Enterprise-wide information systems adoption by organizations has become common place. Even with the benefits offered by such systems, there have also been many failures. One of the important reasons for these failures is inappropriate project evaluation and selection. In order to reduce the level of project failures, we introduce an innovative methodology, the financial appraisal profile (FAP) model, which seeks to address some of the issues and limitations posed by standard appraisal and evaluation approaches for strategic technologies and programs. By making the right decision in the first place and involving senior managers in the appraisal process, the organization will be better placed to achieve project success. The adoption of a management team approach to investment appraisals will not only enhance the information base but will also result in greater managerial commitment to a project. We believe by adopting the FAP model greater awareness to strategic issues and goals will also be achieved, which should lead to a more focused top management team—with all members pulling in the same direction.

Article 28H and section (4) of Article 33 in the Indonesian Constitution guarantee every citizen the right to a good and healthy environment with green economy. In order to implement it, the government issued Law No. 32 of 2009 on Environmental Protection and Management. The environmental regulations that became the umbrella act are facing challenges both in substance and implementation. Substantially, questions remain whether the green constitution has been incarnated in this regulation, and how it positions itself as the umbrella act for a number of regulations. In implementation, the challenges include the availability of legislations, from government regulations to technical policy, and its implementation in regional level, both at the provincial and regency levels in Bangka Belitung Islands. In each regime, the environmental issues have always been a part of strategic issues. This research focused on identifying environmental regulations from upstream to downstream, and how they are implemented in the context of environmental issues due to tin mining in Bangka Belitung. Data were obtained through literature review using statute and conceptual approaches.

Quantitative risk management techniques should prove their efficacy when financially turbulent periods are about to occur. Along the common saying “who needs an umbrella on a sunny day?”, a theoretical model is really helpful when it carries the right suggestion at the proper time, that is when markets start behaving hecticly. The beginning of the third decade of the 21st century carried along a turmoil that severely affected worldwide economy and changed it, probably for good. A consequent and plausible research question could be this: which financial quantitative approaches can still be considered reliable? This article tries to partially answer this question by testing if the mean-variance selection model (Markowitz [16], [17]) and some of his refinements can provide some useful hints in terms of portfolio management.

All of us working in Turkish libraries at the start of the 3rd millennium are very much aware that we are engaged in an "uphill struggle" in nearly every aspect of our work. Technology continues to evolve at a pace so rapid we can barely stay abreast of information disseminated about it, let alone harness it to our advantage and, more importantly, to the benefit of our patrons. Even the issues we discuss this year in varous meetings on digital librarianship will change betore the year is out. Yet our mission will remain essentially unchanged, and we must fulfill it, meeting myriad needs with limited means. Using Koç University Library as a case in point, this paper identifies strategic issues facing Turkish libraries today and relates information about some interesting initiatives being taken by our American and British colleagues in dealing with them. Key issues are: redefining collection development, acquiring the right mix ot resources, deciding what to save and how to preserve it, and creating viable mechanisms tor cooperative endeavors.

Europe has entered a new phase of growth in its history, and characterized by the fast deployment of modern electronic communications networks and information systems in the broader scope of a competitive, dynamic and knowledge-based economy. Network and information security is an essential evolving concept among current strategic issues. These can impact on a wide range of existing/emerging policies, citizens’ concerns, including the protection against crime and terrorist threats, and the adaptation of governance structures to effectively deal with such matters and to preserve national security, public safety and the economic well-being of the State. In this context, several measures (legal, regulatory and technical provisions) have been adopted by the European Union to ensure data protection, citizen privacy and the legitimate interest of legal persons. However, member states preserve the right to carry-out lawful interception of electronic communications, or take other measures such as retention of traffic data, when necessary, for exact and specific purposes, to preserve security and to meet the generally recognised objectives of preventing and combating crime and terrorism. The current work examines the “balance” between these two fundamental policy requirements, with the aim of offering a high level of protection in an area of liberty, security and justice.

During the Communist regime, companies' conflicts with the public were hidden. The public did not have the right to express their objection. Recent Hungarian law, however, supports people's right to influence decisions that have an impact on their lives, but attitudes change slowly. In this article, I show the typical methods of companies' mismanagement of environmental conflicts. The first part of the article concentrates on strategic issues, and the second one emphasizes mistakes in communication with local communities. There are signs that Hungarian companies have already started to learn their lesson, but they also need help to face the new situation of the post-Communist era. Conflict theory and conflict resolution techniques may help them to deal with communication problems and to reach win-win solutions. Although not unknown, facilitation is not a common technique in Hungary yet. This means that there is potential for its development.
