The pattern of the authority relation between head of local government and Secretary of local government in the promotion of Civil Servants lead into two pattern which are sub-ordination and coordination. Normatively, the position of Secretary is subordinate from Head of local government. Meanwhile, the pattern of coordination is a tiered pattern that puts Secretary as officials who provide recommendations of official candidate to Head of local government as the Trustees of the Local Employment Officer.Both of these relation creates superior position of Head of local government in the terms of promotion of civil servants. To create a proportional authority relation, it necessary pre-requisite form of commitment, orientation of human resources and the use of technology. On that basis, a mechanism must be created to limit the authority of the Head of local government by strengthening the system of merit-based technology.Keywords : position, authority, promotion of civil servants

This study aims to provide empirically the effect of the human resources quality, utilization of information technology, accounting internal control, and financial control on reliability and timeliness of financial reporting on Local Government of West Sumbawa. The sample of this study is 76 respondents that work as civil servants at finance departments of 38 units at Local Government of West Sumbawa which taken by purposive sampling. This study shows that human resources quality, internal control of accounting, and financial control have positive and significant effect on reliability of financial reporting. This study also reports that human resources quality, utilization of information technology, accounting internal control, and financial control do not have effect on timeliness of financial reporting. On those findings, this study implies that the agency theory is consistent with the efforts of Local Government of West Sumbawa in term to present reliable financial information. Otherwise, this study implies that the compliance theory is not applicable to Local Government of West Sumbawa as human resources quality, utilization of information technology, accounting internal control, and financial control are not as determinants of timeliness on their financial reporting.

: Education deals with enlightening people and developing human resources. The reasecher concluded that cultural background of students influences their learning attitude in the school. Therefore, the developing learning process of Natural Sciences insist student to elaborate principles of Natural Sciences without ignoring cultural valuesof local community. The policy of decentralization of Indonesian Government had authorized and legitimated local authorities to develop curriculum based on the local cultures. To do so, each local government through the officers of Education has to create a curiculum by involving some curriculum experts, instructures, natural sciences theachers, and the lectures of universities who adequately understand learning model of Natural Sciences.

ABSTRACT Objective – The study aims to formulate a policy direction (through a model) among Philippine level 3 local government hospitals based on the predictors of Quality Patient Care (QPC). The predictors are cost-effectiveness, utilization of materials, services by human resources, accessibility, leadership and management and ethical standards as independent variables in relation to the dependent variable which is QPC. Methodology/Technique – Survey questionnaires and interviews were conducted to patients, hospital directors, doctors, nurses, administrative and ancillary officers. The study used descriptive (mean and standard deviation) and inferential (ordinary least squares and multiple regression analysis) statistics. Findings – The study revealed that the utilization of materials has the most influence/effect on QPC wherein an increase in 1% of materials brought about an increase of 0.55 % in QPC. Likewise, accessibility brought about an increase in QPC by 0.42 %; and services rendered by human resources brought about an increase in QPC by 0.05 %. Novelty – This is the first study of Philippine Level 3 local government hospitals which aims to formulate a policy direction (through a model) based on the predictors of QPC. This can be used by the national and local governments in devising policies to improve healthcare, particularly in the hospital industry. <p><em>This research was conducted using descriptive method to analyze and interpret the condition or condition of shadow embroidery industry barung barung balantai so that policy can be taken. The result of this research is shadow embroidery artisans must maximize social media for promotion, improve good relationship with local government in the form of continuous cooperation in order to maximize the existing potential in the shadow embroidery, utilize existing skilled manpower to do the coaching on the craftsmen so that the amount increases to increase production capacity and there is cutting time in the work, cooperating with other industries that support shadow embroidery such as bags, shoes, etc. through local government, making a joint container or a kind of shadow embroidery union can be a cooperative institution, marketing institutions or other institutions, increasing skill of craftsmen in processing materials embroidery and skill from the owner in managing his group facing competition with other products, as well as increasing the use of technology in the design and development of motives.</em></p><p><em><br /></em></p><p>Penelitian ini dilakukan menggunakan metode deskriptif untuk menganalisis dan menginterprestasikan keadaan atau kondisi industri sulam bayangan barung barung balantai sehingga dapat diambil kebijakan. Hasil penelitian ini pengrajin sulam bayangan harus memaksimalkan media sosial untuk promosi, meningkatkan hubungan baik dengan pemerintah daerah berupa kerjasama yang kontinue guna memaksimalkan potensi yang ada pada sulam bayangan, memanfaatkan tenaga terampil yang ada untuk melakukan pembinaan pada pengrajin sehingga jumlahnya bertambah agar kapasitas produksi meningkat dan ada pemangkasan waktu dalam pengerjaan, menjalin kerjasama dengan industri lain yang mendukung sulam bayangan seperti tas, sepatu, dll melalui pemerintah daerah, membuat wadah bersama atau semacam persatuan sulam bayangan bisa berupa lembaga koperasi, lembaga pemasaran ataupun lembaga lainnya, meningkatkan skill pengrajin dalam mengolah bahan sulam dan skill dari pemilik dalam mengelola kelompoknya menghadapi persaingan dengan produk lain, serta meningkatkan penggunaan teknologi dalam desain dan pengembangan motif.</p><p><em><br /></em></p>

