The term globalisation has become a part of everyday language in business and political circles and also in education. Croatian tourism is a part of the global economy. It is very important for a small country like Croatia to recognise its environment and to define its goals and priorities. The educational system needs special attention with respect to the development strategy of Croatian tourism, through the framework of the reconstruction o f the Croatian economy and redefinition of tourism products. It is necessary to educate and train tourism professionals through full-time education programs, on-the-job education and training, and continuing education. A good education system has to be based on scientific research. Educational development needs goal-oriented research. Educational programs should be created to parallel users’ needs. In the framework of education, global planning and quality curriculum development is especially dependent upon external relationships and students mobility (ECTS - system).

This aims of the study are finding the development strategy in the tourist area of the Dlundung waterfall to be excellent destination in Mojokerto. This is a descriptive qualitative research. Data collection techniques are observation, interviews, questionnaires, and documentation. Data will be analyzed by SWOT method. Strategies have been found is the increased promotion of the natural beauty of waterfalls and campgrounds, additional facilities of outbound and painball, repair and improvement of facilities, road improvements, additional services and hours of operation of public transport, improving the quality of human resources of tourism, Perhutani reports the condition of the campground to Disparta about prioritized apparatus intensively, Perhutani and Disparta give an opportunity for investors to benefit location of the campsite, ask for the role of local communities in improving the security of tourism, Perhutani maintains the cleanliness and comfort of the facilities at tourist sites, increasing community empowerment in troubleshooting facilities and accessibility. Every tourism potential owned by Bali needs to be studied, researched and developed in order to meet the needs of the economy community. One of the tourism potential that needs to be developed in Bali is the wine tourism. Buleleng Regency is one of the largest wineries and also the house of the oldest wine factory on the island of Bali. But there are still many foreign tourists who are not aware of the existence of the wine producing region. This study aims to determine the perception of tourists about the wine products and to know the development strategy that must be done in order to support the activities of wine tourism in Buleleng Regency. The results of this study showing that the tourists perception regarding Bali wine product shows that they feel the quality of the products is good and also shows their interest to do wine tourism in Buleleng Regency. Based on the results of SWOT analysis, there are several strategies that can be applied to develop the wine tourism such as increasing the promotion of tourism in Bali to be better known by foreign tourists, government working together with the wine-producing companies to jointly develop wine tourism activities in Buleleng, and the last by expanding the area of wineries in the district of Buleleng so there is an image or existence of wine tourism in Buleleng. In connection with the results and discussion in this study, the suggestion that is expected to be done by the government is to work with companies that produce wine in improving the quality of products and services, and pay attention to periodicity and innovation on a regular basis.

The quality of the U.S. workforce is critical for a competitive economy in today’s fast-paced, tightly connected global economy. Given current trends the quality of the U.S. workforce, measured in educational attainment and knowledge of key concepts in science, mathematics, and engineering will actually decline in coming years. Conventional methods will simply not be adequate to the enormous task of improving this situation. The technology and management tools that have been used so successfully to increase both quality and productivity in other service enterprises can play a vital role in improving science and mathematics education and training.

With the introduction in South Africa of the Skills Development Act (1998) and the Skills Development Levies Act (1999) respectively, employer organizations are obliged to set aside a portion of their annual payroll for the internal training and development of their workforce. The function of the statutory National Skills Authority (NSA) is to implement the skills development strategy, monitor its performance and report the progress made by the Sector Education and Training Authorities (SETAs). In the South African context, training and development has only recently received attention as a means of addressing critical personnel development initiatives. The focus is now shifting towards fast tracking skills development, which is being integrated into the overall business plan of organizations. Strategies need to be initiated to harness knowledge workers as competitive resources for the new global economy and for world-class competitiveness. This article accentuates the importance of the skills development strategy and offers a systems approach to skills development for organizations. It also highlights some empirical research and its linkages to the emerging challenges of the skills development strategy in South Africa. The article concludes with implications for skills development and training and maps the way for future research.

The industrial territories of the enterprises of ferrous metallurgy located within the city are considered, their problems at the present stage and historical and cultural signifi cance are revealed. Ways of an eff ective mechanism for improving the environmental quality of stagnant industrial areas in cities of the Siberian region are analyzed and determined. Theoretical positions and practical recommendations for the formation of strategies for the renovation of industrial areas were developed. The basic principles of the formation of public ecological spaces are formulated during the renovation of the stagnant territories of metallurgical plants located in the central regions of industrial cities. The theoretical principles of this study have been tested in the development strategy of the stagnant territory of the sludge pit of the Novokuznetsk Metallurgical Combine.

