<p>The current paper features the essence and legal bases of social protection in foreign countries, as well as a comparative analysis of social support models in the Russian Federationand foreign countries. The author investigates the role of the social state in the implementation of youth policy, identifies key problems in relations between the youth and the social state, the most important aspects of the interaction of these two institutions. The arguments presented in the scientific article allow the author to distinguish a number of urgent problems in the sphere of interactions between the youth and the state in the conditions of modern Russia, each of which may lead to a number of negative social consequences. The youth policy implemented by the state is unmethodical. The main focus has currently shifted from the federal level to the level of the constituent entities of the Russian Federation, with the supreme bodies of state power having only overall strategic planning and determining the main directions of the youth policy in the country.<strong></strong></p>

The relevance of determining the theoretical and methodological determinants of the Robert von Moll’s concept of the social state is due to the need to determine the patterns of evolution of ideas about the state and law, as well as the need to assess the ability to use the potential of the Robert von Moll’s theoretical and legal heritage, his predecessors and contemporaries to identify the optimal model of the social state. Modern Russia attempts to build such state. The proclamation and consolidation of Russia as a social state governed by the rule of law at the constitutional level requires attention both to the experiments carried out in social and legal development, and to the practices of social reform, and also to those ideas that have not yet been embodied. The ideas of European scholars regarding the evolution of the state-legal organization of society in the early modern period, based on which Robert von Mohl (1799–1875) developed original concepts of a social state and a state governed by the rule of law are discussed in the article. An analysis of the state of European political and legal thought and identification of the factors that have a significant impact on the development of Robert von Mohl’s doctrine of a social state governed by the rule of law are the purposes of the scientific article. The methodological basis of the study was the dialectical-materialistic, general scientific (historical, systemic) and special (historical-legal, comparativelegal) methods of legal research. The method of reconstruction and interpretation of legal ideas had great importance. As a result of the study, it was concluded that in the first half of the 19th century in European political and legal thought various approaches was formed to consider the problems of social protection and how to resolve them. The development trend of European political science became the transition from ideas and principles formed in the conditions of police states and enlightened absolutism to the ideas of a state governed by the rule of law (constitutional) that protects the rights and freedoms of a citizen. At the same time, it was a question of the rights and freedoms of only a part of the population: the proletariat growing in number and significance was not always evaluated as an independent social stratum. The axiological principles of state justification have also changed. Rights and utility principle became dominant principles. In the first half of the 19th century the social issue as an independent scientific problem of the European political and legal thought was not posed and not systematically developed. Questions about the social essence of the state, the specifics of the implementation of the state social function, the features of public administration in the new stage of socio-economic development of society predetermined the emergence of the idea of a social state. This idea was comprehensively characterized in the Robert von Mohl’s works. He went down in the history of political and legal thought as founder of the concepts of social and governed by the rule of law state.

The scientific article reveals the formation of the Ukrainian system of social protection (historical aspect). The main stages of development of social policy in Ukraine, from the first origins to the key principles of modern social policy are described. The desire of the Ukrainian authorities to renounce the paternalistic role and alimony is emphasized. Priorities for activities in the social sphere have been identified: guaranteeing social rights, increasing the effectiveness of social programs, assistance to vulnerable groups (large and low-income families, servicemen, people with special needs, victims of violence, etc.). The general scheme of the social protection system in Ukraine is presented, which consists of two main parts: compulsory state social insurance, which is formed through the contributions of employers and working citizens to the relevant social insurance funds; system of social support (assistance, benefits, subsidies, social services), which is mainly formed by taxation and financed from the state budget. Further ways of scientific research are outlined (content and principles of realization of the state social programs on support of vulnerable segments of the population).

The article examines the main existing institutional guarantees that ensure the protection of human and civil rights and freedoms in foreign countries. Analyzed are judicial protection mechanisms, the activities of prejudicial bodies, as well as mechanisms of extrajudicial protection. The author emphasizes that the protection of human rights and freedoms is a constitutional obligation of the state. Special attention is paid to specialт mechanisms for the protection of human rights, such as the Commissioner for Human Rights, the activities of various bodies of constitutional control; indicates the importance of extrajudicial mechanisms for the protection of rights and freedoms. The author analyzes methods of direct protection of rights and freedoms, as well as the role of executive and legislative authorities as elements of indirect protection.

The article considers the trends taking place in modern conditions in the agrarian sphere – peasant farms. Concepts and definitions characterizing the essence of functioning new agrarian forms of economy are analyzed. The place and role of the state and farming as equal partners in the social arrangement of rural areas and in the preservation of the traditional way of life in the countryside is emphasized. The author considers some of the concepts and definitions to be generally accepted, the other ones are of a search and research nature, which gives the article originality. Contradictions and problems impeding the development of new agrarian forms of economy are revealed. The relevance of the theme consists in the need to develop family farms as a priority form of individual entrepreneurship and as an important source of sustainable growth in food production. The long-term domestic experience of development of peasant farms and private holdings using achievements in foreign countries is studied and on this basis, practical recommendations on accelerated development of individual forms of agricultural production are offered. In general, the agricultural economy should be diversified in order to provide social protection, the opportunity to generate employment and increase the profitability of farmers.

