Services are one of the important indicators that reflect the welfare of the society and its development. Due to the increase in various means of transport and the increase in internal and external traffic, the provision of basic services for the regional road users has become a necessity that should be studied in a thorough and accurate manner to reach the appropriate mechanism for the spatial allocation of these services. The research problem lies in the lack of interest in the optimal spatial allocation of the public road services because of the overlap between the powers and authority of the municipalities and the directorates of roads and bridges preventing to study the subject comprehensively. In addition, there is a lack of roads in general and regional roads in particular for service stations and passenger vehicle stopping spaces, with standard specifications. Therefore, this research is aimed at identifying the sufficiency of spatial allocation of regional road services and studying the current situation of these services, analyzing the efficiency of these services and finding the shortage. We also set plans and strategies to develop the level of services and invest in a manner that achieves the required sufficiency. Furthermore, some research hypotheses were set: the sufficiency of the spatial allocation of the public road services in the regional roads improves the road level of service by identifying a set of factors that directly affect this sufficiency.

Utilization of land for public facilities is the ideals of the constitution as stated that "to be used for the greatest prosperity of the people" and "land to function socially" based on Law No. 5/1960 concerning Basic Agrarian Regulations. The use of land for the public facilities does not give priority rights to a party or individual. Collective use within the community must be addressed wisely and proportionally in its use. A public road that is regarded as a public facility, no one can claim to be entitled to a road because it borders or is close to the land or occupancy. With the closed access to the use and benefitting of roads as the public facilities, it is difficult to determine the violation of the law committed. There is a Provincial Regulation which regulates the prohibition of parking on the roads, but this prohibition is not well-regulated in other regions with its legal products. Disregarding in the community to the road users as public facilities, can become a social problem and must be resolved with a consensus reflecting the Pancasila as the life point of view. Deliberation and consensus is a solution to solving problems by involving Village Traditional Institutions or similar names based on regionalism. Deliberation and consensus as a solution to the use of land for public facilities, can produce decisions in village deliberations. The Village Customary Institution as a partner to the Village Government can propose the joint use of community public facilities to be regulated in a Village Regulation. Normative legal research is the method used in this study. There is no violation of legal rules in the unwise use of public facilities, making this community problem must be resolved by the community itself by prioritizing the value of the Pancasila and after that it can be elaborated in the simplest rules in the Village Regulation.

Abstract: congestion on the office and trade areas especially on Jalan Ahmad Yani is not very good. Average velocity of traffic in the morning or afternoon is only about 2 km / h, indicating the level of service on the road in the worst condition. Before getting the solution of the problem, it needs to be identified and planning things that have the potential to avoid such congestion. This study describes the existing conditions, descriptions and analysis of survey data carried out until later will be planned Building Parking Places to overcome this. The building is intended as an effort that serves the users of vehicles in a region section of Medan. It is expected that this Parking Building Building with the surrounding building can support each other. In general, this development plan only serves a particular vehicle, as a chain of facilities provided from vehicle manufacturers. The purpose of the public service is parked as much as possible, this Parking Service Building does not restrict the service only to the area where it is located, the service and placement for parking can come from outside the area in question, that is with related activities around it.Keywords: Parking Field, Vehicle Circulation, Congestion Abstrak: Kemacetan lalu lintas pada kawasan perkantoran dan perdagangan terutama di Jalan Ahmad Yani sudah sangat tidak baik. Rata-rata kecepatan arus kenderaan pada pagi atau siang hari hanya sekitar 2 km/jam, menunjukan tingkat pelayanan di jalan tersebut pada kondisi terburuk. Sebelum mendapatkan solusi dari masalah tersebut, perlu diidentifikasi dan perencanaan hal yang berpotensi untuk menghindari kemacetatan tersebut. Penelitian ini menggambarkan kondisi yang ada, deskripsi dan analisa data survei yang dilakukan sampai nantinya akan direncanakan Gedung Pelataran Parkir untuk mengatasi hal tersebut. Gedung dimaksudkan sebagai usaha yang melayani pemakai kendaraan dalam suatu wilayah dibagian kota Medan. Diharapkan Gedung Pelataran Parkir ini dengan yang  gedung sekitarnya dapat saling menunjang. Pada umumnya rencana pembangunan ini hanya melayani kendaraan tertentu, sebagai mata rantai dari fasilitas yang diberikan dari produsen kendaraan. Tujuan pelayanan masyarakat yang berparkir semaksimal, Gedung Pelataran Parkir ini tidak membatasi pelayanan hanya pada wilayah dimana ia berada, pelayanan dan penempatan untuk parkir dapat datang dari luar wilayah yang dimaksud, yaitu dengan aktivitas-aktivitas yang berhubungan disekitarnya.Kata Kunci: Pelataran Parkir, Sirkulasi Kenderaan, Kemacetan

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. In order to maximize the public health benefits of cycling, the negative impacts of cycling, such as the number and types of crashes, should be identified. Single-bicycle crashes, in which other road users are not collided with, are one of the main safety concerns in cycling, but comprehensive knowledge on these crashes is not available due to poor data sources. This study aimed to identify characteristics of commuters’ single-bicycle crashes in Finland. Firstly, insurance data covering 9268 commuter bicycle crashes in 2016 and 2017 were analyzed to find single-bicycle crashes. The insurance data are based on self-reported crashes. In total, 3448 single-bicycle crashes were found with crash descriptions that were informative enough for investigation of their characteristics. According to the results, 62.9% (95% confidence interval +/− 1.6%) of the crashes were related to the infrastructure. In the majority of infrastructure-related crashes, the road surface was slippery. The slippery road surface was typically due to icy or snowy conditions. The lack of proper data complicates the recognition of single-bicycle crashes, and hence policy actions and research projects are needed to develop better data sources for proper investigation of cycling safety.

