Annotation. Introduction. The article considers the concept of unconditional basic income in the study of social policy as a state instrument of universal social justice. Considerable attention paid to the prospects for the introduction of unconditional basic income and the implementation of its basic principles into Ukrainian legislation. Various approaches of legal regulations and etymology of social policy in the context of the state security system are considered. Significant emphasis placed on the study of the theoretical challenge of unconditional basic income, namely the study of the functioning of such a mechanism in modern communicative realities. This research is a product of analytics and was created without taking into account the author’s political ideas. Given the recommended amount of research, the issues of unconditional basic income was considered not to be completed. Purpose. One of the main tasks of the article is to study the mechanism of functioning of unconditional basic income and the possibility of its application in practice. It is also worth giving your own view of the social policy problems. The tasks of the article are to analyze the modern social security system and to suggest options for its improvement. Results. The theory of unconditional basic income currently has no practical application. Despite a significant number of theoretical experiments, no country in the world uses the instrument of unconditional basic income at the legislative level. Therefore, it is too early to talk about the implementation of this theory of social policy in practice in Ukraine. Conclusions. Theory of unconditional basic income has a strong intellectual tradition, but the practical application of this instrument of social policy not implemented. Our studies show that such a system promotes the development of human capital and increases the geographical mobility of people. Unconditional basic income creates material support that promotes human development in other spheres of life. However, it was noted that conducting such a social policy requires significant expenditures from the state budget. This creates material barriers for some countries to use unconditional basic income as a tool of social policy. The government made a decision to terminate the development of the service pension in 1997. However, during 1998–2016 the scope of service pension beneficiaries was extended. Thereby along with the overall social insurance pension system, the social pension scheme has been established and developed for a certain range of people funded by the state budget – the system of the service pension. The aim of the article is to explore the development of the service pension policy during 1996–2016. To accomplish it, in the framework of the study concepts related to the service pensions and the tendencies of reformation of the service pension schemes were studied. The international practice and the experience of several countries were explored, as well as the analysis of legal acts, policy planning papers and statistics was performed. The purpose of the service pension has changed and diversified, moreover, the issues regarding the service pension coverage are promoted by a group of politicians, escaping a wider discussion in public and even in the government.

The article describes the functioning of the three sectors of the social sphere in Slovenia — the pension system, health care and social guardianship. The emphasis is on the financing of these systems and the current problems of their activities and further reform. An author’s vision of a new approach to financing the social sphere is proposed, not on an individual or joint basis, but on the basis of direct coverage of necessary expenditures from the state budget, which increases as social productivity increases, regardless of the number of workers employed in the economy.

The social policy of a modern state should be aimed at creating conditions that ensure a decent life for a person and their free development as an individual. The most important areas of social activity of the state should be labor protection and improvement of people's health, ensuring a guaranteed minimum wage, full employment, state support for large families, students, motherhood and childhood, disabled people and pensioners. The objectives of social policy are: increasing incomes and social protection of the population; optimization of social and labor relations; improving the health of citizens; protection of motherhood and childhood and state support of the family. These factors determine the relevance ofstudying and developing methods of financing healthcare. The article pays attention to the issues of social insurance, as it is an integral part of the general insurance system. However, social insurance has a number of significant features that are determined by the requirements of social protection of citizens. Together with the state budget, significant amounts of financial resources are accumulated in social insurance funds, directed to solving problems of socio-economic development, which is reflected in this article. In the practice of healthcare financing in Kazakhstan, certain negative trends have developed, leading to inefficiency in the use of allocated budget allocations, which are emphasized in the work. Based on the results of the study, the issues of creating a stable financial base for compulsory social health insurance in the Republic of Kazakhstan are systematized.

In recent years, historians have paid increased attention to the Civil War pension system created for Union army soldiers and their families. It has come to be seen as a milestone in the evolution of U.S. social policy. Despite the overall appearance of generosity and of unbiased treatment for applicants, however, individuals actually experienced the system very differently based on the social status of the soldier involved. Looking at pension legislation, its implementation, and nearly one thousand pension claim files, this article argues that three types of status discrimination appeared in the distribution of pensions: Pension laws paid larger amounts to officers and their families, the Pension Bureau used ability to perform manual labor to determine the level of disability regardless of the applicants' true ability to earn a living, and claims based on the service of officers generally were decided more quickly and more favorably than those of enlisted men. Because military ranks reflected the soldiers' civilian social position—most manual laborers served as enlisted men, for example—these biases meant that individuals of higher social status received significantly better treatment than those of lower civilian status.

