In the modern world of education, the level of digital technology development plays a decisive role in the competitiveness of educational institutions. The transition to digital education is considered a key driving force for the development of any university. In recent years, pedagogical universities have made tangible progress in many areas of digital development. However, the introduction of digital technologies (DT) in the educational process reached its peak during the pandemic. This study aims to identify the distinctive features in the work of a teacher at a pedagogical university during the pandemic. The study revealed the following: the doubts of the teachers with no e-learning experience; didactically effective digital technologies in the educational process, the combined use of which ensures the synergistic effectiveness of e-learning; students’ attitude towards the quality of the e-learning process during the pandemic. Given the identified problems and positive aspects, the results of the study can be used to further develop a strategy for the digitalization of teacher education. The study proved that effective digitalization of the educational process is possible under the condition of cooperative and systematic work of all participants.

The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.

In the transition to digital technologies, the pedagogical community needs a fundamentally different methodological basis of education, it is necessary to radically update the goals, content, forms, methods and means of education, taking into account the flow of information and communication processes in which modern youth grows. The article notes a number of positive and negative aspects of e-learning, present's different opinions of scientists on the use of digital technologies in the educational process. The practice of introduction of e-learning has shown that this system of training raises a number of new problems arising from the insufficient volume of joint creative work of students with a teacher. Electronic network technologies provide great opportunities in the organization of joint activities of teachers and students, individualization of the educational process, the transformation of learning into self-learning and self-education, allow the organization of interactive classes and collective teaching, as well as various forms of control. The basis of one of these technologies is the method of projects. The article describes in detail the features of the use of the method of projects in the educational process. Design technology involves reliance on the principles, norms and rules of design, the totality of which allows you to organize the activities of the student from the idea to its practical implementation. One of the activities in the use of Internet technologies is an educational network project. The article describes the principles of using educational network projects. A distinctive feature of the educational space in the information society – is the requirement of training in cooperation and cooperation. These requirements can be implemented through educational network projects. Applying information technologies in the educational process, special attention should be paid to Web 2.0 services and cloud technologies. Network technologies open up fundamentally new opportunities for accelerated individual development of each student.

The article is devoted to the assessment of the impact of modern digital technologies on the world and Russian labor market. The relevance of the chosen problem is explained by the fact that the achieved level of digital development of society has a signifi cant impact on the size of labor markets, the qualifi cation composition of workers, the demand for certain professions. The article presents the results of the analysis of the impact of digital technology on the growth of Russia’s GDP, the contribution of individual factors of growth in value added of diff erent sectors of the economy, including the sectoral dimension, the dynamics of digital technologies across regions of the country. The digitalization of the education system imposes certain circumstances not only on the organization of the educational process and the training of specialists in demand in the modern world, but also on the skills of a teacher in the field of information and communication technologies. Within the framework of this article, an analysis of Russian and foreign approaches to defining a set of digital competencies necessary for a modern teacher of higher education is carried out. The purpose of this study is to determine an objective diagnostic toolkit for identifying the level of digital competencies among teachers of higher institutions. Based on the analysis of Russian and foreign experience in the development of digital competence among teachers, including a higher education teacher, an internal questionnaire was developed to assess the level of formation of the necessary digital skills. Data collection was carried out through an online survey of teachers using a structured questionnaire. A survey of university teachers was conducted in order to identify the readiness to use digital technologies in the educational process. The data obtained during the survey made it possible to obtain objective information about the level of formation of digital competencies among teachers and their readiness to use digital tools and technologies in the educational process. University teachers have demonstrated high results in such competencies as the use of digital solutions for effective communication of students on academic assignments; creating your own digital resources; creation and modification of digital educational materials, inclusion of students in group work using the Internet, including online services for joint project activities; taking into account the individual characteristics and needs of students in the educational process; exchange of ideas and materials with colleagues from other educational organizations, including through cloud systems, advanced training through online training.

The paper shows that the main limit to the growth of "digitalization" in the XXI century may be not so much the limits of technology development, but rather the difficulties with staffing such a knowledge-intensive process as digital development. This problem is mainly associated with a decrease in the rate of growth of the World's population, which is determined by other social, economic, and factors. The personnel problem of the development of the digital economy is based on the need to maintain the number of researchers and the intensity of solving the problems of economic and social development through the creation and implementation of digital technologies. The number of universities using digital technologies is growing year by year. Digital technology in the modern world is not only a tool, but also a living environment that opens up new opportunities: learning at any convenient time, continuing education, etc. This article aims to describe the specificity of digital education, the current state of its implementation, the expected results and concerns in this respect. Having shown the core of the digital education and the state of its implementation in modern society, this type of education must be critically analyzed in terms of advantages and risks with reference to contemporary students and the effectiveness of the teaching – learning process, in which they participate. In the study pros and cons of digital learning are revealed. The current study presents information about advantages of using electronic educational resources in teaching a foreign language based on the experimental work which was done in Naberezhnye Chelny Institute of Kazan Federal University. The success of the experiment presented in this paper is demonstrated by comparing the results of the test group who were taught using electronic educational resources with the reference group who were taught in a common traditional way. The results of the questionnaire suggest that the majority of students believe they have acquired food knowledge using digital technology in education. The statistical analysis shows that the test group students had better achievements compared to the reference group since students from test group have the digital skills.

The article presents a systematic analysis of responses to the challenges posed by the need to move to distance learning during quarantine through COVID-19. In this article, the process of linguistic faculty students teaching using innovative digital technologies is investigated in the focus of a synergetic approach. This problem is very relevant today, since the issue of preserving the quality of knowledge when implementing intensive electronic methods of mastering communication skills in a foreign language does not lose its actuality. Synergetics as the science of complex systems is now recognized as a new scientific paradigm in the study of various objects and processes. The authors focus on the features of the synergetic approach to the education process. From the point of view of synergetics, the authors consider the process of teaching foreign languages as a holistic dynamic system capable of self-organization and self-development. E-learning courses, which have become particularly popular in modern conditions, are considered as an integral part of the educational system. We are talking about self-organization of both the educational process and its structure, which is a means of optimizing students’ learning, and activating students in order to ensure a high-quality learning process. The role of the teacher and psychological and pedagogical support of students in the learning process is emphasized. The authors note that the synergetic interpretation of the psychological and pedagogical approach to teaching students the basics of language based on digital technologies contributes to the personal growth of students and the development of a holistic dynamic system.

This research paper presents the results of the author’s survey aimed at assessing the digital competence of modern university teachers. The relevance of digital competencies is becoming more and more obvious due to the transformations in the activities of educational organizations. These changes concern the use of digital technologies not only in university management, but also directly in the educational process. The development of distance learning and remote interaction formats is an objective reality in the modern world. The purpose of this article is to make an attempt of assessing a university teacher’s digital competence level based on the general perception of his/her abilities and the digital technologies used in his/her professional activities. The author analyses the teachers’ readiness to use digital technologies and their attitude to distance learning. The study showed that the majority of the interviewed teachers have a high level of basic and universal digital competencies. It was found that most of the respondents already have experience of taking online courses to improve their professional skills. The analysis makes it possible to conclude that the teachers who participated in the survey demonstrate a high readiness to use digital technologies in their professional activities. The author’s study is not supposed to give a complete picture of all Russian university teachers’ digital competence level, since this requires both greater coverage of respondents and the use of other channels (beyond digital) to collect data within the survey. At the same time, this research allows to formulate possible ideas for improving Russian university teachers’ digital competence level, which nowadays becomes the key to improving their effectiveness. The results of the study can be used when working out universities’ personnel development programs in order to ensure a higher level of the teachers’ digital competence.