Human resources are the decisive factor for the success and progress of a country and is the main measure for assessing the level of social progress, equity, and sustainable development. The purpose of this paper is to analyze the quality of Vietnam’s human resources, with a particular emphasis on the shortage of high-quality human resources. The paper discusses the causes of the shortage of high-quality human resources, and it also provides solutions for enhancing the education and training systems needed to improve the quality of Vietnam’s human resources. The solutions for improving the education and training systems are (1) reforming education-training systems, particularly vocational education; (2) increasing financial resources for education and training to improve the ability of employees and readjusting the investment structure; (3) focusing on developing national higher education to improve the training of teachers; (4) strengthening partnerships between firms, universities, and vocational schools; and (5) cooperating with international organizations to improve human resources. The novelty of the paper is that it explores ways to accelerate the approval of the higher education development strategy for the period 2021–2030 in Vietnam.

Tourism has provided considerable foreign exchange in many countries. Tourists visit will stimulate social interaction with people around the major tourist attractions in adapting well in the field of economy, society and culture. The positive impact of tourism activities in the field of economics, namely the State foreign exchange income. Tourism development has three functions: to promote economic, preserve national identity and the preservation offunction and quality of the environment, and fostering a sense of patriotism and the nation. Because it needs to be developed as well as increased marketing and promotion of tourism education and training. Very significant contribution of tourism for job creation. Tourism needs to develop new tour packages such as agro-tourism or ecotourism. Society needs to be given the opportunity to market local products and help them to the skills and the provision of capital for businesses that bring in profits.

The article analyzes the conditions under which modern universities function. The main performance criteria of the university are considered. The article describes the requirements for the quality of human resources of the university at present time. the key characteristics quality are analyzed: competence, competitiveness, engagement. It has been established that the competence of the teacher should be consistent with the development strategy of the university. Over the competitiveness influences the individual achievement. Engagement has a direct impact on the effectiveness of the work of the university. The approaches to the formation of a system of performance indicators lecturer are defined. It was determined that the requirements depend on state policy in the field of higher education and the strategy of the university. It was found that a mechanism of quality management of human resources at the university is necessary.

ABSTRAK Sektor perikanan budidaya dan tangkap merupakan salah satu sektor padat karya yang dapat menyerap banyak tenaga kerja di kawasan pesisir. Pengembangan kawasan minapolitan di Desa Pengambengan, Kecamatan Negara, Kabupaten Jembrana dapat dijadikan sebagai salah satu contoh konkrit pengembangan wilayah kepulauan. Tujuan dari penelitian ini adalah: (1) mengidentifikasi potensi Desa Pengambengan sebagai desa minapolitan, (2) mengidentifikasi permasalahan-permasalahan yang dihadapi Desa Pengambengan sebagai desa minapolitan, dan (3) menganalisis strategi pengembangan kawasan minapolitan Pengambengan. Metode yang dipergunakan dalam tugas ini adalah metode deskriptif kualitatif. Data yang dipergunakan berupa data sekunder seperti Profil Desa Pengambengan, RTRW Kabupaten Jembrana, dan berbagai dokumen lain yang mendukung. Hasil penelitian menunjukkan: (1) Sektor basis potensi wilayah di Desa Pengambengan adalah pada sektor perikanan. Potensi jenis ikan yang ada di Desa Pengambengan didominasi oleh ikan lemuru dan ikan layur. (2) Permasalahan-permasalahan yang terdapat di Desa Pengambengan terbagi menjadi beberapa hal, yaitu: paceklik ikan, pencemaran lingkungan, konflik antar industri pengolah ikan dan masyarakat di Desa Pengambengan, sistem lelang, dan kualitas hasil tangkap ikan. (3) Strategi pengembangan kawasan minapolitan Pengambengan yang paling utama adalah dengan meningkatkan unit usaha, investasi, dan memperluas pasar. Kata Kunci: kawasan minapolitan, potensi, strategi pengembangan ABSTRACT The aquaculture and capture fisheries sector is one of the labor-intensive sectors that can absorb many workers in the coastal area. The development of the Minapolitan area in Pengambengan Village, Negara District, Jembrana Regency can be used as a concrete example of the development of the archipelago.  The objectives of this study were: (1) to identify the potential of Pengambengan Village as a Minapolitan village, (2) to identify the problems faced by Pengambengan Village as Minapolitan villages, and (3) to analyze the Minapolitan area development strategy Pengambengan. The method used in this task is a qualitative descriptive method. The data used are secondary data such as the profile of Pengambengan Village, Jembrana Regency RTRW, and various other supporting documents. The results of the study show: (1) The potential base sector of the area in Pengambengan Village is in the fisheries sector. The potential of fish species in Pengambengan Village is dominated by lemuru and layur fish.  (2) The problems found in Pengambengan Village are divided into several things, namely: fish famine, environmental pollution, conflicts between fish processing industries and communities in Pengambengan Village, the auction system, and the quality of fishing results. (3) The development strategy of the Minapolitan area The most important pengambingan is by increasing business units, investment and expanding markets. Keywords: minapolitan area, potency, development strategy
