The article is devoted to the research of determining the main directions of activity of state bodies as subjects for ensuring the system of economic security of Ukraine. It is emphasized that in the current difficult conditions for the functioning of the state and the life of its population, an effective policy for ensuring the system of economic security of Ukraine plays a significant role. Emphasis is placed on the importance of the continued proper functioning of the entire economic security system of Ukraine and, accordingly, the urgent need to take the necessary measures in order to achieve the intended goals effectively, should pay attention to the issue of clarifying the main directions of activity of public authorities in this aspect. It is noted that the definition of the main directions of work of these entities will form an idea of the role and place of each of them among the number of entities empowered to ensure the economic security of the state. Emphasis is placed on the unconditional importance of the state as a special entity for ensuring the economic security of Ukraine. The key directions of state activity in the field of economic security have been clarified. It is emphasized that in order to successfully accomplish the task of comprehensively promoting the proper functioning of the economic security system of Ukraine, there is an objective need for the existence and efficient operation of relevant entities whose activities will be focused on satisfaction, including the security needs of the state. The main state bodies are separated from the results of activity of which the economic position of the state will depend in the future. Based on the analysis of the existing legal support, it is established that a number of public entities are among these entities. The main directions of activity of the mentioned state bodies are determined as subjects of ensuring the system of economic security of Ukraine. It was emphasized and proved that effective work in all these areas is a basic prerequisite for the necessary development of the national economy. The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The article is devoted to the role of executive bodies as subjects of the economic security system of Ukraine. Attention is drawn to the importance of effective administrative activity as one of the basic preconditions for the proper functioning of various branches of the economic sector. It is noted that such activity is of great strategic importance in the issues of ensuring the stability of the national economy and facilitating the necessary development of the latter. An attempt is made to prove that an important role, given their goals, objectives, functions and constitutionally established appointments, is assigned to the executive authorities to facilitate the proper functioning of the national economic system. It has been noted that, among all other bodies of State power, entities have undoubtedly played a significant role in this process and have a special place in the existing State machinery. Attention is drawn to the issues of the concept, as well as to the definition of the structure of the administrative and legal status of the subjects in question. The purpose, tasks and functions of executive bodies as subjects of the system of economic security of Ukraine are defined and characterized. Competence of the said structures in this direction of scientific research is determined, key powers of executive authorities as subjects of the national system of economic security are singled out. It is noted that great importance is given to development of general and coordinated activity of executive authorities, taking into account complexity and multifaceted nature of national economy. It has been noted and an attempt has been made to prove that strengthening external and internal cooperation is a weighty prerequisite for the effective protection of the economic component. It is pointed out that this is especially important in the context of active globalization processes, including those related to the economic sphere. It is noted that such practice also takes place in most EU countries and shows positive statistics from this activity.

The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. The relevance of this article is due to the fact that the economic security of the state is a key component of the national security system and a major factor in ensuring national interests. The purpose of the article is to conduct a scientific study on the definition of the administrative and legal mechanism of ensuring economic security in Ukraine by borrowing the positive experience of foreign countries. The leading research methods are general scientific and special research methods, including methods of logic, analysis, comparison etc. The results of this study are a comparative legal analysis of the functioning of the economic security system in Ukraine and EU countries, analysis of the transformation of economic security in European countries, search for promising ways of transformation and reform in Ukraine. The significance of the obtained results is reflected in the fact that this study may serve as a basis for outlining future changes to the current legislation of Ukraine on the functioning of economic security in Ukraine.

The purpose of this article is to address current issues of doctrinal and legal security of economic security of the state with the actualisation of issues concerning the relationship between the concepts of “economic security” and “economic sovereignty” in their relationship and mutual understanding. The authors pay attention to the analysis of existing in the national legal doctrines of individual countries scientific approaches to the definition of “economic sovereignty”, clarify its main features, analyse the scientific approaches of domestic and foreign researchers to define the concept of “economic security” and on this basis own vision of the instrumental content of these definitions. It is argued that the concept of “economic sovereignty” is primary in relation to the concept of “economic security”. The article examines the national systems (models) of economic security of the state, including, in particular, American, Japanese, Chinese, models of institutional entities (in particular, the EU), models typical of countries with economies in transition. The authors found that Ukraine is characterised by a system (model) of economic security of countries with economies in transition, which is fragmented and inconsistent in its construction, which ultimately affects the state of economic security of the state as a whole. It was found that the main goal of Ukraine at this stage of its development in the context of building a national model of economic security is to create an effective system of means to overcome or minimise existing or potential threats, especially in the context of globalisation of trade and economic relations. The paper emphasises the need to borrow positive foreign experience of legal support of relations for the creation and implementation of national systems of economic security of the state to gradually transform Ukraine into an important participant in the processes of international economic security

Problem setting. The article analyzes the issue of legal relations in the field of land accounting. The legal nature of public relations in this area has been clarified. The accounting of the quantity and quality of land is investigated. The author’s definition of legal relations in the field of land accounting is provided. The circle of subjects of these legal relations is outlined. Analysis of recent researches and publications. To date, in the scientific literature there is no comprehensive study of the legal regulation of legal relations in the field of land accounting. There are only developments devoted to certain issues of land law science. Target of research. The study of the legal regulation of legal relations arising in the field of land accounting, the allocation of subjects of these legal relations. Article’s main body Justification of the appropriateness of obtaining, systematizing all the resources available on the land plot, determining the size, quality status and distribution of the land fund, providing the necessary data about the land, studying the legal relations arising on this occasion. The basis of the land registration and registration system in Ukraine is the State Land Cadastre. It reflects the subjective information on land, which accumulates as a result of land accounting. Such information is necessary primarily for the implementation of state control over the use, reproduction and protection of land. Only a legally regulated and wellmaintained process of conducting accounting and registration activities in the field of land relations can become the key to the introduction and functioning of a transparent mechanism for the circulation of land in market conditions and an effective mechanism for managing them. In this aspect, it is important to note that it is necessary to distinguish land accounting in the proper sense and land rights accounting (as a broader category compared to the first). In the context of the land registration reform and the further process of improving the State Land Cadastre, it is necessary to talk about the formation of land information relations. Conclusions and prospects for the development. Land accounting relationships are public relations that arise in connection with the activities of public authorities and local governments, which are endowed with appropriate powers to take measures to obtain, systematize and analyze information on the quantity, territorial location and use of land. The subjects of these legal relationships are landowners and land users, the state, state authorities and local selfgovernments, who are vested with the respective powers.

The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security.
