Nevertheless, Indonesian pepper production has declined, namely 59,000 tonnes in 2010 to 52,000 tons in 2014. This reflects the constraints that limit the development of pepper production in Indonesia. Indonesian pepper internally has a competitive advantage in the factor of natural resources and the availability of human resources, but there are weakness in the quality of the labour, especially in the application and knowledge of cultivation technology and the use of superior seeds. To improve the competitiveness of Indonesian pepper, it is necessary to improve the quality and quantity of production by increasing productivity through improvement methods of cultivation that is environmentally friendly, use of certified seeds and high quality input grade, primary product processing that refers to the quality standards, accompanied by the introduction of institutional innovation and technical cultivation with the active role of farmer groups. Introduction. Russia’s National Projects focus on integrated interagency interactions between state and public participants. They accumulate various areas of social and political development of the territory. Mainstreaming the participation of the population in achieving the goals set consolidates and adjusts the vectors of change set by the National Projects. The purpose of the paper is to present a comprehensive analysis of the participation of the population in the implementation of the National Projects in a region on the basis of the study conducted, taking into account the characteristic features of the territory and the relevant forms of participation of local communities in accomplishing the stated tasks. Materials and Methods. The results of the “Kuzbass-Politics” monitoring initiative studies conducted in 2006 and 2018 were used as the materials for the analysis of this topic as well as the data of sociological surveys and reports on the implementation of the National Projects in Russia in 2019. To substantiate the implementation of the National Projects in the region, the method of systemic, structural and functional analysis was used. Results. The participation of the population in the implementation of the National Projects in a region has been analyzed using the example of the Kemerovo Region. The authors have studied the existing experience of implementation of the National Projects in 2005–2007 and compared it with that of the current stage (2019–2024). The materials of the secondary analysis have shown that the content of the new National Projects is in line with the needs of the population in matters of improving their living arrangements; however, many people are distanced from the National Projects, which is expressed in the lack of awareness and limited participation. The authors point out that the implementation of the National Projects in a region can be carried out in a consolidated manner or have multidirectional vectors of application of the activity and resource potentials of the population. Discussion and Conclusion. The interaction between the authorities and the population is a dialogue in which the interests of the parties are reconciled in order to achieve a common goal. The lack of taking into account the active role of the population in the implementation of socially significant results affects the quality of the development and the conditions for the implementation of the National Projects. The results of the study can contribute to the development of regional programs and activities aimed at increasing people’s participation in the implementation of the National Projects.

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

It turns out that after 4 months of training, only 5% of the participants implemented this material, while 95% did not. The results of the study of the authors obtained data that the positive intention in the cognitive system of participants is very high, ranging from 74% to 97%. There has been a cognitive dissonance in the participants' attitudes and behavior. So it can be concluded that positive intentions can be in line with attitudes and behaviors but may not, this can happen because there is no strong role from external elements, such as limited market prospects and channeling around them, capital and financial management have not been effective, quality of management and HR is not yet committed, the role of BDC as a coach is not optimal, it should be able to play an active role as the foster father of KSM.

Viewing sports events was always qualitatively different from the viewing experience of other genres. The social experience and emotional investment of sports viewers created unique viewing habits, in which second screens and social media effectively extend the experience of the millions of concurrent sports viewers wishing to share their feelings with each other. The enormous popularity of Whatsapp groups in recent years, and especially sports-focused groups, has made this app an integral element in event viewing, and created a unique viewing dynamic. This study analyzes the discourse in Whatsapp sports groups in Israel as its members view the 2018 World Cup soccer games, in an effort to identify the new role of second screens during sports broadcasts. An analysis of group messages shared by Whatsapp sports groups whose members cover a diverse range of ages and geographic locations basically shows that, in contrast to other media genres in which second screening is not necessarily related to the content broadcast on the primary screen, sports fans demonstrate an absolute commitment to the primary broadcast when second screening. On a deeper level, this study identified four main functions of Whatsapp groups during sports broadcasts: a social agent that supervises and controls the nature and quality of the primary screen broadcast, the generator of discourse that extols viewers’ expertise and effectively challenges traditional sport hierarchies, an active role in game management as fans attempt to influence game outcomes, and a means for extending fans’ celebrations of victory beyond the boundaries of the game.
