The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. The article analyzes the current state and prospects of development of the financial potential of the agricultural sector of the Ukrainian economy. The analysis of existing approaches to the interpretation of the definition of "financial potential" revealed their diversity, which was a prerequisite for the disclosure of the author's approach to the interpretation of the definition of "financial potential of the agricultural sector". It is proposed to consider the financial potential of the agricultural sector of the economy in the context of its important role not only in ensuring its own process of expanded reproduction, but also ensuring food security of the country. Factors of stimulating and limiting influence on the state of financial potential of the agricultural sector of the economy are grouped. It is determined that the key problems that threaten the formation of financial potential of the agricultural sector of the economy is the low level of functioning of the national economy, associated with a significant backlog of technological capabilities, moral and physical depreciation of fixed assets, the inability to create an innovative product with high added value. dependence of the agricultural sector on external partners. It is substan-tiated that in order to ensure the dynamic growth of financial potential of the agricultural sector of the economy, the key condition is the development of its own high-tech production capable of meeting technological, technical and other needs of the agricultural sector. It is proved that the formation of the financial potential of the agricultural sector of the economy is an important tool for ensuring food security of the state, a key condition for the generation and preservation of the financial potential of the national economy. The mechanism of diag-nostics of financial potential of agar sector of economy is offered, and its role in maintenance of its effective functioning is substantiated. It is substantiated that effective application of the mechanism of diagnostics of financial potential of agar sector of economy should be based on the corresponding institutional maintenance, system of indicators of diagnostics of financial potential of agrarian sector, active introduction of innovative tools of technical and technological updating of this sector.Keywords: finances; financial resources; financial support; potential; financial potential; agricultural sector, formation of financial potential of the agricultural sector of the economy.У статті проаналізовано сучасний стан та перспективи розвитку фінансового потенціалу аграрного сектору економіки Укра-їни. Узагальнено фактори стимулюючого та обмежуючого впливу на стан фінансового потенціалу аграрного сектору економіки. Визначено, що ключовими проблемами, що виступають загрозою формування фінансового потенціалу аграрного сектору еко-номіки є низький рівень функціонування національної економіки, пов'язаний зі значним відставанням технологічних можливос-тей, моральним та фізичним зношенням основних засобів, неможливістю створення інноваційного продукту з високою доданою вартістю, що спричиняє значну залежність аграрного сектору від зовнішніх партнерів. Обґрунтовано, що з метою забезпечення динамічного зростання фінансового потенціалу аграрного сектору економіки, ключовою умовою є розвиток власного високотех-нологічного виробництва, здатного задовольнити технологічні, технічні та інші потреби аграрного сектору, що можливо здійсни-ти лише за умови системного розвитку національної економіки. Доведено, що формування фінансового потенціалу аграрного сектору економіки виступає вагомим інструментом забезпечення продовольчої безпеки держави, ключовою умовою генерації та збереження фінансового потенціалу національної економіки. Запропоновано механізм діагностики фінансового потенціалу агар-ного сектору економіки, та обґрунтована його роль у забезпеченні результативного функціонування аграрного сектору економіки. The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The article is devoted to the research of determining the main directions of activity of state bodies as subjects for ensuring the system of economic security of Ukraine. It is emphasized that in the current difficult conditions for the functioning of the state and the life of its population, an effective policy for ensuring the system of economic security of Ukraine plays a significant role. Emphasis is placed on the importance of the continued proper functioning of the entire economic security system of Ukraine and, accordingly, the urgent need to take the necessary measures in order to achieve the intended goals effectively, should pay attention to the issue of clarifying the main directions of activity of public authorities in this aspect. It is noted that the definition of the main directions of work of these entities will form an idea of the role and place of each of them among the number of entities empowered to ensure the economic security of the state. Emphasis is placed on the unconditional importance of the state as a special entity for ensuring the economic security of Ukraine. The key directions of state activity in the field of economic security have been clarified. It is emphasized that in order to successfully accomplish the task of comprehensively promoting the proper functioning of the economic security system of Ukraine, there is an objective need for the existence and efficient operation of relevant entities whose activities will be focused on satisfaction, including the security needs of the state. The main state bodies are separated from the results of activity of which the economic position of the state will depend in the future. Based on the analysis of the existing legal support, it is established that a number of public entities are among these entities. The main directions of activity of the mentioned state bodies are determined as subjects of ensuring the system of economic security of Ukraine. It was emphasized and proved that effective work in all these areas is a basic prerequisite for the necessary development of the national economy. The relevance of this article is due to the fact that the economic security of the state is a key component of the national security system and a major factor in ensuring national interests. The purpose of the article is to conduct a scientific study on the definition of the administrative and legal mechanism of ensuring economic security in Ukraine by borrowing the positive experience of foreign countries. The leading research methods are general scientific and special research methods, including methods of logic, analysis, comparison etc. The results of this study are a comparative legal analysis of the functioning of the economic security system in Ukraine and EU countries, analysis of the transformation of economic security in European countries, search for promising ways of transformation and reform in Ukraine. The significance of the obtained results is reflected in the fact that this study may serve as a basis for outlining future changes to the current legislation of Ukraine on the functioning of economic security in Ukraine.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.

