<p>The purpose of this research is to identifity the effectiveness of monthly tax return reporting activities through the drive-thru<br />service in KPP Pratama Singosari. The effectiveness was identified by comparing the objective of the drive thru service<br />and its achievment since it is enacted. This research used qualitative descriptive method and depth interview, observation<br />and documentation as data collecting method. The results this study indicates that the drive thru service is generally<br />effective, however, it does not give asignificant effect for the KPP’s service in term of the monthly tax return reporting<br />service.</p>

<div class="page" title="Page 1"><div class="layoutArea"><div class="column"><p>This study focuses on deliberative democracy practices in Caturtunggal village, specifically in the sub-village (<em>dusun</em>) of Seturan, Karangwuni, and Ambarukmo. The study assesses the quality of deliberation in these dusun by applying the three out of  five indicators of deliberative democracy theory by Fishkin (2009), namely information, subtantantive balance, and equal consideration. This study deploys qualitative descriptive method and case-study approach with in-depth interview as the main data gathering technique. This deliberation has put Village Consultative Board (BPD) period of 2013-2019 as a mediator and to consider arguments and deliberative results. Based on the indicators which proposed by Fishkin, Seturan and Ambarukmo are categorized for having semi-ideal deliberation, meanwhile Karangwuni is categorized as not ideal. The study also finds elite capture practices in Seturan and Karangwuni, but they do not impact significantly. </p></div></div></div>

“Cultural Meaning in the Lyrics of Minahasa Folk Songs as Local Wisdom” is a result of study that was conducted to get cultural meaning in the lyrics of Minahasan folk songs. The problems of the study are 1) what vocabularies, phrases, clauses, and sentences that can be found in the lyrics of Minahasan folk songs that songs that show local wisdom in Minahasa and 2) what cultural meaning that bore in the lyrics of Minahasan songs.The research is aimed to indentify and classify vocabularies, phrases, clauses, and sentences found in the lyrics of Minahasan folk songs that show local wisdom in Minahasa and 2) explain cultural meaning that bore in the lyrics ofMinahasan folk songs. The methods of research that is applied is qualitative descriptive method through the stages of data collecting and analyzing. The data was gathered by technique of observation and interview that then analyzed bysemiotics theory of Pierce and Rifaterre. The result of this research is an explanation on cultural meaning that is bored in the lyrics of Minahasan folk song, such as words, phrases, and sentences as local wisdom.

This study aims to determine the interpersonal communication patterns of Papuan students who study at the  University  of  Bengkulu.  This study aims to explain more deeply the patterns of verbal and non- verbal communication between Papuan students through an in-depth interview process. The method used in this study  is a  qualitative descriptive method using De Vito's Theory (Humanistic Approach). The technique of collecting data is by conducting observations, in-depth interviews, and documentation. The results of this study indicate that Papuan students feel intimidated by the behavior they receive, this is the motive why Papuan students are rarely involved in social interaction and make distance between them and Bengkulu students, namely general distance because they feel insecure and uncomfortable when around Bengkulu students. The Act Number 6 of 2014 cause of a great implication especially on the election of village chief. More over regarding on Ministerial Regulation Number 112 Year of 2014, article 23, which prohibit the single candidate opposing with the empty of ballot box. Thus, prohibition emerging of interesting phenomenon where is 17 couples of husband and wife being contestant on the village chief election in Demak Regency in the year of 2016. The aims of the reserch is to comprehend the husband’s reason to choose his wife as associate candidate. Do thus fact be part of practicing of women subordination? How the influence of thus phenomenon to the villlage democracy itself? The research uses qualitative-descriptive method with depth interview as instrument in collecting data. The result show that there are two main husband’s reason choose his wife as a competitor. Fisrt, by choosing his wife mean that there is no cost for compensation and no hard worry about conflict of interest in the coming day after election. Second, becoming his wife as a competitor mean that the winning opportunity is greater because patriarchy and Islamic tradition (were more joy in placing men as a leader) in Demak Regency. Then, the emerging of husband and wife as a candidate would decrease of democracy because there no rivalry as a soul of democracy. To improve of village chief election as a source of village democracy, it is best to correct the regulation which prohibit of the a single canditate by completing with require that the village chief election should be follow by at least two candidate who both of them have no relation as nuclear family.

