Abstract Based on nationally representative data (N = 8,901), this study investigates the extent to which expectations for intra-family transfers and government assistance in old age impact the probability of saving for retirement among working-age individuals in Thailand. Results show that expectations for financial non-self-reliance and expectations that family support would constitute the most important source of old-age financial security reduce the probability that working-age individuals would save for retirement. Expectations for government support have no impact on average. Given that filial piety is weakening in Thailand, this study suggests that the government encourage pre-retirement savings more strongly.

The world in which we live is aging at a dizzying pace and expressions like “70 is the new 50” or the creation of concepts such as the “Silver Tsunami”, a nickname for the aging baby-boomer generation, have become an inseparable part of the reality in our society.On the one hand, the spread of aging is a welcome phenomenon – a sort of solution to the great human effort to reach immortality. On the other hand, however, old age can be perceived as a period burdened by economic, social and health-related challenges and it is becoming more and more clear that throughout the world, and in Israel in particular – the focus of this article - we must begin to prepare systems and services for the provision of rapid and comprehensive solutions for the tsunami of aging that befalls us. This stems from an understanding that the services we have in place today are not sufficiently prepared to handle the range of challenges and issues that will arise as a side effect of this phenomenon.The dilemmas that come hand in hand with the aging of our population are innumerable, however five particular issues stand out: the first is who should be responsible for the elderly and their care – the government or the person’s family? The second: Should all of the elderly receive the same care or should the treatment assistance vary differentially – meaning each elderly person should receive care according to his or her economic, social and health status and receive only according to their needs? The third is, should we provide assistance to the elderly directly (e.g. specific medications) or should the elderly receive financial assistance equivalent to the value of their needs and should we hope that they purchase the relevant medications, for example, and not something else instead? The fourth dilemma is: should we provide assistance for specific projects or should we work on long-term solutions through legislation to provide care and assistance to the elderly? Fifth, which is also the main questions, is should the services provided be privatized or should the treatment be the responsibility of the state and its institutions?The question of privatization or nationalization is the main focus of this article, and while we do not pretend to offer a firm stance on the issue, the authors offer to shed some light on the basic concepts associated with our aging population and how we as a society might handle these issues from the perspective of comparison between privatization versus nationalization of services rendered. The main focus of this article will be around the issue of the residential arrangements for the elderly: Mainly - should the elderly move into what are typically called “old age homes” or should we allow for “Aging in Place” – an approach that favors allowing the elderly to remain in their own homes for the remainder of their lives. Which is the most favorable solution? This issue also falls under the dilemma of whether or not homes for the aging as one possible solution should be a state-provided service or if “aging in place” will result in the privatization of the services granted to the elderly.The focus of this article is the situation in Israel, a country in which a significant portion of the population is elderly and where, by 2035, 15% of the population will be considered senior citizens. We will present the dilemma through the lens of the situation in Israel. The article shall begin with an introduction offering an in-depth examination of the dilemma presented. We will continue by presenting basic concepts from the general literature in the field of gerontology available today. We will then examine the situation in Israel between the years 2017-2019 and conclude by examining the concepts of privatization and nationalization in regards to services for the elderly, while once again emphasizing that comprehensive solutions to these dilemmas are unlikely to be reached in the near future.

In the early 2000s, there was low elite commitment to social protection in Tanzania. Yet, in 2012, the government officially launched a countrywide social safety net programme and a year later announced the introduction of an old-age pension. This chapter explores what explains the change in elite commitment to social protection between the early 2000s and 2015. The analysis takes an ideational approach, and it is shown how the promotion of social protection has been driven by international and domestic institutions with the resources, expertise, and authority to present policy solutions fitting the elite’s general ideas about Tanzania’s development challenges and possible responses thereto. Thus, ideas play an important role in policy development but they may also be vulnerable to political interests that can challenge the long-term sustainability of promoted policies.

Abstract The United States and Mexico differ greatly in the organization and financing of their old-age welfare states. They also differ politically and organizationally in government response at all levels to the needs of low-income and frail citizens. While both countries are aging rapidly, Mexico faces more serious challenges in old-age support that arise from a less developed old-age welfare state and economy. For Mexico, financial support and medical care for older low-income citizens are universal rights, however, limited fiscal resources for a large low-income population create inevitable competition among the old and the young alike. Although the United States has a more developed economy and well-developed Social Security and health care financing systems for the elderly, older Mexican-origin individuals in the U.S. do not necessarily benefit fully from these programs. These institutional and financial problems to aging are compounded in both countries by longer life spans, smaller families, as well as changing gender roles and cultural norms. In this interdisciplinary panel, the authors of five papers deal with the following topics: (1) an analysis of old age health and dependency conditions, the supply of aging and disability services, and related norms and policies, including the role of the government and the private sector; (2) a binational comparison of federal safety net programs for low-income elderly in U.S. and Mexico; (3) when strangers become family: the role of civil society in addressing the needs of aging populations; and (4) unmet needs for dementia care for Latinos in the Hispanic-EPESE.

With the advent of an aging society all over the world, there has been a growing policy interest in the pension system that can guarantee old-age income at some level. Many countries also encourage people to join public pensions as well as private pensions. As a result, there has been a phenomenon of substituting private pensions. This study investigates the effects of various socio-economic factors on tax benefits for private pensions at the country level. The results of this study show that lower total income replacement rate of public pension and private pension assets leads to increasing tax expenditures on private pensions. And also, higher individual tax burden and governmental social welfare expenditure causes to increase tax expenditures on private pensions. Despite differences in the type of old-age income security systems by country, it is recognized that attempts to resolve the public pensions crisis caused by socio-economic changes take the form of expanding the roles of private pensions. So, this study provides politic implications that lower benefits from public pensions lead to expanded roles of private pensions supported by the government.