O artigo possui como objetivo a análise da responsabilidade do gestor público, no âmbito do Estado do Ceará, diante do fenômeno da judicialização da saúde, demonstrando seus impactos na Administração Pública e para o próprio burocrata na gestão da pasta. O estudo possui abordagem qualitativa, porque interpreta a relação de causalidade entre fenômenos jurídicos e sociais, e possui suporte em elementos quantitativos, na medida em que utiliza dados mensuráveis e padrões numéricos para a melhor compreensão do assunto. Conclui-se que a ineficiência do Estado na promoção da saúde não poderia ser resolvida apenas por um administrante, que poderá sofrer sanção judicial por fatos anteriores à sua gestão. Verifica-se, ainda, a relevância do contínuo debate acerca dos meios de resolubilidade da judicialização da saúde, considerando a abrangência e importância essencial desse direito fundamental.Palavras-chave: Judicialização da Saúde; Responsabilidade Pessoal; Gestor Público; Ineficiência do Estado; Resolubilidade da Judicialização.AbstractThe present article proposes to answer the following research problem: should the public manager respond personally for the inefficiency in the provision of public health services? This article aims to analyze the responsibility of the public manager, in the context of the State of Ceará, facing the phenomenon of health judicialization, demonstrating its impact on the Public Administration and on the bureaucrat himself in the management of the agenda. The study has a qualitative approach, because it interprets the causal relationship between legal and social phenomena, and has support in quantitative elements, in that it uses measurable data and numerical standards to the better understanding of the subject. It is concluded that the inefficiency of the State in the promotion of health could not be solved only by an administrator, who could suffer judicial sanction for facts previous to his management. It is also verified the relevance of the continuous debate about the means of resolubility of the health judicialization, considering the comprehensiveness and essential importance of this fundamental right.Keywords: Health Judicialization; Personal Responsibility; Public Manager; Inefficiency of the State; Resilubility of the Judicialization.

The article deals with the results of the authors’ research performed on original sources of Roman Law with reference to legal constructions concerning various types of logistics challenges related to agricultural production and residence in rural areas. Provision of transportation services was regulated by means of a contract for work (locatio conductio operis) – an agreement according to which a contractor / employee as a lessee (conductor, redemptor operis) had obligations to fulfil services or certain work on or from the material supplied by the commissioning party / employer / lessor (locator). An agreement on transportation of goods or passengers was also considered to be a contract for work. A smart answer to infrastructure challenges was the so-called rustic praedial servitudes (servitutes praediorum rusticorum), including a servitude of way / road (via), which granted the owner of a parcel of land non-adjacent to a public road (via publica) the right to use the road over a parcel of land belonging to another owner, thus gaining access to the public road. The legal framework of a Roman contract for work of transportation and the rustic praedial servitude of way / road must be recognised as a rather effective solution for challenges of rural logistics at the time. Railways are a mode of transportation that is being liked by the public because of its efficiency. The train has its own road in the form of rails, it doesn’t mean the train doesn’t intersect other transportation. The train crossing is a conflict area for public road users with train. This includes train crossing at Kenjeran street. The kenjeran street itself is a national road that is quite strategic because it is one of the accesses to the Surabaya-Madura toll road. The research this time aims to find out the security aspects that must be improved at the train crossing kenjeran street. Including rider behaviour at the time of the train crossing. The method used for this research is direct observation of the field and also shares questionnaires to find out if a public road user understands regulations while on a train crossing. The research results of many signs or road markers are incomplete so that many road users do not know that in front of the train crossing. Other public road user behaviour is also a lot of offense.

One of the most important areas of development in Ukraine is the road sector. It belongs to the strategic sectors of the national economy, and the public road network is a significant component of Ukraine's infrastructure potential. The length and condition of road affects not only the safety and quality, mobility and employment, accessibility of educational and other services, but also causes changes in the temp and flow of capital in Ukraine, and is a necessary prerequisite for recovery competitiveness of the country's economy as a whole. Three international transport corridors pass through Ukraine, which are combined with four national transport corridors. They all pass through the Kyiv region. An urgent problem for Kyiv today is the construction of a Large Ring Road (hereinafter referred to as the "LRR") around Kyiv city, which should relieve the flow of transit transport through the capital of Ukraine, reduce harmful emissions from exhaust gases, and preserve the city roads from being destroyed by excessive vehicles, that are now creating a global city problem.