Like the understood by the common view that tahlilan is a very stronger tradition of the community of Nahdhatul Ulama'. Its, because NU society makes tahlilan as one of his trademark. However, over time, now tahlilan not just implemented by NU community, but Muhammadiyah community which initially clearly reject tahlilan because it is considered as bid’ah, now can accept and implement it. This phenomenon according to the author is very unique to be reviewed. In this case the author tries to take the example of a group of community Muhammadiyah in Gulurejo Village, District Lendah, Kulon Progo Regency, Yogyakarta as research subjects.This research explanations about the influence of perceptions of tahlilan tradition among the Muhammadiyah community of Gulurejo Village on social relations. The purpose of this research is to know the perception of Muhammadiyah community of Gulurejo Village about the existence of tahlilan and the extent of its implication in social relation among the people in Gulurejo Village.Data in this research is obtained through observation and in-depth interview with some of Muhammadiyah of Gulurejo Village. Data collected through the method of written documents such as village archives and some stories from local community figures related to this research. Then the data obtained were analyzed by using qualitative descriptive method, that is to describe systematically and accurately about facts and characteristics about the population. From this research, it was found that the tradition of tahlilan held by the Muhammadiyah community in Gulurejo Village is a manifestation of social empathy towards others and its existence can reduce their individualistic attitude.[Seperti yang dipahami oleh pandangan umum bahwa tahlilan merupakan tradisi yang sangat kental dengan masyarakat Nahdhatul Ulama’. Salah satu sebabnya, karena masyarakat NU menjadikan tahlilan sebagai salah satu dari ciri khasnya. Akan tetapi seiring dengan berubahnya waktu, kini tahlilan tidak lagi dijalankan masyarakat NU saja, masyarakat Muhammadiyah yang pada awalnya jelas-jelas menolak tahlilan karena dianggap sebagai bid’ah, kini sudah bisa menerima dan melaksanakannya. Fenomena seperti inilah menurut penulis sangat unik untuk dikaji ulang. Dalam hal ini penulis mencoba mengambil contoh dari sekelompok masyarakat Muhaammadiyah di Desa Gulurejo, Kecamatan Lendah, Kabupaten Kulon Progo, DIY sebagai subyek penelitian.Penelitian ini mengulas tentang pengaruh persepsi tradisi tahlilan di kalangan masyarakat Muhammadiyah Desa Gulurejo terhadap relasi sosial. Tujuan dari penelitian ini adalah untuk mengetahui persepsi masyarakat Muhammadiyah Desa Gulurejo terhadap keberadaan tahlilan dan sejauh mana implikasinya di dalam relasi sosial antar warga di Desa Gulurejo.Data dalam penelitian ini diperoleh melalui observasi dan wawancara mendalam dengan beberapa warga Muhammadiyah Desa Gulurejo. Data-data yang dikumpulkan melalui metode dokumen-dokumen tertulis seperti arsip-arsip desa dan beberapa cerita dari tokoh-tokoh masyarakat setempat yang berhubungan dengan penelitian ini. Kemudian data yang diperoleh dianalisis dengan menggunakan metode deskriptif kualitatif, yaitu menggambarkan secara sistematis dan akurat tentang fakta-fakta serta karakteristik mengenai populasi yang diteliti. Dari penelitian ini, ditemukan bahwa tradisi tahlilan yang dilaksanakan oleh masyarakat Muhammadiyah di Desa Gulurejo merupakan wujud dari empati sosial terhadap orang lain dan keberadaannya dapat mereduksi sikap individualistik mereka.]

