Due to the combined impact of the financial crisis of 2008, and some still unresolved structural problems in its economy, in the forthcoming period Croatia should expect a significant decline in the overall investment demand (public and private). The expected drop in the overall investment activity will also have significant negative implications on tourism, the leading export sector of Croatia. In order to maintain a modest level of investment in Croatian hotel/tourism sector under these extremely difficult conditions, Croatia should urgently establish an internationally transparent and long-term sustainable incentive system to encourage both, domestic and foreign investors to invest in the country’s tourism sector related development projects. In this regard, and using the case study approach, the purpose of this article is to draw one’s attention to best practice methods and policy instruments in three moderately developed countries of the Mediterranean which have, so far, been successful in attracting major tourism sector investors (Malta, Turkey and Egypt). Contrary to the situation in highly industrialized Mediterranean countries, members of EU, the findings suggest that the active role of the government is of utmost importance in attracting and controlling investment demand in the tourism sector in moderately developed Mediterranean economies, despite the fact that the approaches vary somewhat between the three analyzed countries.

The Government Offices for the English regions were established in 1994 to coordinate the regional activities of three central government departments. A decade on, regional government in England is greatly expanded, and two other institutions of regional governance, the Regional Development Agencies and the Regional Assemblies, have also been created. In 2002 the Labour government proposed that this ‘triad’ of regional governance should be further reformed and strengthened, in some places being brought to democratic account. In this paper, we argue that academic research on the English regions has generally focused on the Regional Development Agencies and to a lesser extent the Regional Assemblies, to the exclusion of the Government Offices. This focus has led some to overstate the extent to which regional government represents the real decentralisation of power. Focusing on the role of the Government Offices, we argue that central government retains a great deal of power over the ‘triad’ institutions, which in their current form may be unable to challenge the structure of power in the English state.

University–enterprise cooperation considers an active and efficient cooperation of the scientists, industry and the government. The university is a significant actor in this model as it not only produces knowledge, but also creates new opportunities, protects intellectual property and converts the research outcomes into a market attractive product. This cooperation ensures that educational programs equip students with the relevant competences, and entails research suited to the demand of the market and the government. This implementation helps the university realize its third mission – serve the country and support its economic development. This paper presents our attempt to describe the role of the regional government in the university– enterprise cooperation based on a regional university in Georgia. Despite the various studies regarding university–enterprise cooperation implemented in Georgia mainly dealing with single components of the cooperation, we tried to highlight the significance of the government in this cooperation and its authentic character.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.
