The purpose of this article is to introduce into the scientific circulation the results of the research work started in 2019 by the Russian State Library (RSL) with the aim to identify, analyze and characterize processes of digitalization of public libraries of the Russian Federation as well as to make the forecast of their further development. In the course of the research, there was done the analysis of normative documents, publications in the professional press and on the sites of Russian and foreign journals, other net actors, accumulating and testing scientific information about digitalization of librarianship; examination of libraries’ sites as points of access to distant library services.The summarization of the significant empirical base made it possible to identify and characterize the main trends in the process of digitalization of public libraries, as well as to conduct a comparative analysis of international and domestic experience in the introduction of digital technologies into library practice.During the first two stages of this scientific project, there was defined the concept of “library digitalization”, studied the content of the process of library digitalization, identified the main avenues and analyzed forms and areas of application of new information technologies in library practice.The results of the research have indicated that digitalization affects the development of all the main areas of library activities. The introduction of digital technologies leads to significant changes in the forms and methods of library work and library communications.There have been identified several main vectors of library digitalization development: digitization of library collections and creation of digital resources; development of the remote user services via the Internet, robotization of library processes and implementation of mobile communication technologies, augmented reality and radio frequency identification. The objectives of the introduction of digital technologies into library practice have been formulated as follows: liberation of library specialists from routine library work for to perform processes that require intellectual and creative abilities. The results of this research have important theoretical and practical significance.

The article is devoted to the modern period of research activity of the Russian State Library ‒ one of the Russian Federation’s national libraries, which, in accordance with the current legislation, are research institutions in library science, bibliography and book studies, and methodological, scientific-information and cultural centers of federal importance, participating in development and implementation of the federal policy in the field of librarianship. The article presents the main directions and subjects of the RSL’s research work in 2015–2018. In addition to traditional areas (the history, theory and practice of librarianship, the disclosure of collections, and the study of monuments of book culture), there have also been developed some research projects aimed at solving current issues of library development in the digital environment (the formation and organization of access to electronic information resources, the creation of digital services, etc.). The article demonstrates major publications of the RSL employees, representing the research results (monographs and articles, catalogues, bibliographic indexes, manuals and reference books). The article analyzes the innovations in organizing scientific activities and the achieved results (including scientometric characteristics), which confirm the status of the Russian State Library as a leading research center in the field of library science, bibliography and book studies.

Addresses the issues of the actual state of bibliographic activities in the field of culture and the arts. The author analyses the ongoing evolution of attitudes and norms concerned with scientific information, research activities in general, and higher education in the humanities. The history of publishing current bibliographies on culture and the arts at the Russian State Library is shortly traced and it is argued that the access to information and knowledge is provided not only by online services and digital technologies in general but also by the systemised representation of information flows and content­related search supported by the current bibliography.

The article considers the main prerequisites for the creation of the online bibliographic resource based on the unique collection of foreign publications in Russian collected by the experts of the Russian State Library (RSL).Specialists of the Research Scientific Department of Bibliography have been working since 2001 to create the local database (DB) of books published abroad in Russian. In 2017, on the basis of DB, there was developed the new web resource, from 2018 placed on the website of Rosinformkultura of RSL in open access.The purpose of the research work is to study the distribution of new web resource service and the completeness of information-library services to users. The article for the first time covers the technological capabilities of the resource and its service component. The author analyses the statistical data of access and use of the resource and reveals the key regions on access among the eight regions of the Russian Federation. The article presents classification of queries among the main search fields most actively used when working with the DB. The author considers the specific features of information search in various data areas, including — personalia, title, keywords, geographical names, publishers, and presents distribution of materials in DB by 16 thematic areas, the largest of which are publications of fiction works. There are given the examples of search queries. Data collection is carried out in automated way using the log files of resource accesses.The article emphasizes that for the first time the users are provided with online access to previously inaccessible information about sources devoted to the Russian emigration, life and creative heritage of scientific intelligentsia reflected in printed publications. The author concludes that information service of web resource has several advantages compared to traditional library-information services: the ability to remotely access the resource, no time limit work with it, not necessarily a personal visit to the library, cover of a wider range of users, raise of social status and image of the library. The results of study confirm the demand for new web resource of RSL among users.

December 16, 2018 marked the 100th anniversary of the formation of the Reference Bureau within the Library of the State Rumyantsev Museum. This date is quite rightly considered the birthday of the specialized bibliographic service of the Russian State Library (RSL). Practically from the first years, the specialized bibliographic division of the Library was considered as a complex unit integrating bibliographic service and compiling activity with the considerable elements of scientific-methodical, organizational-coordinating and even scientific-research work in the field of bibliography. Despite the repeated internal restructuring and renaming of division, this approach has continued for many decades. In 1926, the Reference Bureau joined the “super complex” of Scientific-bibliographic Department, which became the basis for more specialized bibliographic divisions, created there beginning with mid-1940s. Over the following years, the bibliographic service of the RSL has undergone numerous structural transformations (mergers and demergers) and has repeatedly changed its name. Analyzing the historical experience, we can distinguish three cross-cutting directions of bibliographic activities of the Library, conventionally designated as reference-, scientific- and recommendatory-bibliographic. To the 100th anniversary the Scientific Research Department of Bibliography of the RSL prepared the Retrospective Index “Bibliographic activities of the Russian State Library (1918—2018)”, reflecting the literature on bibliographic activities of the RSL and its publications on the problems of bibliographic science and practice.