AbstrakPenelitian ini bertujuan untuk mengkaji implementasi model pendidikan anti korupsi pada program studi PGMI IAIN Kendari, mengetahui dampak dari implementasi model pendidikan anti korupsi tersebut, dan mengetahui model kurikulum pendidikan anti korupsi mana yang lebih memahamkan mahasiswa. Penelitian ini merupakan penelitian deskriptif kualitatif dengan subjek penelitian adalah 75 mahasiswa program studi PGMI IAIN Kendari semester IV. Teknik pengumpulan data menggunakan kuesioner dan wawancara mendalam kemudian dianalisis dengan reduksi data, penyajian data, dan verifikasi data. Hasil penelitian menunjukkan bahwa implementasi model kurikulum pendidikan anti korupsi tidak 100% murni menerapkan model mata kuliah sendiri, tetapi mengintegrasikan pembelajaran tidak langsung, seperti pembiasaan dan pemberian nasihat. Implementasi model pendidikan anti korupsi tersebut sudah cukup memberikan pemahaman kepada mahasiswa mengenai kajian korupsi. Model kurikulum dengan mata kuliah sendiri masih merupakan model yang paling memberi pengetahuan bagi mahasiswa terhadap materi anti korupsi, namun dengan penambahan program pembelajaran di luar kelas. Abstract This study aimed to analyze the model of anti-corruption education implemented in PGMI (Islamic elementary school teacher) department at IAIN Kendari, to know the impact of the implementation of anti-corruption education model, and to find the most effective curriculum model of anti-corruption education. This research used qualitative descriptive method and the research subject was the 4th semester students of PGMI department at IAIN Kendari. The data collecting used were questionnaire and depth interview. The data were analyzed by data reduction, data presentation, and data verification. The findings indicated that anti-corruption education as regular subject in department of PGMI IAN Kendari was not the only method applied,but it integrated into indirect teaching such as getting them wonted and giving them advice. The implementation of anti-corruption education model made the students understand about corruption studies. Anti-corruption education as regular subject was the effective model to help the students understand the corruption, although an additional teaching method should be considered.

<p><em>This study aims to find out the organizational, recruitment, and training management of pencak silat coaching in IPSI Klaten Regency. This study was carried out at the pencak silat hermitage, Klaten Regency, using qualitative-descriptive method. The analysis unit was IPSI Klaten Regency. Data collection techniques included documentation, in-depth interview, and observation. The data were obtained from the management, coaches, and athletes of pencak silat coaching in IPSI Klaten Regency. It was found that (1) in the organizational management of pencak silat coaching in Klaten Regency, fairly good cooperation between the management and the coaches and athletes have been established; </em><em>(2) the recruitment implementation has been good enough with the invitation of participants from each pencak silat school by giving a circular letter for the IPSI management to participate in several stages of selection; (3) the training management is carried out by providing a training program planning with the coordination of the management and the coach according to the athlete's needs; the planned training program can be developed according to circumstances and needs of the athlete. Therefore, based on the data analysis, it is concluded that the management of pencak silat coaching in IPSI Klaten Regency has been running quite well, but there is still a weakness. In athlete recruitment, some IPSI schools have not sent their athletes to take part in the selection yet. This needs to be solved, and IPSI Klaten Regency should always make improvements in their management for a better performance.</em></p>

AbstrakPenanganan pengaduan menjadi hal yang penting sebagai sarana memperbaiki kualitas kerja maupun pelayanan dalam sebuah organisasi. Penelitian ini menjelaskan tentang penanganan pengaduan yang dilakukan oleh Seksi Informasi dan Sarana Komunikasi sebagai divisi yang menangani aduan yang diterima oleh Kantor Imigrasi Kelas I Yogyakarta. Pengaduan yang diterima oleh organisasi dapat mempengaruhi pegawai dalam bekerja. Penelitian ini menggambarkan bagaimana penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut. Iklim organisasi yang positif mampu mempengaruhi kualitas kinerja pegawai sehingga pelayanan yang diberikan organisasi akan semakin baik. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengambilan data menggunakan observasi, wawancara mendalam dan dokumentasi. Untuk melihat keabsahan data, peneliti menggunakan triangulasi sumber.Hasil dari penelitian ini menunjukkan bahwa penanganan pengaduan masyarakat mendukung iklim organisasi di seksi tersebut sesuai dengan dimensi iklim organisasi menurut Stringer yang meliputi struktur, standar-standar, tanggungjawab, penghargaan, dukungan dan komitmen. Iklim organisasi di seksi tersebut menjadi kondusif karena pegawai merasa memiliki tanggung jawab yang tinggi untuk menyelesaikan pengaduan yang ada, saling mendukung dan mencari solusi secara bersama-sama. Bahkan, derajat kebanggaan dalam bekerja, motivasi untuk bekerja lebih baik lagi serta kesetiannya terhadap organisasi semakin meningkat karena penanganan pengaduan masyarakat tersebut.Kata kunci: penanganan pengaduan masyarakat, iklim organisasi AbstractComplaint handling becomes an important thing that can be a medium to improve the quality of work or services in an organization. This research describes about complaint handling in Information and Communication section as the division that handles the complaint received by Imigrasi Kelas I Yogyakarta office. Complaints that received by organization can affect the employees’ work. This research illustrates how public complaint handling supports the organizational climate in this section (Information and Communication section). The positive organizational climate can affect the quality of employees performance, so that the better service will be provided by organizationThis research uses qualitative descriptive method. The data wascollected using observation, in-depth interview and documentation. To check the validity of the data, the author uses a triangualtion of sources.The result of this research shows that public complaint handling supports the organizational climate in this section in accordance with the dimension of organizational climate of Stringer which include structure, standards, responsibility, recognition, support and commitment. Organizational climate in this section becomes pleasant because the employees feel that they have high responsibility to face and finish the complaints, support each others and look for a solution together. Moreover, the proudness of their work, motivation to do the better work and loyality toward organization increase because of those public complaint handling.Keywords: public complaint handling, organizational climate

