The introduction of gender approaches in the educational process requires the integration of specially designed courses, subjects, disciplines for the study of gender issues. The purpose of the article is to form guidelines for the implementation of the principles of gender equality in the educational process of training for the security and defense sector. The methodology includes the following main components: 1. Identification of gender stereotypes in the educational institution; 2. Expansion of the curriculum and creation of new gender courses based on the methodology of teaching gender issues and integration of elements into different courses; 3. Development of a network of gender advisers for the methodological and scientific direction of the policy of equal rights and opportunities for women and; 4. Development of competence of all subjects of educational environment (expert, methodical and social).

Introduction. When training specialists, both in integrated security and in other areas, an important element of training is an electronic information and educational environment. Ensuring reliable operation while data integrity is important task. The development of systems with a well-thought-out functionality to support the educational process and a set of measures to ensure information security can reduce the risks of reducing the quality of training specialists. Goals and objectives. Organization of the process of support for management and training of specialists in integrated security within the framework of the electronic information and educational environment. Ensuring monitoring of the learning process. Ensuring the continuous operation of the electronic environment of the educational institution to ensure the integrity of the process of educating complex security specialists. Methods. The research used scientific methods of analysis and synthesis, methods of mathematical statistics. Methods of structural and system analysis were used to design a model of an electronic information and educational environment. Results and its discussion. In accordance with the requirements of law and the requirements of a modern approach to the management of the educational process, a model of a fault-tolerant electronic information and educational environment for educating of specialists in integrated security has been developed and tested. In addition to the standard functions of supporting the educational process, which are defined in the law, the proposed approach to organizing an electronic learning environment allows monitoring indicators of the development of competencies. Conclusion. The main regulatory documents governing the functioning of the electronic information and educational environment of an educational institution for educating of specialists in integrated security are considered. Models of the implementation of the electronic environment are presented, which allow to provide support for the educational process and fault-tolerant functioning of the system. The data that was gotten about functioning of electronic systems under conditions of increased load makes it possible to design the software and hardware in more detail. Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The factors of the educational environment that have a depriving effect on participants in the educational process of both sexes in the form of unequal treatment, harassment, restrictions, exclusions or preferences, hidden or overt discrimination, any manifestations of gender-based violence have been analyzed in the article. At the macrosocial level the subject of analysis of gender deprivation in education is gender perceptions as a reflection of the state gender policy in general and the educational level in particular has been revealed. At the level of intergroup interaction there are gender stereotypes, at the level of interpersonal relations there are gender guidelines, at the intraindividual level there is a gender identity. Gender relations of participants in the educational process are considered as real practices and models of intersex interaction, determined by gender perceptions, prejudices, stereotypes, social rules, which are reflected in the minds of subjects. Gender bias is analyzed as social rules with negative and distorted content, as a prejudised opinion towards the representatives of one or another sex, which reflects the common norms of gender-specific behavior. Three components in the structure of gender bias: cognitive which is unreasonably biased, irrational thoughts about men/women in general or about their ability to be successful in some areas or unsuccessful in others; affective which means rejection, humiliation, underestimation, negative feelings towards members of one or another sex; behavioral which is connected with destructive, negative behavior towards them have been distinguished. The need to study the gender deprivation in education from the standpoint of different psychological approaches in the context of a comprehensive analysis of deprivation conditions, deprivation factors, the consequences of being brought up or living temporarily in such conditions and ways of their resocialization and integration into society in the process of socio-psychological support has been emphasized. The importance of systematic monitoring and finding diagnostic indicators of gender deprivation in the education system in order to prevent the deprivation of subjects of the educational process and create a gender-sensitive educational environment has been established.

The article deals with the problems of the organization of the educational environment of higher educational institutions. The purpose of the article is to determine cloud computing as the most effective means of forming a unified educational environment of the university, providing a reliable organization of the educational process in the field of providing educational services in the “one window” mode in various social, political and economic conditions. Based on the analysis of modern platforms for organizing the educational environment and based on current trends in the IT market, Cloud Computing is currently one of the most promising areas. The article defines the essence of cloud computing, which is to provide hosting users with remote access to services, computing resources and applications over the Internet. Examples of the use of cloud technologies in the public sector and education are given. The main types of services provided by the Russian cloud services market (Saas and Iaas) are described. The implementation of the” National Cloud Platform O7″, developed by Rostelecom, is discussed in more detail. The advantages of organizing the educational environment with the help of cloud technologies are considered. Stand out. characteristic features of the Cloud Computing concept, various types of clouds are considered, their advantages and disadvantages. The organization of a unified educational environment of a higher educational institution through cloud computing is a promising direction that allows achieving high technological efficiency: while reducing the cost of purchasing special software and hardware, the quality and efficiency of the educational process in the conditions of digitalization of the economy significantly improves, and it also becomes possible to provide educational services in the “one window” mode, which is a priority of the Government of the Russian Federation.

