Abstract This study described the status of registered cooperatives in Nueva Ecija using descriptive–correlational research and a combination of quantitative and qualitative methods. This study found out that majority of the respondent cooperatives are operating for more than 25 years; with more than Million authorized capital; have annual net surplus of P1.2 Million or more; are multi–purpose; and with more than 100 members. The Local Government Units(LGU) are active in teaching the members of the cooperatives to abide rules and guidelines and in supporting the role of cooperatives in the province. However, they should provide aid to cooperatives to efficiently deal with their problems. Additionally, the LGU is informing the cooperatives about their rights and responsibilities. They are not suppressing cooperative members’ opinions and they accept queries coming from the cooperative members. Decision–making responsibilities regarding cooperative matters with the aid of the government were shared by the officers of Cooperatives and LGU. The LGU trust the cooperatives by giving full degree of power of all the benefits that are provided to them by the government. Likewise, cooperatives have no systematic source of authority and influence over the LGU. Despite of the difference in responses of the respondents in non–participation and citizens power, they are similar in tokenism as level of participation. Cooperatives that are new in existence, with low capitalization and with less number of members needed high degree of participation with their members and high degree of partnership and support with the Local Government Units (LGUs). The respondents recognized the help of the LGU in their promotion and in providing trainings but intensified aid and empowerment of the cooperatives are requested by the members and officers to the LGUs. Lastly, the respondent- cooperatives requested that establishment of cooperative office, strengthened tie-up with the LGU, information dissemination on cooperativism, increase aid and funding and partnership with other entities are means to heightened cooperatives participation in development.

The purpose of this study was to see the effect of the establishment of village-owned enterprises (BUM Desa) and the support of the local government in increasing the village's original income. This research has a research sample using the purposive sampling method, namely BUM Desa Dukuh Dempok, and BUM Desa Kemiri. Data was obtained by conducting interviews, observations, and documentation. Interviews were conducted with in-depth interviews with the chairman and management of BUM Desa in Jember. Analysis was carried out on the data and information obtained to obtain research results. Tourism BUM Desa Gumuk Watu and Tourism BUM Desa Kemiri have a role in increasing the village's original income can be seen from the function of facilitator and mediator. The two BUM Desa include the role of the community in building and developing tourism. Local government support for BUM Desa tourism is very important. BUM Desa Wisata Gumuk Watu and BUM Desa Wisata Kemiri received full support from the government in the form of capital and socialization of BUM Desa to the community. The difference in income between the BUM Desa Gumuk Watu and the BUM Desa Kemiri. Tourism BUM Desa of Kemiri experienced a decrease in income by more than 50% but Tourism BUM Desa of Gumuk Watu experienced an increase due to the entertainment needs of the community. These results indicate that BUM Desa which is engaged in tourist areas needs the role of the government in helping to increase their income in the pandemic era.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

The place and role of local government within the structure of government in Africa has attracted much public interest. Prior to and after independence, African countries used local government as the administrative units of central governments without their having any legal status, to the extent that local authorities were under the strict control of central governments. The autonomy of local government is pivotal in the democratisation of a country. The United Nations, European Union and African Union have adopted treaties to promote the recognition and protection of local government in the state parties’ constitutions. Accordingly, this article explains the status of local government in Africa and its impact on strengthening democracy in African states.

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

In this paper we argue that to understand the difference Posthumanism makes to the relationship between archaeology, agency and ontology, several misconceptions need to be corrected. First, we emphasize that Posthumanism is multiple, with different elements, meaning any critique needs to be carefully targeted. The approach we advocate is a specifically Deleuzian and explicitly feminist approach to Posthumanism. Second, we examine the status of agency within Posthumanism and suggest that we may be better off thinking about affect. Third, we explore how the approach we advocate treats difference in new ways, not as a question of lack, or as difference ‘from’, but rather as a productive force in the world. Finally, we explore how Posthumanism allows us to re-position the role of the human in archaeology,

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Abstract This study examines the relationship between high-speed railways (HSRs) and environmental pollution by focusing on the mediating role of environmental regulations and the moderating role of officials’ political promotion incentives. Based on a sample of 113 prefecture-level cities, with balanced panel data in China from 2009 to 2017, using the difference-in-differences (DID) model, the results show that HSRs can reduce environmental pollution via the mediating effect of environmental regulations. Additionally, high officials’ political promotion incentives can strengthen this mediating effect. A propensity score matching with difference-in-differences (PSM-DID) model is used to solve endogenous problems, and a placebo test and a parallel trend test indicate that these results are robust. This study encourages the government to rationally promote the construction of high-speed railways and expand the social advantages of high-speed railways to improve environmental regulations and reduce environmental pollution.

Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. This book reproduces the texts of four lectures, followed by discussions, and two interviews with Lise Gauvin published in Introduction à une poétique du divers (1996); and also four further interviews from L’Imaginaire des langues (Lise Gauvin, 2010). It covers a wide range of topics but key recurring themes are creolization, language and langage, culture and identity, ‘monolingualism’, the ‘Chaos-world’ and the role of the writer. Migration and the various different kinds of migrants are also discussed, as is the difference between ‘atavistic’ and ‘composite’ communities, the art of translation, identity as a ‘rhizome’ rather than a single root, the Chaos-World and chaos theory, ‘trace thought’ as opposed to ‘systematic thought’, the relation between ‘place’ and the Whole-World, exoticism, utopias, a new definition of beauty as the realized quantity of differences, the status of literary genres and the possibility that literature as a whole will disappear. Four of the interviews (Chapters 6, 7, 8 and 9) relate to particular works that Glissant has published: Tout-monde, Le monde incrée, La Cohée du Lamentin, Une nouvelle région du monde. Many of these themes have been explored in his previous works, but here, because in all the chapters we see Glissant interacting with the questions and views of other people, they are presented in a particularly accessible form.

This more theoretical chapter focuses on the normative role of the government, in democratic countries with a market economy, and how that role has been tied to the prevalent view of the assumed relationship between individual citizens and their government. That view has been different in different countries. The chapter stresses the difference between choices made in and by the free market and those made through the political market. In the former, income distribution and individual liberty are important. In the political market, with one person one vote, the income of the voters should be less important. However, it often is important. Some societies place a lot of importance on individual liberty. Others give more weight to community goals. These attitudes influence government policies.