Indonesian women that live in Australia have a different way in the verbal communication process than the citizens in Australia. They also are involved in many activities related to the culture tradition of Indonesia, like going to ‘asrisan’ or ‘pengajian’ group activities. Looking back on the background culture on where they live which is Australia, they tend to make new cultures. The research focused on how is the verbal communication process that applies within these Indonesian women in activity groups in Australia? The study uses a qualitative approach with a descriptive method. The data collecting technique used are depth interview, documentation study and observation. The result shows that the verbal communication that applies within the Indonesian women in activities group in Australia includes: (1) A new pattern of communication among the Indonesian women. Pembangunan Sentra Kelautan Perikanan Terpadu (SKPT) Pulau Moa akan direalisasikan dengan adanya rencana Pengembangan infrastruktur serta sarana prasana pendukung kegiatan kelautan perikanan. SKPT berpotensi dalam meningkatkan kegiatan penangkapan dan pemrosesan perikanan di Maluku Barat Daya (MBD). Penelitian ini bertujuan untuk menganalisis kesiapan SKPT Moa sebagai salah satu sentra industri perikanan di pulau terluar Indonesia dengan metode deskritif kualitatif. Data dan informasi primer dikumpulkan melalui observasi lapangan, wawancara mendalam dengan Dinas Kelautan dan Perikanan Kabupaten Maluku Barat Daya, nelayan dan perangkat desa. Pengumpulan data sekunder diperoleh dari berbagai instansi terkait yang berhubungan dengan penelitian. Hasil penelitian ini menunjukkan bahwa aspek yang diteliti pada kesiapan SKPT Moa meliputi kesiapan infrastruktur, sarana dan prasaran, kelembagaan, dan pemanfaatan sumber daya kelautan perikanan. Strategi persiapan SKPT Moa antara lain dengan: 1) Percepatan pembangunan infrastruktur SKPT Moa seperti listrik, air bersih, jalan, telekomunikasi, bandar udara dan pelabuhan; 2) Pembentukan dan penguatan kelembagaan non formal dan formal dalam pengelola aset produktif SKPT, 3) Percepatan dalam optimalisasi pemanfaatan sumberdaya kelautan perikanan. Hal ini dipertimbangkan dari sisi alat tangkap dan armada, pelatihan dan pendampingan terhadap nelayan, serta komunikasi dan konsolidasi dengan pengelola WPP 714 di tingkat regional dan tingkat propinsi.Title: Readiness Analysis of The Integrated Marine and Fisheries Center (IMFC) in Moa Island as Fisheries Center in South West MalukuThe development of Integrated Marine and Fisheries Center (IMFC), so called IMFC in Moa Island will be realized through the ingrastructure establshement and supporting facilites supporting marine and fisheries activitites. IMFC has the potentisla to increase the capture fisheries and fish processing development in Southwest Maluku (Maluku Barat Daya, MBD). This study aims to analyse the readiness level of IMFC Moa as one of the fisheries industries center using qualitative descriptive method. Data was gathered thorugh field observation, in depth interview with fishers, fisheries offices at MBD and village officers. Secondary data was collected from relevant offices in MBD. The study analyses several aspects including infrastructure, facilities, governance, marine resource utilizstion. Several strategies to speed up the IMFC readiness are: 1) Acceleration of IMFC basic infrastructures such as electricity, clean water, road, telecommunicaiton, airport, and fishing ports;2) Development and Stregtherning the formal and non-formal finansial institution to manage IMFC productive assets; 3) Acceleration of optimal utilization of fisheries resources. This should considers the types of fishing gears and vessels, provide capacity buildings for the fisheres and smooth coordination with manager of the WPP institution at WPP 714 at regional and provincial level.