Adult education can play a fundamental role in changing existing gender hierarchies, break-ing down gender stereotypes, and promoting gender equality. Teachers can be important agents of change, but they not only have to be aware of their behaviours, attitudes, and views, they also have to be able to understand the specific needs and interests of learners, to use gen-der-based methods, and to implement practices free of gender stereotypes. In order to do this, adequate education and training are needed, but both in Italy and Nigeria, gender issues are not part of the education and training curriculum, and much remains to be done for raising awareness of this issue.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The aim of the research was to analyze the stylistic tonality of the texts of mass media devoted to gender issues at the turn of the 20th and 21st centuries. The article reveals the results of the research, which testify to the peculiarities of images of men and women in Russian mass media, and the data obtained during the analysis of journalistic texts published between 1990 and 2010 became indicators of the sample of the material. Some existing and emerging gender stereotypes are being established, namely cultural and socially conditioned ideas, opinions on the qualities, attributes and norms of behavior of men and women issued in journalistic texts. The linguistic means of expressing gender stereotypes in the mass media are analyzed. The article analyzes the linguistic tools used in the mass media to evaluate men and women. An attempt is made to compare the linguistic means used in the formation of images of women in the men's magazines. The research methodology is based on understanding the mass media mission as an effective means of forming public opinion; depending on the tasks to be solved, a set of methods used: synchronous-descriptive, synchronous-comparative, content-analysis. The method of textual and discursive analysis with the use of cognitive-pragmatic methodology and functional-stylistic analysis of the text are also used. Today it is the media that become a special agent of gender socialization, actively promoting gender stereotypes formed in society, exploiting them endlessly, often with their modification, which also contributes to the creation of new stereotypes. For modern mass media research, it is becoming increasingly important to take into account concepts, stereotypes as the basis for creating ideology in the modern media space. The latter ones presuppose a targeted influence on the recipient's consciousness from the addressee's side with the help of a pre-defined idea that has a generalized character that orient mass consciousness in the given direction through stereotyped nominations. The conclusions, which were made with the help of this research, are reduced to the statement of the tendentiousness of presenting gender issues in modern Russian mass media. The publications are mainly conducted in a key, far from respectful for both men and women. Moreover, in the mass media, stereotypes of men and women that do not correspond to the true state of affairs in Russia and are not capable of creating tolerant relations between the sexes that are not capable of asserting the idea of equal rights and equal responsibility to the society of all Russian citizens outside the public are exploited, generated and replicated in the mass media depending on their gender. A well-thought-out media policy in covering gender issues is needed, aimed at the formation of healthy humane relations in the society.

The article analyzes the implementation of the author's mentoring project by Khrystyna Boychuk #ТІЩОЗМОГЛИ within the strategic communications of National Academy of the National Guard of Ukraine. The project aims to maintain the image of the National Guard of Ukraine by building leadership potential and gender awareness among young men and women who plan to link their future with service in the security and defense sector of Ukraine. The aim of the study was to identify the features of the development of leadership potential and gender awareness in the process of implementing a mentoring set. The #ТІЩОЗМОГЛИ project is a mentoring platform designed to educate modern leaders. The project aims to develop leadership potential in students, including students with enhanced military and physical training, by providing them with basic tools to combat gender and other types of discrimination and skills that will help in the future to adequately respond to social challenges related to gender stereotypes. The first implementation of the project #ТІЩОЗМОГЛИ was carried out on the basis of National Academy of the National Guard of Ukraine, where a training program was conducted based on the main module on gender equality and 2 training modules - legal and leadership, which previously integrated the principles of gender equality. The aim was to demonstrate the possibilities of non-formal education with an integrated aspect of gender equality, as well as inclusiveness and tolerance. The second implementation of the #ТІЩОЗМОГЛИ project envisaged an increase in the target audience and took place on the basis of educational institutions with enhanced military and physical training in Kharkiv in five stages: acquaintance with the program, gender aspects of military service, legal course, leadership course and public speaking course. The results of these courses were evaluated using a survey conducted at the beginning of the training modules and after their completion. These surveys showed how much the participants' knowledge of gender issues has increased. An important result of the training modules, as the survey showed, was that the project drew students' attention to the importance of developing leadership potential and the ability to consciously approach the formulation of goals and make choices for future self-realization. As the information support of the project is an important component of the strategic communications of the National Academy of the National Guard of Ukraine, information about the implementation of the #ТІЩОЗМОГЛИ project was disseminated on various Internet resources. The approbation of the project #ТІЩОЗМОГЛИ as a direction of the strategic communications of National Academy of the National Guard of Ukraine showed the relevance of the topic and the interest of the target audience. The mentoring project resulted in the development of participants' leadership potential, raising awareness of gender issues, overcoming gender stereotypes and establishing harmonious communication between girls and boys, based on respect, non-discrimination, equality and mutual understanding.

Academia is one of the main hubs for promoting gender equality and non-discrimination, yet very few programs in Romania actively tackle the topic. An assessment of students’ perceptions is thus necessary in order to identify the level of awareness around gender issues and potential barriers hindering an inclusive academic environment. The present exploratory study aims to fill this gap by providing information on four dimensions of gender equality: attitudes towards gender equality, prevalence of gender stereotypes, gender-based violence and sexual harassment, and gender-based discrimination. The questionnaire was applied online and offline between October 2018 and March 2019 to 275 students enrolled in Bachelor, Master and Doctoral studies at BabeșBolyai University, Cluj-Napoca. The study found that students had a rather high awareness about gender issues in general and held favorable views towards gender equality and its enforcement. However, female students were more prone to stereotype, claiming more traits for themselves, and were more likely than their male counterparts to experience sexual harassment and discrimination regarding professional promotion. A series of implications for practitioners and recommendations are also discussed.

The article concerns the history of creation and activities of the Odessa Higher International Institute (1916-1920) as the first private special diplomatic educational institution in the world. The author briefly describes the history of the first such universities in the world, presents a comparative analysis of the Institute’s statutes in 1916 and 1918, considers the process of organization of the Institute and the main components of its activity (teaching staff, formation of educational process). The paper examines the students composition, the process of their rights evolution in the system of the Russian Empire / Ukrainian State higher education, the transformation of a higher education institution against a backdrop of reorganization of the Odessa Higher School in 1919–1920.