In modern conditions, the social policy of the state acquires special significance, which is a set of socio-economic measures of the state, enterprises, organizations, local authorities aimed at protecting the population from unemployment, rising prices, devaluation of labor savings. This is especially important in the Ukrainian reality, as due to the deep economic crisis and the decline in production, the problem of material security of the population, the creation of new jobs has become acute. Social policy follows from the social functions of the state, which it performs in a competitive market mechanism. It has been concluded that the payers of social insurance contributions are the state and employers (enterprises), and employees allegedly do not participate in social insurance and are provided without any deductions (payments) from wages. Social insurance directly and indirectly affects the interests of employees. Therefore, the participation of employees as insurers is mandatory under Ukrainian law. Due to the fact that this process is objective, beyond the control of the individual, is beyond his control, the state, reducing social tensions, takes care of the poor. It has been considered that a serious problem for Ukraine is the reform of the pension system: in fact, it is planned to build 2 new levels of the pension system. Thus, the pension system of Ukraine in the future should look like this: the first level - solidarity - exists today and provides for mandatory payments to the «common pot»; the second level - personalized - also provides for a «common pot», only now the information system of the Pension Fund will store information on the number and amount of individual payments; the third level provides for the emergence of private pension funds and voluntary contributions of working citizens. Bills on pension reform include, in particular, the removal of restrictions on the maximum amount of pension, the restoration of the dependence of the amount of pension on salary and seniority. It has been concluded that the field of social partnership, social policy and social security are those areas that directly affect the living standards of the population and are priority for Ukraine, wich includes the protection of the poor, the fight against unemployment, the regulation of labor relations.

The article is devoted to the analysis of the directions and mechanisms of adapting the social policy of Belarus to the demographic, migration, communication and technological challenges of modern society. The purpose of the article is to search for social policy mechanisms aimed at developing human potential and stimulating the social activity of citizens. The author analyses the directions of the state’s social policy in the absence of the reproduction of labor resources, an increase in the demographic burden on the ablebodied population, an uneven distribution of labor resources, the emigration of skilled personnel, growth in automation and robotization of production, and a growing need to build effective communication between the government and the population. The article provides an extensive analysis of statistical information, sociological research data, the legislative framework, methods and social technologies of social policy. As a result of the study the author comes to the conclusion that it is necessary to search for new mechanisms for implementing social policy in various fields. Therefore, in the field of demography, it is advisable to search for indirect measures to increase social guarantees for women in order to stimulate fertility, and transform the pension system in order to reduce the demographic burden on the working population. In the field of migration, it is advisable to take government action to prevent the outflow of highly qualified specialists abroad and to return of students who have received education abroad. In the field of social and labor relations existing personnel technologists should be improved and objective methods for evaluating the effectiveness of employees based on a competency-based approach should be introduced. In the field of communication between society and the state it is necessary to inform the public about the current state policy and to organize public discussions of the state initiatives before making them.

This topic is relevant because local government is a very important element in building a democratic society in the Russian Federation. According to the current Constitution of Russia, local government bodies are the basis of the democratic system, as well as one of the key factors in the development of civil society in the country. In this regard, the authors decided to study the activities of municipal authorities and understand their role and importance in improving the level and quality of life of the population in the regions of Russia. The article describes the activities of local government bodies, their main purposes, tasks and functions, and describes a number of problems that local authorities may face when performing their municipal tasks. The authors considered such terms as «standard of living» and «quality of life» and defined them. In the article, the authors provide a detailed list of ways to improve the level and quality of life of the population in the region. The authors also tried to identify their role and significance in the socio-economic development of municipalities. As an example, which shows the competent work of local government bodies in the implementation of social policy, the municipal district of Tekstilschiky in Moscow was taken. The social policy of this municipality was considered in the system of providing social services to the population in the state budget institution territorial center for social services Kuzminki branch Tekstilschiky for 2020. In general, the authors express the hope that their article will be in demand in scientific circles, since it is part of their master's dissertation. The relevance of the research topic is due to the fact that the activities of local self-government bodies should be aimed at the comprehensive development of the municipality in social and economic terms. It is worth saying that today the problem of the effectiveness of local self-government bodies has not yet been fully studied, as a result of which many scientists and experts are puzzled by this issue. The purpose of the study is to analyze the activities of the local government to improve standard of living and quality of life of the population and to determine the main directions of its improvement.
