<em>The issue of the article is "What are the implications of village institutional governance for village governance institutional governance?". The legis ratio of Law Number 6 of 2014 states in Article 18 B paragraph (2) of the 1945 Constitution of the Republic of Indonesia, while the subject matters prescribed includes two main material types of different villages. This study uses a normative legal research method with a prescriptive conceptual approach and statute approach. The theoretical basis used is the rule of law, the theory of legislation, the concept of local government,;the concept of authority, and the concept of M-P-F-A-A-C. The results showed that the village government regulated by Law Number 6 of 2014 is not an autonomous village but an independent village, not a customary law community unit and not a formal government. While the implications for governance in the Meaning aspect, happened to shift in the meaning of village government institutions from time to time; in the Positioning, the institutional status of village government as state-corporatism is a deviation in the administrative logic of local government; in the Functioning, the imposition of technocratic local government institutional function work is unrealistic to the institutional function of a self-governing community; in the Authorizing, authority over the principle of Recognition and Subsidiarity that is apparent from the government is outside the principle of decentralization; in the Actuating, the work apparatus of the village is not solid yet, showing poor regulation which also technocratic in Government Regulation Number 43 of 2014 Jo. Government Regulation Number 47 of 2015; in the Controlling, construction of checks &amp; balances carried out by Village Council (BPD) are still ineffective due to weak apparatus competence and low community participation in the policy making process. In conclusion, Law Number 6 of 2014 has a 'contra-productive' implication for village governance institutional governance, therefore Law Number 6 of 2014 needs to be reformulated</em>

Abstrak: Pemerintah Desa yang ada sekarang ini adalah Pemerintahan Desa yang sesuai dengan jiwa UUD Negara RJ 1945 yang selanjutnya disingkat (UUDNRI Tahun 1945) yaitu memperhatikan dan menghormati hak asal usul yang bersifat istimewa. Oleh karenanya mempunyai keharusan bahwa dalam melaksanakan pembangunan disegala bidang guna memcapai hasil yang optimal, mau tidak mau harus mengikutsertakan masyarakatyang ada di desa, pemerintah desa sebagai penyelenggara pemerintahan terendah yang langsung berhadapan dengan masyarakat sebagai pelaksana pembangunan agar semakin mampu menggerakkan masyarakat untuk berpartisipasi dalam pembangunan.Metode yang digunakan dalam penelitian ini adalah penelitian empiris dengan metode pendekatan perundang-undangan (StatuteApproach), pendekatan konseptual (ConceptualApproach) dan pendekatan lapangan. Rule of Law village Badran Sari and Nuts Rejo in the system of hierarchy legislation of village regulations is no longer mentioned explicitly as a type of legislation. That is, the position of village rule is considered only as a further description of the higher legislation, but there is no local government to give village empowerment. The process of establishing a village regulation covering the implementation of the village regulation Program Badran Sari and Nuts Rejo in central Lampung District, Badran Sari Village is already in accordance with the Village Regulation reference Number 6 year 2014 about the village and the role of village head and the village consultative agency while Natan Rejo village has not applied the village regulation and regulations in accordance with Law No. 6 of 2014 but it is appropriate as the absolute rule of the village head without any discussion and consultation with the community in advance. Constraints faced in the establishment of regulations village Badran Sari and Nuts Rejo in central Lampung regency. In the village of Badran Sari that they are experiencing obstacles that relate to the reason of the retribution in the village government, while the village of Nuts Rejo Kecamtan Elephant City is the quality of the performance of villages and BPD is less maximal, lack of socialization of village government to the community, and the performance capabilities of village governance.

AbstractThe writing entitled Institutional Status of the Situbondo District Government Radio, Suara Rengganis will discuss and discuss the first is the institutional status and the Government Radio of the Situbondo Regency Suara Rengganis until now seen from the applicable laws and regulations and the second discussion discusses the provisions regarding the institutional status of Broadcasting Institutions. Local Public (LPPL) Region based on Government Regulation which talks about the Implementation of the Broadcasting of a Public Broadcasting Institution. So that in this paper the researcher will use the normative juridical research method with the Legislative, Case and Conceptual approach. The comparative approach. Considering that local public broadcasting institutions do not yet exist in Situbondo Regency, the local government urgently needs to establish a local public broadcasting institution station to accelerate and contribute information. Mengingat lembaga penyiaran publik lokal belum ada di Kabupaten Situbondo, pemerintah daerah setempat sangat perlu untuk mendirikan satu stasiun lembaga penyiaran publik lokal guna mempercepat dan memberikan kontribusi informasi.Penelitian ini diharapkan dapat menjadi penelitian yang komprehensif terkait dengan status kelembagaa Lembaga Penyiaran Publik Lokal dan berguna bagi Pemerintah Daerah Kabupaten Situbondo dan tentunya bagi peneliti maka penelitian ini bisa memberikan sumbangsih pemikiran bagi akademik dan tentunya tata administratif tentang LPPL dengan lebih baik.