The purpose of this article is to address current issues of doctrinal and legal security of economic security of the state with the actualisation of issues concerning the relationship between the concepts of “economic security” and “economic sovereignty” in their relationship and mutual understanding. The authors pay attention to the analysis of existing in the national legal doctrines of individual countries scientific approaches to the definition of “economic sovereignty”, clarify its main features, analyse the scientific approaches of domestic and foreign researchers to define the concept of “economic security” and on this basis own vision of the instrumental content of these definitions. It is argued that the concept of “economic sovereignty” is primary in relation to the concept of “economic security”. The article examines the national systems (models) of economic security of the state, including, in particular, American, Japanese, Chinese, models of institutional entities (in particular, the EU), models typical of countries with economies in transition. The authors found that Ukraine is characterised by a system (model) of economic security of countries with economies in transition, which is fragmented and inconsistent in its construction, which ultimately affects the state of economic security of the state as a whole. It was found that the main goal of Ukraine at this stage of its development in the context of building a national model of economic security is to create an effective system of means to overcome or minimise existing or potential threats, especially in the context of globalisation of trade and economic relations. The paper emphasises the need to borrow positive foreign experience of legal support of relations for the creation and implementation of national systems of economic security of the state to gradually transform Ukraine into an important participant in the processes of international economic security

The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

Introduction. The article is devoted to the problems of agricultural development as a basis for ensuring food security in Ukraine. Food security is one of the important components of economic security, which creates a basis for further progress and development of the state. Achieving food security is one of the Global Goals for Sustainable Development by 2030, set by the UN to member countries at the Summit on Sustainable Development. The purpose of the article is to reveal the problems and prospects for the development of the agricultural sector in the context of ensuring food security in Ukraine. Results. It has been determined that the contribution of agricultural production to the GDP in Ukraine is quite significant. According to the results of 2018, 89% of agricultural enterprises have received a profit. The consumption of main types of food products by the population of Ukraine is less than the scientifically substantiated norms, namely: the actual consumption of meat is 64% of the norm; milk and dairy products – 52%; eggs – 94.8%; fish – 59%; fruits, berries and grapes – 53%. At the same time, there is a steady increase in the share of agricultural products in the structure of exports (in 2019 – 44.2%). According to the Global Food Security Index, Ukraine does not have the best positions and yields not only to all European countries, but also to those countries to which it exports food. Conclusions. Ukraine occupies the 76th out of 112 positions in the 2019 Global Food Security Index. Problems that pose potential threats to food security are acute, particularly, the lack of balance in the diet of Ukrainians. Due to the products of animal origin, the caloric value of the diet is provided only by 28% at the optimal level of 55%. The share of the population’s expenditures on food products is unacceptably high: more than half of the total aggregate expenditures, which is higher than the similar indicators of the EU countries by 3-5 times. The increase in agricultural production should take place in compliance with environmental norms and international food quality standards.