Dissertation is considered to be an unpublished document, and it is to satisfy the certain demands. It is to report on the essence of the researched theme and on the scientific results achieved by the researcher, it should also contain all the necessary arguments in their support. The work is to be performed by its authors themselves. The Russian State Library is a unique repository of authentic dissertation theses defended in the country from 1944 on. In order to keep them safe and to provide a widest access to knowledge, Digital Dissertation Library of the Russian State Library was designed on the basis of modern information technologies.

Legal deposit (LD) system, which remains to be the main source of formation of the national library-information stock of documents of the Russian Federation, needs further development and improvement. The purpose of this article is to identify the main problems faced by the modern system of LD in the segment of Federal legal deposit copy of printed publications and to consider various solutions. One of the main problems is incomplete delivery (or non-delivery) by manufacturers of the documents of printed publications issued by them, especially in electronic form, although this is required by the current version of the Federal law “On Legal Deposit copy of documents”. Instead of 16 copies, set by the Law, many publishers deliver to the Russian Book Chamber (RBC, ITAR-TASS branch) a smaller number of them, up to one copy. Situation with the delivery of publications produced in small runs is particularly alarming, as well as there are certain difficulties with the delivery of periodicals, including newspapers.General provisions of the Law “On Legal Deposit copy of documents” also apply to the copies of printed publications in electronic form. Their inclusion in the LD has led to significant changes for both document producers and LD recipient organizations. In 2017, only 518 of 5775 Russian publishers sent to the RBC the LD copies of printed publications in electronic form. The total number of electronic copies sent amounted to 24.5 thousand (about 21% of all publications issued in the country in traditional printed form).There are different ways to solve the arisen problems. The libraries-recipient constantly put the question on the need to strengthen the responsibility of manufacturers of documents for the incomplete or undelivered LD. Currently, the Russian State Library (RSL) has developed and published the “Declaration of the RSL on the work with Legal Deposit copy of the printed publication in electronic form”, which explains the most important principles of work with LD of the RSL as the operator of the National Electronic Library. The article considers a number of proposals on improvement of the LD system, in particular, of the RBC, the Library of the Russian Academy of Sciences, the Fundamental Library of the Institute of Scientific Information on Social Sciences. The author concludes that it is necessary to take effective measures to ensure the complete and timely delivery of documents from their manufacturers and stepwise inclusion in the LD of new documents that exist only in the electronic form.

The article is devoted to the application of digital educational technologies in pedagogical research, in particular, the study of the possibilities of modern digital technologies, the description of the feasibility of their application and directions of development and use. The use of digital technologies in research activities is carried out through various forms of elearning. Various information technologies are used in organizing and conducting research using digital educational technologies. The intensive development of digitalization in all spheres of society will raise the organization and quality, of research work in the field of pedagogy to a new level. The use of digital technologies as a means of educational activity is a research and most important task of pedagogical situations. The study of this issue is caused by the need to identify the conditions that most affect the implementation of its target areas.

For large public libraries, the development of digital technologies poses challenges that have yet to be fully explored. While library sector rhetoric rightly imagines that digital technologies bring change to all aspects of library operations, it is not enough to focus on the technologies. Using the State Library of Victoria in Australia as a case example, this paper identifies two key challenges for large public libraries in the new millennium. The first is to obtain a thorough understanding of the nature of the environment in which they operate; in particular, an understanding of the ways in which both the ecology and economy of information are changing. The second challenge is for libraries to develop a policy framework that clarifies institutional goals and brings coherence to diverse and sometimes conflicting policy demands in rapidly changing technological and service settings.

The formation of a customs administration framework based on the digital economy in the Eurasian Economic Union (EAEU) requires the application of fundamentally new technologies. The successful implementation of digital technologies in the information space of the EAEU presupposes the solution of a number of problems associated with the ensuring the implementation of the concept of sustainable development of the EEU member states in the new economic reality and transition to a new paradigm of customs administration based on the digitalization of the processes of regulation of foreign economic activity. Based on this paradigm, we set the following tasks: to identify trends and substantiate the need for digitalization of the customs administration mechanism in the Eurasian Economic Union based on the use of new technologies; to reveal the meaningful features of digital technologies that are promising for the development of the mechanism of customs administration of the EAEU; consider the applied aspects of the latest information technologies used in the course of EAEU customs administration system digitalization; and assess the prospects for their use, analyze the prospects of organizational, legal and managerial support of this process in the EAEU at the supranational and national levels. The article concludes that within the framework of the digital transformation of the EAEU, new opportunities are opening up for the customs regulation framework, based on the introduction of technologies for analyzing large amounts of data, immersive technologies, blockchain, the use of innovative methods for obtaining and processing customs information (satellite tracking, radio frequency identification), and the introduction of artificial intelligence technologies in customs control processes.
