Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.

The research paper deals with the formation of new scientific solutions concerning evaluation of the development of the agroindustrial complex, its role in ensuring sustainable development of the national economy, identifying problems and developing ways to solve them in the current conditions of the functioning of agrarian production in the countries of Eastern Europe. The research emphasizes the key importance of agrarian production to ensure the food and economic security of Eastern European countries. It has been revealed that the agroindustrial complex plays a significant role in the countries of Eastern Europe, especially as concerns Ukraine, Belarus, Poland, Moldova, Bulgaria and Romania. There are problems with the formation of effective state support of agrarian production in the countries selected for study, especially as regards the countries of Eastern Europe, which are not members of the European Union. The methodology for assessing the development of the agroindustrial complex in Eastern European countries was developed and proposed for use, as well as calculations on its basis were made, which allowed to divide all countries of this region into three groups: countries - outsiders (Ukraine, Moldova, Russia); countries, where the development of agrarian industry is of concern (Belarus, Romania, Bulgaria); countries that need to improve the agrarian sector of the national economy (Hungary, the Czech Republic, Slovakia and Poland). A complex of agrarian production problems was identified for each of the Eastern European countries, and the key ways of their elimination were proposed, which are aimed at: reforming the market of agricultural land; stimulating the development of farms; increasing efficiency of state support of agrarian production; intensification of development and introduction of innovations in the agrarian sector; the transformation of the structure of the agro commodities market, including the optimization of their export and import.

The article is devoted to research of problems and substantiation of priority directions of financial support of development of agrarian enterprises. The purpose of the research is to analyze the current state, tendencies for identifying problems and priorities of financial support for the development of agribusiness enterprises. The object of research - the tools of financial support for the development of agrarian enterprises. Methods used in the research: logical-content, methods of scientific knowledge, induction, analysis and synthesis. The hypothesis of research: priority sources of financing for the development of enterprises of agroindustrial complex: state support, lending, investment, mergers / acquisitions, stock instruments. The statement of the basic material: according to the results of the analysis of the state and trends of development of enterprises of the agricultural sector, the priority directions of its financial support were determined. Based on the study of world experience of resource subsidy models, the possibility of adapting key support models for separate segments of the agrarian enterprises activity, taking into account the peculiarities of their management, is shown. At this stage, the reform of the agrarian sector requires state support in the form of introducing privileges for innovative development and lending. Financing of innovations at domestic agrarian enterprises is usually carried out at its own expense in small volumes. The originality and practical significance of the research is to justify the tools for improving financial support for the development of agrarian enterprises, which combine tax incentives for innovation, leasing programs, innovation-oriented loans, venture financing, stock mechanisms, land mortgages, market instruments. Conclusions of the research: improving financial support will help to improve the system of state support by stimulating the development of particularly significant segments of the agro-sector for the region and the country as a whole.

The issues concerning the study of prospects of agricultural products export are considered in the article, including working out a strategic plan of Russian seafood export development. The analysis of revealed priority export markets for fish and fish products is conducted using a number of indicators in order to work out the encouragement and support tools of development of fish and seafood export from Russian Federation. The basic mechanisms of state support of seafood export development are described as one of the priority guidelines of agroindustrial complex development.

The article analyses the directions and volumes of state financial support for the agricultural sector of Ukraine. The urgency of the problem is caused by the addition of the Cabinet of Minister’s of Ukraine Resolution «On approval of the Procedure for using funds provided in the state budget for financial support of agricultural producers» daed 08.02.2017 № 77 by Resolution dated 07.04.2021 № 315 and the corresponding expansion of state support, namely: development of stock-raising and processing of agricultural produce; financial support of development of farms; partial indemnification of cost of agricultural technique and equipment of home production; financial support of measures in an agroindustrial complex by reduction of prices of credits; financial support of development of gardening, viticulture and hopgrowing; grant to the domestic farms of additional financial support through the mechanism of additional charge in behalf on the insured persons – members/chairman of domestic farm of single payment on obligatory state social. The peculiarities of the state support mechanism for the agrarian sector have been researched in the part of functional and programmatic charges, financing of the programmes for period 2017-2020 and its general efficiency. The state of implementation of programmes of credit subsidies, support of farming, partial financing of purchase of equipment by regions has been revealed. According to the results of the correlation analysis, the closeness of the connection between the budget programs and the state of the agrarian economy in the part to which the expenditures of the State Budget of Ukraine are directed is described. Approaches to the redistribution of GDP through the budget have been clarified, according to the analysis of the industry’s contribution and the received funding. Based on the research for improving the mechanism of state support, the paradigm of state funding of the agricultural sector has been proposed as a scientific and methodological approach that allows to adjust the existing mechanism of subsidies, assess the effectiveness of support, improve monitoring and identify control points for budget use. The obtained data can be used while forming budgetary regional requests and forming the strategy for sustainable development of rural areas.