This study aims to determine and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government, and obtain data on the factors that influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government in Mattirowalie Village, Majauleng District, Wajo Regency. The research method uses data collection techniques through, observation, interviews, and documentation. The data obtained from the research results are processed using qualitative analysis to find out and obtain data regarding the implementation of the main tasks and functions of the Village Consultative Body in the administration of government and obtain data on what factors influence the implementation of the main tasks and functions of the Village Consultative Body in the administration of government. The results of this study indicate that the implementation of the main tasks of the BPD in the administration of government has not been fully carried out optimally because only three main tasks are carried out namely accommodating and channelling the aspirations of the community, forming a village head election committee and the process of discussion and stipulation of village regulations together with the village head, out of six the main tasks that have been determined by the Government Regulation on Villages. The factors that influence the implementation of the main tasks and supervisory functions are influenced by two factors, namely the driving factor which includes community support or participation, and a good cooperative relationship between the Village Consultative Body and the Village Government. Whereas the second factor is the inhibiting factor which includes the lack of benefits provided to the members involved, facilities and infrastructure, lack of Human Resources to fill membership and the existence of a society that is either pro or contra to each decision made. Abstract: Penelitian ini bertujuan untuk mengetahui dan memperoleh data mengenai pelakanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan, dan memperoleh data mengenai faktor-faktor yang mempengaruhi pelaksanaan tugas pokok dan fungsi Badan Permusyawaratan Desa dalam penyelenggaraan pemerintahan di Desa Mattirowalie Kecamatan Majauleng  Kabupaten Wajo. Metode penelitian menggunakan teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. This study aims to analyze and find out the procedures for preparing accountability reports in Kebondalem Prambanan Village associated with Minister of Home Affairs Regulation No. 113 of 2014. This study discusses accounting policies, the budgeting process, and budget execution. This paper is based on descriptive research that explains the accounting behavior of village public sector in Central Java. The scope of village entity financial transactions is relatively smaller than the local government, but includes all accounts contained in the local government. The results of this study conclude that the accounting policy adopted by the village government of Kebondalem Kidul has been in accordance with the existing government order. In addition, the existence of a village-based accounting information system, such as Siskeudes, shows that the village government of Kebondalem Kidul has taken seriously the presentation and preparation of its accountability reports so far. The posts in the APBDes Realization Report are also in accordance with Permendagri No. 113 of 2014 and the allocation of Village expenditure is in accordance with Government Regulation No. 43 of 2014.

Village secretary assumed as a strategic occupation in the village government because the function as a proxy lead village. At the moment, Law No. 32 Year 2004 concerning Local Government have made arrangement  this occupation status, which initially village secretary is not a public servant and now because some reasons will fill by Public Servant. How the policy of admission filling of this occupation? This article aimed to describe the less clarity of the scope of the regulatory legislation meant in article 26 paragraph (2) item o of Law no. 6 of 2014 about village that is interpreted to the village head’ role as the adjudication committee of land registration who is authorized to collect and organize physical and juridical data of land parcels in his area as it is listed on the government Regulation no. 24 of 1997 about Land Registration, regulation of Minister of Agrarian and Spatial Planning/ Head of National Land Agency of Republic of Indonesia no. 6 of 2018 about Complete systematic land registration. In addition, this article aimed to describe the ideal construction of village government in organizing land registration. The current study was classified as an empirical study with a descriptive qualitative approach. This study takes Pablegan Village Head Office of Matesih District of Karanganyar Regency and The Agrarian and Spatial Planning Office/ National Land Agency (ATR/BPN) of Karanganyar Regency as the location of the study. This study found that in the substance of article 26 paragraph (2) item o of Law no. 6 of 2014 about village, there is a phrase that makes the scope of its regulatory legislation less clear so that an ideal construction of village government in organizing land registration is needed to make the scope of article 26 paragraph (2) item o of Law no. 6 of 2014 about village clear and reflect legal certainty.

Village independence is a central issue that is of concern to the government at this time. Village funds provided by the central and regional governments are a way to realize development starting at the village level. The assumption is that when the village is economically, socially, and politically independent, it will support the strength of the state. However, village funds must also be appropriately managed so that village development can be maximized. Good management is an absolute focus to make it happen. Pecatu Village as one of the villages that receive village funds must also make good arrangements to create an independent Pecatu Village, one of which is through village financial management towards an independent village. This study aims to see how the implementation of good village governance through good village financial management is to create an independent village. This study uses a qualitative approach to seeing and analyzing the phenomena and events that occur in the village of Pecatu. The informants in this study were the Head of Pecatu Village, the Head of Government Affairs, the Head of Financial Affairs, and the people of Pecatu Village. The results of this study indicate that Pecatu Village has implemented the principles of good village governance in village financial management to create village independence. One of the efforts to create an independent village is through optimizing the role of village-owned enterprises that help improve the community's economy and village income.

In the year of 2013, Lumajang Regency carries out 159 village chief election (Pilkades). There are 4 disputes of Pilkades, and all about voice counting result of Pilkades. Local Regulation No. 24 year 2006 and Local Regulation No. 6 year 2012 do not state any matter of dispute in village headman election and mechanism of solution, but Local Government Regulation determines Watchdog Committee in the level of sub-district and Team of Village Governance Issues Completion in the level of District. Watchdog committee conducts supervision by preventive and repressive act. Supervision is done through preventive act in the form of communications and socialization to the village officer, Village Consultative Council (BPD), and Pilkades Committee about the importance of honest, fair and democratic Pilkades. Meanwhile, supervision is conducted through repressive act by facilitating the parties if dispute happened. As the result, committee executes the monitoring well, proven from 159 Pilkades, there was only 4 disputes, three among others can be resolved in non litigation process. Existence of Watchdog Committee is supported by the availability of budget coming from help of region budget (APBD) that is packed into village budget (APBDes), Rp.2.000.000 for every Pilkades.
