The article discusses the issues of creating software and tools for managing the processes of training specialists in an intellectual educational environment. The complex of tools is being developed as part of a hyper-converged computing ecosystem to support open personalized learning technologies and is designed to customize and adaptively update educational programs and content, taking into account the requirements of federal standards and regional labor markets. At the first stage, the tools solve the problems of searching, collecting, consolidating and intelligent analysis of requirements for specialists extracted from open sources on the Internet, such as sections with employers’ vacancies on the websites of enterprises, recruitment agencies, labor exchanges, message boards, forums, chats, groups of social networks and messengers. At the next stage, the process of adaptive adjustment and synchronization of educational programs is implemented, taking into account the consolidated information and predicted data on the required competencies in the short and medium term in a given region. Setting up the educational process in an open information environment occurs during the evolutionary transition to a convergent learning model, continuous updating of educational programs and content, personalization of training trajectories. The convergent model determines the convergence of educational programs and content for different specialties in accordance with the digitalization processes of all spheres of human life, which is reflected in the requirements for competencies in professional and educational standards, as well as on the part of employers. The processes of actualization and personalization make it possible to increase the efficiency and quality of training specialists by reducing the risks of obtaining a low-quality and morally obsolete education. The architecture of the adaptive management system of the educational environment includes the following components: a) Learning Management System (LMS), b) Education Content Management System (ECMS), c) Learning Activity Management System (LAMS), d) tools for searching, collecting and analyzing employers’ requirements, e) cloud storage of educational content.

Introduction. When training specialists, both in integrated security and in other areas, an important element of training is an electronic information and educational environment. Ensuring reliable operation while data integrity is important task. The development of systems with a well-thought-out functionality to support the educational process and a set of measures to ensure information security can reduce the risks of reducing the quality of training specialists. Goals and objectives. Organization of the process of support for management and training of specialists in integrated security within the framework of the electronic information and educational environment. Ensuring monitoring of the learning process. Ensuring the continuous operation of the electronic environment of the educational institution to ensure the integrity of the process of educating complex security specialists. Methods. The research used scientific methods of analysis and synthesis, methods of mathematical statistics. Methods of structural and system analysis were used to design a model of an electronic information and educational environment. Results and its discussion. In accordance with the requirements of law and the requirements of a modern approach to the management of the educational process, a model of a fault-tolerant electronic information and educational environment for educating of specialists in integrated security has been developed and tested. In addition to the standard functions of supporting the educational process, which are defined in the law, the proposed approach to organizing an electronic learning environment allows monitoring indicators of the development of competencies. Conclusion. The main regulatory documents governing the functioning of the electronic information and educational environment of an educational institution for educating of specialists in integrated security are considered. Models of the implementation of the electronic environment are presented, which allow to provide support for the educational process and fault-tolerant functioning of the system. The data that was gotten about functioning of electronic systems under conditions of increased load makes it possible to design the software and hardware in more detail. Актуальность статьи обусловлена возрастанием напряженности и конфликтогености образовательной среды в сфере современного высшего образования. Цель статьи заключается в определении факторов, повышающих уровень конфликтогенности в высшем образовании, обусловленных ролями и интересами субъектов образовательной среды и образовательного процесса в высшей школе. Авторами классифицированы группы факторов, выявлены причины их активизации, влияние колебаний психологической напряженности на отношения между субъектами образовательной среды, возможности регулирования их негативного воздействия на процесс обучения. Раскрыта сущность их возникновения, заключающаяся в расхождении интересов и ожиданий субъектов. Показана значимость регулирования факторов конфликтогенности для эффективного, комфортного и бесконфликтного функционирования образовательной среды. Статья предназначена для работников системы образования, руководителей образовательных организаций, преподавателей, исследователей. The relevance of the article is due to the increasing tension and conflict potential of the educational environment in the field of modern higher education. The purpose of the article is to determine the factors that increase the level of conflictogenity in higher education, conditioned by the roles and interests of the subjects of the educational environment and the educational process in higher education. The authors classified groups of factors, identified the reasons for their activation, the influence of fluctuations in psychological tension on the relationship between the subjects of the educational environment, the possibility of regulating their negative impact on the learning process. The essence of their origin is revealed, which consists in the divergence of interests and expectations of subjects. The importance of regulating factors of conflictogenity for the effective, comfortable and conflict-free functioning of the educational environment is shown. The article is intended for employees of the education system, heads of educational organizations, teachers, researchers.

