Ņemot vērā intelektuālā īpašuma politikas attīstību, uzņēmumi arvien biežāk izstrādā intelektuālā īpašuma stratēģijas, lai varētu iegūt arvien lielāku labumu no to izstrādātajiem inovatīvajiem produktiem. Ir pierādīts, ka uzņēmumi, kuri savā darbībā izmanto intelektuālo īpašumu, ir ekonomiski konkurētspējīgāki, un tas paaugstina arī valsts konkurētspēju. Mūsdienās inovācijām un to efektīvai izmantošanai uzņēmuma attīstībā ir izšķiroša nozīme ne tikai paša uzņēmuma, bet arī valsts konkurētspējai. Tādēļ politikas veidotāji, lai veicinātu inovāciju un ekonomisko izaugsmi, cenšas pilnveidot intelektuālā īpašuma regulējumu. Lai arī jau gadsimtiem ilgi tiek atzīts, ka intelektuālā īpašuma tiesību aizsardzība ir svarīga ekonomiskajai attīstībai un inovācijām, tomēr pārkāpumu un viltojumu skaits katru gadu turpina palielināties, radot miljoniem eiro lielus zaudējumus. Today, innovations and their effective use in the development of the company are crucial not only for the competitiveness of the company itself, but also for the competitiveness of the country. Recent research shows that, as intellectual property policies evolve, companies are increasingly developing intellectual property strategies in order to benefit more and more from the innovative products they develop. In addition, these companies, which use intellectual property in their operations, are more economically competitive, which also increases the country’s competitiveness. That way, policy makers seek to improve the regulation of intellectual property in order to foster innovation and economic growth. However, although the protection of intellectual property rights has been recognised for centuries as important for economic development and innovation, the number of infringements and counterfeits continues to rise every year, causing millions of losses.

In the agrarian field, which is one of the leading sectors of the economy of the Republic, a multi-ukladic economy based on various forms of ownership and Economic Conduct has been restored. The development of Agriculture on an innovative basis in the current period, in which the processes of economic development are rapidly developing, the rational and effective use of the formed scientific potential and the created property serves to increase the competitiveness of agricultural enterprises, further strengthen the position of the products grown in the domestic and foreign markets. The article describes some of the shortcomings encountered in achieving these goals and comments on their elimination and leads to the fact that they have a low indicator in achieving economic efficiency. As a result of the research work carried out, it is necessary to establish innovative projects in the agrarian field, to finance and implement them into practice. It also provides a well-grounded conclusion and a scientific proposal based on the results of the study.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

The growing share of knowledge-intensive products in international trade and the increasing sensitivity of multinational firms to intellectual property theft make it imperative to analyse the effect of IPR promulgation on their FDI decision. In this perspective the current article gauge the importance of Trade Related Intellectual Property Rights (TRIPS) agreement under World Trade Organisation (WTO) in increasing a Latin American & Caribbean (LAC) developing economy’s appeal for investors from abroad. Infrastructure and skilled labour availability, market size, macroeconomic stability, economic development, and trade liberalization are also considered. Time-invariant phenomena such as access to the sea, regional affiliations/proximities, income groupings and ability to speak one of the international languages, though desirable were not done because fixed effect panel estimation technique does not permit the use of dummy variables. Due to the 2008-2009 recession in the developed economies, the available investment funds withered, making the investors’ sceptic apropos the safety of their tangible and intangible property, especially in the developing world, causing a decrease in FDI to these nations in general. However, LAC countries were somewhat resilient and received a steadily increasing flow of foreign investment. Thus, it demands to analyse the factors that overcame the overseas investors’ scepticism and prompted them to invest in the LAC region. By utilizing annual data for 28 years that is 1989-2016 from 24 LAC developing nations it is found that infrastructure and human capital availability, macroeconomic stability, economic development, strengthening and worldwide harmonization of intellectual property right standards through TRIPS positively effects the overseas investor's investment decision. The host population used to measure market size is found to be insignificant when tested with other conventional FDI location pull factors. Similarly, liberalization, consistent with horizontal FDI theory, exerts a significant negative effect on inward FDI.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

Studies devoted to economic activities of business enterprises are aimed at finding correlations between various factors and indexes of effectiveness, outlining tendencies, developing economic standards and forecasting. The sustained socio-economic development in Ukraine can be ensured by creating stable market relations through attracting and effective use of foreign investment, deeper integration of industry and science & technology sector, expanding foreign economic activities and more effective utilization of the resource capacities at regional level. This raises the importance of statistical analysis allowing for quantitative and qualitative assessment of the phenomena and processes underlying socio-economic trends in regions, for ranking of the country’s regions and ranking of countries in international comparisons. As a consequence, statistical support becomes increasingly import ant for justifying and making of management decisions on socio-economic development . A statistical approach to justification of management decisions, including socio-economic programs, is developed by use of the method of statistical equations of dependences. Key theses of the method of statistical equations of dependences, developed by Professor O. Kulynych, are set out. This method is extensively used in Ukraine and beyond. It enables for quantitative assessment of correlations and tendencies of phenomena and processes in nature and social life. The main tasks dealt with by the method of statistical equations of dependences are solving direct and inverse problems; finding the intensity of the factors’ impact on the dependent variable; constructing graphs of multiple correlations and finding the weight of a selected factor; analysis of functional dependences and correlations; analytical computations on the basis of numerous and not numerous sets of input data. The main equations of the method that can be solved by software are linear, parabolic, hyperbolic and logical functions, of which a researcher can select the appropriate ones to study a process on the basis of the available parameters and criteria with use of comparison ratios.
