<p><em>Malang Raya with all the trimmings is a city with intense activity. As a result, the streets in most areas in Malang became commonly used. The volume density of vehicles per day resulted in a lot of potholes. However, the slow handling of city government and county government resulted in the holes in the road more and more common. Of course this led to frustration for road users. Many victims of accidents caused fall due pit road. Not the least of casualties caused by potholes is pushing a bunch of young for forming Social Community “Peduli Lubang”. The group is moved voluntarily. Social counciosness encouraging to form this community. In its action, they make a circular mark or ledges with pylox white against the hole in every street. The goal is sign that the road users see the white markings they have made. The sign is effective because Driver can seen from distance before the hole, finally the driver can reduce speed. A lot of appreciation given to this community. Remaining so many hole in streets, and the number of "Self founding" that they have to spend for the sake of this social action. Their action also received a response from the mayor. </em><em>This research uses a case study approach and indepth interview methods to community members and resource persons also road users to recognize the existence of this grass-roots communities. Observations made to this community by following all the activities of this group. As a result, the public perception of these two groups divided into two: the pros and cons of their action. Part of the counter on the excuse that their sentences are inappropriate for display in public facilities. In conclusion the public perception of the pro-grassroots movement may be resistance to the government policy terksan slow in dealing with this issue. Evidenced by the more intense they carry out an action, response Malang city and county governments more quickly. Expected social consciousness is what will encourage Malang city and county governments to be more sensitive to sound that good netizens on social media and direct aspiration.</em></p>

Malang City with all its facilities is ancrowded city. As a result the streets in most areas in Malang Raya is becoming frequently used. The density of vehicle volume every day resulted in many holes in the road. However, late handling of the municipal and district governments resulted in more and more potholes in the streets. Of course this results in disappointment for road users. Many victims of accidents caused by falling due to potholes. Not least the victims of this perforated road encourage a group of young people to form a Community Care for the Hole of the Road. This group moves voluntarily. Social counciosness encourages them to form this community. In the action, they make a circular sign or edge with a white pylox against the holes on each road segment. The goal is white as a sign for road users to see the white marka they have created. The sign is felt quite effective because in the distance before the hole, the rider can lower the speed. A lot of appreciation is given to this community. Because by remembering the many holes in the streets of Malang, and the number of “Personal Capital” they have spent for this social action. Their action also received a response from the mayor. This study uses a case study approach and indepth interview method to community members and also a source of road users who recognize the existence of this grassroots community. Observations are made to this community by following all the activities of this group. As a result, people’s perception of the two groups is divided into two, the pros and cons of their actions. In the contrary reasoned that the existence of sentences that are not appropriate to be displayed in public facilities. In conclusion, the pro-society perception towards grassroots movements can be a resistance movement for government policies that are slow to deal with this problem. Evidenced by the more intense they carry out the action, the response of the city government and Malang district faster. It is expected that this social awareness will encourage Malang city and district government to be more sensitive to the sound of netizens in both social media and aspirations directly.

The Pekanbaru City has a densely populated population of more than one million. Along with the development of Pekanbaru City into a Metropolitan City, it is inseparable from various problems that arise, namely the problem of flooding. The problem of flooding is a problem that does not resolve every year. This was caused by the development of Pekanbaru City which was not followed by adequate flood control infrastructure systems. In this case, of course, the public spotlight on the performance of the government in overcoming flood problems in the city of Pekanbaru. The formulation of the problem in this study is What is the public perception of the performance of the Pekanbaru City Government in 2015-2017 Flood Control?This study aims to determine how public perceptions of the performance of the Pekanbaru City Government in flood control in 2015-2017 are seen from aspects: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. This research is a descriptive study using the Mixed Method approach. The data collection technique in this study is to use a survey technique by taking a sample of 100 people from one population using a questionnaire as a means of collecting basic data and using interview techniques with a total of 10 informants.Data analysis used for quantitative methods is quantitative analysis and analysis for qualitative methods using qualitative analysis, and finally is analyzing data combined with qualitative analysis and quantitative analysis.The results of the study concluded that public perception regarding the performance of the Pekanbaru City Government in 2015-2017 flood control was still not good. This is shown from the results of the average value of each indicator (productivity, service quality, responsiveness, responsibility, and accountability) which is equal to 1.95 which is in the range of 1.76 - 2.50 which shows unfavorable criteria. In this case the public considers that the Pekanbaru City Government has not been able to optimize the implementation of flood control in Pekanbaru City.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