ABSTRACTThe Hong Kong population will age rapidly over the next three decades and the entailing problem of old-age poverty will put the Hong Kong government to test. While the government has been using a solely income-based measurement, the main purpose of this study is to assess poverty rates among Hong Kong's older population in terms of both income and consumption-based measurements by using both relative and absolute concepts of poverty. It also examines the association of socio-economic and household characteristics with elder poverty rates. A two-stage stratified sample design was adopted. A total of 4,306 older adults were personally interviewed in their homes, yielding a response rate of 66.2 per cent. This study contributes to the larger study on poverty in Hong Kong by revealing how income and consumption poverty rates may differ among older adults. Older adults who were both income and consumption poor were more likely to be female, widowed, living alone and to have received less than an elementary school-level education. They possessed very few assets and were most likely financially dependent on family support and welfare payments. To understand fully the economic wellbeing of older adults in Hong Kong, this study proposes that joint distribution of income and consumption poverty can better identify and explain the demographic characteristics of the poor older adults. Implications of the study are discussed based on the neo-liberalist approach that the Hong Kong government has taken in welfare provisions.

Workers in Indonesia now really need a social security for themselves, because with the social security received by them makes them more focused in carrying out their duties to completion. The existence of social security provided will increase the welfare of the workforce itself and have a good impact on the survival of their families in the future if one day there is an accident of work from these workers when they carry out their duties the family can enjoy financial assistance from the government through social security. This study uses qualitative methods, namely research procedures that produce descriptive data in the form of written or spoken words from people or observable behavior. This method also comes from actions that are used as an understanding based on phenomena that occur in society, especially workers. In giving effect to the workers, BPJS Ketenagakerjaan has functions for workers, namely: Organizing work accident insurance programs, Organizing death insurance programs, Conducting old age insurance programs, Organizing pension insurance programs. The conclusion of this research is that there are still many companies that do not give rights to their workforce, that is, they do not take care of BJPS Ketenagakerjaan, which is a matter that must be obtained by each workforce. And the lack of awareness of the workforce about the benefits of BPJS Ketenagakerjaan for them in the event of a work accident.

Abstract A growing concern among policy makers in the European welfare states is that the proportion of the population in the working age has decreased over the last decades. In response to these demographic trends, many European countries have introduced reforms that roll back welfare policies that enables early retirement in order to sustain the current standards of living. However, scholars have voiced the concern that reforms which prevent early retirement could cause a rise in health inequality in old age because some people are not able to extend their working life. There are two contradictory views on post-retirement health. Retirement can either be seen as a kind of identity crisis, leading to less motivation to maintain health or retirement can be seen as a health preserving transition, enabling individuals to relieve stress and be more aware of their health. So far, empirical evidence on the effect of retirement timing on post-retirement health is inconclusive about the causal nature of this relationship. To estimate the causal effect of retirement timing on post-retirement health, this paper uses month of birth variation in incentives to postpone early retirement in the cohort born in 1939 that was created by a reform of the Danish retirement legislation, which the government introduced in 1999. The results suggest that people who retire at the age of 60 have more adverse health outcomes in old age than people who retire later, but this difference does not appear to be caused by differences in retirement timing.

The study has been conducted to assess the social safety net programmes for ensuring food security and poverty reduction in char area of Jamalpur district, Bangladesh during the period of July-August in 2016. Survey method was used to collect primary data from Madargonj upazila of Jamalpur district. A total of 60 sample households were selected purposively for collecting data where 25 were under old age allowance, 15 were widow allowance and 20 were VGF/VGD card holders. Descriptive and tabular analysis was used to achieve the major objectives of the study. There are many Safety Net Programmes launched in the study area, like old age allowance, widow allowance, VGD/VGF, test relief, food for works and so on. The findings showed that after getting the allowance, the food consumption pattern, health, etc. are improving. Before joining SSNPs, about 77% people were food insecure but now the value is 68% and their calorie intake is 1834 kcal. The food security index became 0.79 and the food insecure household fall short of required calorie intake by 18 percent. It has been found that about 55% respondents are living below the poverty line but the joining to the SSNP, their situation is improving. Finally, it can be said that the SSNPs are much effective and could be a successful poverty alleviation strategy for the Government of Bangladesh. Progressive Agriculture 30 (1): 75-85, 2019

Abstract Attitudes towards long-term care can help policymakers tailor policies considering different racial and ethnic experiences of the elderly population. The theory of Proactive Coping can help elderly people to better prepare for aging and minimize stressors related to aging by identifying potential sources of stress before they occur and help gather resources and skills for successful aging. The data from the “Long-term care in America: views on who should bear the responsibilities and costs of care” (2017) study showed that Hispanics generally perceived their health to be in a better status and Hispanic women perceived that they had better health compared to males. Similarly, Hispanic males generally thought that they would not need assistance at old age whereas women anticipated that they would require assistance at old age. Similarly, there was a gender difference on who should bear the caregiving responsibility. More Hispanic women thought it would be their responsibility to provide care than males. Women were more prepared than males to provide the care needed to family members of friends. In regards to financial preparation, males reported being more financially capable than females to bear expenses during the old age. Similarly, women were more likely to solely depend on using governmental assistance such as Medicare and Medicaid during old age for needed care. Most of the respondents thought that the US was not well prepared to meet the needs of the aging population and suggested that the government needs to do more before it would be too late.
