemerintahan. Sasaran pelatihan ini adalah perangkat desa dan  unsur  pemerintahan Desa Wotsogo Kecamatan Jatirogo. Village apparatus is the front guard in the administration of government and public services in Indonesia. It needs to be supported by the human resources of the village, especially youth organization. Village apparatus and youth as the human resources are at the bottom position of the government have many contributions in the development of the country. Their role is needed as the driving force in the village governance. The village apparatus and youth organization must capable in administration manajement to give good services to the public both in terms of administration and documentation. The purpose of this activity is to provide understanding and training on the administrative manajement of Wotsogo Village, Jatirogo District, Tuban Regency. The method used in the training is the audio-visual based demonstration method. Through the Demonstration method, it is hoped that it can train and understand the government administration manajement. The targets of this training are village apparatus and also the element of the Wotsogo Village government in Jatirogo District.

This research was carried out on the basis of Law No. 6 of 2014 concerning villages, andbased on an appeal letter from the Ministry of Home Affairs and KPK, in 2017 Siskeudeswere introduced in 28 Sub-Districts and 226 Villages in Jember Regency, Semboro District.The population is in the research of the village government officials in Semboro District. Thisresearch used test for testing instruments, classical assumption tests and hypotheses testing.What is obtained is the driver's performance of linear regression analysis betweenindependent variables and dependent variables simultaneously or simultaneously. The resultsshowed the application of Siskeudes, competency of human resources, understanding ofaccounting, education and training, village assistance simultaneously had an effect on thequality of financial statements of 44.2%. While the independent variables with independentvariables show that the application of siskeudes, education and training, village assistancedoes not affect the quality of financial statements. Accounting understanding has a negativeeffect on the quality of financial statements. Human resources competencies negatively affectthe quality of financial statements.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

ABSTRACTThe Village Government apparatus of Analutur, Southwest Maluku Regency is not excellent, and one of the influencing factors is that the Village Apparatus Recruitment is not carried out properly. By using associative research methods that link recruitment and performance. Data were collected by conducting structured interviews, observations, literature study, and distributing a list of questions to 50 respondents. then analyzed quantitatively (Product Moment Correlation Statistical Analysis). The results show that the correlation between apparatus recruitment and government performance in Analutur Village, Southwest Maluku Regency is 0.857. Based on the coefficient of determination, it is proven that recruitment contributes to performance by 62.2% and the remaining 37.8% is determined by other variables which are constant. Furthermore, a significant test was carried out using t-count at a confidence level of 0.05%. And the result is t-count of 8.888> t-table 1.68, which means that the hypothesis is accepted. The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.