The article describes the results of the study of information needs of students in the formation of the electronic educational environment of the Kazan State Institute of Culture.  The study aims to solve the following problems: identify and evaluate the attitude of students to the use of new information technologies in the educational process; define the range of sources of information used by students; to evaluate the degree and effectiveness of using various elements of the electronic educational environment of the institute. The methodological base of the study was a systematic approach as a direction of the methodology of scientific knowledge, which is based on the consideration of the object of study as a system. This study uses empirical research methods, in particular survey and comparison methods, as well as analysis of publications and regulatory documents. Studying the information needs of students to optimize their information support system, intensify their activities in mastering the basic educational program and improve the quality of training of future specialists.

The introduction of gender approaches in the educational process requires the integration of specially designed courses, subjects, disciplines for the study of gender issues. The purpose of the article is to form guidelines for the implementation of the principles of gender equality in the educational process of training for the security and defense sector. The methodology includes the following main components: 1. Identification of gender stereotypes in the educational institution; 2. Expansion of the curriculum and creation of new gender courses based on the methodology of teaching gender issues and integration of elements into different courses; 3. Development of a network of gender advisers for the methodological and scientific direction of the policy of equal rights and opportunities for women and; 4. Development of competence of all subjects of educational environment (expert, methodical and social).

Currently, digitalization is rapidly encompassing all spheres of society, including education. This process received particular relevance and a powerful impetus to development in connection with the pandemic in 2020. The educational process has undergone dramatic changes, which has given rise to many problems associated with the insufficient development of the principles of digital didactics, with the unwillingness of universities to provide the necessary conditions for mass online education. The study aims to determine the set of conditions that form the basis of effective and comfortable learning in the modern digital educational environment, to determine the directions for the development of new professional competencies of the teacher. The team of authors considers the readiness of the material and digital infrastructure of the university, as well as the readiness of teachers and students to carry out their functions in the digital environment, to be the main prerequisites for organizing a comfortable and effective education in digital format. The paper discusses the prospects for the development of a multi-tier infrastructure of digital education, the problems that arise among the main actors of educational relations (teachers and students), the direction of the choice of teaching methods, and the organization of classes, taking into account the peculiarities of the distance learning process. The study used methods of comparative analysis, generalization, synthesis. The result and novelty of the research are expressed in the development of a set of necessary conditions for effective and comfortable interaction of participants in the educational process in the context of mass online learning. The results of the work can be used to organize professional development courses and retraining programs for teachers in the field of designing online courses, developing tools for a digital educational environment.

The article is devoted to control and feedback in foreign language teaching in a technogenic environment. The educational process is transformed in terms of the implementation and active use of digital technologies. ICT-rich environment provides new models of interaction between the teacher, students and digital tools. It also enriches the diversity of tasks and expands the range of possible forms of control and feedback. According to the authors, automated evaluation takes place both in out-of-classroom activities and directly in the classroom using Bring Your Own Device technology (BYOD). Automated control contributes to the intensity of the educational process. It provides all the participants with an opportunity to choose a convenient mode of work and get instant feedback, thereby allowing self-assessment and self-reflection of their own actions. When teaching foreign languages, special attention should be paid to chatbot technology. Chatbots imitate human actions and are able to perform standard repetitive tasks. The growing popularity of bots is explained by a wide range of usage spheres and the ability to integrate chatbots into social networks and mobile technologies. In the technogenic educational environment, ICT can be the basis for interaction, co-editing and peer assessment in collaborative projects. In this case, students receive feedback not only from the teacher, but also from other students, which increases the motivation for independent learning. Thus, automated control, self-assessment and peer assessment can both identify problem areas for each student and design an individual learning path, which increases the effectiveness of learning a foreign language.

The article describes experience of creating and implementing information-managing educational environment at university. The model of creating information-managing educational environment of university with elements of artificial intelligence and indicative management is described. This environment contributes to improve quality of training and management of educational processes and resources. The stages of creating and implementing information-managing educational environment are considered systemically, as continuous process focused on a consumer. The inhibitory and facilitating conditions for introduction of the model at university are described. To provide subject-oriented approach to the use of information resources of environment, recommended clusters of information subsystems for each category of users are described.Practically implemented scientific and methodological recommendations for subjects of educational process to overcome resistance to innovations introduced in educational organizations are proposed.Features of adaptation of the developed information-managing educational environment for schools are presented.

In the article prepared in connection with the discussion on the use of the Marxist political economy heritage and the revival of a special seminar on Marx’s “Capital”, the author shows the dialectic of the relationship between the content and the transformed forms of the modern capitalist system; the potential of “Capital” to understand the content of the modern economy, and the potential of economics to understand its forms. On this basis, the author shows which questions of our time are answered by Marxist methodology and theory, and which are not, and concludes that Marxist political economy has significant methodological potential to become an important component of the scientific and educational process in current conditions.