La formación de empleados públicos ha sido objeto de una atención marginal. El objeto de este estudio es analizar hasta qué punto la aprobación del EBEP y los instrumentos de innovación de la gestión de personas allí recogidos suponen realmente un cambio de paradigma en la manera de comprender la formación de empleados públicos. La política de formación de empleados públicos tiene un carácter transversal y tiene, asimismo, una naturaleza instrumental. El presente trabajo desarrolla un análisis integral de la formación en el marco del cambio de paradigma que representa el EBEP en la gestión de recursos humanos, poniendo en valor la importancia que la formación tiene para articular políticas selectivas, la carrera profesional o la evaluación del desempeño en el empleo público. Superar el actual «modelo agotado» de formación exige ver la misma como un deber o responsabilidad del empleado público. Enplegatu publikoen prestakuntza baztertu samar egon da. The civil servants¿ training has been subject of marginal attention. The aim of this study is to analyzse to what extent the passing of the Basic Statute for the Civil Servants and the instruments of innovation for the personal administration therein do really imply a change in the paradigm of understanding the civil servants¿ training. The policy on the civil servant¿s training has a transversal character and also an instrumental nature. This present work develops an integral study on the training within the framework of the change of paradigm which entails the EBEP for the management of human resources, by enhacing the importance training has in order to articulate selection policies, the professional career or the evalutaion of the performance of the public employment. Overcoming the current «outdated model» of training calls for considering it as a duty or responsibility by the civil servant.

This study aims to examine the features of the creation and operation of ecomuseums at wide-area and (metropolitan) local government levels and to analyze their improvements and limitations based on an analysis of a case study on the “Gyeonggi Bay Ecomuseum.” This study also reveals the necessity and direction for ecomuseums led by metropolitan local governments. It attempts to find ways to expand the Gyeonggi Bay Ecomuseum and apply lessons from this ecomuseum to other planned wide-area ecomuseums in South Korea. Overall, this study intends to derive the sustainability of wide-area ecomuseums, and their utility and potential as a means to revitalize the region.  The Gyeonggi Bay Ecomuseum is a meaningful case study as it was created in a wide area called the Gyeonggi Bay and was led by a metropolitan local government, along with the official claim as an ecomuseum; the museum creation project also progressed in a phased approach. However, there are issues such as organization problems of the ecomuseum and the absence of resident participation, integrated programs, and an archive center.  Therefore, this study presents measures to overcome these obstacles: the establishment of a core ecomuseum and an exhibition center, the development of joint programs, the continuous security of funds and human resources, and measures to generate economic benefits for residents. This study also suggests spatial/functional expansion from being the “Gyeonggi Bay Ecomuseum” to the “Gyeonggi Province Ecomuseum.”   Keywords: Ecomuseum, Wide-area unit, Lead of local governments, Gyeonggi Bay, Regional revitalization

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

The management of local asset is part of the regional financial management. Since the enactment of regulation of asset management area is expected to be a reference and strength of local government in managing its regional asset. To apply the system in accordance with Permendagri No.19 year 2016 supervision and coorperation required to carry out the process of recording asset at SKPD level as well as management of regional assets including BPK BMD Minahasa district. The purpose of this study is to find out how the application on the system of coaching, administration, and supervision of goods in the management of local assets in BPK BMD Minahasa whether in accordance with Permendagri No.19 year 2016. The method used in this research is descriptive qualitative analysis method. The results showed that the implementation management of local asset, especially the coaching, administration, and supervision of assets in BPK BMD Minahasa accordance with Permendagri No.19 yaers 2016. Not yet supported IT equipment that has not been compatible with that asset user and the lack of human resources becomes an obstacle asset management in BPK BMD Minahasa.Keywords: asset, coaching, administration, supervision
