  The paper deals with the phenomenon of lean management in higher education analyzed within the context of internationalisation process in Polish higher education as a means of ensuring inclusive global higher education space. Lean management is looked upon as one of the 21st century models of university management transplanted from the sphere of private enterprises and business companies’ management. The empirical analysis has been conducted with the use of statistical data provided by the official website of Jagiellonian University, Krakow, Republic of Poland. The data have been collected in accordance with the following internationalisation process indicators: amount of bilateral Memoranda of Understanding; Inbound Mobility: number of foreign students who have completed the full cycle bachelor's / master's degree; Inbound Mobility: number of foreign students who have completed the full cycle PhD’s degree; Inbound Mobility: participation in Quin Jadwiga Fund granting schemes; Inbound Mobility: participation in Erasmus / Erasmus+ Programme; Outbound Mobility: participation in Erasmus / Erasmus+ Programme; number of outbound mobile students in accordance with bilateral agreements; number of inbound mobile students in accordance with bilateral agreements; number of outbound mobile staff in accordance with bilateral agreements; number of inbound mobile staff in accordance with bilateral agreements. The collected data have shown gradual increase of internationalisation process indicators and allowed concluding that the introduction and support of lean management principles in higher education promotes the intensification of the internationalisation process.

Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

International mobility of higher education institutions’ members within the European Union is explicitly encouraged and used as one of the higher education institutions’ quality criteria. This paper aims to contribute to the analysis of the phenomenon of international mobility between higher education institutions, especially within the European area in the broad sense, and for which the ERASMUS+ Programme is paradigmatic. The authors have been linked to mobility processes by addressing issues of internationalisation and receiving and sending students and teachers in and out of their institution, and/or hosting them in curricular units taught by them or in other training actions. It is in this context that theoretical reflection has been carried out, to respond to the objective of analysing the relevance of mobility in the internationalisation of higher education institutions and to reflect on questions of its evaluation. It is concluded that there is interest in allowing a mutually enriching scientific dialogue for the personal and professional development of those involved – students, academics and other staff members. Furthermore, it is institutionally considered that the higher education institution is promoting its quality and image if it provides an in-depth exchange of ideas and practices that foster improvements in teaching and research of the institutions involved. It is also concluded that there is a need for structures to respond to this new reality and that the evaluation processes can contribute to measuring and promoting it.

This paper analyses language policies in higher education in Estonia and Latvia. Both countries are currently in search for a balance between national and international in the sphere of higher education. Higher education in Estonia and Latvia mainly functions in the official languages of the countries, Estonian and Latvian. Yet, the international nature of tertiary education has brought these languages into contact with others, mostly English and Russian. The paper seeks to find out how the relationship of internationalisation and language is construed in state-level policy documents comparatively in Estonia and Latvia. The results of the analysis show that the issues of language are more thoroughly covered in Estonian policy documents than Latvian policy documents. However, in both countries internationalisation is mostly driven by the need to attract foreign students in order to fill the domestic demographic gap. Thus, both Estonia and Latvia connect internationalisation mostly to foreign-medium instruction.Kokkuvõte. Kerttu Kibbermann: Kõrghariduse rahvusvahelistumine ja keelepoliitika Eestis ja Lätis. Artiklis analüüsitakse kõrghariduse keelepoliitikat Eestis ja Lätis. Mõlemad riigid püüavad hetkel leida kõrghariduses tasakaalu rahvusliku ja rahvusvahelise vahel. Kõrgharidus toimib Eestis ja Lätis peamiselt riigikeeles, vastavalt eesti ja läti keeles, aga kasutatakse ka teisi keeli, peamiselt inglise ja vene keelt. Artiklis analüüsitakse võrdlevalt Eesti ja Läti poliitika planeerimise dokumente eesmärgiga välja selgitada, kuidas lähenetakse keeleküsimusele kõrghariduse rahvusvahelistumise poliitikas. Dokumendianalüüs näitab, et kõrghariduse rahvusvahelistumise poliitikas on keeleküsimustele pööratud Eestis rohkem tähelepanu kui Lätis. Sarnasusena võib välja tuua mõlema riigi demograafilise probleemi, mis tundub olevat rahvusvahelistumist käivitavaks teguriks. Sellepärast on rahvusvahelistumine nii Eesti kui ka Läti riiklikus poliitikas peamiselt seotud õppekeele küsimusega.Märksõnad: kõrghariduse rahvusvahelistumine; keelepoliitika; riiklikud poliitika planeerimise dokumendid; õppekeel; ingliskeelne õpe

