Abstract As regulations have developed, the waste management sector in Indonesia has increasingly expected producer involvement in waste reduction activity through the enactment of new regulations. In addition, recent development of the waste management sector now involves community-based approaches such as Waste Banks. This study aims to determine the relationship between extended producer responsibility implementation and the waste bank concept. A questionnaire survey was designed and applied to Waste Bank members of two Waste Banks in Bandung municipality, Indonesia. Several factors were identified that can be considered by producers to promote their contribution in dealing with the packaging waste issue, such as producer consideration and contribution, knowledge level, collection, and awareness of the importance of packaging waste issue. The result also shows that involving feedback from Waste Banks can provide some insights to expand and develop producer contribution in reducing the impact of packaging waste. Producers can improve collection and recyclability of their product packaging while increasing public knowledge on their activity at the post-consumer stage.

Asahan Regency is a national strategic area because it has superior sectors such as plantation, marine, agriculture, fisheries and industry. This caused a lot of waste to arise in Asahan Regency. One of the efforts made by the Department of Environment to reduce the volume of waste is to make the Waste Bank an innovative program of community-based waste management. The Waste Bank at the Environmental Service was given the name "Srikandi" which was still less effective and efficient. Because at this time the process is done manually. For that we need to design a system by implementing the waterfall method, which is a sequential software development process, where progress is seen as continuously flowing down (such as waterfalls) through the phases of planning, modeling, implementation (construction), and testing. Hunger by implementing the waterfall method and the C2C e-commerce model in designing and building the E-Recycle Bank system. As a result, the system will make it easier for "Srikandi" Waste Bank officers to manage waste data so as to produce more effective and efficient data, besides that it can also be used as a container for the promotion of waste recycling products for the Asahan Regency

ABSTRACT Sanur Kaja Village has a special waste management facility for processing waste produced by the village community, namely Depo Cemara. Based on previous research, it is known that activities that are running at Depo Cemara are less efficient because not all village communities sort waste and apply the 3R (reduce, reuse, and recycle) principle in household waste management. This study aims to identify the effectiveness of the waste management system that has been implemented by the people of Sanur Kaja Village by comparing the amount of waste managed by households with the 3R principle with the amount of waste wasted in order to obtain a percentage of waste reduction. Data collection was obtained by distributing questionnaires to respondents who were determined by purposive sampling technique. The data obtained were then calculated by analyzing the mass balance of waste and then further analyzed using descriptive statistical analysis methods. The results of research on 96 households show that community-based waste management is still not effective because the percentage of waste reduction that occurs in one day only 22,5 percent and respondents who sort household waste are 44 percent. The community agreed to the plan to implement the 3R principle in household waste management and considered it important to add supporting facilities for waste management.

Bukittinggi generates around 471,01 m3/day of municipal solid waste (MSW), in which only 55,7 % is managed by the local government. As many other cities, Bukttinggi is facing a problem of implementing recycling practice. Meanwhile, there are abundant of waste from coming from districts around the border area. Such problems result in a high generation of waste that must be transfered to landfill. In order to reduce the waste generation, Bukittinggi needs a 20 years-planning of MSW development which is based on recycling management (2016-2030). It includes technical aspect and non technical aspect. The purpose of this study is to increase service coverage by developing community-based recycling facilities (TPS 3R). Developing area is divided into 3 zones. The level of service in zone 1 is increased to 100% by practicing waste reduction management in TPS 3R.. 3R target is set at 20 % of total waste generation at the end of the planning year with management system such as takakura composting, rotary klin composting and dry garbage bank. Planning with community-based waste recycling will decrease the amount of waste management facilities.

Gondosuli Village is located in Muntilan District, Magelang Regency, and has a high population growth rate, economy, and development, all of which contribute to increased community activities. This causes waste production to continue to rise; additionally, there are issues with waste management from upstream to downstream, namely a lack of waste reduction, which leads to waste accumulation in landfills. This is due to a lack of proper management, which consists of only collection, disposal, and transportation. As a result, the community service is carried out by planning for a solid waste management system capable of reducing waste from upstream. The cultivation of maggots from organic waste is an upstream system approach that can be used to solve the waste problem. BSF maggot cultivation has several advantages, including the production of pre-puppa, which can be used as a source of protein for animal feed, and aiding in the resolution of the community's organic waste processing problem. The concept of integrated waste management (TPS 3R) can be combined with a waste bank to reduce waste disposal in the TPA while also providing economic value.

Currently, there are still problems occurring in waste management activities in Pangkalpinang City. Solid waste that is scattered in the City of Pangkalpinang is caused by waste that has not been transported and handled. TPA Parit Enam's capacity, which serves solid waste in Pangkalpinang City, will decrease every year due to an overload of incoming waste generation. Currently, the City of Pangkalpinang aggressively implements a waste management policy at the source or the 3R program, including waste bank activities and waste processing at reduce, reuse and recycle (3R) landfills. The purpose of this study was to determine the effect of household waste reduction activities on the current use of the Parit Enam landfill in Pangkalpinang City in each of the scenarios that were compiled. The compilation model uses Powersim Studio 2005. The dynamic analysis shows that the activities that follow the waste at the source and respect what happens in TPS 3R Pangkalpinang City can affect TPA Parit Enam's useful life and produce a suitable scenario to be applied in the waste management activities of Pangkalpinang City. Scenario C (Optimistic), the valuable life of Parit Enam Landfillreaches 2023, and scenario C (Optimistic) can reduce the amount of waste transported by 29.65% compared to scenario A (Business as Usual). Besides, the proportion of household waste reduction reached 48% at the end of the simulation year.

The change of waste management paradigm becomes an important thing to do, as a step adaptation to the increasing rate of waste generation every year in Indonesia. 100% management target has been divided into two parts, namely the reduction (30%) and waste handling (70%). Reductions focus on source limitation and 3R program optimization, whereas handling involves collecting and final processing activities. However, the current level of waste reduction is still very low (12%), the government made various efforts to increase it, one of its with the waste bank program. DIY province as a pioneer in the concept of waste bank continues to develop to increase the participation of the community, from 166 locations in 2013, increased to 792 locations in 2017 and 495 of its as the waste bank (62.5%). Average waste bank with 43 customers, able to manage the waste up to 2,078,064 kg/month, with the data can be estimated the amount of waste that can be managed in the city of Yogyakarta, Sleman and Bantul Regency. The city of Yogyakarta has 433 units of the waste bank, capable of managing waste up to 899,801.8 kg/month, Sleman Regency has 34 units of the waste bank (78.966,4 kg/month) and Bantul has 24 units of the waste bank (49.873,5 kg/month). The integration of formal and informal sectors through waste banks can increase the percentage of waste management services. The level of service in Yogyakarta City increased from 85% to 95.5%, Sleman District from 30.71 to 31%, and Bantul Regency from 7.49 to 7.7%