Now environmental protection is a priority in managing problems at the social, legal, economic, and political levels. The authors set the task based on the importance of the role of the state– to analyze the state policy of Russia and several foreign countries in the direction of environmental management. The research focus concerned the classification of the main policy areas of environmental management regulation and the identification of problems related to special state activities in this area. As a result of the study, the authors concluded that the terminology in the field of environmental management is insufficient elaboration, a generalized international law enforcement practice and an effective security mechanism are absent and there are many resulting contradictions related to the above in public policies in the field of environmental management at various levels.

The article highlights the problems of knowledge-oriented society development in Russia. According to the communication development policy concept of the Russian Federation, communication / information policy is to be viewed in terms of Russia’s transformation into a knowledge/information-oriented society. The concept identifies three priority areas and top goals which are major challenges to the process of building up a knowledge/information-oriented society, namely: (1) the development and implementation of a requisite technology base; (2) Russia’s close international cooperation in creating its strategy for a transition to a status of a knowledge/information-oriented society; (3) creating the social, economic and cultural conditions to facilitate the process of transition. The concept holds that the success of the transition towards a knowledge/ information-oriented society is dependent on the knowledge/information readiness of the society. The authors analyses the documentation and literature dealing with the stages of creating the concept of the state youth policy of RF and identifies the role of communication/information policy for the state youth policy as well as its newly-acquired features that evolved in response to globalization and knowledge/informationoriented society development. The author concludes that the informational localization of Russia’s younger population is accounted for by (1) the hard factors of their lifestyle, which coupled with high regional diversity and differentiation breed a great variety of thesauri, and (2) cementing network communities, which enable their members to satisfy their informational needs independently of the state or social structures.

Activity of the state plays the major function in development and realization of youth policy of Russia, it is directed on creation of legal, economic and organizational conditions and guarantees for self-realization of the identity of the young man and development of youth associations, movements and initiatives. The most important means of involvement of youth in political life and the social and labor relations is formation of system of ideas and the principles concerning a place and a role of young generation in the society, making base for effective joint practical activities of the state, employers, public organizations and other social institutes on realization of these ideas and provisions for formation and development of youth, realization of its creative potentialities in interests of society. In article problems of distribution of responsibility between the state, business and noncommercial sector are considered at realization of youth policy of Russia and other countries.

The study is aimed at identifying the range of problems caused by the implementation of the state social function, as well as detecting ways to solve them. In modern society, the state's implementation of a social function is gaining importance in connection with increasing social tension and the strengthening of the role of the state in solving social problems against this background. Most of them are caused by economic difficulties, since the state can realize social rights and guarantees mainly due to material support, and, for the most part, the society is not ready for the functions that are assigned to it by the modern social state: active position, participation in charity, assistance in the implementation of social functions by authorities. In this regard, it is necessary to determine the priority of the interests of society and the state, identify the main problems that arise in the implementation of the idea of a social state and determine ways to solve them. In this article, the authors consider forms of implementing the social function of the state at the state and non-state levels. Particular attention is paid to the municipal level of organization of the social function as the closest to the population, as well as the activities of trade union organizations. A significant contribution to the formation and development of the idea of the state's implementation of a social function, in particular, was made by the scientist G. Becker. Other authors mentioned in the article also point to the most common problems in the process of implementing the social function of the state at all levels.

This scientific article is devoted to the current issue of the year – the development of the social sphere and ways to improve the social protection of the Ukrainian population. The purpose of this article is to investigate the peculiarities of formation and development of the system of social protection of the population, its analysis and suggestions for improvement of the system of social protection of Ukraine. The research has revealed that an important place in the social policy of present-day Ukraine belongs to the system of social protection of the population. The extensiveness of social protection of the population depends on the social policy being reversed and, accordingly, on the volume of its financial support. Through the system of social protection are achieved certain goals of social policy, in particular the system of social protection. The main indicators of the standard of living of the population and social assistance programs, which were implemented in 2019, are reviewed. Based on the analysis of the state of social security of certain categories of people, the research identified the main directions of state regulation in the sphere of social protection of the population that require improvement. The Concept of Implementation of the State Policy on Social Protection of Population and Protection of Children's Rights. The implementation of this Concept, in our opinion, will increase the efficiency of social protection of the population due to the professional capacity of the social protection system employees, also to exercise control over the observance of legal requirements while providing social support and protection of children's rights.

The article is devoted to the generalized development of the legal mechanism and analysis of various directions of the state youth policy of the Republic of Azerbaijan. Analyzed the progress of the implementation of the relevant regulatory legal acts and programs. The ever-growing role of youth in the social and political life of the country is assessed. The state youth policy established by the National Leader Heydar Aliyev and successfully continued by President Ilham Aliyev is considered. It is concluded that youth policy is at the heart of the reform of human resources. Much attention in the state youth policy is paid to the identification, support and development of talented youth.