The aim of this article is to assess the effectiveness of Polish higher education didactic activity in the academic year 2014/15 in the context of demographic changes and internationalisation of higher education. The research was conducted using the SBM-Min and SBM-Max models of non-parametric DEA method, based on the CSO data. Depending on the chosen model the value of revenues from educational activities or the number of teachers was assumed as the expenditure of a higher school, and the number of students or graduates as the effects. The results indicate that the majority of the examined units were more effective in the model SBM-Max than SBM-Min. A group of public higher education institutions is effective and consistent with each other to a considerable extent.

International declarations emphasise the role of higher education in building the knowledge society and underline its importance for the economic, social and cultural development of individual countries. The article shows how the internationalisation of higher education transforms universities, cities and countries that welcome international students. At the same time, it is stressed that the internationalisation of higher education and the employment of well-educated foreign students in the destination country is one of the forms of brain drain and competition for gifted young people. The example of Poland, where Ukrainian students dominate among international students, is used to demonstrate the benefits enjoyed by the destination country and losses suffered by the country of origin. The situation is presented against the backdrop of the current political instability in Ukraine, which may additionally encourage young people to study and settle abroad.

This chapter looks at the development of global competences during a study abroad experience from the perspective of a host institution to inbound students. It examines the concept of global competence how mobile students themselves regard their study abroad experience, and how the international experiences gained through learning mobility are valued by employers. Having found that exchange programmes such as Erasmus+ places obligations of a rather practical nature on the host institution, this chapter seeks to argue that the host institution should play a bigger role in enhancing the development of global competences of their inbound exchange students. The chapter relies heavily upon the recent Erasmus Impact Study entitled “ The Effects of mobility on the skills and employability of students and the internationalisation of higher education institutions”, published by the European Commission in September 2014 as well as other similar studies and the latest doctrine in the field.

Service experience appears to be essential in a variety of academic disciplines. In business management, the service experience is a touchstone that impacts on profit, customer satisfaction, and loyalty. However, service experience has been pretty much ignored in higher education. With the intense competition between institutions, university management needs to create new enthusiasm and strategy for managing students’ experience, especially foreign students. This study proposed a conceptual framework to examine the relationship between students’ experience with brand loyalty, which is mediated by satisfaction. The research design will employ a quantitative approach using a structural equation model to obtain the result.

An explicit marketisation and national profiling of Denmark as an attractive country for foreign students has resulted in an increasing number of students from poor countries in the global South, including Nepal, being admitted to Danish colleges and universities. The influx of students from these countries has led to several accusations against them of using enrolment in educational institutions primarily as an entrance point to the Danish labour market. Drawing on ethnographic fieldwork among Nepalese students in Denmark this article addresses the intersection of internationalisation of higher education and immigration policy in a Europe with tightened immigration rules for certain nationalities.

Abstract Aiming to promote the social mission of higher education and their integration in Latin American countries, this research has a qualitative focus and it has the objective to study the normative context and the main theoretical references for the assurance of the quality of higher education for Colombia and Ecuador, examines how the continuous improvement of higher education contributes to regional development; and proposes methodological strategies that contribute to the purpose for the regional development, in a systemic, objective, measurable and achievable in time way, like are the process management and the balanced score card for University Management Strategies and to built a public policy for Latin American Universities.
