The relevance of this article is due to the fact that the economic security of the state is a key component of the national security system and a major factor in ensuring national interests. The purpose of the article is to conduct a scientific study on the definition of the administrative and legal mechanism of ensuring economic security in Ukraine by borrowing the positive experience of foreign countries. The leading research methods are general scientific and special research methods, including methods of logic, analysis, comparison etc. The results of this study are a comparative legal analysis of the functioning of the economic security system in Ukraine and EU countries, analysis of the transformation of economic security in European countries, search for promising ways of transformation and reform in Ukraine. The significance of the obtained results is reflected in the fact that this study may serve as a basis for outlining future changes to the current legislation of Ukraine on the functioning of economic security in Ukraine.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security. The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The aim of the present work is conducting the theoretical and legal analysis of threats and risks of tax security of the state, as well as developing on this basis measures to eliminate them and prevent their occurrence, improving methods of minimization, and neutralizing the possible consequences of their impact. To solve the set goal, the method of expert survey was used that allowed generalizing the concept of tax security, determining its economic, social, and legal nature, as well as defining the main risks and threats to the tax security of the state. The article substantiates the relevance of the study the issue concerning insurance of tax security of the state. Various approaches of scientists to the definition of the tax security concept essence were considered, which would satisfy the interests of all entities of tax relations. To determine the efficiency of tax administration to the benefit of the tax security, the main threats and risks of the tax security caused by external and internal factors are identified, as well as measures to eliminate them and prevent their occurrence are proposed. The authors propose the stages of tax risk management when constructing an effective system of tax security, as well as develop a structural and logical scheme of risk management of tax security of the state.

The article is devoted to the research of determining the main directions of activity of state bodies as subjects for ensuring the system of economic security of Ukraine. It is emphasized that in the current difficult conditions for the functioning of the state and the life of its population, an effective policy for ensuring the system of economic security of Ukraine plays a significant role. Emphasis is placed on the importance of the continued proper functioning of the entire economic security system of Ukraine and, accordingly, the urgent need to take the necessary measures in order to achieve the intended goals effectively, should pay attention to the issue of clarifying the main directions of activity of public authorities in this aspect. It is noted that the definition of the main directions of work of these entities will form an idea of the role and place of each of them among the number of entities empowered to ensure the economic security of the state. Emphasis is placed on the unconditional importance of the state as a special entity for ensuring the economic security of Ukraine. The key directions of state activity in the field of economic security have been clarified. It is emphasized that in order to successfully accomplish the task of comprehensively promoting the proper functioning of the economic security system of Ukraine, there is an objective need for the existence and efficient operation of relevant entities whose activities will be focused on satisfaction, including the security needs of the state. The main state bodies are separated from the results of activity of which the economic position of the state will depend in the future. Based on the analysis of the existing legal support, it is established that a number of public entities are among these entities. The main directions of activity of the mentioned state bodies are determined as subjects of ensuring the system of economic security of Ukraine. It was emphasized and proved that effective work in all these areas is a basic prerequisite for the necessary development of the national economy. The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. The article highlights the experience of foreign countries in ensuring the economic security of the state. The main part of the work is devoted to the analysis of different models of government agencies to ensure the economic security of different countries. In the current conditions in which Ukraine finds itself, such as the severe economic crisis, the coronavirus pandemic, high levels of corruption and others, there is an urgent need for a rational and prompt response by the authorities to such obstacles to stability. Especially today, when due to the pandemic of coronavirus infection, which has caused unfavorable conditions for doing business and normal employment, the issue of mobilization of all economic forces to bring the country out of crisis is relevant. Potentially, such obstacles could significantly weaken Ukraine's economy for many years to come. The authors of the article propose to overcome this problem, to explore foreign models of bodies that provide financial and economic security. Thus, the key subject of research will be various foreign bodies that ensure the economic security of the country and doctrinal sources that cover the improvement of the current model of economic security in Ukraine and the world. Therefore, to ensure the appropriate level of economic security of Ukraine, it is necessary to conduct a comprehensive study of foreign experience in this area in order to attract and implement in national legislation certain ideas that may further positively affect the state of the national economy. The paper pays special attention to the introduction of a single law enforcement body to ensure economic security in Ukraine. Some opinions of legal scholars on the need to introduce such a body and the implementation of foreign experience in Ukraine are given. The authors pay special attention to the experience of the Financial Guard of Italy and the administrative and legal mechanism of its interaction with other public authorities.

We analyze the law enforcement practice of judicial authorities on taxes and fees, since the Tax Code of the Russian Federation is a rather controversial regulatory legal act. Tax disputes arise both at the initiative of tax authorities and at the initiative of taxpayers. Purpose: to determine the main directions of law enforcement practice of courts in tax disputes. We use general scientific and specially legal methods as research methods. The focus is on the method of analysis. In the course of the research, we analyze the con-sideration of cases by judicial authorities on tax disputes, their quantitative and qualitative characteristics. We conclude that the emergence of disagree-ments between taxpayers and the state body when resolving the issue of the legality of their actions (inaction), as well as the legality of a non-normative legal act is the main reason for the formation of law enforcement practice in tax disputes. During the passage of all stages of the application of the law, it is also necessary to establish the existence of a cause-and-effect relationship between the actions of the taxpayer and the resulting consequences. The main points of this process go through several stages. We define the main directions of the law enforcement practice of courts in tax disputes.
