On the basis of a wide base of sources, the article highlights and analyzes the development of research work of aircraft engine companies in Zaporizhzhia during the 1970s. The existence of a single system of functioning of the Zaporizhzhia production association “Motorobudivnyk” (now the Public Joint Stock Company “Motor Sich”) and the Zaporizhzhia Machine-Building Design Bureau “Progress” (now the State Enterprise “Ivchenko – Progress”) is taken into account. The directions of research work that were peculiar to the specified period are established. These were inventive activities, development of technological processes, increasing the reliability and durability of gas turbine engines, automation and mechanization of production, cooperation with industry firms in other countries, and cooperation with research institutions. The development of a scientific-theoretical and technical basis for the production of aircraft engines is comprehensively assessed. Its dependence on structural subdivisions, which at the aircraft engine enterprises were the department of scientific and technical information, the Information and Computing Center, the department of patenting, innovation and invention of the plant, was determined. They were engaged in the accumulation, generalization and dissemination among specialists of their own and borrowed experience of both past and present. The activity of the scientific and technical council, which included leading specialists of Zaporizhia aircraft engine companies, was monitored. Factors that contributed to the revival of research in the second half of the 1970’s were identified. Among them, the leading place belongs to the creation and production of D-36 and D-18T aircraft engines. The design advantages of these engines are described. Some shortcomings and miscalculations made during their design are taken into account. Methods and measures aimed at overcoming the difficulties associated with the design, manufacture, operation and repair of aircraft engines are summarized. The research is based on the following methods: actualization, comparative-historical, problem-chronological, multifactor analysis, principles of historicism and objectivity.

Based on the analysis of the current legislation, the system of subjects of interaction with the State Aviation Service has been determined. These include: the Ministry of Infrastructure of Ukraine (functional ministry), which includes the State Enterprise of Air Traffic Services of Ukraine, the State Enterprise of Air Traffic Services of Ukraine, the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft, the State Aviation Regulation Department of Ukraine - bodies implementing state policy in civil aviation and the use of Ukrainian airspace. The following features inherent in the subjects of public administration in the field of aviation and the use of airspace of Ukraine: 1) the subject of public administration are both the executive branch and bodies that do not have such a status were endowed with the appropriate powers; 2) orderliness of the activities of all state subjects of regulation of the aviation industry in accordance with a single goal and strategic objectives, which are simultaneously synchronized with the main vector of development of the state. Among such general directions of development we can single out - European integration, economic strengthening of Ukraine, ensuring national security and defense; 3) the broad profile of the activity of state subjects of regulation is due to the fact that aviation is an integral part of the transport sector of the state; 4) taking into account, in carrying out regulatory activities, a large number of international standards, rules and requirements, which in turn implies the ability of the subjects of state regulation to actively work closely with foreign organizations; 5) the ability to integrate, ie integrated perception of the aviation industry and the use of airspace of Ukraine, which is technologically complex, is not limited to air transport, also includes production, repair and modernization, training, economic, land and other legal issues. 6) exclusion of commercial interests in the implementation of regulatory activities by state entities, while streamlining such activities in accordance with the economic interests of the state. It is noted that the field of aviation and the use of Ukrainian airspace is regulated by a large number of public administration entities, which form a complex and multilevel structure that does not benefit the development of this industry. Special emphasis should be placed on the different status of these bodies and the existence of duplicate powers in them. That is why today it is necessary to simplify the existing system as follows: 1. to ensure the independence of the State Aviation Service of Ukraine by obtaining a special status; 2. to subordinate to the State Aviation Service of Ukraine the National Bureau for Investigation of Aviation Incidents and Incidents with Civil Aircraft; 3. eliminate duplication of powers of public administration entities in this area.

Two scientific methodical approaches are singled out to research military economics: as a constituent part of military business which provides for the defence (military) potential of the state, and as a science which studies regularities of economic provision for military business in the state (defence, building, maintenance of armed forces, etc.). It is to be noted out that the competition at the world market of weapons takes place mainly between the USA, Russia, Germany, China and France, the share of which constitutes 74% of military production export. Within the framework of researching military economics are singled out branches manufacturing planes-fighters and production for cosmic sphere. Advantages were shown of planes-fighters of the fifth generation of the USA F-22, F-22 and F-35 Lightning 11 (project is financed by the USA together with Italy, the Netherlands, Australia, Canada, Turkey, Norway and Denmark) over Rus-sian-Indian project T-50 and Chinese Chengdu J-20 and J-31. The evaluation is made that leading countries are able by 2030 to build planes-fighters of the sixth generation. The opinion is expressed that the geopolitical position of Ukraine and, in particular, the aggression and annexation of Crimea by Russia make a priority of restoring the fighting capability of the military aviation of Ukraine and of increasing the level of its combat power. It is stressed that for this purpose it is necessary to systematically and rather rapidly substitute the Soviet-Russian aviation technology for American one. The possible ways for equipping armed forces of Ukraine with new planes-fighters are determined the following: their development and manufacture in cooperation with other countries or the organization of licensed manufacturing, import, rent or lease of present-day fighting planes of foreign make. Taking into account that Ukraine enters the club of cosmic states and through the lacking finances it at present is unable to compete on equal terms in manufacturing aerocosmic technology it is suggested to re-orient the economic policy of the country at integrating into European cosmic branch. It is pointed out that for this purpose it is necessary to load the capacities of the State enterprise «Production association «Southern machine building plant named after O.M.Makarov» and designing bureau «Pivdenne». It is recommended to develop the cooperation of Ukraine in manufacturing rocket-carriers «Zenith» for projects «Sea start» and «Land start» and the cooperation with American companies (Orbital ATK - RH «Antares») and European (AVIO, Italy - PH «Vega»); to implement ambitious Ukrainian-Brazilian project «Cyclone-4». It is made more precise that Ukraine may propose to partners the cooperation in continuing the development of multifunctional rocket operative- tactical complex «Sapsan».

Abstract In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author’s own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author’s analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author’s research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.