Services are one of the important indicators that reflect the welfare of the society and its development. Due to the increase in various means of transport and the increase in internal and external traffic, the provision of basic services for the regional road users has become a necessity that should be studied in a thorough and accurate manner to reach the appropriate mechanism for the spatial allocation of these services. The research problem lies in the lack of interest in the optimal spatial allocation of the public road services because of the overlap between the powers and authority of the municipalities and the directorates of roads and bridges preventing to study the subject comprehensively. In addition, there is a lack of roads in general and regional roads in particular for service stations and passenger vehicle stopping spaces, with standard specifications. Therefore, this research is aimed at identifying the sufficiency of spatial allocation of regional road services and studying the current situation of these services, analyzing the efficiency of these services and finding the shortage. We also set plans and strategies to develop the level of services and invest in a manner that achieves the required sufficiency. Furthermore, some research hypotheses were set: the sufficiency of the spatial allocation of the public road services in the regional roads improves the road level of service by identifying a set of factors that directly affect this sufficiency.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. In order to maximize the public health benefits of cycling, the negative impacts of cycling, such as the number and types of crashes, should be identified. Single-bicycle crashes, in which other road users are not collided with, are one of the main safety concerns in cycling, but comprehensive knowledge on these crashes is not available due to poor data sources. This study aimed to identify characteristics of commuters’ single-bicycle crashes in Finland. Firstly, insurance data covering 9268 commuter bicycle crashes in 2016 and 2017 were analyzed to find single-bicycle crashes. The insurance data are based on self-reported crashes. In total, 3448 single-bicycle crashes were found with crash descriptions that were informative enough for investigation of their characteristics. According to the results, 62.9% (95% confidence interval +/− 1.6%) of the crashes were related to the infrastructure. In the majority of infrastructure-related crashes, the road surface was slippery. The slippery road surface was typically due to icy or snowy conditions. The lack of proper data complicates the recognition of single-bicycle crashes, and hence policy actions and research projects are needed to develop better data sources for proper investigation of cycling safety.

Performance measurement is very important in evaluating the performance of local government officials or organizations in their efforts to provide services to the public. This study soughts to provide an overview of the financial performance of the Sukabumi City Government as a region that has won the Unqualified Audit Opinion from the BPK-RI in five consecutive years. The research was conducted using a descriptive quantitative approach. Regional financial ratios were used to measure the financial performance in question. Based on the results of the analysis and discussion, it was found that the Sukabumi City Government was quite capable of financing development or operations in the government by self-financing; PAD has always increased from year to year; Others Legal PAD has the highest contribution in contributing to overall PAD revenue; the level of dependence of the Sukabumi City Government on the source of transfer income on average was in the "MEDIUM" category; the achievement of the annual target of the Sukabumi City Government's PAD has been very effective; and the capital expenditure ratio in the Sukabumi City Government was still low below the average capital expenditure ratio in the regional government.

Considering the low level of public knowledge about the importance of Early Childhood Education and the low quality of management and the lack of infrastructure (in the form of APE) as well as the many assumptions from the public that Early Childhood Education can only be reached by economically capable people causing lack of motivation to involving their children in the Early Childhood Education program, it is deemed necessary to carry out a study on the optimization of the management of non-formal Early Childhood Education programs held in the community, such as the SPS Early Childhood Education Cempaka which operates in RW 09 Ciwaruga Village, Bandung Regency West. Through the application of qualitative methods with a case study approach, the results of this study reveal that the management process still does not meet the standards required by the government as the organizing program for the Similar Early Childhood Education Unit (SPS) program. Therefore, the manager must be able to define and find ways to achieve all the objectives set through the effective implementation of management functions of Early Childhood Education management.

Understanding the characteristics of the cyclists and stakeholders’ preferences towards the provision of bicycle lanes is the first step for sustainable transportation. The Government support for providing bicycle lanes can increase the number of cyclists, thus reducing the noise and air pollution, and providing safety, discipline and smooth traffic. Therefore, is required a study of a policy strategy about the provision of bicycle lanes. The aim of this study is to obtain a policy for handling the provision of bicycle lanes based on internal and external factors by considering the preferences of cyclists, road users and stakeholders. Data was collected by interviewing all stakeholders, i.e. the staffs from the City Government of the city of Malang, Jember, and Surabaya and the Department of Public Work Bina Marga of East Java. The analytical method used is SWOT Internal Factor Evaluation-External Factor Evaluation (SWOT IFE-EFE).Analysis of matrix of external and internal factors for the provision of bicycle lanes explains that positions of the current condition and the future condition are in the cell V (2.451; 2.493) and in the cell I (3.338; 3.135) respectively. The position of the cell V and the cell I indicates that the provision of bicycle lanes under development is a position of grow and develop.The development strategy can be applied through vertical integration thus all the strategic elements of government and stakeholders are able to jointly reformulate the strategy, starting from the preparation of legal protection for the provision of bicycle lanes in the neighborhood (“RT/RW”) of sub-district. The city authority is expected to reinforce the operational implementation. Meanwhile, the preference weight towards the provision of bicycle lanes of road users and stakeholders is 83.7%. Herewith the provision of dedicated bicycle lanes is required.
