In the agrarian field, which is one of the leading sectors of the economy of the Republic, a multi-ukladic economy based on various forms of ownership and Economic Conduct has been restored. The development of Agriculture on an innovative basis in the current period, in which the processes of economic development are rapidly developing, the rational and effective use of the formed scientific potential and the created property serves to increase the competitiveness of agricultural enterprises, further strengthen the position of the products grown in the domestic and foreign markets. The article describes some of the shortcomings encountered in achieving these goals and comments on their elimination and leads to the fact that they have a low indicator in achieving economic efficiency. As a result of the research work carried out, it is necessary to establish innovative projects in the agrarian field, to finance and implement them into practice. It also provides a well-grounded conclusion and a scientific proposal based on the results of the study.

In modern times, the potential opportunities of the regions are studied using  different methodological approaches to achieve sustainable socio-economic development,  and zoning is carried out in different directions to stimulate their future activities. The  zoning is based on the demand for available resources and takes into account the level of  socio-economic development of the region. At present, the study of tourism in the Republic of Azerbaijan by regions is encouraging  attention due to its relevance. However, research work on the identification of tourism zones in the country and the zoning of these  areas is weak. From this point of view, the article studies the tourism potential of Gusar region and provides a scheme for its tourismrecreation zoning which meets present-day requirements and attracts attention due to its relevance. The article analyses the development  strategy of tourism, which is a new and promising field in the Republic of Azerbaijan, identifies the main directions of this strategy,  and explores ways to solve existing problems. For this purpose, first, the criteria for zoning of tourism and recreation resources were  determined; then natural and anthropogenic tourism resources were assessed through the example of Gusar region; information on  natural and historical-architectural monuments of interest to tourists was provided; the number of hotels operating in the region over  the past five years, the number of rooms, full hotel capacity and overnight stays, as well as the income, expenses, and the difference between them were made on the basis of statistical and comparative analysis. Based on the information obtained, for the first time, a  “Zoning Map of Tourism and Recreation Resources of Gusar Region” was compiled; the strengths and weaknesses of the tourism sector  were identified, and future threats and opportunities for the development of this sector were analysed by means of the SWOT analysis.  According to the analysis, the strengths of the region included the favourable economic and geographical position, the availability of  unique natural and historical-architectural monuments, the availability of natural and ecological conditions to provide recreation for  tourists, and opportunities for ecological, rural, religious, trekking, and other tourism types, etc. Weaknesses included the concentration  of hotels mainly in the region’s centre, insufficient promotion of tourist attractions, poor level of service and vocational training, lack  of guides, etc. The opportunities were high tourism potential, organisation and development of local tourist routes, an abundance of  labour resources, etc., while the threats included the aggravation of the geopolitical situation in the border areas, the intensification of  natural disasters, etc.

The article examines the investment potential of the territories of the Republic of Uzbekistan and the issues and investment distribution problems in them. Also, in the article predictions were made using programs of mathematical models of artificial neural networks in the analysis of distributions process problems,and the results were determined by comparing the results with trend and panel methods. Sustainable territorial socio-economic development is determined by general laws of country socio-economic development, the share of export products in the total output of the region, depending on the composition of the gross regional product, in key sectors of the economy is determined by features such as competitive product, scientific potential, population income. Therefore, the problems that arise in ensuring the socio-economic development of the region in modern conditions will have their own regional characteristics.Addressing the territorial socio-economic development problems require strengthening the regulatory role of the state in determining regional economic policy, governance, the development of effective systems, tools and methods of state regulation. Sustainable territorial socio-economic development also depends on the self-sufficiency level of resources and effective budget finance, credit, tax and price policies.

Today, innovations and their effective use in the development of the company are crucial not only for the competitiveness of the company itself, but also for the competitiveness of the country. Recent research shows that, as intellectual property policies evolve, companies are increasingly developing intellectual property strategies in order to benefit more and more from the innovative products they develop. In addition, these companies, which use intellectual property in their operations, are more economically competitive, which also increases the country’s competitiveness. That way, policy makers seek to improve the regulation of intellectual property in order to foster innovation and economic growth. However, although the protection of intellectual property rights has been recognised for centuries as important for economic development and innovation, the number of infringements and counterfeits continues to rise every year, causing millions of losses.

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

The article presents the results of a study of changes in the state policy of the Republic of Belarus related to the field of intellectual property. The author provides information on the adopted regulatory legal acts that improve relations regarding intellectual property rights. A brief overview of the main government bodies in this area is given. The main focus of the study is on the effectiveness of the changes, in particular, the change in the number of applications filed for registration of individual objects of intellectual property. A comparative analysis was carried out of the total number of such applications in all states of the Eurasian Economic Union. Based on the results obtained, the author made the appropriate conclusions and proposed the recommendations to improve the policy in the field of intellectual property both in Belarus and within the entire EAEU, in particular, to strengthen interaction between countries.The study was carried out within the framework of the research work "Mechanisms and directions of development of the single market for services of the EAEU in the context of the implementation of the concept of "Integration +"in the context of ensuring the economic security of the Republic of Belarus (business services) " on assignment 3.02 "Positioning the Republic of Belarus in the global economy in terms of ensuring international competitiveness and economic security, taking into account modern challenges and threats: theory, methodology and practice" of the State program of scientific research "Society and humanitarian security of the Belarusian state" for 2021-2025, subprogram "Economy".

