The chapter is a study of the democratic challenges faced and the local governance structures in Pakistan; how these two are intertwined and influenced by one another. The importance of local government elections and the issue of reinstatement of local government system in the current political scenario has also been the focus of the research. The role of political parties both in the government and in the opposition, in holding the local government elections that is also affecting the mainstream politics up to a significant level. Thus, the resultant situation is definitely affecting the democratic process in the country. The chapter will therefore study this cause and effect phenomenon occurring in the political landscape of Pakistan.

<p><em>This article aimed to analyze the role and chances of the Wali Nanggroe in its involvement in international peace and its relation to the implementation of special autonomy in Aceh. One of the functions mandated by the qanun (local laws) of Wali Nanggroe Institution is participation in local, national, and international peace. The participation of Wali Nanggroe Institution to be part of regional, national and international peace is an exciting study because most of Wali Nanggroe's members are currently former officials and former combatants of the Free Aceh Movement. This research will analyze the opportunities of the Wali Nanggroe Institute in its involvement in the world and its relation to the implementation of special autonomy in Aceh. This research shows the peace will continue after the peace agreement because many Acehnese leaders, former GAM leaders, believe that the MOU can bring Aceh to a self-government system through a peaceful and democratic process.</em> <em>that several opportunities can be used by it to carry out the function of peace, among others, the first is strong support from local political parties because Wali Nanggroe is an "old man" in Aceh; Third, good relations between Wali Nanggroe and foreign countries or bodies, as well as Wali Nanggroe's own experience in the negotiation process with the Government of Indonesia to realize the understanding of the Helsinki MoU in Finland.</em></p>

AbstractPopulism is a particular type of constitutional pathology; a brand of groupthink in which a leader establishes a direct connection with the people and, by virtue of this connection, is able to govern outside the established constitutional processes of the state. This Article reflects on the interaction between populism and political parties. It argues that one of the roles of political parties is to act as a medium between political elites and the people; a medium that can, or should, enable the people to exercise control over this elite through their membership of parties. Populism therefore presents a threat to the proper operation of political parties, and the proper operation of political parties correspondingly threatens populism.This Article begins by reflecting on the nature of populism. It does not pretend to provide a complete account of that phenomenon, but rather aspires to identify one strand of populist rule: A particular type of connection between the leader and her people. Second, the paper reflects on the constitutional role of political parties. Whilst political parties have often been treated critically in British constitutional scholarship, it will be argued that they are essential to the success of the democratic process: Modern representative democracy cannot function in their absence. Finally, these two sections of the paper will be drawn together: One explanation for the rise of populism is the weakness of political parties, and one way of combating, or mitigating, populism is for the state, and the citizenry, to support and facilitate parties. This Article suggests a correlation between the decline of political parties and the rise of populism, but it cautiously avoids making claims of causation. It could be that the decline of political parties leads to the rise of populism, as voters who are faced with a choice of superannuated parties turn, instead, to charismatic individuals. Or it could be that the rise of populism leads to the decline of political parties, as voters develop a direct relationship with leaders and, as a result, cease to engage with each other within the context of parties. Or, perhaps, these interactions might occur together, forming a feedback loop, with the decline of parties leading to the rise of populism which, in turn, hastens party decay.

This note is a rejoinder to a comment made by Professor Domenico Fruncillo on my paper published in the previous issue of this journal. My aim here is to respond to his valuable comments. I have selected what I consider as the most important ones, which include the role of primary elections in promoting democracy and a specific one referring to the age effect (young versus old) in determining the result. My point of view is that primary elections should be seen as the first necessary step towards improving the democratic process; the same method can be later used to decide on issues of ideology and policies. My response to the latter important issue is as follows. The real debate in PASOK’s case was not between old and young, but between those who were involved in holding government positions in the past (one prime minister and three ministers were running for PASOK’s presidency), and those who did not. The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

This chapter examines the relationship between parliamentarism and the legislative branch. It explores the evolution of the legislative branch, leading to disillusionment with the rationalized law-making factory, a venture run by political parties beyond the reach of constitutional rules. The rise of democratically bred party rule is positioned between the forces favouring free debate versus effective decision-making in the legislature. The chapter analyses the institutional make-up and internal operations of the legislature, the role of the opposition in the legislative assembly, and explores the benefits of bicameralism for boosting the powers of the legislative branch. Finally, it looks at the law-making process and its outsourcing via delegating legislative powers to the executive.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

It is widely believed that the news media have a strong influence on defining what are the most important problems facing the country during election campaigns. Yet, recent research has pointed to several factors that may limit the mass media’s agenda-setting power. Linking news media content to rolling cross-section survey data, the chapter examines the role of three such limiting factors in the context of the 2009 and the 2013 German federal elections: (1) rapid memory decay on the part of voters, (2) advertising by the political parties, and (3) the fragmentation of the media landscape. The results show that the mass media may serve as a powerful agenda setter, but also demonstrate that the media’s influence is strictly limited by voters’ cognitive capacities and the structure of the campaign information environment.

The central argument of this book is that voting unity in European legislatures is not primarily the result of the ‘disciplining’ power of the leadership of parliamentary parties, but rather the result of a combination of ideological homogeneity through self-selection into political parties and the calculations of individual legislators about their own long-term benefits. Despite the central role of policy preferences in the subsequent behaviour of legislators, preferences at the level of the individual legislator have been almost entirely neglected in the study of parliaments and legislative behaviour. The book measures these using an until now under-utilized resource: parliamentary surveys. Building on these, the book develops measures of policy incentives of legislators to dissent from their parliamentary parties, and show that preference similarity amongst legislators explains a very substantial proportion of party unity, yet alone cannot explain all of it. Analysing the attitudes of legislators to the demands of party unity, and what drives these attitudes, the book argues that what explains the observed unity (beyond what preference similarity would explain) is the conscious acceptance by MPs that the long-term benefits of belonging to a united party (such as increased influence on legislation, lower transaction costs, and better chances of gaining office) outweigh the short-terms benefits of always voting for their ideal policy outcome. The book buttresses this argument through the analysis of both open-ended survey questions as well as survey questions on the costs and benefits of belonging to a political party in a legislature.