The article is devoted to the study of the key factors of the internal environment of the formation of investment attractiveness of agricultural enterprises of the Sumy region. The current state of investments in agricultural enterprises of the Sumy region, their financial support, as well as the actual and predicted financial results of enterprises’ activities, reflecting the efficiency of using the resource potential of enterprises, have been investigated. Positive trends in the development of agricultural enterprises of the Sumy region are revealed, indicating an increase in the level of their investment attractiveness, both for domestic and foreign potential investors, respectively, on the activation of investment processes in the region based on the mobilization of internal and external sources of investment. In general, capital expenditures play a very important role for ensuring the reproduction process for each enterprise. Expansion of operations and economic development are impossible without investments. They are necessary for the development or acquisition of new technologies, equipment etc. The peculiarities of investing activities of agricultural enterprises are considered. They affect the investment attractiveness of agricultural enterprises and the choice of methods for assessing the investment attractiveness of an enterprise. The implementation of a long-term strategy for the economic development of the region’s agro-industrial complex requires an increase in the volume of investment resources, an improvement in the structure of investment sources and an increase in the efficiency of their use in accordance with the priorities of economic growth. In solving this problem, a regional policy for the formation and effective use of investment resources should play an important role. Despite the large amount of research devoted to investments, some of the related issues are the subject of further discussion. Increasing the investment attractiveness of the agricultural sector means creating a competitive environment, as well as an acceptable method for assessing the profitability of proposed investments.

The article analyzes the structure and types of investment growth in the regions of the Volga Federal District of the Russian Federation. The unevenness of their dynamics was revealed, which is due to the focus of investments on solving various problems. The paper also examines the essence of projects as a tool for balanced socio-ecological and economic development of territorial systems. For this, from the entire set of projects, those are selected that are aimed at solving the corresponding target tasks. In terms of the degree of impact on the quality of the socio-economic space, the authors singled out system-forming projects that supplement and serve the territorial development. Their qualification features are shown: sequence and contribution to the development of the territory. It is proposed to establish the priority in the implementation of individual projects based on the degree of cost recovery, the impact on the leveling of existing imbalances, the creation of the necessary conditions for the development of specialization industries. The requirements for backbone projects are substantiated, taking into account their industry affiliation. The work proposes three types of backbone projects: increasing the potential of existing backbone enterprises, ensuring import substitution and providing for the production of fundamentally new types of goods and services. Taking into account the scientific potential of the Republic of Bashkortostan, one should expect the emergence of new backbone projects in the field of biotechnology, informatics, pharmacy, the production of herbicides and pesticides, the production of engines, vehicles and agricultural machines.

Taking into consideration modern conditions of world economic development the evaluation of effectiveness of clusters, including the services sector, becomes very important. In this paper the technique of full assessment of the medical cluster can be found, including the rationale underlying the seven indicators that characterize economic processes in the cluster. All indicators are combined into blocks: the block assessments of the scale of the cluster, allowing to evaluate the performance of the cluster, is not in isolation but in conjunction with those processes that occur in the health system of the country; unit innovative activities of the cluster; the evaluation unit export capacity. The proposed integrated assessment of indicators gives the opportunity to bring all indicators to a common complex, calculated as the sum of the weighted coefficients of different directions of activity of the medical cluster; indicators of methodology are useful for assessing the effects of cluster activities for the state, businesses and consumers. The application of such methods in practice will allow to monitor the cluster operation, to review economic processes in dynamics and interrelation; to prevent negative trends that may occur in exports of services in the cluster and to take in due time meaningful steps to eliminate it; take into account the forecasts of development of medical clusters in medium and long term; the technique can be the basis for calculating the economic efficiency of the clusters created in the services sector in the Republic of Belarus and abroad.

Grain growing is one of the key drivers of growth in the agrarian economy of the Republic of Bashkortostan, is of paramount importance, and is included in the zone of economic benefits of other types of economic activity. The purpose of the work is to analyze the ways to increase the effective use of grain crops and products of their processing, produced in the Republic of Bashkortostan. The object of the research is agriculture in the Republic of Bashkortostan. The subject of the research is the process of using grain crops and products. The grain produced in the republic is used to satisfy internal and external needs. The authors emphasized that there is a decrease in the use of grain for food purposes, the volume of grain used for fodder purposes, including the production of combined feeds, is increasing annually, which is associated with a positive trend in the increase in livestock production. Grain production in the region should proceed according to an intensive scenario, due to the improvement of quality characteristics, selection work, for this it is necessary to solve the problems of the underdevelopment of the seed market. There is a stimulation of the export of grain products. Average annual growth in 2013-2019 in terms of the volume of export of products amounted to 28 %, the largest exporters were Latvia, Iran. The share of regional exports is 0.6 % in the export of grain from Russia, it is planned to increase the export of grain and products of their processing. It is necessary to develop competencies to bring regional products to foreign markets, establish new economic ties, trade on the exchange market, develop infrastructure, and increase elevator capacities.
